Standard Operating Procedure (SOP) of Agriculture Infrastructure Fund Scheme

for “Shilpe Samadhane” 2023-24

Overview:-

Agriculture and allied activities are the primary income source for the major population
ofWest Bengal. Most of the farmers are small and marginal. The role of infrastructure is
thuscrucial for agriculture development and for taking the production dynamics to the next
level. The Department of Agriculture, Government of West Bengal notified the
“Agriculture Infrastructure Fund” scheme w.e.f. 10th December 2021 vide notification
no.1667-AG- 11042(l 1)/22/2021-NAB

Key Scheme Benefits:

 All loans under this financing facility have interest subvention of 3% per annum up to
a limit of Rs. 2 Crores. This subvention is available for a maximum period of 7 years.
In
 case of loans beyond Rs. 2 Crores, the interest subvention is limited up to Rs. 2 Crores
project cost.
 Effective rate of interest is only 1% for loans to PACS up to Rs 2 Crores.
 Credit Guarantee Facility i s a l s o a v a i l a b l e u n d e r t h e s c h e m e f o r p r o j e c t l o a n
up to Rs 2 Crores.
 A private sector entity, such as aggregator, retail chains, agri-entrepreneur etc. can take
benefit for maximum of 25 projects at different LGD Codes/locations, each location
project loan not exceeding Rs. 2 Crores.
 Grants & subsidies available under various Government schemes like Farm
Mechanization, MIDH and Agricultural Marketing Infrastructure Funds can be
converged with this scheme.

Eligible Beneficiaries:

• Farmer, Agri- Entrepreneurs, Joint Liability Groups, Self Help Groups, FPOs and PACS
etc..

Eligible Projects:
The scheme facilitates setting up and modernization of key elements of the value
chain including:
• Supply chain services including e-marketing platforms
• Warehouses
• Silos
 • Pack houses
• Assaying units
• Sorting &grading units
• Cold chains
• Logistics facilities
• Primary processing centers like Dal Mill, Oil Mill, Spices Processing Units, Rice Mill etc.
• Ripening Chambers
• Organic inputs production
• Bio stimulant production units
• Infrastructure for smart and precision agriculture etc
Checklist of documents to be submitted to the Banks with application:-

1. Bank’s loan application form / Customer Request Letter for AIF Loan duly filled and
signed
2. Passport size photographs of the promoter/partners/director
3. Identity proof— Voter ID card/PAN card/Aadhaar card/Driving license
4. Address Proof:
• Residence: Voter ID card/Passport/Aadhaar card/Driving license/Electricity
Bill/Latest property Tax Bill
• Business Office/Registered Office: Electricity Bill/Latest Property Tax
Receipt/Certificate of Incorporation in case of Companies/Certificate of

5. Proof of Registration:

(DIC).
6. Income Tax Return for last three years, If available.
7. Audited Balance Sheet of last 3 Years, If available.
8. GST Certificate, if applicable.
9. Land ownership records — Records of Rights/title deed/lease deed. If applicable, then
Permission to mortgage the Immovable Property from the Lessor in case the Property
is Leasehold (for primary security)
10. ROC Search Report of the Company
11. KYC documents of the promoter/firm/company
12. Copy of Bank Statement for last one year (If available)
13. Repayment track record of existing loans (Loan Statement)
 14. Net worth Statements of promoter
15. Detailed Project Report
16. As applicable - Local authority permissions, Layout plans/estimates, Building
sanction etc.

Services that can be availed at Shilpe Samadhane camp. -

1. Applicants showing interest in availing financing facility under the scheme may
submit their details as shown in the prescribed form (Annexure-I). The Block
team would facilitate application to Bank to avail project loan and submission
of DPR and claims for AIF benefits.
2. New Registration of AIF for Agri-entrepreneur, FPOs, SHGs, etc. on AIF Portal.
3. Facilitation of statutory clearances like land, pollution clearance, fire NOC etc,
bank approval, hand holding support to the applicants to avail the credit
facilities under AIF.
4. Facilitations of credit under Bhabisyat Credit Card scheme of MSME

Detailed process flow for registration at “Shilpe Samadhane" camp:-

1. Each person visiting the AIF counter at Shilpe Samadhane Camp, for new
registration shall be given the prescribed form (Annexure-I.) that captures due
Registration No., applicant/ interested visitor details regarding bank account,
mobile number, Aadhar, address, project information like nature of project, total
Project cost, loan amount looking for, interested to avail the assistance under
CHC/ MIDH/Agri Marketing Infrastructure Assistance etc. and support for
preparation of DPR, if required.
2. Beneficiary, if registered on AIF portal, help or interventions sought for
approval of project / disbursement e.g. statutory clearance like land mutation/
conversion, Building plan sanction, Fire NOC, Environment clearance, etc.; and also
pursuing with Bank for approval/disbursement of project already applied, any
others.
3. The block ADA would share these details with concerned bank for assisting the
intending applicants in final submission of their application and also for the
pending cases at bank level. The block ADA shall also follow up such cases with
the applicants.
