Off: Self test fails.

Dynamic Power Sharing Enlarging Site Coverage
The sum of each TRX configured maximum output power is bigger than PA maximum output power.
In the area with little traffic, BCCH carrier power configuration can be appropriately added by taking use
of dynamic power, and the remaining power is dynamically real-time shared among all TCH carriers to
