PROFILE OF THE OFFICE

Name of the Unit : Municipality of Bubong

BACKGROUND OR HISTORY

The Municipality of Bubong was created as a regular municipality on June 25, 1963 by
virtue of Executive Order No. 42 issued by the President of the Republic of the Philippines. It
was carved out from the old municipality of Ditsaan-Ramain which were divided into three
municipalities, namely: Bubong Buadipuso Buntong and Ditsaan Ramain.
The enactment of RA No. 7160, otherwise known as the “Local Government Code of
1991,” conferred upon the municipality, just like other LGUs, the right to manage its won
administrative, fiscal and development affairs in conformity with the national government’s
thrust for sustainable socio-economic growth.
Bubong is a 2nd class municipality in the Province of Lanao del Sur. It belongs to the
1st Congressional District and is considered one of the largest municipalities, in terms of area
in the entire province. It has 36 barangays with a total of 24, 354 people in households
according to the 2008 census.
The municipality of Bubong consist originally of 56 regular barangays during the
presidency of Marcos. During the term of President Aquino pursuant to Executive Order No.
109, some 20 barangays were abolished and to this day, the municipality is politically sub-
divided into 36 barangays.
The municipal hall of Bubong is approximately 14 kilometers from Marawi City.
Bubong is located on the north-western portion of Lanao del Sur. It is bounded on the north
by the municipalities of Kapai and Tagoloan II, on the South by the municipalities of
Buadipuso Buntong and Maguing, on the east by the municipality of Ditsaan Ramain and on
the west by the Province of Bukidnon.
Bubong’s land area is approximately 79,000 hectares. By current land use, 45% of
Bubong’s land area is classified agricultural mainly flat low land rice forms, 26%, is forested,
some 5,500 is built-up area of utilized as residential, while the remaining 10,200 is classified
as educational/recreational/industrial.

The topography of Bubong is practically a cut between plain and rolling hills. About
60% of the land area is a rolling plain type, while the remaining 40% is from rolling to hilly
topography. A significant portion of Bubong’s land area, 20,400 hectares is forest. The
municipal government had been implementing a log ban on the area still thick of good
lumber.
The municipality of Bubong falls under type four (4) climate. This type is
characterized by more or less even distribution of rainfall throughout the year with recorded
maximum precipitation occurring during the months of May to December recorded average
annual rainfall stood at 169 millimeters. Recorded average temperature is 27 degrees Celsius,
the hottest at 31 degrees Celsius.
Bubong’s first census of its population was taken as early as 1918 with 2,107
residents. During the 2000 census, its population was recorded at 19,003 with an annual
growth rate of 7.04%, the highest in the province and region. With the growth rate, the
population of Bubong in 2004 is estimated at 24,354.

in the island of Mindanao. Elevation at these coordinates is estimated at 709.2 meters or
2.326.3 feet above mean sea level.
NATURE OF THE OFFICE

The LGU has an effective structures, system and programs for managing and developing
human resources.

Administration

The LGU should initiate its revenue-generating measures to argument the share to their
internal Revenue Allotment in addressing the poverty situation of its citizenry. And finally,
on administration, Bubong has acquired facilities to make communication and data for

Customer Service and civil application are implement through the Citizen Charter of the
Municipality which as a guide of the clientele to provide frontline services effective and
efficient.

Social Services

On social services, for the provision of health care and education services, there where
unaddressed needs for facilities, personnel and better services. The services of the rural health
units was augmented by programs directly done by the Provincial Health Office. The present
administration of Buadipuso Buntong has to continue build partnerships.

MISSION

•To build promote and sustain a strong and committed local civil registry system by
implementing with sincerity, courtesy, honesty, efficiency and responsibility the civil
registration law of the country
•To uphold the ideals of a just and retionalized civil registration system putting premium
on professionalism, discipline and commitment towards the development of an excellent and
efficient civil registry system.

•To serve and help our constituents avail of civil registration services irrespective of
creed, class and culture.

•Make civil registratiob simpler but with and impact and significance that go beyond
mandated function. To serve BUBONG with the highest degree of intergrity, competence
hard work and utmost responsiveness.

GIOALS AND OBJECTIVES

The sectorial goals, objectives and targets describe each sector that Bubong had set in
order to achieve the LGU's vision. The performance indicators were from the LGPMS and
the results of the vision-reality gap assessment. All of these are consistent with the LGUS'
vision statement

The formulated goals and objectives are the desired results that intend to respond to the
problems and issues; both results may differ in terms of timeframe and impact. Goals are
medium to longer-term results that bring the LGU closer to the vision. Objective is a more
specific statement of a short desired result.

Here are a number points considered in formulating goals and objectives, namely: the
commitments and mandates of the LGU, e.g. localization of Millennium Development Goals
(MDG), the national, regional and provincial medium term goals, the poverty reduction goals,
other sectorial plans, and the results/analysis of LGPMS.

Objectives must specify a target. The progress desired should be measurable through
indicators. It is assignable to particular responsibility center and people. It can be realistically
done. And, it has timeframe as to when it can be achieved.

DESCRIPTION OF THE SERVICES

The LGU of Bubong have various services aims at escaping it's citizens from poverty or
any types of engagement which will cause their people to struggle. It is commonly known
that the major goal of any units is to eradicate chaos. They also provide services such as
humanitarian, livelihood and welfare among their constituents. They are also aiming to
provide recreational among the youths to be far into Vices as they believe that youths are the
hope of tomorrow.

BUSINESS PROCESSES OF THE UNIT

Since the aim of the municipality is to provide the best services towards their
constituents, they also provide peace and order. In order to achieve it, they have to set
protocols in any types of services they provides as follows:

Safety Process Flow

The municipality provides the safety of their clients. They made sure that their clients
will safe whenever they enter the Municipality of Bubong.

Production Process Flow

The product process of the municipality is good. They provide the needs of the people
whenever they need it. Personnel gives also what their needs through fast managing.

Quality ControlQuality Assurance Process Flow

Whenever the office conduct services, they make sure that it is 100% approved by their
clients. All of the clients request are provided by the office.
Clientele Care

The Office respects their clients and that they don't neglect there client, also they didn't not
chose client to handle.
Housekeeping
Housekeeping is essential in any business establishments. It is necessary to keep the area
clean and well organized both for the employees and the public.

Hygiene
The Municipality is a hazard free office that makes their clients comfortable while they are in
the office. The cleanliness is assured in the office because of their housekeeping that makes
their office hygienic.
May 20, 2023

Today is our first day of work immersion at the Municipality of Bubong. Actually, we are
divided into two groups which have a 1st batch and 2nd batch that’s where I belong. At first,
I am wondering what to do in that Work Immersion and I found out that it is kind of
observation.

When we arrived at the Municipality of Bubong, we directly go to the office of DSWD which
is some staffs are already there. One of the DSWD worker approached us and welcomed us to
their office. I felt comfortable thinking that we are welcome to the Municipality of Bubong
and it’s such a pleasure to hear that. They even gave us chairs to sit because they saw us like
we are confused where to stay. So the the DSWD worker, she told us that we take pictures of
their office including the Vission and Mission of the DSWD.

At early 10:00 am, we started the observation. We visited all the offices at Bubong and
specially, the office of our mayor Yusoph Munder and the offices of (the Municipal
Treasure, Sangguniang Bayan, the Municipal Vice Mayor, the Municipal Tourism , Culture,
and Arts., the Senior Citizens Affairs, GAD Center, the Ministry of Agriculture, Fisheries and
Agrarian Reform.)

Since they become busy because they have work, we told them that we are going home and
thanked them for letting us come to their office but before we leave, we took pictures with
them first. And then, we went back at school.

I can say it’s tiring work but it’s good for us to gain some knowledge about their services as a
Social Worker.
