According to Minnesota Statute 244.052, the St. Cloud Police Department is releasing information regarding
Level 3 Predatory Offender Clarence Carthel Flowers. Clarence Carthel Flowers is moving into a residence in
the 100 block of 12th Ave N on 8/21/2023. This individual has served the sentence imposed on him by the
court.

The St. Cloud Police Department will be posting a community notification video detailing information
regarding this registrant via the City of St. Cloud website located at
http://www.ci.stcloud.mn.us/694/Police during the week of 8/21/2023.

Convicted predatory offenders have always been released to live in our communities, but it was not until
passage of the Registration Act of 1991 that law enforcement had a right to know the residence or track their
moves after their initial release from custody. With the passage of the Community Notification Act, law
enforcement now may share information with the public about many of these offenders. This creates an
informed community that can engage with law enforcement to address any concerns and/or issues involving
these individuals.

The St. Cloud Police Department is committed to providing our community with a level of service that always
places public safety as the priority. Please know that any suspicious activity and/or behavior will be
investigated. The St. Cloud Police Department’s Community Crime Impact Team is assigned to conduct
follow-up regarding level III offenders in our community.
