1. INTRODUCTION:
This document demonstrates the activities to be carried out for laying, installation,
jointing Concrete pipes for storm water network to service connection for the
construction activities in Enabling Works for Logistics Facilities (L3) – Coastal
Desert East Region as per the IFC/Shop Drawings and Project specifications
2 SCOPE OF WORK
The purpose of this method statement is to provide a safe sequence of activities for the
laying and installation of concrete pipes,frame and grate cover installation etc. on designated
location as shown on the latest revision of drawings. Ensure all pipe works shall be executed in
accordance with relevant drawings, approved shop drawings and NEOM contract agreement &
specifications
2. ACCESS/EGRESS:
Access/egress going into jobsite shall be as per NEOM approved TMP layout.
All existing utilities Existing Above ground & Underground utilities shall be

Contractor shall also protect existing benchmarks and
other existing properties.
Project Site Boundaries Contractor to provide boundary limit flag for identification
and if needed contractor will provide berm to ensure the
isolation on the work site.
In the event of an accident, all activities shall be stopped immediately and the area where the
accident occurred shall be cleared of unauthorized persons. Injured personnel, if any, shall be
given first aid remedy as soon as possible and if required, taken to the nearest health care facility.
Emergency Evacuation:
Evacuation of persons from affected areas and on-essential workers from adjacent areas
lowers the risk of casualties.
Evacuation system testing and training.
Control of access and exit points.
Dead count requirements.
The project management and supervisor are responsible to familiarize with emergency evacuation
procedure, which can be apply to client areas where personnel are working.
Safety officer shall prepare Emergency Evacuation Procedure in graphical form and posted in
strategic locations within the Task Area. When emergency condition exists or upon hearing the
“Stop Work Alarm”.
The supervisor shall ensure:
That all work is immediately stopped and equipment is shut down.
That all workers are immediately evacuated to the designated “Assembly Point Area” in the working site.
Personnel shall not be allowed to return to work until a notification has been received from Operation
Department of from the Client Representative. Discipline Supervisor in conjunction with the site Engineer/
foreman shall be responsible for head counting to ensure all personnel are present at the assembly area.
In the event of emergency situation such as serious personnel injury, fire or any associated critical
situations, the nearest Clinic at site will be contacted for assistance and First-Aid Medical attention-
treatments will be given immediately to the injured workers without fail. When referring to the severe
and critical cases for which requires special medical treatments with facilities, our company ambulance
stationed at site will then mobilized the casualties to a nearest Hospital in town for carrying out suck
treatments.
The safety officer and project supervisor vehicle shall be equipped with VHF Mobile radio where the
nearest office can be reach and ask to dial for emergency assistance.
AMT will interface with Client representative in regards with emergency evacuation procedure by
communicating at the time of the event thru oral report.
This will be followed by detailed reports within 24 hours of the occurrence of the events.
5. WORK METHODOLOGY:

PREPARATORY WORKS:
Conduct Safety induction to employees newly mobilized manpower for this job include QC
1. mechanical, pipe fitters, skilled workers, then the distribution of Personal Protective
Equipment (PPE).
Conduct equipment inspection by Safety dept. for newly mobilized equipment intended for
2. the works to ensure in good working condition such as; to check that no oil & diesel
leakage, good tires, lights, reversing alarm, workable seat belt, foot brake, hand brake,
mirrors, available and workable fire extinguisher, as per inspection checklist.
3. Check to ensure have a valid driving license, Iqama’s, TUV for the operator, medical
insurance, safety passport to all employees. Consequently, to check and ensure
equipment documentation such as; MVPI, vehicle registration, insurance, are all updated.
4. Prior to starting the work will be obtained written permit from Contractor Safety/
Environmental Manager (if necessary).
Before starting the activity, Supervisor/Foreman shall lead a toolbox meeting with all
employees allocated to that activity in order to identify hazards associated with that activity
5. in that specific location and explain the necessary procedure to mitigate the risk of
accident associated with that task.
6. After the meeting employees will sign the attendance sheet and the Supervisor will keep
the records until the end of the day.
7. Establishment of control survey points, setting out and final survey works for this work of
Concrete culvert pipelines and installation as per latest revision of IFC drawings for
main water network and concrete culvert piping for service connection.
9. Ensure a copy of the approved method statement for this work is available to the
construction team.
10. Ensure availability of all approved materials such as; concrete culvert pipes & Fittings,
Warning Tape, etc. must be on site before actual installation will be done.
1. All concrete culvert pipes and fittings shall be handled and stored strictly according to the
instructions of the manufacturer.
2. Protect pipe, pipe fittings, and seals from dirt and damage.
3. Handle pipes and other structures according to the manufacturer's written instructions.
5. The Contractor shall repair damaged coating, sheathing or lining in accordance with the
Specification and manufacturer's instructions. Material used for repair work shall be
compatible with that originally used. All repair works shall be approved by the Engineer
before incorporating materials into the work.
6. Pipes shall be stacked on horizontal surfaces. Pipes shall not be stored on their sockets or
jointing fairlings. End pipes in bottom row shall be secured by chocks. The allowable
height of stacks shall be to the manufacturer's instructions.
TRENCH EXCAVATION:
1. Prior to trenching all eventual services crossing or running close to the line of the trench
shall be identified and exposed.
2. Trenches shall provide sufficient room for laying, jointing and testing.
3. The trench bottom shall be composed of stable uniform sand with no protuberances that
might cause point loading of the pipe.
4. Trenches shall not excavate unless there is sufficient pipe to be installed in order to ensure
that trenches do not degrade with dirt and windblown debris.
5. Generally trenching at locations where the top soil has already spread shall not be
permitted, however if such trenching should occur, the 30cm top soil layer shall be
removed and placed on one side of the trench, the remaining sub-layer shall be excavated
to and shall be placed on the other side of the trench to avoid contamination when
backfilling.
6. During backfilling the sub-soil shall be filled into the level before the top soil emulating the
same condition found previous to trenching.
7. Structural excavation means excavation of pipes trench into the bottom of excavation in
which concrete culvert pipes with accessories required are to be laid and jointing
installation.
8. Ordinary or normal excavation of soil means all kinds of soil formed of clay, silt, sand,
gravel, volcanic ashes, cobbles, etc. which can be excavated and removed by ordinary
excavating machines and tools. However rock excavation - means any naturally occurring
solid mass of hard material of not less than one cubic meter (measured within the
excavation) which cannot be easily shattered or broken-up, and in the sole opinion of
NEOM requires the use of special rock breaking techniques such as wedges and
hammers, or compressed air drilling.
9. Ensure the line and level of excavation shall be as shown on the latest revision of IFC
drawings.
10. Ensure during excavation of the pipeline must be protected with barricades and other
safety devices as per NEOM HSE standards. It will be maintained until work is complete.
11. Prior to the commencement of any excavation, necessary official permits (if required) shall
be obtained with adherence to the time schedule for the completion of works. Also, permits
shall be obtained for the occupation of any part of the road by excavation works. Asphalt
layers over trenches shall be cut by the sewing machine and all the cracked surfaces shall
be removed.
12. Contractor shall erect at the excavation site a safety signboard containing
precaution and indicate emergency contact numbers.
13. In case the contractor is operating on public roads, he shall use and fix day and night
warning and lighting signals at the trench sides and shall provide an alternative for the
pedestrians and traffic routes in the areas of excavations. All the above mentioned shall be
with the coordination of the Traffic Department and according to their instructions.
14. Contractor shall excavate reasonable working space, proper sloping as per
specification. All excavations shall be made as nearly as possible to the required
dimensions so that the minimum backfilling will be needed afterwards.
15. Depending on trench depth and soil stability, the pipe may be placed near a planned
excavation to preclude damage to trench walls by heavy equipment. The supervisor or
foreman to ensure proper barricading to guard against damage to pipe and trench walls.
Excavation shall be performed as per NEOM specifications.
16. Contractor shall excavate a reasonable length of trenches in advance of pipe laying. No
length of trench excavation shall be started until the pipes to be laid in that length are
available on site.
17. All excavations shall be made as nearly as possible to the required dimensions so that the
minimum backfilling will be needed afterwards.
18. Minimum widths of trenches excavation shall be as set out in the trench detail of the
standard drawing.
19. Excavation shall be carried down to the depth required for laying the pipe bedding. The
bottom of the excavation shall whenever be required by NEOM/PMC be watered and
graded, before pouring any concrete base.
20. NEOM PMC may require the Contractor at any time during the period of the validity of the
Contract to excavate or cut open in any part of the works or uncover any part of the trench
that has been backfilled or covered. The Contractor shall abide by such request to such
extent as the Engineer may direct and shall reinstate the surface again all to the
satisfaction of the Engineer.
21. For foundation, as soon as the excavation reaches the required depth/elevation the
surface shall be leveled and shall be compacted to 90 % of maximum dry density.
22. Before the compaction starts, it shall make sure that the excavated level is free from
standing water or excessive moisture content. Water shall be prevented from entering or
standing in the excavated areas by dewatering system as per Neom specification.
23. Inspection would be conducted during compaction for checking and approval of the
Engineer.
24. The compaction test report shall be submitted to the Engineer for approval prior to proceed
for the work.
5. Concrete culvert Pipes End Connections should be Bell and spigot, Fittings to be
Reinforced concrete, Joint to be Rubber compression gasket and shall comply with ASTM
C443M and ASTM C361 or BS EN 681.
6. Concrete Compressive strength for concrete culvert pipes & fittings shall be minimum at
34.5mpa at 28 days as per ASTM C76 Class V and ASTM C497.
7. Reinforcement shall conform to ASTM A-615/1064, Cement used shall be sulfate resistant
type V conforming to ASTM C 150.
8. Trench width requirement for 600mm dia. Pipes shall be minimum of 1.20Meters;
for 800mm dia. Pipes shall be minimum of 1.50Meters.
9. Before handling the Pipes, check their mass and make sure the handling equipment/
crane is of adequate for lifting it. Crane Operator and Rigger must be certified.
10. Lifting Plan must be provided in each lifting activities during installation.

12. To ensure pipes laid to correct grade, pipe bedding shall be levelled (taking pipe thickness
into consideration) and compacted prior to laying the pipes.
13. Rubber ring jointed pipe must be laid with joint gaps between the pipes to ensure that the
lines are able to deflect without damage to the pipes.
14. The ring must be assembled dry and without the use of lubricant.
15. Before jointing, the surface must be clean and free of foreign matters.
16. Place the rubber ring on the spigot and ensure the ring is free of kinks and twists and is
uniformly tensioned.
17. Then the pipe is pushed home and fit.
18. Installation, elevation, location and alignment must be check by the Quality personnel
with the client representative prior to backfilling
19. When work is not in progress, open ends of the pipe and fittings shall be securely closed
so that no substance will enter the pipes or fittings.

Pipes shall be laid on a bed of stocked sand, this sand may be sourced from sieved
excavated material on site, but shall not contain any larger particles and shall have good
self-compacting properties.

2. Before Installation of the catch basins, the team will prepare the location

4. Prior to flow test, all safety requirements should have been complied with.
5. Once flow test has been successfully carried out. Submit WIR for consultation to witness
and for approval.
BACKFILLING:
1. After completion of the tests and acceptance by NEOM, backfilling shall commence using
similar excavated material.
2. Care shall be taken to remove bolder, vegetation’s and any other deleterious materials.
