EXECUTIVE ORDER NO. 004

Series 2022

AN ORDER REORGANIZING THE BARANGAY COUNCIL FOR THE PROTECTION OF CHILDREN (BCPC)

WHEREAS, Article 87 of Presidential Decree 603 (Child and Youth Welfare Code) provides that
every Barangay council shall encourage the organization of a Local Council for the Protection of Children
and shall coordinate with the council for the Welfare Children in drawing and implementing plans for the
promotion of child and youth welfare;

WHEREAS, DILG Memorandum Circular 90-01 dated January 19, 1990 enjoined all Punong
Barangays to establish within the structure at their respective Barangay Development Council the Local
Council for the Protection of Children;

WHEREAS, the LCEs shall take the lead in the organization / strengthening of LCPC and
implementation of all children’s programs in their respective localities;

WHEREAS, to ensure the survival, development protection and participation of children and
youth at the Barangay or community level there is a need to organized the Barangay Council for the
Protection of Children.

NOW THEREFORE, I, RODOLFO S. BALDESTAMON JR., Punong Barangay by virtue of authority vested in
me by law issue this Executive Order organizing the Barangay Council for the Protection of Children shall
be composed on the following;

Section 1. COMPOSITION- The Barangay Council for the Protection of Children shall be
composed of the following;

Section 2. DUTIES and RESPONSIBILITIES- The Barangay Council for the Protection of Children
shall be composed of the following;

a) Foster education of every child;

b) Take steps to prevent Juvenile delinquency and assist presents of children with
behaviour problems so that they can get expert advice;
c) Adopt measure for health of children;
d) Conduct capability projects to increase knowledge and skills in handing children’s
program;
e) Encourage the proper performance of the duties and responsibilities of parents, and
provide learning opportunities on the adequate rearing of children and positive
parent-child relationship;
f) Promote wholesome entertainment in the community, especially in movie houses;
g) Prepare AWFP for children and recommend appropriation to the Sanggunian;
h) Provide coordinating linkages with other agencies and institutions in planning
monitoring and evaluate of plan for children;
i) Establish and maintain database on children in the Barangay;
 j) Advocate for establishment and maintenance for playgrounds, day care centers, and
other facilities necessary for child and youth development;
k) Advocate for the passage of Barangay resolution / ordinances responsive to child-
related issues and concern and ensure the inclusion of children’s program in the
executive agenda.
l) Protect and assist children in need of special protection (e.g. abandoned, maltreated
and dependents)
m) Monitor situational reports on child and prepare quarterly updates including the
implementation of children’s program and make recommendations to the City
Council for Protection of Children for consideration and nationwide applications; and
n) Perform such other functions and other child related laws especially in matters of
child and parent education, health entertainment, etc.

Section 3. Secretariat. The BCPC Secretariats shall perform the following functions:

The Barangay secretary shall acts as the secretariat, shall provide technical support
services and such other assistance as may be required by the group to Effectivity carry out its functions.

Section 4. EFFECTIVITY. This executive order shall take effect immediately.
