Cultural and Arts Preservation, and Higher Education Quality”
July 10-13, 2023, SM City, Iloilo

The CHED-initiated SUC Fair conducted every year and hosted by selected SUCs
is a venue to recognize the invaluable contribution of stakeholders throughout the
country in advancing higher education, research, and development. This shall serve
as the highlight of the celebration of the CHED anniversary with a focus on exploring
strategies for navigating the global landscape through innovations, cultural and arts
preservation, and higher education quality.

GENERAL GUIDELINES FOR THE SUC FAIR 2023
• Each SUC's participation in the SUC Fair 2023 should be coursed through the
designated focal SUC of the region.

• Each Region, composed of interested/participating SUCs, is


expected to register its participation until June 26, 2023. The
registration link is as follows:

• There is NO registration fee. The SUCs, however, will shoulder the following
expenses of their contingent: transportation/travel, accommodation, food, and
incidentals.

• There are various events in the SUC Fair 2023 such as the booths/bazaar, plenary
talks, innovation exhibits & demonstrations, cultural performances, fair
competitions (VLog Entry competition, Digital Art Competition, Same Event Edit:
Video Documentary, Song Writing Competition, Youthpreneurship and
Booth/Bazaar competition), and cultural fashion shows. Participation in all events
will be done by region through the designated focal SUC.

• Each region is expected to consolidate/finalize the participation of the SUCs based


on the guidelines/mechanics that will be provided by the Organizing Committee
(Please refer to Guidelines for the competitions.)

• All the activities/events in the SUC Fair 2023 will strictly observe the minimum
public health standards (MPHS). The Organizing Committee will assign marshals
in the venue to ensure that everyone strictly adheres with the protocol.

TECHNOLOGY and INNOVATION PITCHING

Technology Pitching is a brief, direct, and clear presentation of a new


technology/project or idea to sell or obtain investment to establish business relations
with partners or possible investors. This Fair on Innovation, Research and Extension
Services – Technology Pitching Activity will provide a platform for faculty innovators
from different SUCs to share thorough information about the problem, the solution,
the market size, the opportunity, and other details about the possible return on
investment of their technology/project or idea.

This activity may propel technology or innovation forward and increase its
chances of success in the market.

MECHANICS
1. There must be one presenter per region who shall be endorsed by their
respective Regional Association of State Universities and Colleges. The
representative/presenter should be registered via a Google form sent to all
RASUC focal persons.
2. The technology must be at least in Technology Readiness Level 4 (Prototype).
3. The PowerPoint Presentation must follow the given template.

4. The PowerPoint Presentation must be sent to research@wvsu.edu.ph no later
than June 26, 2023.

5. Three (3) minutes shall be allotted for the oral presentation.
6. The moderator will set up a timing system that adheres to the following
guidelines:
a. A signal will be given at the beginning of the oral presentation.
b. A warning signal will be given 1 minute before the end of the
presentation period.
c. A stop signal will be given at the end of the presentation period.
d. The microphone will automatically be muted after a 3-minute given time.

7. The presentation will be judged according to the following criteria:

8. There will be three (3) judges and cash prizes will be given to Best Technology
and Innovation Pitch winners.

9. The decision of the board of judges is final and irrevocable.

Guidelines

• Ingress will start on Day 1, July 10, 2023 at 4:30 AM. Entry point will be the
entrance to the food court and lower ground floor rear exit corridor where your
I.D.s will be released upon registration. Please present your institution’s I.D.
Please be advised to refrain from wearing shorts, sleeveless shirts, or slippers.

• Booths and bazaar displays should be ready before 9:00 AM on July 10, 2023.
The booths/bazaars must be manned at all times during the exhibition hours:
10 a.m. to 10 p.m.

• Each booth/bazaar must have a maximum of 5 personnel at any time. An


Attendance sheet will be provided daily for each booth starting 10:00 a.m. and
it will be collected at 3:00 p.m. This document will be the basis for the release
of a Certificate of Appearance starting at 6:00 p.m. to one (1) representative
per SUC.

• The names of SUC representatives and a list of their bazaar products


(agricultural products, scientific and educational products), materials,
equipment, and other paraphernalia must be submitted to the Organizing
Committee by the designated focal SUC of the region through the online
registration form sent by the Secretariat on or before June 26, 2023 through
sucfair2023@wvsu.edu.ph.

• A total of 24 booths measuring 3m wide x 2m depth x 6 feet high, will be


provided and the number of booths assigned to each region will be determined
by the Organizing Committee. One (1) table and two (2) chairs will be provided
for each booth, with provision for electrical outlet. Kindly refrain from hanging
objects directly on the booth walls.

• The floor plan is provided on the pages that follow.

NOTE:
• The Organizing Committee will provide the designated focal SUC the layout of the
booths/bazaar and other pertinent information.

• Activities involving cooking, use of pyrotechnics/fire and smoke are strictly prohibited
in the venue.

• Products with strong or overpowering smell must be packaged properly.

• The participating SUCs may design and decorate of their respective booths/bazaars
based on their regional aesthetics and specifications given in terms of booth size (floor
area, width, and height).

• The participants are expected to exercise responsibility in securing their respective


booths/bazaars before leaving the premises during the closing hour of SM City Iloilo.
The Organizing Committee will not be held liable for loss of valuables or other items.

• The Organizing Committee will select winners in the following categories and prizes:

DIGITAL ART COMPETITION

Mechanics and Guidelines


1. The contest is open to all member institutions of the Philippine Association of
State Universities and Colleges (PASUC).

2. Each region will send only one participant.

3. Each participant must submit a duly signed certification that he/she is a bona
fide student from the mother SUC. This will be submitted one (1) week before
the competition.

4. The competition will start on Day 1 of the 2023 SUC Fair from 1:00 pm-5:00
pm at the designated area.

5. The presentation and judging of the entries will be on Day 2 of the event from
2:00 pm-4:00 pm.

6. The technical committee will decide on the subject on the day of the event.

7. The contestant can choose any digital art program of expertise.

8. The contestant is allowed to use any digital graphics device (Graphic tablet with
a pen: monitor tablet, digitizer tablet, paper tablet, iPad or other tablet devices,
smartphone)

9. Art entries are limited only to the following: 2D Computer Graphics, 3D


Computer Graphics, or both. AI-generated artworks are strictly prohibited.

10. Submission of entries will be through a Google Drive folder, provided by the
Technical Committee, with 1920 x 1080 pixels or 508.00 x 285.75 mm canvas
size with 300 dpi as the resolution, following the prescribed file name: REGION_
SURNAME_FIRSTNAME, i.e., REGIONVI_DELACRUZ_JOSE

11. The digital art must be exported as a Portable Graphics Format (PNG) using the
RGB color space.

12. The participant has (5) hours to finish their artwork and must submit it within
(30) minutes to the designated folder provided by the Technical Committee
in Google Drive.

13. Only the contestants are allowed in the contest venue.

14. No distinguishing mark or name of the contestant shall appear in the entry.

15. The Technical Committee has the right to disqualify the participant if proven to
commit fraud or have violations of the given rules.

16. The decision of judges is final and irrevocable.

VLOG ENTRY COMPETITION
The SUC Fair 2023 Vlog Entry Competition is organized to give various SUCs
the opportunity to showcase their Best Practices for a World Class Quality Higher
Education. This is also a chance for the entire SUC community to appreciate the
creativity and innovativeness of these content creators.

With this year's theme, "Navigating the Global Landscape through Innovations,
Cultural and Arts Preservation, and Higher Education Quality,” we look forward to
celebrating the multidimensionality of SUCs nationwide.

This year’s competition aims to:


1) Highlight the different practices of SUCs in terms of world-class quality higher
education;
2) Provide an avenue for the SUCs to showcase talents and skills in vlogging; and
3) Promote world-class quality higher education practices in the Philippines to the
global landscape.

GUIDELINES

Participants

1. SUC Fair 2023 Vlog Competition is open to bona fide students of any SUC
participating in the SUC Fair 2023.

2. The vlog may be produced by one SUC or a combination of SUCs in the region.
The producer/production team (e.g. director, scriptwriter, videographer, editor,
crew, and actors) should be members of the SUC being represented. Non-
members of the SUC are prohibited from participating in the production of the
vlog entry.

3. Regional focal persons must fill out this form to officially register

Output

1. The vlog must clearly showcase the Best Practices for a World Class Quality
Higher Education.

2. The entries should be within the limited (TRT):


minimum: 3 minutes
maximum: 5 minutes

3. The entries must be appropriate for the general audience and must not
contain anything defamatory, sexually provocative, and, offensive in nature.

4. Any language or dialect may be used. Vlogs in non-English languages should


have English subtitles.

5. Entries must have the following technical specifications:


format: MP4 format
resolution: at least standard HD 1920 x 1080 (1080p)
frame rate: 24fps
orientation: landscape

6. Participants are free to use any digital camera and video editing software.

7. Entries must contain the vlog title and credits (casts, production team,
sources of borrowed audio and video assets, and sponsors if there is any).

8. Plagiarism and copyright violations are strictly prohibited. If instance of


violation is detected, the entry will be automatically disqualified from the
competition.

9. Entries must not have been publicly screened in any online platform prior to
the public screening in this competition.

10. Entries must not have participated in any similar competitions prior to this
competition.

11. All footage must be originally shot by the participants. The use of existing
footage including but not limited to TV commercials and music videos is allowed
as long as they are only used as a prop or a set piece in a scene, and that
sources are properly credited.

SAME EVENT EDIT: VIDEO DOCUMENTARY
COMPETITION
Mechanics and Guidelines
1. The contest is open to all member institutions of the Philippine Association of
State Universities and Colleges (PASUC).

2. Each region will send only one (1) team composed of 2-3 members.

3. Each participant must submit a duly signed certification that he/she is a bona
fide student from the mother SUC. This will be submitted one (1) week before
the competition.

4. The team shall capture and edit the video of the whole event of SUC Fair 2023,
starting on Day 1 until Day 4 (to include the video snippets of the Mr. and Miss
SUC Fair 2023). Entries shall be exported and presented prior to the awarding
of the Mr. and Ms. SUC Fair 2023.

5. Any type of video camera (or any video-capturing device such as a smartphone)
may be used.

6. The team may use any video editing software and may incorporate other visual
elements (text, graphics, effects) in the final output.

7. The length of the video is within 2-3 minutes.

8. Video Resolution must be in 1920px * 1080px HD (16:9 aspect ratio), with


landscape orientation at 24fps.

9. The final output should be in MOV or MP4 format.

10. Entries must be submitted through the Google Drive folder, provided by the
Technical Committee, following the prescribed file name:

CULTURAL PRESENTATIONS
Guidelines:

1. The Visayas, Luzon, and Mindanao Clusters will be given a maximum of 2 hours
for their presentations. The designated focal SUC of the region is expected to
consolidate its presentation given the time allotment.

2. Each Cluster may have a maximum of 150 student performers that include
dancers, singers, instrumentalists, and a production committee.

3. The presentation can be solely and purely songs, dances, theater, or a


combination of all that must highlight the colorful and rich culture and traditions
of the represented regions.

4. The performances must not include fires, candles, smoke effects, explosive
materials, confetti, etc. The penalty imposed by the Venue Host Sponsor/
management will be shouldered by the SUC Cluster for not adhering to such
guidelines.

5. The repertoire of the presentations must be submitted to the host SUC by the
designated focal SUC of the region through the online registration form on June
26, 2023.

7. The schedule of rehearsals and blocking will be announced by the Organizing
Committee to the designated focal SUC of the region. All performers must wear
their SUC fair ID provided by the SUC host upon Ingress on the rehearsal
schedule. Each cluster will be given a maximum of 2 hours of rehearsal.

for student participation and travel in regional and national events or activities.

SONG WRITING COMPETITION
GUIDELINES

1. Each Region is allowed to submit one (1) entry. Original music composition will be
submitted based on the theme: “Navigating the Global Landscape through
Innovations, Cultural and Arts Preservation, and Higher Education Quality.”

2. Each region will provide the official list of participants in the registration form, which
will be submitted to the Organizing Committee by the designated focal SUC of the
Region through the online registration form on June 26, 2023.

3. It must be an unpublished music composition and has not been performed or not
uploaded on any social media platform. (Use of copyrighted material is prohibited).

4. At most three (3) participants are allowed to perform. This will include one (1)
singer and two (2) back-up singers to interpret the composition. They must be bona
fide UNDERGRADUATE STUDENTS (not more than 25 years of age) of a SUC of the
region.

5. A pre-judging of the submitted audio with vocals will be done ahead of time for a
partial rating percentage of fifty percent (50%) on June 26, 2023, through a
submitted MP3, WMA. WAV, format. A final performance will be judged in a specific
venue for another remaining percentage of fifty percent (50%), for a total of one
hundred percent (100%). The minus one will be submitted together with the vocals.

6. Dominant Filipino/ English text for lyrics will be used with an option of combining
your native dialect (vernacular) to highlight and give uniqueness and aesthetics to
the composition.

7. The use of Indigenous traditional instruments endemic to your region is highly


encouraged.

8. Any choice of genre is considered that will bring out the beauty of the composition.
Examples: pop, reggae, alternative rock, blues, jazz, R&B.

9. The audio must not exceed 5 minutes in length. The participants have the option
to arrange and record the backing track in a home or a professional music studio
so as to have clearer audio.

10. Collaboration of various participants within the region is highly encouraged.

11. Winning musical entries, materials and other proceedings shall be collected and
filed at the Host SUC for reference.

12. The decision of the Board of Judges is final.

13. Violation of any of the rules and regulations shall be subjected to disqualification in
the contest.

14. No protests or complaints shall be entertained as judgment is done with finality.


Only queries and suggestions shall be entertained for future competitions.

15. Musical composition will be Judged to the following criteria:

MUSICALITY
Includes the aesthetics and mastery of execution with the following musical elements;
rhythm (in-sync), melody (intonation), dynamics (expression)

VOICE QUALITY
Includes the nuances and tonality, appropriateness to the genre, suitability to singers’
vocal range and considerations to their vocal technique used.

APPROPRIATENESS TO THE THEME


The composition of lyrics in relevance to the theme: “Navigating the Global Landscape

INTERPRETATION
Includes pronunciation, enunciation, melodic, rhythmic nuances, vocal expression, and

Mr. and Ms. SUC FAIR 2023

Culture and Arts are featured as a bridge between beauty, talent, and cultural
appreciation in Mr. and Ms. SUC Fair 2023. This event celebrates diversity, raises
cultural awareness, empowers participants, and helps to preserve and promote
traditional arts and cultural heritage.

Guidelines:
1. The search is open to all member institutions of the State Universities and
Colleges (SUC).

2. Each region will send only one pair that consist of (1) male and one (1) female
contestants.

3. Each candidate must submit a duly signed certification from the mother SUC
certifying that he or she:
a. is a bona fide student of the institution
b. is of good moral character
c. is enrolled in the undergraduate program
d. is at least eighteen (18) to twenty-four (24) years of age.

spontaneous Western style of dressing for everyday use. Although informal, it
is comfortable, clean, and professional in appearance. In line with this, this

regional culture.
