WASA, contributed a large sewerage and
drainage network since its creation, which
improved the sanitation, environmental and
living conditions in the Gujranwala. Even then
the silting has reduced the carrying capacity
of both sewerage and drainage network,
which causes the overflowing of sewage even
during dry season, this becomes clubbed
problem during monsoon season when the
city flooded with polluted sewage causing
nescience for the public in sense of health
and traffic.

WASA realized the issue and carries out the


de-silting of the sewers and drains mostly by
manual labor due to lack of adequate
equipment and machinery for such purpose.
The existing machinery available with WASA
Gujranwala is not enough as compared to the
magnitude of the work required to be handled.
The manual labor does not work up to the
desired efficiency. Moreover, manual labor
employed to work as sewer men for de-silting
is getting scared due to availability of better
job opportunities in the labor market. The
situation demands the mechanization of de-
silting operation to ensure convenient flow of
waste water without any flooding in the city.
The procurement of requisite equipment /
machinery becomes the major issue in the
absence of the huge funding. To upgrade the
mechanical system in WASA Gujranwala, the
authorities coordinates with the Japan
International cooperation Agency (JICA)
through Government of Punjab and federal
Government of Pakistan for assistance under
it's program namely "Japan's Technical
Cooperation, Development Study and Grant
Aid"
(Copy of application is attached Annex-A)

The concept clearance paper for the same


amounting to Rs.604.310 Million Annex-B
was cleared by P&D Department in PDWP
meeting held on 30-06-2010 and
recommended for consideration / approval to
the CDWP. The CDWP in its meeting held on
07-04-2011 had cleared the concept
clearance paper.
After initial approval of request, JICA sent a
Mission to Pakistan – Gujranwala in for
Preparatory Survey and inception report
during September, 2013 for preparatory study
(Basic Design) under the project namely “up-
Grading Mechanical System for Sewerage
and Drainage Services in Gujranwala”. The
inception report of the project prepared by CTI
Engineering International Co. LTD. on behalf
of JICA is attached at Annex-C. The Minutes
of Discussion on the inception Report of the
Survey was signed on 13-09-2013. Annex-D.

In the course of the study, technical issues
were discussed amongst both WASA & JICA
officials for the project to be implemented.
Both parties were confirmed the main items of
the project and signed a Technical note on
27th September, 2013. (Copy of Technical
Note is attached Annex-E). The project was
finalized between WASA and JICA team
during the Mission visited Pakistan in
February, 2014. The Minutes of the
Discussions of Preparatory Survey has been
signed on 13th February, 2014. Copy attached
Annex-F). JICA agreed to provide grant
assistance of JPY 1012.395 Million or PKR
1103.312 Million. The counterpart financing
from Pakistan side for Rs.16.100 Million are
also included in the project in addition to the
JICA grant.

5 Project Objectives

inundation especially during monsoon
season.

Presently, only 7 Suction and 5 Jetting


machines are available with WASA
Gujranwala to handle the entire service
area. The dewatering sets are too old
and are completed their life. These are
not sufficient to carryout routine
functions.

The Government of the Punjab, intends


to implement this project under grant in
aid from Govt. of Japan (JICA). JICA
has agreed to provide an aid of JPY
1012.395 million for procurement of
equipment / machinery for upgrading of
mechanical system for sewerage and
drainage services in Gujranwala.

6 Describe and justification of

Justification:
The major continues problem faced by
WASA Gujranwala is siltation. There is a
combine sewerage system which also
needs to cater storm water in addition to
the domestic waste. Due to low flow rate
in sewers during dry season, it becomes
the cause of silting up most of the sewer
lines. The problem of siltation is
increased to the due to throwing of solid
waste in to sewers.
Periodic de-silting of the sewers and
drains are the only solution to prevent
flooding. Manual de-silting is a slow
process and cannot meet the
requirements of big size sewer and
drains. Situation demands switching
over to mechanized system.
As the existing machinery / equipment is
not sufficient for performance of duties,
the project shall bring batter
environmental conditions in Gujranwala
City. The sludge will be lifted and
disposed off very quickly during cleaning
process of sewers and drains. This will
reduce the time of cleaning – disposal
activity and will be a cause of
satisfaction for people in the whole
service areas as quick redressing of
their complaints

ESTIMATES OF JICA GRANT
ESTIMATE OF PAKISTANI COMPONENT
ECONOMIC & FINANCIAL ANALYSIS OF THE PROJECT

The Govt. of the Japan is expected a Grant Aid of JPY 1210 million to provide
equipment / machinery for upgrading of Sewerage and Drainage System in Gujranwala.
The allocation of funds is not involved in the purchase of such machinery. From
Pakistan side an amount of Rs. 16.100 Million will be provided by the Govt. of Punjab.

This new equipment / machinery will be deployed on Sanitation work, which is


environment friendly and a help in improvement of hygienic condition and atmosphere
pollution it shall be an effort to bring the Gujranwala City close to the reasonable health
standards. Being the service to the public, the economic and financial benefits of project
are mixture of tangible and non-tangible benefits.

Tangible benefits

1. WASA shall minimize the work charge staff and save finances which otherwise is
spent on their wages, as the machinery shall be a replacement of most of the
manual labor.
2. The new machinery is expected to shake off the load from old ones, which at
present demand finance maintenance.
3. The old machinery shall be given a breather to get overhauled with genuine
parts, which shall work for longer period of time and thus save on frequent
breakdown and finances.
4. Choking of sewers and their overflowing result in inundation and consequent
damaging of roads. By deploying new machinery, the situation can be redressed
