LEA 315 POLICE PERSONNEL AND RECORDS MANAGEMENT

I. COURSE TITLE: Police Personnel and Records Management

II. COURSE NUMBER: LEA 315

III. COURSE DESCRIPTION:

The course includes the study of police personnel management functions from recruitment to retirement; application of NAPOLCOM and PNP rules and
regulations; police records management; and preparation of police personnel reports.

IV. TOTAL LEARNING TIME: 54 Hours in a Semester

V. OVERVIEW: Articulately foster the values, integrity, accountability and responsibility while serving their fellowmen, community and country effectively
prepare the graduates for careers in crime prevention, law enforcement, scientific crime detection and correctional administration and encourage research and
inquiry on the nature, causes, treatment or punishment of criminal behavior and how criminal justice agencies respond to the crime, criminals and victims.

VI. LEARNING OUTCOMES:


 Understand the concept of personnel administration and personnel management;
 Appreciate the various issues and practices in police personnel management;
 State the police administrative principles and the functions of management;
 Explain the significant of management theories concerning police organization and administration;
 Discuss the activities of the police organization in the areas of recruitment and selection, appointments and promotion, performance evaluation, training
and career developments;
 Recognize the system of personnel management adopted in the Philippine national police organization;
 State the legal basis of personnel and records management in the PNP; and
 Explain the classifications, filing system of police records and the administrative reporting procedures in the PNP.

Chapter 2- POLICE RECRUITMENT, SELECTION AND PLACEMENT


 Know the importance of PNP Recruitment Management and selection process
 Discuss and familiarize the standard policy on selection and appointment
 Know and discuss the screening procedures and screening committee
 Know the national support unit and regional support unit for screening committee
 Understand and discuss the PNP recruitment procedure (NAPOLCOM M.C. No. 2007 009)
 Know and familiarize the NAPOLCOM Participation in the PNP Recruitment And Promotion Programs

Chapter 3- POLICE APPOINTMENT, TRAINING, APPRAISAL, PROMOTION & ASSIGNMENT


 Discuss the appointment and promotion system in the PNP
 Rationalized the importance of training and career development
 Know and discuss the screening procedures and screening committee
 Know the PNP Education program
 Understand and discuss the activities of the police organization

Chapter 5- POLICE INSPECTION, POLICE DISCIPLINARY MECHANISM & ADMINISTRATIVE OFFENSES

 Discuss and familiarize the person authorize to conduct inspection
 Understand and discuss the Police Disciplinary Mechanism
 Define and discuss the Administrative Offenses that may be imposed against a PNP Member

 Know and understand the Philippine national police personnel records management, records management division (RMD) & the PNP personnel file (PPF)
