AN ORDER REORGANIZING THE BARANGAY COUNCIL FOR THE PROTECTION OF CHILDREN (BCPC)
WHEREAS, Article 87 of Presidential Decree 603 (Child and Youth Welfare Code) provides that
every Barangay council shall encourage the organization of a Local Council for the Protection of Children
and shall coordinate with the council for the Welfare Children in drawing and implementing plans for the
promotion of child and youth welfare;
WHEREAS, DILG Memorandum Circular 90-01 dated January 19, 1990 enjoined all Punong
Barangays to establish within the structure at their respective Barangay Development Council the Local
Council for the Protection of Children;
WHEREAS, the LCEs shall take the lead in the organization / strengthening of LCPC and
implementation of all children’s programs in their respective localities;
WHEREAS, to ensure the survival, development protection and participation of children and
youth at the Barangay or community level there is a need to organized the Barangay Council for the
Protection of Children.
NOW THEREFORE, I, RODOLFO S. BALDESTAMON JR., Punong Barangay by virtue of authority vested in
me by law issue this Executive Order organizing the Barangay Council for the Protection of Children shall
be composed on the following;
Section 1. COMPOSITION- The Barangay Council for the Protection of Children shall be

Section 3. Secretariat. The BCPC Secretariats shall perform the following functions:
The Barangay secretary shall acts as the secretariat, shall provide technical support
services and such other assistance as may be required by the group to Effectivity carry out its functions.
