I- Indian Constitution:
The Constitution of India is the supreme law of India. The document
lays down the framework demarcating fundamental political code,
structure, procedures, powers, and duties of government institutions
and sets out fundamental rights, directive principles, and the duties
of citizens. When we talk about the social policy it is directly related
to our constitution which consists of: justice, liberty, fraternity,
equality. Our policy makers follow the rules of our constitution in
every policy like education policy, housing policy etc. In social
policy also use the following stones from our Indian Constitution.
Our constution have consist all the rights for the
betterment of the life and well being as-

III- Directive principle of constitution(Art. 36-51):

The directive principles ensure that the state shall strive to


promote the welfare of the people by securing a social
order in which social, economic and political justice like
Equal pay for equal work, Child abuse and Exploitation
of workers, Free Legal Aid, Right to work, Right to
educate etc. In the time of policy formation, we should
follow these parameters for the development of our
society.
Article 36:-Definition of the state: “The State’’ includes the
Government and Parliament of India and the Government and
the Legislature of each of the States and all local or other
authorities within the territory of India or under the control of
the Government of India.
Article 37:-Application of the principles.
Article 38:- State to secure a social order for the promotion of
welfare of the people.
Article 39:-Certain principles of policy to be followed by
the State.
- Equal rights to men and women. -ownership of resources.
- Equal pay for equal work.
- Protection of children.
Article 39 A:- Equal justice and free legal aid to citizens having
economic or other disabilities.
Article 40:-Organisation of village panchayats.
Article 41:- Right-to work, to education and to public
assistance in certain cases.
Article 42:- Provision for just and human conditions of
work and maternity relief .
Article 43:- Living wage, good working conditions etc.
for workers.
Article 43A:- Participation of workers in management
of industries.
Article 44:- Uniform civil code for the citizens.
Article 45:- Provision for free and compulsory
education for children.
Article 46:- Promotion of educational and economic
interests of Schedule castes , Schedule Tribes and other
weaker sections of the society.
Article 47:-Duty of the State to raise the level of nutrition
and the standard of living and to improve public health.
Article 48:-Organisation of agriculture and animal
husbandry.
Article 48 A:-Protection and improvement of environment
and safeguarding of forests and wildlife.
Article 49:-Protection of monuments and places and
objects of national importance.
Article 50:-Separation of judiciary from executive.
Article 51:-Promotion of international peace and security.
If we say about the social policy, we can see that
all parameters are shown in public policy, fiscal
policy, acts and developmental programme as
well as in welfare.
2. Secondary Source
I-Legal provisions and Acts: If amendment is made in
any legal provision, Bill and Act which exists and is
running, policy accepts these rules regarding any social
and economic development.
II- Directions of the Court : If any court gives the
judgment on any social issue, it can be changed in
legislation. Social policy accepts the changes regarding
these rules and guidelines in policy formation and
reformation like removal section 370 in Kashmir.
III-Five year plan/SDGs: At present Five year plan is
continue as SDGs . The status of success and failure of
five year plan/SDGs, the upcoming policy can consider
it in next (future) plan or new programme.

IV-Reports, Drafts and evaluation report: Policy can


use the report results, Final Draft and evaluation reports
like Census, NFHS, UNICEF, WHO etc.

V-Public Opinion: Public opinion also can be one of


the source of social Policy if public wants the change in
any policy such as Teen Talak etc.
Summary:
Sources of social policy is playing the role in policy
formulation as well as implementation. Through the social
policy we can develop our society in area of education, health,
, housing, environment conservation and infrastructural
development in the nation. By the sources we can easily draw
the blueprint of any policy for the betterment of human being.
