Background
• Little or no investment made to improve the safety of the plant and the
protection of natural forests.
• Easy access in the ANDE properties. There is no checkpoint except for
surveillance carried out by the guard at the plant. There are no secure
perimeter fences for the protection of the forests, which favors the felling of
trees and/or the development of family farming.
• Night lighting in the area is very limited, which makes it difficult to adequately
control the safety of the dam and its surroundings.
• Constant threat of property invasion by groups called Homeless.
• The weakness of control mechanisms, the lack of secure perimeter fencing
and physical limits on all the edges of the area have allowed the
indiscriminate felling and theft of several native tree species, putting the
security of the ecological environment at risk and turning the area at an
environmental hotspot.
Background
• Within the framework of the investments that will improve the operation of the plant,
including modernization of the dam equipment, complementary investments are
planned in the properties, which, although they are not directly linked to the
operation of electricity generation, are important to improve the control and safety
of the dam.
• These investments, in addition to contributing to improving protection and security,
will serve to boost tourism activities and the use of part of the properties by the local
community, which will contribute to the monitoring and protection of the properties.

• In this sense, the Consultant has identified immediate interventions that are
recommended to be executed in the short term to improve the protection of the
properties, the security of the intervention area and the impact on the community.
• For medium and long-term interventions, more detailed studies are
recommended, including the preparation of a comprehensive plan or
Master Plan for a more comprehensive use of all ANDE properties and the
dry bed of the Acaray river.

• The Preliminary Design or Project Profile seeks to strengthen the protection and
security of the Hydroelectric Power Plant and the natural forests that surround it,
which are very important assets of ANDE and it is essential to care for, protect and
enhance them.
• In this preliminary design, a Lighting Project, installation of Security Cameras,
Perimeter Fence and Monitoring Center of the ANDE properties adjacent to the
Acaray Hydroelectric Power Plant is initially proposed.
• Through these actions, it is expected to achieve beneficial impacts for both the
community and the environment immediately. The execution of these actions
will contribute to improve the safety of the Dam and the Hydroelectric Power
Station and to the preservation and care of the existing forests, preserving the
green mass that is still within the perimeter.

Recreational Activities
• This Component proposes interventions in a complementary way to the actions
described in the previous point. These interventions will contribute to
converting the area of the dam and surrounding natural spaces into an area
that allows the development of tourist and recreational activities. It will have a
specialized surveillance system and state-of-the-art technology.
• The proposed activities will also be useful to generate a permanent "social
control" that will be generated from the visits and use of the place by the
community itself. It is the users themselves and the community who are going
to monitor and care for the place, they will alert the authorities about irregular
situations or attempts to depredation of natural forests.
• This will also allow a planned and organized visit to the Acaray Dam and the
recreational and tourist use of the forests and certain places of the Lake of the
Dam that make up the property.

This sector is located next to the Itaipu Zoo and on the banks of the Lake of the Reservoir,
which gives it a high potential for use. The connection of the Acaray Dam with the Itaipu
Reserve through the pedestrian paths is what we would call the “Energy Path”.

This sector is divided into two parts by the recently built Avenida República del Perú. The
Avenue has become a place that is widely used and frequented by the local community, which
uses it mainly for recreational purposes. For this reason, the place has a high potential for use
mainly for recreational purposes.

PROJECT IMPACTS
• All thevegetation is intended to be preserved, limiting construction to areas where there
are no significant trees. The adaptation of what was built to the pre-existing vegetation
allows the entire complex to expose the set of native plants as a natural reserve. This, in
turn, creates research and educational opportunities that can be linked to complementary
programmes.
• There are no permanent negative impacts after the work is completed. On the
contrary, the project intends to become a referenceintervention in similar
situations.
• The positive impacts cover the wide spectrum of benefits that a work of this magnitude entails
in an area such as the one established.The protection and consolidation of the area

• A Start-up Project is proposed for Zones 1 and 3. Zone 1 is where the
Acaray Dam is located and where some primary interventions already exist
such as access, vehicular roads, parking lots, terrace leveling, etc., and the
Zone 3 is the sector of the ANDE reserve that connects with the Itaipu Zoo
and is on the shores of the Reservoir Lake.
• The components of this Project are: Access Gate and Security Box, Main
pedestrian and vehicular access, Parking for cars and buses, Interpretation
Center for Water and Clean Energies, Restaurant and Canteen, Public
Restrooms, Viewpoint on 4 terrace levels with stairs and ramps, Signage
and Infographics, Lighting System, Security Camera System, Routes, Trails
and Viewpoints and Perimeter Wired with Lighting Systems, Security
Cameras and Signage, Statue of the Virgin.
• In a complementary way, the installation of the renewable energy
demonstration plant is proposed in the space of zone 1, using part of the
Interpretation Center as a control room for the plant and the energy
produced in it as a power source for the work. The plant will consist of
solar, wind, battery and hydrogen systems.

NCRE Demonstration Plant
• The pilot plant was designed to be demonstrative and
experimental, both for ANDE staff and for the general public, in
order to familiarize both audiences with the concept of Renewable
Energies and sustainability. The plant will have interaction and
monitoring elements (SCADA and HMI) that allow visualizing the
energy contributions of each component of the plant and its
environmental impact, through, for example, an estimator of
reduction of tons of CO2, measured in relation to the unitary
carbon emissions from the electrical matrix of Paraguay. The
photovoltaic generation parks that will make up the plant will be
installed in visible and ideally visitable places, in order to bring the
target audience even closer to this type of technology.
• The system must be designed so that it operates 100% with
renewable energy, with photovoltaic generation and energy
storage in the form of electricity and in the form of Hydrogen, but
that in turn can have backup energy injection, if necessary. , from
a fuel cell, from a reversible fuel cell or from the existing power
grid.
NCRE Demonstration Plant
The experimental demonstration pilot plant will allow simulating and
testing different configurations that can occur in real situations, in
order to provide ANDE staff with knowledge and experience and also
teach the general public the benefits that can be expected from this
type of technology. For this, the plant must be able to supply the
demand that has been assigned to it, in the following ways:
- As if it were an isolated system whose only power source is the
photovoltaic plant, including its storage system;

- As if it were a combined isolated system, whose power supply is


shared in variable proportions at will between the pilot plant and
a generating group of sufficient capacity to take the entire load or
else limit it in fractions of 25%; either

- As a system in which the pilot plant complements the service of


the national interconnected system contemplating a certain
schedule and availability of stored energy.

Operation modes

1. Operate as an Off-Grid system: PV Plant, Inverters, Accumulators and


backup generation.
2. Operate as a Hybrid On-Grid system: PV Plant, Inverters, Accumulators and
synchronized connection with the electrical network.
3. Operate as By-Pass_G, dispatching the Backup Generator directly
to the load.
4. Operate as By-Pass_R, dispatching the electrical network directly to the
load.
5. Distributed Generation Operation: The pilot plant will have the capacity to
inject all the generation into the existing electrical network.

• For the sizing of the plants, it was previously necessary to supply 100% of the
demand for lighting of the 15,000 meters of pedestrian walkways, 16 viewpoints
and 35 signage and information points, which are designed in the architectural
project, in addition to access to the park.
• The final distribution of the load to be fed by the demonstration plants will be
reviewed once the start-up project has been defined.
