Executive summary

 General:-The Federal Democratic Republic of Ethiopia has been making


strides towards transforming the national economy from predominantly
agricultural to industrialized economy. The Ethiopian Technical and Vocational

Education and Training (TVET) system was therefore, created for supplying the
growing industrial sector, especially the manufacturing sector, with adequately
skilled manpower. Accordingly the FTA designed this labour market survey
manual to help all the TVET systems assess the needs of the national economy
for skilled manpower and act accordingly.

 TVET Strategy:- Both the National TVET Strategy and the goals set for all the
TVET systems in GTP II clearly stipulated the need for closely monitoring the
labour market so as to align their skills training programmes with the
requirement of the labour market. Skills training programmes that are aligned
with the labour market would minimize wastage of resources and facilitate self
and wage employment.

 Objective:-The overall objective of this manual is to provide operational


guidance for carrying out TVET graduate labour market surveys. The results of
the labour market surveys are expected to provide adequate information on skill
adequacy and employability of TVET graduates and there by enable the FTA,
as well as RTAs, take appropriate measures to ensure the creation of
occupational skills required by the national development plan.

 Scope:- The scope of this labour market survey manual is limited to collecting
adequate information and data at regular intervals on the demand for skilled
labour from the industry and government sector offices, as well as on self-
employment opportunities provided to graduated trainees by the government.

 Duties and responsibilities:- The labour market survey would be carried out
periodically at three levels in the following manner:-

 TVET polytechnics/colleges/institutions would conduct the labour market


survey in their catchment areas once a year as per the stipulations of
this manual and its annexes.

 RTAs would directly undertake a regional labour market survey twice in


a GTP period

 The Federal TVET Institute in collaboration with FTA would directly
undertake labour market survey at a national level once in a GTP period.

 Result dissemination:-While labour market survey results would primarily be


used to adjust the training programmes to the requirements of the labour
market, the results shall be shared among all relevant government structures
both at the federal and regional levels. Especially regional TVET
bureaus/commissions/agencies would compile regional survey findings and
discuss with relevant stakeholders including all TVET colleges, both public and
private. The results of the survey as well as the deliberations of stakeholders
will be submitted to FTA, which would discuss with relevant Federal
Government stakeholders and RTAs, as well as industry sectors on way
forward and design appropriate measures to align important findings to the
overall training system.

 Survey design/methodology:- The sampling method depends on who


undertakes the labour market survey.

o TVET Colleges:- Survey all industries in their catchment areas, implying


that all industries will be covered by the survey

o Federal and Regional TVET agencies: Since survey catchment areas


will be large, it would be difficult to collect information from the entire
population. Thus stratified random sampling method will be appropriate to
survey business companies or enterprises. Since the number of
government sector offices and public enterprises, as well as NGOs, and
since access to collecting information is relatively easier, such surveys
shall be census based.

When applying stratified sampling methodology the sampling variables are:-

 Definition of micro, small and medium enterprises based on employment


level to categorize enterprises by scale of operations.

 The eight focus sectors of TVET.

 Enrolment rate of trainees in each subsectors

 Team organization;-The participation of relevant stakeholders’ in the labour


market survey would be important so as to instil a sense of ownership and
foster collaborative endeavours to increase the employment of TVET graduates
in industry and government organizations. The survey team will be composed
of relevant government offices and industry, and chaired by TVET college, or
TEVT bureau in case of regional surveys and vocational counselling head in
case of federal surveys

 Data collection tool:-Data will be collected using questioners designed for the
survey purposes and annexed in annexes 1 to 4of this manual. The
questioners use both closed and open questions, and are designed in simple
and understandable manner, as well as ease for compilation and analysis..

 Data entry, compilation and analysis:-Two software can alternatively be used


to enter, process and analyse survey data.

o IBM SPSS Statistics i software would be used for labour market data
processing and analysis.

o MS Excel software applications is also the other alternative to enter,


compile, and analyse the data.

1 Introduction

The Federal Democratic Republic of Ethiopia has been making strides towards
transforming the national economy from predominantly agricultural to industrialized
economy. The achievements of industrial development objectives call for, among others,
availability of adequately skilled human resources. The Ethiopian Technical and
Vocational Education and Training (TVET) system was created for supplying the
growing industrial sector, especially the manufacturing sector, with adequately skilled
manpower. As suppliers of skilled manpower the TVET institutions have to harmonize
the skill training they offer with the requirements of the industrial sector, which
necessitates assessing the industrial sector’s demand for skilled manpower. Accordingly
the Federal TVET Agency has designed labour market survey manual to help regional
governments assess the market need so as to supply the industry with the required
skills.
The purpose of this manual to provide a guide as to how a labour market survey is
conducted in a simple, relevant and easy to understand manner. The manual is divided
into six sections and has four questioners annexed to it.

The manual has benefited from the training workshop held at Bishoftu from 13 th to 25th
March 2017 and in Addis Ababa from 5 th to 10th March 2018. The participants drawn
from all RTAs and FTA as well as selected colleges provided feedbacks and
suggestions for improvements which were incorporated in this manual including the
annexed questioners.

2 Labour market survey

2.1. Overview of labour market survey

Labour market is a process where labour is sold and bought. As any other commodity
labour; as the skill and ability to perform a task; can be sold and bought in a market.
The sellers are the workers while the purchasers are the government agencies and
companies that hire the workers at a price both parties agree upon, which is commonly
called salary/wage. Operating within the basic principles of a market mechanism,
labour market is a voluntary exchange between the seller and the buyer, implying that a
worker provides labour in exchange for a sum of money to be paid by a buyer.

The other dimension of the labour market is self-employment opportunities people


create through the establishment of business enterprises/companies. Many countries
are promoting youth entrepreneurship to encourage their young men and women to
their own businesses and avoid the ups and downs of the labour market on the one
hand and create new employment opportunities to others on the other hand, - in short
transform themselves from sellers of labour to buyers of labour in the labour market.
In short the major features of a labour market are:-
To facilitate economic and social development of Ethiopia the Government of the
Federal Democratic Republic of Ethiopia aims at creating trained and trainable
manpower required by the fast growing economy. Skills are critical assets for individual
workers and companies in a rapidly developing economy like Ethiopia. On the other
hand, the Ethiopian economy while growing at an appreciable rate, at juncture of its
developmental phase, the economy cannot absorb the growing segment of the young
population that enters in the labour market. Thus efforts were being made to encourage
the youth to be self-employed through initiating business start-up programmes.

Labour market information and monitoring is thus an important tool for the TVET system
to identify and analyse the requirement of the labour market to continuously adjust their
training programmes with the requirements of the market

2.2 Need for the Labour Market Survey Manual

This labour market manual is designed to bridge the information gap as to the
employability status TVET graduates, by surveying government offices, business
companies and NGOs. What is more, the pace, structure and sustainability of self-
employment initiatives being perused by the government could better be monitored and
analysed by undertaking regular labour market surveys. The findings thereof will
provide insights which could be utilized in the process of policy and strategy formulation
to improve the contribution of the overall TVET system to the national development plan
of the country, i.e., GTPs; in an effective and efficient manner. The manual will also
serve as uniform data collection and analysis tool for taking policy and administrative
measures by the Federal TVET agency and regional TVET
bureaus/commissions/agencies, as well as the colleges/institutions.

This labour market manual is designed to bridge information gaps as to the

3 Objective of the labour market survey

3.1 General objective

The general objective of labour market survey is to ensure adequate supply of skilled
manpower, both in quality and quantity, required by product and service industries.

Labour market survey can improve both the short and long term training in order to
match labor demand and supply, ensuring that individuals acquire the skills, knowledge
and attitude required by employers/industries, as well public sector entities, for today’s
dynamic labor market needs.
This manual is meant to provide operational guidance to carryout labour market
surveys.

3.2 Specific objectives

While the objective of this manual is to provide practical guides that would enable
carrying out of labour market survey, the specific objectives of this labour market survey
manual would be: -
 To make recommendations for a demand driven TVET provision, whereby the
industries/enterprises/government sector offices and non-governmental
organizations are supplied with the relevant skilled man power.
 To enable TVET institutions to identify needed programs and short term training
or unit of competency/learning outcome to comply with the needs of employers,
i.e., industries/enterprises/government sector offices and non-governmental
organizations.
 To provide policy makers regarding the design and operation of relevant training
programs that are in line with the national development plans and labour market
demands..

4 Scope of the manual

The scope of this labour market survey manual is limited to collecting adequate
information on the demand for skilled labour by the industry and government sector
offices and MSE organizers both regional government sector offices and NGOs. The
labour market survey will help gather information on the extent to which the TVET
system is meeting the need of the development sectors, which intern helps design or
align the training system to the requirement the labour market.

5 Duties and responsibilities

The duties and responsibilities of the TVET colleges and regional TVET bureaus would
be the following.

5.1 TVET polytechnics/colleges/institutions

The overall responsibility of undertaking labour market survey on regular basis lies on
the TVET polytechnics/colleges/institutions in their catchment areas so as to adjust their
training programmes with the requirement of the labour market. In more specific terms:-
 Are responsible for conducting labour market surveys once in a year within their
respective catchment areas.
 Compilation and analysis of data as well as generation of reports
 On the basis of the findings of the report implement appropriate actions to align
their training programmes with that of the labour market requirements.
 On the basis of the findings of the report implement appropriate actions to help
trainees identify self-employment opportunities and enable them be equipped
with the necessary competencies to initiate, manage and operate their
businesses.

5.2 Regional TVET Bureaus

Regional TVET Bureaus/Commissions/Agencies should also directly carry out labour


market surveys at least twice in a GTP period, every two years, to enable them match
the overall skills requirements with the realities of economic development endeavours.
Since the overall TVET system is coordinated by the Federal Technical, Vocational
Education Training Agency under the auspicious of the Federal Ministry of Education at
the national level, FTA, through the Federal TVET Institute, shall undertake a labour
market surveys once in a GTP period.
 Support and ensure that labour market surveys are conducted by all TVET
colleges in the region as per the stipulations of this manual.
 Compile and submit annual labour market survey results undertaken by all TVET
colleges in the region, initiate appropriate actions as per the findings of the

survey and also pass the survey report findings and planned actions to be taken
at TVET college and regional level to the Federal TVET Agency
 Depending on the findings of the regional labour market surveysundertaken
every two years take appropriate policy and administrative measures to devise
skill development initiatives relevant for the labour market at regional level.
 Compile and submit regional labour market survey reports, to the Federal TVET
Agency in time.

5.3 Federal TVET Agency

 Support and ensure that regional bureaus to coordinate TEVT level annual labour
market surveys and undertake regional level labour market surveys effectively
and efficiently in their respective regions. .
 Analyse and provide feedbacks to regional bureaus on the findings of labour
market surveys.
 Undertake labour market survey once in a GTP Period at country level,
 Depending on the findings of the national labour market surveys undertaken
once in GTP period take appropriate policy and administrative measures to
devise skill development initiatives relevant for the labour market at the national
level

6 Result dissemination

The following procedures will be followed to share labour market survey results among
the relevant regional and federal government institutions.
It would be mandatory that labour market survey results shall be shared among all
relevant government structures both at the federal and regional levels, in accordance
with the following provisions
 TVET colleges shall share the results of the annual labour market surveys to
the Regional TVET Bureaus together with their plans and programmes they
would undertake to harmonize their training programmes with that of the labour
market as per the findings of the survey.

 Regional TVET Bureaus have to compile all annual survey results undertaken
by TVET colleges, as well as the direct regional survey results they will conduct
twice in a GTP period, and discuss results with all regional stakeholders. The
regional findings, including relevant survey results and data will then be
submitted to the Federal TVET Agency.

The Federal TVET Agency would compile regional survey results, analyse results at
national level, hold consultative meetings with federal and regional stakeholders and
design appropriate policy and administrative measures to enhance the effectiveness of
the TVET system in meeting the requirements of the developmental sectors for skilled
manpower at the national level.

7 Survey Methodology

7.1 Potential sources of employment

From the start it would be important to indicate that it is advisable only to collect data
on variables you need to know.
The survey respondents can be grouped into two broad categories:-
o Sector government offices are employers of TVET graduates.
 Graduates could be employed to work in the sector offices in
various capacities and skills
 Graduates can be employed for project that are under
implementation or planed for implementation during the period
under considerations by the survey
o Regional governments, directly or through their TVET Colleges, are creating
self-employment opportunities to young men and women in their respective
regions including TVET graduates.
o Federal Government mega projects and public enterprises as well as ministries
and agencies are also other avenues for employing TVET graduates

7.2 Survey design/methodology:-


The sampling method depends on who undertakes the labour market survey.
o TVET Colleges:-

The survey methods will use census sampling methods. Survey all industries
in their catchment areas, implying that the entire survey population will be
surveyed in catchment areas.
o Federal and Regional TVET agencies:
Since survey catchment areas will be large, it would be difficult to collect
information from the entire population. Thus stratified random sampling method
will be appropriate to survey business companies or enterprises.
The sampling variables are:-
 Definition of micro, small and medium enterprises based on employment
level to categorize enterprises by scale of operations.
 The eight focus sectors of TVET.
 Enrolment rate of trainees for each subsectors

7.3 Data collection tools/Questioners

The labour market survey tool comprises the following four questioners annexed to this
manual.
o Annex 1 captures the demand for self-employment of trainee graduates under
the initiatives of the job creation and safety net mechanism
o Annex2 is concerned with getting the demand for employment initiatives for non-
regular TVET trainees under job creation initiatives of regional governments.
o Annex 3 is used to collect information from companies, both private and public
enterprises, on their skilled manpower requirements
o Annex 4 deals with collecting information from federal and regional government
sector offices on skilled manpower demand. Annex 4 is also used to capture
information on the skilled manpower requirement of mega projects being
implemented, or planned for implementation, by the federal and regional
government sector offices.

7.4 Interviewing approaches


Interview is not an easy task. The expert that is assigned to conduct interviews has to
know the objective of the survey, is competent to undertake the interview, is properly
trained to carry out the task. The following tips would be good to create awareness on
the required competencies of interviewers.

- Creating a friendly Atmosphere: Introduce yourself and ask for the
name of the respondent to get acquaintance. Make clear the purpose of
the interview, why the respondent is selected as data source and explain
the contribution of the respondent in giving appropriate and correct
responses relevant to the question.
- Asking the question: Ask clear and easy questions that can be
understood and answered by the respondent. Explain the question with
simple terms if they are not clear, and cheer up the respondent so as to
create friendly atmosphere and encourage her/him to respond freely and
friendly.
- Obtaining the response: Don’t push the respondent to explain the details
in depth because the respondent may suspect you if he/she is not
experienced or is first time to be interviewed and refrain to respond
appropriately
- Reporting the response: Write down what the respondent answered. If
you are not clear with the answers ask again to have it explained further.
Also, make sure that written response iseasily understood by other
person(s) to avoid wrong interpretation.
- Biasing factors introduced by the interview: Take care of assuming the
conclusion according to what you think. Clearly understand what has been
said by the respondent but not how you feel it. Put what is said as is not
as you want or feel it to be.

7.5 Data analysis


Two software will alternatively be used to enter, process and analyze survey
data.
 IBM SPSS

IBM SPSS Statistics is software for managing data and calculating a wide
variety of statistics and survey reports. The IBM SPSS would be a valuable
software for labour market data processing and analysis.
 Microsoft Office Excel

It is also possible to use Microsoft Office Excel spread sheet to code
responses of respondents from questioners and analyse the data.
8 Labour Market Survey Report Structure
Since the labour market survey would become one of the major regular tasks of
the TVET system, the reports have to contain simple operational analysis of the
situation rather than academic research. In fact TVET trainers or RTA and FTA
staff can undertake academic researches for their personal carrier development
using the survey data. For the purpose of this labour market survey manual,
however, the following simplified contents are suggested in this manual.

9 Survey Checking Parameters

In order to check the reliability of the survey, it could be possible to use the
following parameters as litmus test. If significant deviation from the following
parameters is observed it may be advisable to recheck the survey through
limited sampling. The following parameters
i) Adequacy of survey/study process

The following factors can help check where the survey has followed the
procedures followed in thus manual
o Has the survey followed systematic approaches, (I,e.,
conceptual frame work, methodology, survey structure, data
presentation, analysis and interpretation, findings …etc)

o Data encoding and efficient use of technology (i.e., proper use
of software - Excel or SPSS, as the case may be)
o All items of questionnaires were part of report (document)
ii) Trainees Intake Ratio (Current National Ratio)
Intake ratios can help assess whether the tracer survey results deviate
from the intake policy of the Federal TVET Agency. Intake ratio may vary
from year to year. As a result it is always important to use current ratios. If
significant deviation is observed it may be advisable to check the survey
process/procedures followed.

The following table is used to illustrate as how to use intake ratios to


check survey results.

Assume that a certain college’s total plan of enrolment is 2000 trainees.
According to national ratio (15.2; 6.7 &1.12 ):-

 Level I and II= 2000*15.2/23.02=1321


 Level III and IV =2000*6.7/23.02=582
 Level V= 2000*1.12/23.02=97

iii) Percentage of Job opportunity


The third checking parameter could be looking the proportion of self-
employment and wage employment potential in the survey areas. While
this may vary from year to year and region to region; which necessitates
to use this checking factor cautiously; the following parameter may help
check survey results. .
 ≥ 90% Of Graduates Micro And Small Enterprises (MSE)

 ≤ 10% Of Graduates Wage Employed

-------- is undertaking labour market survey to assess the market demand for
TVET graduate trainees with the sole objective of harmonizing the skills of
graduates with the requirement of the labour market. In order to get information
on the need of the Federal/Regional Government sector offices with skilled
manpower we are conducting labour market survey.
The results of this labour market survey will only be presented in summary form
and individual responses will be kept strictly confidential. We would, therefore,
highly appreciate if you could complete the following questionnaire and return it
to us, at your earliest convenience to our assigned surveyor

የማፍራት ተልኮአቸውን በአግባቡ ለመወጣት እንዲችሉ የተቋማቶቻቸዉን ተመራቂዎች
የገበያ ላይ ፍላጎት ቅኝት ለማካሄድ አቅደዋል። በዚሁም መሰረት በመንግስት ሴክተር
መስሪያቤቶች ላይ የሚደረገው የዳሰሳ ጥናት የሰለጠኑ ሙያተኞች በገበያ ላይ ያላቸውን ፍላጎት
ያመላክታል ተብሎ ይታሰባል።የርስዎ መስሪያቤትም በዳሰሳ ጥናቱ መረጃ ለማሰባስብ
ከተመረጡት መስሪያቤቶች አንዱ ስለሆነ መረጃ በመስጠት ረገድ እንዲተባበሩን በአክብሮት
እንጠይቃለን።
በቃለመጠይቁ የሚሰጡንን መረጃ በሙሉ የቴክኒክና ሙያ ትምህርትና ስልጠና ተቋማትን
አካሄድ ለመገምገም የምንጠቀምበት ብቻ ስለሚሆን የሚሰጡን መረጃ ሁሉ በሚስጥር የተጠበቀ
ይሆናል፡፡ ይህ ደግሞ እኛ ምን ማሻሻልና ምን መቀየር እንዳለብን የሚጠቁመን ስለሆነ
መልካም ትብብርዎን እንሻለን፡፡ የእርሶዎ ምላሽ በጣም ይበረታታል አልፎም ለሀገሪቱ እድገት
