II. BACKGROUND/RATIONALE

The 1987 Constitution provide that the State recognizes the role of women in nation-building, and shall
ensure the fundamental equality before the law of women and men. Republic Act No. 9710, otherwise
known as the Magna Carta of Women" seeks to eliminate discrimination through recognition, protection,
fulfillment and promotion of the rights of Filipino women. As a vehicle in mainstreaming gender and
development in pursuit of women empowerment, the creation of Local Councils of Women (LCW) was
established.

Through the Department of the Interior and Local Government (DILG) Memorandum Circular No. 2002-
167 dated October 10, 2002 which prescribed the guidelines relative to the creation of LCW, the
Oriental Mindoro Local Councils of Women, Inc. (OMLCW, Inc.) was established through an Executive
Order No. 149 series of 2018. The organization is composed of LCW chairpersons in each municipality
and city duly recognized by their local government units. They elected among themselves who will be
their set of officers so that they can facilitate the different advocacy activities in pursuing women
empowerment, equality and protection. As part of capacity building activity, leadership training was
organized. This activity will help them to improve their leadership skills and their commitment in
strengthening their local organizations in their respective community. The local council of women in
Oriental Mindoro organized women group in the barangay level which helped women sector access to
the, programs and services in the government.

III. TRAINING GOAL, OBJECTIVES, AND OUPUT

A. Training Goal or Rational Objectives

To develop the leadership skills of the members of the Oriental Mindoro Local Councils of Women
(OMLCW), create a vision for their community and inspire others to achieve it.

B. Learning Objectives

The training aims to increase participant’s appreciation and knowledge on the following:

1. different types of leadership for women empowerment;


2. revisit the organization’s Constitutions and By Laws; and
3. principles of parliamentary procedures

C. Expected Output

1. Capacitated Local Council of Women leaders in Oriental Mindoro


2. OMLCW Constitution and by Laws
3. Acquired knowledge on Parliamentary Procedures

IV. TRAINING CONTENT AREA AND METHODOLOGIES

The training is a combination of lecture/ discussion/ workshop through power point presentation. Sharing
of experiences and workshop will be part of the training.

The training shall cover the following topics:

 Definition of Leadership;
 Types and Styles of Leadership;
 Qualities and Values of a Good Leader;
 Oriental Mindoro LCW Constitution and By Laws; and
 Quorum, Meeting and Principles of Parliamentary Procedures

V. TRAINING REQUIREMENTS

A. Time Allotted for the training

The training is a three day activity to be conducted on 28-30 August 2023 from 8:00 am to 5:00 pm
and 8:00 am to 3:30 pm on the last day.
B. Profile of Proposed Participants

The participants are thirty (30) Local Council of Women Officers from 14 municipalities and 1 city of
the Province.

E. Venue and Facilities

The venue of this training will be held at LaSercita Casitas & Water Spa Resort, Mansalay,
Oriental Mindoro spacious enough to accommodate the expected number of participants including
accommodation. Proper health protocols will be strictly implemented throughout the duration of the
training.

F. Resource Requirements

The resource requirements include meals, snacks, and accommodation for the participants and the
use of function hall including sound system. Each participant will be provided with a training kit.

VI. TRAINING COST

The amount of TWO HUNDRED EIGHT THOUSAND FORTY FIVE PESOS (PHP 208,945.00) will
be utilized for the implementation of the training chargeable against the PSWDO Training
Expenses. Details of which is as follows:

VII. MONITORING AND EVALUATION

The participants’ knowledge shall be gauged through a preliminary activity or expectation setting
prior to the lecture and workshop and by the post evaluation result to assess whether the
participants have effectively gained knowledge. Some participants will be required to impart the
learnings to other leaders on their respective areas, and a training report shall be submitted to the
Provincial Administrator’s Office-Organizational Development and Performance Management
Division two (2) weeks after the training.
