Overview

This presentation covers the informationfor the utility which enables the Buyers to select a seller in caseof RA
Deadlock(in casewhen no seller participates in RA).

If there are noparticipations after opening the RA, Buyer has anoption to either proceed with Bid results or cancel
Bid/RA.

In forced RAscenarios with no participation in RA, Buyer is left with multiple L1s. Toovercome such a deadlock,
buyer can take following actions:

• Start another round of RAamongall technically qualified bidders, giving another opportunity to all to reduce
price.
• Since this is a caseof cartelization, hence bid maybe cancelled/ scrapped and freshbidding maybe done.
• Placementof contract on anyone of the L-1 bidders based on anycriteria as deemed fit by the Buyer with
appropriate internal approvals (This option will be available only after failure of first step.
