Introduction:

Flooding is a perennial problem in the Philippines, especially in low-lying areas. Barangay Frances in
Calumpit, Bulacan is one of the communities that are regularly affected by flooding, which has adverse
effects on the community’s livelihood and the environment. The primary reason for this problem is the
cutting of trees, which reduces the forest cover and increases soil erosion. Thus, there is a need for a
project that aims to rehabilitate the flooded area by addressing the root cause of the problem.

Rationale/Background:

Barangay Frances is a small community located in the municipality of Calumpit, Bulacan. The area is
mainly agricultural and is prone to flooding during the rainy season. The community relies on farming for
their livelihood, and the floods have a significant impact on their crops and livestock. The flooding also
affects the community’s health, as it leads to the spread of waterborne diseases.

The primary reason for the flooding in Barangay Frances is the cutting of trees. The forest cover has
been significantly reduced, which has led to soil erosion and the clogging of waterways. The community
lacks the resources and knowledge to address this problem, which has resulted in a cycle of flooding and
damage to their livelihood.

Project Description:

The proposed project aims to rehabilitate the flooded area in Barangay Frances by addressing the root
cause of the problem, which is the cutting of trees. The project will have the following objectives:

Conduct a tree-planting activity to increase the forest cover in the area.

Conduct an information campaign on the importance of trees and the impact of deforestation on
flooding.
Build a rainwater harvesting system to reduce the amount of water that flows into the waterways.

Conduct a waste segregation and composting program to reduce the amount of waste that contributes
to the clogging of waterways.

Establish a community-based monitoring system to ensure the sustainability of the project.

Project Costs and Needs:

The estimated cost of the project is Php 500,000. The project will require the following:

Seedlings and planting materials

Tools and equipment for tree planting and rainwater harvesting system

Materials for waste segregation and composting

Training and capacity building for the community

Monitoring and evaluation tools

In conclusion, the proposed project aims to address the perennial problem of flooding in Barangay
Frances by rehabilitating the area through a holistic approach. The project will not only address the root
cause of the problem but will also empower the community to sustain the project in the long run.
