NATIONAL SERVICE
TRAINING PROGRAM
IT IS A PROGRAM MANDATED BY THE GOVERNMENT OF THE
PHILIPPINES FOR ALL COLLEGE STUDENTS TO UNDERGO AS PART
OF THEIR EDUCATIONAL CURRICULUM. THE PURPOSE OF NSTP IS
TO INSTILL PATRIOTISM, LEADERSHIP SKILLS, AND VOLUNTEERISM
AMONG THE YOUTH.

AND EFFECTIVE MEMBERS OF CITIZEN ARMED
FORCES AND NATIONAL SERVICE RESERVED
CORPS WHO MAY SERVE AS AGENTS TOWARDS
ATTAINING QUALITY OF LIFE, SUSTAINING PEACE,
UNITY, COOPERATION AND GROWTH OF THE
TARGET COMMUNITIES.
MISSION
NSTP IS A PROGRAM DESIGNED TO
ENHANCE THE CIVIC CONSCIOUSNESS OF
STUDENTS BY DEVELOPING THE VALUE OF
SERVICE AND COMMITMENT FOR THE
WELFARE AND BETTERMENT OF LIFE OF
ALL MEMBERS OF THE COMMUNITY.
COMPONENTS
OF NSTP
Reserve Officers’ Training
Corps or ROTC
It is “a program institutionalized under
sections 38 and 39 of Republic Act No. 7077
designed to provide military training to
tertiary level students in order to motivate,
train, organize and mobilize them for national
defense preparedness.”
Literacy Training Service
or LTS
It “is a program designed to train
students to become teachers of
literacy and numeracy skills to school
children, out of school youth, and
other segments of society in need of
their service.”
Civic Welfare Training
Service or CWTS
It “refers to program or activities contributory to
the general welfare and the betterment of life
for the members of the community or the
enhancement of its facilities, especially those
developed to improving health, education,
environment, entrepreneurship, safety,
recreation and morals of the citizenry.”
Republic Act of 7077, also
known as the Citizen Armed
Force or Armed Forces of the
Philippines Reservist Act, is
signed by Corazon Aquino into
law on June 27, 1991. The Act
provided for the organization,
training, and utilization of
RA 7077 reservists or Citizen Soldiers.
UNDER RA 7077, COLLEGE STUDENTS ARE
REQUIRED TO COMPLETE TWO SEMESTERS OF
NSTP, WHICH INCLUDES TWO COMPONENTS: THE
RESERVE OFFICERS TRAINING CORPS (ROTC) AND
THE CIVIC WELFARE TRAINING SERVICE (CWTS)
OR THE LITERACY TRAINING SERVICE (LTS). THE
ROTC COMPONENT PROVIDES MILITARY
TRAINING, DISCIPLINE, AND LEADERSHIP
DEVELOPMENT, WHILE THE CWTS/LTS
COMPONENT FOCUSSES ON COMMUNITY SERVICE
ACTIVITIES TO ADRESS THE NEEDS OF THE
COMMUNITY.
RA 7077 also serves as a means to promote social
awareness and involvement among college
students. By engaging in community service
activities, such as organizing outreach programs
or participating in environmental initiatives,
students learn to empathize with the marginalized
sectors of society and develop a sense of social
responsibility. These experiences foster a spirit of
volunteerism and encourage students to actively
contribute to the social and economic
development of their communities.
Commonwealth Act No. 1,
otherwise known as the
"National Defense Act", was
enacted by the National
Assembly of the Philippines on
December 21, 1935. It provided
for obligatory military service for
all male citizens of ages
COMM. ACT 1 between 18 and 30.
The act sought to strengthen the Philippines'
defense capabilities by providing for the
establishment of a well-equipped and adequately
trained armed forces. It enabled the creation of
the Philippine Army and the Philippine
Constabulary, which served as the country's main
military and police forces, respectively. It also
established the mandatory military training of
able-bodied Filipino men, known as the Reserve
Officers' Training Corps (ROTC), to develop a
reserve force that could augment the regular
armed forces when needed.
Commonwealth Act No. 1 played a crucial
role in establishing a robust national defense
policy for the Philippines. It paved the way
for the development of the country's armed
forces, the growth of the defense industry,
and the promotion of civilian participation in
national defense. It served as a cornerstone
in laying the foundation for the Philippines'
military and security apparatus, which
continue to evolve to this day.
Republic Act No. 9163,
otherwise known as the National
Service Training Act of 2001,
aims to enhance the civic
consciousness of the students
“by developing the ethics of
service and patriotism” while
undergoing Civic Welfare
RA 9163 Training Service (CWTS).
The RA 9163, or the National Service Training
Program Law, has had a profound impact on the
development of the Filipino youth. It promotes
national unity, cultivates essential life skills, and
nurtures critical thinking and problem-solving
abilities. However, challenges such as limited
resources and awareness need to be addressed to
fully realize the potential of the program. By
continuously improving the implementation, advocacy,
and support of the NSTP, the Philippines can empower
its youth with the necessary tools to become active
and responsible citizens and contribute meaningfully
to nation-building.
The IRR of R.A 9163 s. 2021, also known
as the NSTP Law, plays a crucial role in
National Service Training Program in the
Philippines. This law aims to develop
the youth's civic consciousness and to
strengthen their values of patriotism
and nationalism. The IRR (Implementing
Rules and Regulations) serves as a
guide for the effective implementation
IRR OF R.A of this law, ensuring that the objectives
are achieved and the program's impact
9163 S. 2021 is maximized.
Pursuant to Section 12 of Republic Act No. (RA) 9163,
otherwise known as the National Service Training Program
(NSTP) Act of 2001, the Commission on Higher Education
(CHED). Technical Education and Skills Development Authority
(TESDA) and Department of National Defense (DND), through
the Armed Forces of the Philippines (AFP) and Office of Civil
Defense (OCD) in consultation with concerned government
agencies and non-government organizations such as the
Philippine Association of State Universities and Colleges
(PASUC), Coordinating Council of Private Educational
Associations of the Philippines (COCOPEA), and the Philippine
Society of NSTP Educators and Implementers Inc (PSNEII),
hereby jointly issue, adopt, and promulgate the following
implementing rules and regulations to implement the provisions
of the Act.
The IRR of R.A 9163 s. 2021 NSTP Law serves as a
comprehensive guide for the effective
implementation of the National Service Training
Program in the Philippines. It provides guidelines
for the different components, defines the roles and
responsibilities of the key stakeholders, ensures
proper funding and financial management, and
safeguards the rights and privileges of the
students. By adhering to the IRR, the NSTP can
successfully fulfill its purpose of youth's civic
consciousness and nurturing their values of
patriotism and nationalism.
