1.0 Introduction:
This Report has been designed to submit to the Council of the Institution of Engineers Sri
Lanka (IESL) for the 2016 March Professional Review. This Report highlights how I have
attained the relevant Standard of Education, Training, Experience, and Competences
required by the council of the IESL to testify my Civil Engineering Proficiency as a Charted
Engineer. I have realized that unless qualifying as a Charted Engineer, it is impossible to
achieve my career objectives.

I entered to the Faculty of Engineering, University of Peradeniya in January 2001, following


successful completion of the Advanced Level (G.C.E (A/L)) Examination in August 1999. I
successfully completed four years full time Engineering Course in 2005, specializing in the
field of Civil Engineering. I obtained my Bachelor of the Science of Engineering degree (B.Sc-
(Eng)) with effect from 26th February 2005.

During my four years of Undergraduate period, I underwent two Industrial Trainings


General and Specialized in 2002 and 2003. The both Trainings provided me good
opportunities to get trained at building construction sites.

Soon after the completion of Final Examination in Engineering Part III, I got an appointment
as an Instructor at Faculty of Engineering, University of Peradeniya. Before I resigned from
the post I had served about five months in Geotechnical Laboratory.

In the next as a fresh graduate, I joined with a Contractor (M/S V.V. Ramanathan Company
(Pvt) Ltd) at Vavuniya in September, 2005 as a Site Engineer in the construction of Vavuniya
Study Centre, Open University of Sri Lanka. Due to abnormal situation prevailed in the
country at that time; I was unable to continue in that more than three months. But, within a
short span of time I could make a substantial progress starting from setting out of Grid Lines
to completion up to DPC and columns up to first storey level. A similarity happened again
when I joined at District Secretariat, Kilinochchi in November, 2005 as a Civil Engineer (On
contract basis).Before I left from the post, I could serve about four months.

In March, 2006 I had an opportunity to join with an International Non-Governmental


Organization (INGO): Medicos do Mundo – Portugal at Base Hospital – Point Pedro, Jaffna
as a Project Engineer on short term contract basis. I had to shoulder huge responsibility of
the projects undertaken by this INGO before my contract expired on 31 st of July 2006. Soon
after this job, I grasped another opportunity with another INGO: United Nations Office for
Project Services (UNOPS) at Jaffna as a Site Engineer. I had to bear multi disciplinary
responsibility until I resigned from the post on 30 th September 2007 as a Project Engineer. I
joined as a Site Engineer but left as a Project Engineer.

I flew to Singapore in October-2007, believing that foreign experience especially from


developed countries is too important for Engineers to get the international level competency.
Singapore provided me an excellent opportunity to practice as a Civil & Structural Engineer
for the High Rise Building Projects under the Professional Engineers (Singapore) until I
returned to Sri Lanka in February, 2011.

After returning to Sri Lanka in 2011, I worked with Squire Mech Engineering (Pvt) Ltd. &
Department of Buildings (Northern Province) at several major projects in the capacities of
Site Engineer & Project Engineer (Deputy Project Manager) respectively before I joined with
Irrigation Department through the appointment of Engineering Service board (ESB) of
Sri Lanka on 15th of May, 2012.

Since I joined the Irrigation Department, I was posted to Irrigation Training Institute (ITI),
Galgamuwa, where Engineering Assistants of the Department are mould, in the capacity of
Irrigation Engineer (IE). And from 15th January, 2013, I was given an additional post of
Additional Divisional Irrigation Engineer (Addl. DIE), Galgamuwa. I continued in these two
posts until I was transferred to Office of the Director of Irrigation, Vavuniya on 11 th of
February, 2015.

From February, 2015 to date, I continue to serve at the Office of the Director of Irrigation,
Vavuniya in the post Irrigation Engineer.

Not only I was merely successful in the Professional Review Examination Aug / Sept- 2014
“The Engineer in Society” – Section ‘B’ Paper, but also it changed my attitudes towards the
Engineering profession substantially.

In addition I keep myself updating by reading Civil Engineering Books, Manuals, Codes, etc.
To emerge as a Leading Project Manager capable of handling complicated major projects,
being qualified for making influence in the technical and management aspects, and being
equipped with relevant computer software applications are my Career Objectives.

3.0 Highlights of the Detailed Accounts of the Recognized Training and


Responsible Experience

3.1 Approved Academic Qualification

I successfully followed four years full time Engineering Degree Course at Faculty of
Engineering, University of Peradeniya from January, 2001 to February, 2005. I obtained

Bachelor of the Science of the Engineering (B.Sc(Eng)) degree specialized in Civil


Engineering with the effect from 26th of February 2005.

3.2 Recognized Training Prior to Graduation

3.2.1 Industrial Training (General)

Organization: Department of Buildings (Central)

Project : Construction of Proposed Two Storey Main Post Office Complex at


KKS Road, Jaffna.
Position : Trainee Engineer
Duration : From 07th Oct, 2002 – To 28th Dec, 2002 (2.5 months)

Category : Construction

In my first Industrial Training (General), I got an opportunity to get trained in a construction


of a two storey main Post Office building at Jaffna. It was a Design & Built project
implemented by Department of Buildings.

Major portion of my training period engaged with the construction of first storey slab while
other works were going parallel.

Site Engineer guided me to perform following works and then I had completed those to the
satisfaction of them.

Given Tasks and Performance

1. Checking Reinforcement of Columns, Beams, & Slab, Reporting to the Site Engineer and
Getting rectified the problems.
During Reinforcement checking, I had inspected following items & made rectified if
necessary.
 Appropriate Drawing referred
 Sizes of Reinforcement
 Required Shape
 Correct Spacing
 Correct Placement & Alignment
 Enough Lapping & Anchorage
 Required Cover for Reinforcement
 Position and size of cover blocks
2. Checking Formworks of Columns, Beams, & Slabs. While checking Formworks, I had
inspected following items and made rectified if needed.
 Required Size as per relevant drawings
 Checked the Stability
 Quality of forms
 Setting out and Alignment
 Vertical alignment of Column formworks

 Levels & Drops


 Leaks or Gaps
 Presence of extraneous materials such timber pieces, dust, etc

3. Monitoring and Controlling of Quality of Concrete mix prepared by manually & machine
(Concrete Mixer) at Site during Concreting days. I followed following method to
implement this task successfully.
 I used to take note of Concrete Grade provided in the Structural Detailed Drawings & Bill
of Quantity (BOQ), & in case of any discrepancy, I made clear which one to be used
before hand.
 I referred approved Concrete mix design report. I used to keep a copy at Site with me.
 I measured sizes of the measuring boxes and noted down and distinctly marked sand and
metal boxes.
 I had given the clear instructions about the mixing proportions of constituents to the
workers and mixer operator beforehand of commencement of operation.
 Standing at the site, I had monitored operations.
 I had always taken measures to control Water/Cement Ratio to match with the
recommended or designed value of 0.56, in other terms that is about 28.0 litre of water for
50kg of Cement.
 To manipulate the Water/Cement Ratio and Required Workability of the concrete mix, I
carried out few trials of Slump Test with the first few batches of mix and got the volume
of water to be added to match with the designed Slump Height of 125mm.
 To control the Water/Cement Ratio and Workability of the Concrete mix throughout the
Concreting, I checked Height of the Slump at regular interval arbitrarily and made
records.
 I had instructed the Concreting team to confirm the Uniformity of mix always and taught
them the indicators (Specially Colour) to recognize the uniform mix.
 I was very serious about initial setting time and I always tried to place and compact the
concrete as soon as possible early.
 I made Concrete test Cubes casted and tagged with relevant data such as date of casting
& Serial Number. A register for Concrete Cube was maintained.

4. Inspection during Concreting


After inspection of Reinforcement and Formwork, Concreting proceeded. In addition to the
control measures on mixing of Concrete, I had taken following steps to implement this task
satisfactorily.
 I confirmed available of the adequate man power, materials, relevant tools, equipments
etc beforehand.
 Referred to the relevant drawings and marked the levels appropriately.
 I made sure that required conduits and junction boxes for electrical services placed
properly.

 Made construction joints clean and made sure good bond between hardened and fresh
Concrete surfaces at appropriate places.
 Standing at Site, I made sure proper compaction of concrete, by directing use of Poker
Vibrators. I explained and demonstrated the workers how to use the Poker Vibrator to
compact the Concrete placed.
 I took immediate stringent actions to cover gaps or leaks in formworks if formed during
Concreting.
 I was monitoring the Finishing Level of Concrete appropriately by using Leveling
Instrument.
 I took appropriate measures to minimize the effects of Sun and rain.
 I coordinated and made sure that Curing for a minimum period of 7 days.
In addition to the above tasks described above, I had attended other works assigned by the
Site Engineer time to time during my General Industrial Training period.

3.2.2 Industrial Training (Specialized)

In this case Columns 2-B, 2-C, 2-D, 3-A, and 3-D were already casted and Column 3-B had to
set out. Sizes of these Columns were similar. At first I set out Grid Line B and Sub Grid Lines
3a and 3b as shown in the sketch above. After checking the accuracy of the Grid Lines, I
marked the outlines of the Column and I made a cross-check by aligning another set of Sub
Grid Lines B-i and B-ii as shown above.
By using appropriate method I set out number columns for satisfaction of the Site Engineer
and Client Engineer.
2. Inspection of Column formworks
Steel moulds were used for casting Columns, following Setting out and Kicker. I had given
instruction to mason that to get the prior consent from me to commence the Column
Formwork. I checked Column rebar and specially Stirrups (Links) prior to setting Formwork
and gave the approval on behalf of the Site Engineer. Grease (Lubricant) was applied on the
internal sides of the mould and after setting the Formwork, I checked the vertical alignment,
stability, gaps or leaks, cover for the reinforcement, and presence of any unwanted materials
get rectified those shortcomings if any. And I reported to the Site Engineer and he reported
to the client Engineer. And after the final checking, Concreting was approved.

3. Inspection of Column Concreting


Throughout the Concreting, I watched for proper placing and compaction. I turned into
action immediately if any leaks became visible and made closed properly. At end of each
Column Concreting, I checked again the alignment of Formwork and Rebar and made
rectified if any. With the advice of the Site Engineer, I allowed to remove the formwork only
after 24 hrs of Concreting and soon after removal of Formwork, Curing started with honey
bags warped around the Columns and continued to minimum 7 days.

4. Inspection of erection of Formwork for First Storey Slab & Beams


We designed the formwork with the guidance of Site Engineer and made clear sketch similar
to the one shown below and explained to the relevant Sub-Contractor.

3.3 Recognized Training after Graduation

3.3.1 Department of Civil Engineering,

During this period, I demonstrated Soil Mechanics experiments such as Atterberg Limit
Tests, Permeability Tests for 4th semester undergraduates and few other experiments for first
semester under graduates. Also I had contributed to the Geotechnical Design classes.

3.3.2 District Secretariat, Killinochchi


Position : Civil Engineer (On contract basis)
Duration : From 15th Nov, 2005 – To 14th Mar, 2006 (4 months)
Category : Construction
During this period, I was supervising many construction works under purview of District
Secretariat and I had performed following works assigned by the District Engineer.
a) Preparation of Estimates for Renovation of Buildings which damaged due to war
b) Preparation Progress Reports
c) Attending Project Meetings with Governmental and Non-Governmental Organization
d) Inspecting the development works carried out by other agencies throughout the
Killinochchi district and reporting to the Government Agent (G.A), Killinochchi
Anyhow due to the tense situation prevailed in region during that period I was unable to
continue my service further and I resigned from this post on 14 th Mar, 2006. Due to the
shortage for the skilled workforce in the region, semi-skilled and unskilled labourers were
employed in the place of Skilled People. I had to manage this situation by training and
teaching them instantaneously at the sites.

3.3.3 United Nations Office for Project Services (UNOPS),

Position : Site Engineer and then Project Engineer
Duration : From 31st June, 2006 – To 30th Sept, 2006 (15 months)
Category : Construction
During this period, I was getting guidance from a Senior Charted Engineer
N. Suntharamoorthy (Former Provincial Director of Buildings Department, Northern
Province) and under his valuable guidance I could play a significant role for successful
progress of the many projects. I made a significant contribution for the successful progress
and completion of following projects.
1. Proposed housing scheme (300 houses) for people affected by Tsunami at Uduththurai,
Jaffna
I was posted as a Site Engineer (Site In charge) and there were two Technical Officers and six
Site Supervisors and other supporting staff under my guidance. It was a huge project
required large scale logistic services. I had been given an official motor bike to ride
throughout vast open site (similar to a dessert) and I utilized the facility well to take the
control of the vast site. My top tasks included following works:
a) Guiding, advising, and monitoring all Technical Officers and Supervisors under me
b) Monitoring overall progress and reporting weekly progress
c) Coordinating with the logistic services
d) Checking and recommending contractors payment
e) Attending site problems time to time

f) Attending project meetings with the representatives from local and foreign agencies
I really worked hard and got involved with the project and managed well to the satisfaction
of funding and implementing agencies. But, it was very unfortunate this project had been
abandoned in midway due to the severe escalation of violence in 2006, especially in south
east part of the Jaffna Peninsula where then conflicting parties had their Front Defense Line
(FDL). Nevertheless, this gave me a golden opportunity to work with the foreign
professionals and raised my confident to such a level that “I can work with anyone at
anywhere”. Following the uncertain situation, I was transferred to other project which was
going in the main land of Jaffna peninsula.

2. Water and Sanitation Project for internally displaced people (IDPs) under emergency
relief – a collaborative project between Unicef and Unops; two prominent UN agencies
Throughout this project I had to shoulder multi disciplinary responsibilities to lead the
project under the uncertain situation in Peninsula. My task included collecting requirement
data form 14 Nos of IDPs’ centres throughout Jaffna peninsula and the government
authorities, analyzing those data, writing proposals, making work plan, preparation of
relevant drawings and Estimates for the construction of water and sanitary facilities,
implementation, and monitoring of construction activities, reporting weekly progress and
financial management. Due to various constraints, we had decided to implement this project
by direct and it made me to involve with the United Nation’s procurement procedures
extensively. I could effectively manage procurements without deviating from the procedures

In the Structural System it was a challenging to design 4 Nos of 9.4m long Cantilever beams
at 3rd storey / Roof level which carries a half of the 1 st and 2nd portion load through RC wall
as shown in figure: 3.3.3(1). The sizes of these beams are 500 X 2200. In this project had
designed and made detailing of the each and every structural element which makes this 4
storey building. These include;
 Reinforced Concrete Slabs
 Reinforced Concrete Beams
 Reinforced Concrete Columns
 Staircase (RC)
 Reinforced Concrete Walls / Shear walls
 Lift Core walls
 Basement slabs
 Bored Piles and Pile Caps
 Reinforced Concrete Retaining walls
Another interesting part was design of basement slab. When I designed the basement I had
to consider two scenarios: water table below the basement level and water table at ground
level. In these two scenarios I had to consider different loading combinations: 1.4 Dead Load
(DL) + 1.6 Live Load (LL) and 1.0 Dead Load + 1.5 Up Lift Pressure (Negative) respectively.
3 m height water table was considered in the design. In addition to the structural workouts, I
made significant contribution in the drafting section as well. This project provided me an

opportunity to get much familiarized with the British Standard- BS 8110; Code of practice for
structural use of Reinforced Concrete.

Glass front facade design for Orchard Central commercial development – shopping centre
was basically a structural design project which required very good fundamental knowledge
in Structural Engineering. There were numerous applications of Basic Principles of Structural
Engineering. It comprised a variety of designs & detailing. Following sketches illustrate the
similar works. Following design works involved in this project.

 Design of Concrete roads on steep slopes at Pavatkulam bund access road.


 Design of 3 storey building consist of Store, Library, and Conference hall at Office of the
Director of Irrigation, Vavuniya (Architectural and Structural design) – This is the design
works going to be submitted for my Professional Review with this my experience
report.

For design of irrigation canals, I used Manning’s equation for hydraulics design and for
structural design, similar method of designing Reinforced Concrete cantilever retaining wall.
Irataperiyakulam canal Trough design was a solution for a long delayed works and ensured
water issue for 50acs of paddy land which was dependent of water pump. Design of
Concrete road for Pavatkulam bund access road provided a proper design to the standards
and superseded irrational designs earlier proposed. All design calculations for proposed
three storey building was manual since there is no structural analysis software available.

Followings photos were taken at the sites where and when my Concrete pavement design
works were executed.

(total 623 units), comprising of basement carparks, communal facilities and swimming

(total 750 units) with basement car parks, communual facilities & precinct pavilion at
Pungol west contract 3 on lot 2132m Mukim 21 at Pungol place / Pungol field (Pungol
planning area).

(1) Proposed erection of 10 storey building with attic comprising residential, car park & 1 st
storey commercial, including partial reconstruction of conserved ware house on lot 264X,
99274X, 470A PT & 486N PT TS 21 at Rodyk street & 82, 83 & 84 Robertson Quay.

(2) Contract 870G- Architectural and Engineering consultancy service for circle line stages 4
& 5. As built evaluation for slope stability check.
