Works General Conditions and
Specifications
NOC General Conditions
1. Corridors allocated to EITC (du) must be reserved and kept free for EITC
(du) use only, as per RTA approved/standard ROW cross sections or as
per main community developer.
2. Use of EITC (du) corridor or any deviation from the RTA approved/
standard ROW cross sections or as per main community developer
affecting EITC (du) allocated corridor must be requested officially and
EITC (du) stamp must reflect on the approved drawing.
3. In case other services are found laid in EITC (du) approved corridor
without prior approval, the same shall be relocated at the cost of the
owner of the other services found within EITC (du) corridor.
4. The location of EITC (du) services as given on the NOC are approximate
and the Contractor is obliged to determine the exact location by
cautious manual excavation prior to commencing work activities.
5. The highest safety precautions are to be adopted while working in the
vicinity of EITC (du) services to ensure safety of EITC (du) services to avoid
any consequential action.
6. Strictly only manual excavation should be done in the vicinity of EITC
(du) services and no machine excavation is allowed.
7. If any difficulty is experienced in locating the EITC (du) service at site
then EITC (du) shall be contacted for assistance.
8. In addition to trial excavation to locate our existing network marked in
our NOC drawings, the Contractor should make more trial excavation
across the working area in order to ensure that no other services exists
at site. EITC (du) existing services, if any, located by such excavations
shall be recorded in the as-built drawings.
9. After exposing EITC (du) services in accordance with this NOC, the
Contractor should contact EITC (du) for inspection and verification.
10. Only EITC (du) reserves the right to open manholes and excavate for
any maintenance work and to lay new cables or to grant permission for
such acts within EITC (du) corridor.
11. EITC (du) services should be adequately protected and supported
during excavation.
12. No equipment/foundations/fence posts/road signs etc. should be
placed over the existing EITC (du) services (cables/manholes).
13. EITC (du) existing underground cables/ducts are laid at depth of
approximately 1.2 meters from the existing ground level. If for any reason
the ground level is to be raised /lowered due to proposed ramps/earth
filling/earth cutting, then the cables/ducts should be raised/lowered
accordingly to maintain the standard depth of EITC (du) services which
is 1.2 meters from the finished ground level.
14. The Consultant and/or Contractor shall indemnify and keep EITC
indemnified and harmless from any and all, but not limited to, claims,
actions, demands, suits or proceedings, losses, damages, charges, fines,
expenses, liabilities, compensation, penalty, repair costs of any nature
or kind, however it arises and whether it is present or future, fixed or
unascertained, actual or contingent that may be suffered or incurred
by EITC arising from or in connection with, but not limited to:
a) Consultant and/or Contractor’s breach of the NOC General Conditions
and/or any other requirements and instructions of EITC, and/or
b) any damage to, interruption of, or degradation in the performance of,
EITC’s networks, equipment, systems and platforms; and/or
c) any third party claim associated with the acts or omissions of the
Consultant and/or Contractor.
EITC reserves the right to take action to recover any and all losses incurred
by EITC as mentioned in this Clause 14 and that Consultant and/or
Contractor failed to pay to EITC.
15. The Contractor is obliged to inform EITC (du) immediately of any
damages to EITC (du) services. Contact EITC (du) the Service Operations

16. Whenever EITC (du) live cable exists, works are to be done under EITC
(du) supervision. Notification prior to commencement of any works
where EITC (du) live cable exists must be provided to EITC (du). Contact
EITC (du) the Service Operations Center on Hot Line No. +971 4 3602200.
17. A copy of NOC approval obtained from EITC (du) must always be
available at site.
Utility Crossing
1. The Contractor/Consultant shall submit proposed detail cross section/
method of statement for crossing EITC (du) infrastructure, protection is to
be provided in the crossing area.
2. No heavy machineries or vibration equipment shall be used near and
over EITC (du) infrastructure.
Deep excavation works Conditions
1. The Contractor/Consultant shall submit proposed detail/method of
statement for protection to be provided for existing EITC (du) services
and is subject to EITC (du) approval prior to the execution of the work.
2. Strict coordination with the EITC (du) fiber maintenance team should be
established prior to starting any implementation/construction works.
3. EITC (du) infrastructure shall be protected at all times to avoid any
interruption in du network.
Road works and hard landscaping
Conditions
1. The Consultant/Contractor is advised to liaise with any Consultant/
Contractor who is/will be engaged with other projects of EITC (du) in the
area.
2. The Contractor/Consultant shall submit proposed detail/method
statement for protection to be provided for existing EITC (du) services
and is subject to EITC (du) approval prior to the execution of the work.
3. Any existing EITC (du) ducts that are likely to lie under new vehicle roads
should be encased by concrete with a minimum of 150 mm cover all
around the existing ducts and cables.
4. EITC (du) manholes/chambers must in all cases be away from the
asphalt/carriageway and reasonable access must be maintained at all
times.
5. EITC (du) chamber/manhole cover levels must be adjusted to suit the
final ground/road level. In case EITC (du) manhole(s) covers need to be
raised/lowered due to proposed works, then EITC (du) should be notified
of the details. A separate NOC must be submitted/obtained for the
same.
6. EITC (du) will not be held responsible for any cost implication for
manhole cover modification due to changes in approved road levels.
7. Strict coordination with the EITC (du) fiber maintenance team should be
established prior to starting any implementation/construction works.
Relocation and Deviation works Conditions
1. Betterment cost approval must be obtained from EITC (du) prior to
commencement of any betterment works.
2. Shop drawings shall be approved by EITC (du) prior to the
commencement of the works. Material approval must also be obtained
from EITC (du) prior to construction works.
3. All proposed civil works (diversion/betterment) are to be carried out by
the Road Contractor under EITC (du) supervision and as per the shop
drawing/construction drawing approved by EITC (du).
4. Reinstatement of original surface conditions to be done up on
completion of works.
5. As-built drawings must be forwarded to EITC (du) upon completion of
works. All newly constructed EITC (du) network are to be tested and
proved to EITC (du) standard in the presence of EITC (du) site
representative after the completion of the Contractor’s activities in that
area.
6. EITC (du) will not be held responsible for any cost implication for
infrastructure relocation works due to changes in road design/ right of
way.
