1. APPLICATION OF THE REGULATIONS

1.1. The regulations determine the rights, duties and responsibilities of the parties involved in the preparation
and organization of the 2023 LFF Premier League Championship, as well as the procedure for
determining the 2023 Premier League football champion.

1.2. The Regulations determine the procedure for determining the representatives of the Competition
organized by the Latvian Football Federation in 2024/2025. in UEFA club competitions.

2. DEFINITIONS

2.1. LFF – Association "Latvian Football Federation". LFF is the only football association in Latvia recognized
by FIFA and UEFA, and it is responsible for the development of football in the country, and also has
the right to represent Latvia in FIFA, UEFA and other sports institutions.

2.2. Latvian Football Premier League - an association that unites and represents all Premier Leagues
participants of the championship.

2.3. UEFA - English: Union of European Football Associations, Latvian: Union of European Football

2.4. FIFA – French: Fédération Internationale de Football Association; Latvian:

2.5. LFF Virsliga Championship – the highest ranking Latvian football championship to determine the winner
for participation in UEFA club competitions.

2.6. Club - a legal entity that is a member of the LFF and participates in the Premier League championship.

3. COMPETITION MANAGEMENT

3.1. The competition is organized by the Latvian Football Federation (hereinafter - LFF) in cooperation with
the association Latvijas Futbola Virslÿga (hereinafter - LFV) based on a mutual agreement, while the
host club of each respective championship match is the host. The competition is organized in
accordance with the following regulations: FIFA, UEFA , LFF Player Status and Transfer Regulations,
LFF Regulations on International Transfers of Players, Disciplinary Regulations, Security Measures
Regulations, LFF Delegates Regulations, Commercial Regulations of the Latvian Football Premier
League, LFF Stadium and Infrastructure Regulations, Classification of Football Coaches Categories,
Sanitary Protocol for LFF Organized Competitions, as also to other binding LFF and international
regulations.

3.2. The competition is managed by the 4-person organizing committee of the Virsliga championship
approved by the general secretary of the LFF, incl. executive director of the association Latvian
Football Premier League.

3.3. Powers of the Premier League Organizing Committee:

3.3.1. manage and control the course of the competition, including making decisions about:

3.5. The decisions of the Premier League Organizing Committee take effect immediately, are final and cannot be

3.6. Compliance with the regulations is mandatory, and neither the participants nor the organizers may violate
them under any circumstances.

4. CONTEST PROCEDURE

4.1. The 2023 Latvian Premier League championship takes place in four rounds from 10-11. from March to
November 12 in LFF licensed stadiums in accordance with the calendar approved by the Super League
Organizing Committee. The start and end dates of the championship may be changed by the decision of
the Virsliga organizing committee, depending on the epidemiological situation in the territory of the Republic
of Latvia. For each specific game, the readiness of the field is determined by the game inspector and the
referee.

4.2. Games must start at the time specified in the championship calendar. One team cannot have more than 3
away or home games in a row. The decision on exceptions to this point is made by the organizing
committee of the Virsliga Championship.

4.3. The interval between Latvian Cup, Virsliga Championship and UEFA Euro Cup matches must be no less than
two calendar days (not including match days) and national team matches in accordance with the relevant
FIFA and UEFA regulations.

4.4. The club can play its home games only in the stadiums applied for during the licensing process, for which
relevant documentation has been submitted during the licensing process before the season to meet the
club licensing infrastructure criteria. In the event that the regular championship match is planned to be
held at a different stadium than the one specified in the licensing documents submitted by the club and in
the championship application, the Club responsible for the host team must notify LFF, LFV and the
opponent of the stadium where the regular match will be held no later than 7 days before the match . The
mentioned procedure also applies to cases where the club plans to use the reserve stadium. In the event
that the Clubs agreed to change the stadium, then, if necessary, changes must also be made in other
games of these Clubs, so that the same number of home and away games between the respective teams
is observed within the calendar of the Premier League Championship. The decision on the permission to
play the Club's home game in a different stadium than specified in the licensing documents submitted by
the club is taken by the organizing committee of the Premier League only in the event of force majeure,
mentioned in p. 4.9.

4.5. The schedule of matches of the 2023 Virsliga Championship developed and agreed upon at the general
meeting of the Virsliga is approved by the Organizing Committee of the Virsliga Championship.

4.6. In order to move a game or the start time of the Premier League championship calendar, there must be a
serious reason that could not have been foreseen at the time of the development of the calendar. The
championship match of the Latvian Premier League may also be postponed due to

the club's participation in UEFA club competitions and in connection with the matches of the
National Team and the U-21 Team, if the club delegates at least two players, in the case of
the U-19 and U-17 Teams, at least 3 players. In the event that one of the players called up is

cases, the decision to postpone the game is made by the organizing committee of the Premier
League Championship.

4.7. Championship games played in stadiums that do not have artificial lighting or where it is
insufficient for high-quality playing of games must start no later than 3 hours before the
predicted sunset. In the event that the game started later than 3 hours before the predicted
sunset, the host club is obliged to turn on the lights before the game or after the first half, as
agreed in the organizational meeting with the match delegate and the opposing team.

4.8. Incomplete matches and club refusals to complete a match are regulated
as follows:

4.8.1. If the game was stopped due to force majeure based on p.4.9. the mentioned criteria
determined by the match delegate (or the inspector acting as a delegate) and/or the
match referee, the match is resumed on the next day from the minute the match was
stopped. In this case, all warnings and player substitutions received by the teams prior
to the suspension of this game remain valid until the end of the game.

4.8.2. In the event that it is not possible to play the game the next day due to objective and justified
reasons or it is not immediately possible to establish the existence of force majeure
conditions, the delegate of the match (or the inspector who performs the functions of the
delegate) informs the representatives of both teams about it.
The organizing committee of the Premier League, after evaluating the situation and
recognizing that the reasons for not playing the game the next day are justifiable or
without establishing the existence of force majeure, makes a decision to postpone the
game to another date, while determining the place and start time of the game or referring
the matter to the Disciplinary Committee.

4.8.3. If the club refuses to play on the date, place and time specified in the decision of the Super
League organizing committee, the club is awarded a technical loss of 0:3 in accordance
with Clause 5 of the Disciplinary Regulations.

4.9. In order to recognize an event or an obstacle as force majeure, the following criteria must be
simultaneously established:

4.9.1. an event that cannot be avoided and the consequences of which are impossible
overcome and prevent despite the best efforts of the club;

4.9.2. before the event, the club could not foresee this event;

4.9.3. the event was not caused by the actions of the club or a person under its control;

4.9.4. the event makes the performance of the club's duties not only burdensome but

5. PARTICIPANTS

5.1. Clubs that are LFF members or LFF member candidates and LFV members that obtained an LFF-
A license to participate in the 2023 Latvian Premier League Championship can participate in
the 2023 Latvian Premier League Championship, in accordance with the current LFF Club
Licensing Regulations. Only LFF registered players can participate in the 2023 Latvian Premier
League Championship.

5.1.1. In the event that one of the clubs that have won the right to participate in the Premier League
Championship refuses to participate or is unable to pass the licensing process, the
Premier League Clubs that have lost the right to participate in the Premier League
Championship in the previous season have an advantage (taking into account the place
won in the previous year's Premier League Championship) over 2022 .for the clubs of

5.2. Players who have reached the age of 16 can participate in the Latvian championship, in exceptional
cases - the age of 15, with a special permission from a doctor and parents.

5.3. Clubs participating in the Latvian Premier League championship are responsible for fulfilling the requirements of
the Regulations approved by the LFF.

5.4. Each club has the right to enter an unlimited number of players who are not players prepared by
the federation. At least 3 (three) players, who are players prepared by the federation, must be
on the court at the same time. Federation-prepared players are those players between the ages
of 12 and 21 who have been registered with one of the LFF clubs (intermittently or continuously)
for at least 3 full seasons (from the first official match to the last official match) or 36 months.
The season before the player's 12th birthday can be counted if his birthday is after the last
game of the Premier League championship, but before December 31, as well as the season
after the player's 21st birthday can be counted if his birthday is after January 1, but before the
first game of the championship of the Premier League. Players who have participated (appeared
on the field) in at least three official games of the National, U-21, U-19 or U-17 Latvian national
teams as part of the Latvian national team are also considered players prepared by the
federation. In the event that a player who is a federation-prepared player is sent off, or if such
a player is injured after the number of substitutions allowed in the regulations, the mandatory
number of federation-prepared players is reduced accordingly. In the event that a player who is
not a federation-prepared player is sent off, or if such a player is injured after the number of

5.5. The maximum number of players in the game protocol is 20 players.

5.6. A participation fee of EUR 3,000 must be paid for each trainer included in the championship
application who does not have a passport issued by the Republic of Latvia and who has worked
in the Republic of Latvia for less than 5 (five) years (except for physical fitness trainers, doctors

5.7. The football club is responsible for ensuring that football players and coaches are issued a work
and residence permit, if necessary, in accordance with the procedure specified in the relevant
laws and regulations of the LR, and the football club is obliged to cover all expenses for
obtaining a work and residence permit, except for cases where the football player/coach and
the football club have agreed otherwise.

5.8. It may be photographed and/or filmed during the competition. Recorded materials can be used for
publicity purposes on the LFF website or on the social networks of its partners. Each participant
of the competition - football club, when applying for the competition, confirms that he has
received the consent of the players/players' parents for the processing of personal data and is
entitled to transfer the data to the Latvian Football Federation, based on the Law on the
Processing of Personal Data.

6. APPLICATIONS

6.1. The team application must be submitted to LFF by March 9, 2023, using the COMET system
(comet.lff.lv), together with the following documents:

club emblem (logo) (must be sent to sacensibas@lff.lv);

for professional players, an employment contract (in accordance with the LFF regulations on
player status and transfers);

for amateur players, an agreement document with an amateur football player (in accordance
with LFF regulations on the status of players and transfers, Appendix No. 10);

6.2. No more than 30 players can be in the application for the Premier League Championship at the
same time. A maximum of 15 players who are not players prepared by the federation can be
included in the championship application at the same time, and they must necessarily be
registered as professional footballers. On the other hand, in the game protocol, each team must
have at least one player prepared by the federation, who was born on January 1, 2002 or later.

6.3. For the inclusion of the first eight players, who are not players prepared by the federation, in the
championship application, a participation fee payment of EUR 3,000 per person must be made
to the LFF bank account. Starting with each subsequent one – 8000 EUR for each. The
mentioned funds are used for the implementation of the support system for Latvian youth
players, which is developed based on the playing time played by players from 2002 and younger
in each Premier League team. Clubs have the right to pay the participation fee in installments -
50% of the said fee must be paid before the start of the championship, the remaining 50% - no
later than October 16, 2023.

6.3.1. On the inclusion of the first two Ukrainian citizens in the Premier League championship, p.6.3.
the said participation fee is not payable.

6.3.2. For citizens of Ukraine who were registered with the club in 2022 with the permission of FIFA

6.4. Transfers between clubs and additional applications in 2023 are allowed only during the registration
(transition) periods from January 6 to March 6 (inclusive) and from June 15 to July 14
(inclusive), by submitting the LFF COMET system p.6.1. the specified documents, according
to the LFF regulations on the status of players and transfers, but only once during the transfer
period.

6.5. As exceptions from p. 6.4. mentioned may be:

6.5.1. transfer of a new goalkeeper (born on January 1, 2002 and younger) with the consent of the
previous club from the LFF 1st League, 2nd League or 3rd League, if the club has less
than 2 (two) goalkeepers available (not injured); (and relevant medical documents are
presented);

6.5.2. application of a professional player after the end of the registration (transfer) periods, but no
later than April 6, 2023 (after the end of the first registration period) and September 6,
2023 (after the end of the second registration period), if the player until the relevant
transfer at the end of the period, the professional footballer's contract with his last football
club has expired, or the professional football player's contract with his last football club
has been terminated by mutual agreement with the football club, but only in cases where
the football player is registered in the new club as a professional. According to this
exception, after the first transfer period, the club can apply for an unlimited number of
players, after the second transfer period - no more than two players.

6.5.3. any football player registered in the Latvian Youth Championship or in the reserve team of
the Premier League, who was included in the club's Youth Championship or Reserve
team application, may be additionally registered in the club's first team during the season
(taking into account also p.5.2 of the regulations).

6.5.4. application of the player no later than 30 (thirty) days after the end of the registration (transfer)
period, if the football player's previous football club is liquidated or it is excluded from
LFF competitions.
6.6. Players who were born on January 1, 2002 or later may be included in the match protocol in the
reserve teams of the Premier League;
6.7. In the reserve teams of the Premier League, 3 players who do not comply with p. 6.6 may be included
in the game protocol. for the mentioned age.

7. CLUB NAME AND ITS CHANGE

7.1. Any club has the right to change its (legal entity) name until the start of the club licensing process,
subject to all LFF regulatory documents.

7.2. As an exception, a club may change its name during the club licensing process, but no later than
February 1, 2023, with the permission of the LFF's expert on the legal criteria for club licensing.

7.3. The command name can consist of no more than names. from two organizations

8. PROCEDURE FOR ORGANIZING COMPETITIONS

8.1. The stadium where the match is held must comply with the LFF Club Licensing Regulations, LFF

of the match. The sports base must have an internet connection, a computer and a printer for
using the COMET system.

8.2. The championship game cannot be started if a coach with an appropriate license has not been
registered for the game and is not on the team's bench. In the absence of the coach, he can be
replaced by an assistant with an appropriate assistant coach license.

8.3. The matches of the last two rounds started at the same time. The starting times of the mentioned games can be
changed only in accordance with the procedures set out in p. 4.6 of the Regulations.

8.4. The club that takes tenth place in the 2023 Premier League Championship loses the right to
participate in the 2024 Premier League Championship. The club that occupies the ninth place,
in 2 (two) games (at home and on the opponent's field), meets the team that took the second
place in the 2023 Latvian 1st League Championship. The mentioned matches take place no
later than one week after the end of the Premier League championship (except for the cases
when p. 4.6 is applied). The dates of the games are confirmed by the organizing committee of
the Premier League Championship. The host of the first game is determined by a lottery.
The winner is determined after the results of 2 games. If the result is tied in the sum of 2 games,
extra time is played (2 x 15 min). In the event of a tie in extra time, the winner will be determined
by a penalty shoot-out. The winner wins the right to participate in the 2024 Premier League
Championship.
In the event that extra time is played, one additional shift is allowed (regardless of whether the
team has already made the allowed number of shifts).
In the event that the 1st place in the 1st league championship of 2023 is won by the reserve
team of the Premier League, then the right to participate in the championship of the 2024
Premier League is won by the next team, which is not the reserve team of the Premier League.
In this case, the next team, which is not a backup team of the Premier League, will play the 9th
place of the Premier League championship. In the event that eight teams remain in the Premier
League championship, play-offs are not organized and the 2nd place winner of the 1st League

8.5. Playoffs for the right to participate in the 2024 Premier League championship are organized in
accordance with the requirements of the Premier League regulations. In the playoffs for the
right to participate in the 2024 Premier League Championship, the requirements of the 2023
Premier League Championship regarding the minimum number of players prepared by the
federation on the field must be observed. The games are played with the official match balls of
the Premier League Championship.

8.6. The club that takes first place in the 2023 1st League Championship wins the right

8.7. 5 (five) player substitutions from the players registered in the game protocol are allowed in the
Premier League championship games. 5 substitutions must be made in a maximum of 3 overs,
excluding substitutions made at half-time.

8.8. Club representatives must submit a completed match report for their team

8.9. 90 minutes before the match, there must be an organizational meeting of the match, attended
by one of the match referees, a delegate (or an inspector acting as a delegate) and
representatives of both teams, where the uniforms of both teams must be presented. The
host of the game must provide premises for holding the organizational meeting. Before
the technical meeting, the stadium must be completely ready for the organization of the
game. The organizational meeting is chaired by a game delegate (or an inspector who
performs the functions of a game delegate).

8.10. Club officials must be on the bench during the game.

8.11. 9 (nine) players and 7 (seven) officials can be on the bench during the game (the presence
of a medical person on the bench is mandatory), who are recorded in the game protocol.
The warm-up place for reserve players, no more than 3 at the same time, in the same
clothes and without balls (may be together with a physiotherapist) is determined by the
match referee before the match. If the team has made all the substitutions allowed in the
Regulations, the other reserve players must return to the reserve bench.

8.12. The suspended player may not be on the bench


or near it and must go to the changing rooms immediately. A disqualified official must go
to the dressing rooms or the stands.

sidelines and pass the ball to the teams that are warming up. Ball handlers must
be dressed the same for the weather, but different in color from the two teams.
Ball feeders must be at least 10 years old. Ball feeders may not play with a spare
or other ball during the game;

8.16.3. 5. established in the Commercial Regulations of the Premier League, complying with the requirements of FIFA
(five) match balls (matching of the balls is assessed by the match referee);

8.16.4. maintenance of public order in the stadium no later than 30 minutes before the
admission of spectators to the stadium. The number of security guards - at least
7 (seven) people, at least one of whom must arrive at the stadium at least 2 hours
before the game. The umpire must contact the LFF delegate before the match. If
a delegate has not been assigned to the particular game, then the game inspector
should be contacted. The person responsible for public order must also participate
in the organizational meeting before the game;

8.16.5. public order in the stadium before the match, during the match and after the match
until the fans of both teams have left the stadium;

8.16.6. if LFV does not provide a video recording of the game, then the host team of the
playing field must provide a video recording of the game and deliver it to LFF
within 24 hours (if the next day(s) is a Latvian public holiday or holiday, then on
the next working day);

8.16.7. an emergency medical service (EMS) team on duty at least 60 minutes before and
30 minutes after the game. The EMS brigade must comply with Cabinet of
Ministers Regulation No. 60 of January 20, 2009 "Regulations on mandatory
requirements for medical institutions and their structural units" 4.2. for the
subsection "Requirements for the emergency medical aid facility team". The
presence of EMS is also mandatory during the warm-up before the game.
In the event that the arrival of the EMS is not ensured at the time mentioned in
this paragraph and there is no medical person on the bench, the game can be
started no later than 30 minutes after the scheduled game time, allowing 20
minutes for the warm-up process and 10 minutes for the teams to arrive on the
field. In the event that the games start later than it is planned in the calendar, it is
mandatory to follow p. 4.7 of the regulations;

8.16.15 during football matches, the stadium must be cleared for the organization of a football match.

8.16.16. in case the air temperature during the game is 30 or more degrees, a water break is organized
approximately between the 30th and 75th minutes of the game.

8.16.17. security guards must escort both after halftime and after the game

8.16.18. even watering of the field, in case the mentioned procedure is agreed before the game in the
organizational meeting.

8.16.19. counting the spectators of the match, informing the 4th referee about the total number of
spectators after the match.

9. PLAYERS' UNIFORMS

9.1. Player numbers (from 1 - 99) on the back of the uniform must be bright, from the uniform
dress colors in different colors. Player numbers must also be on the shorts. Each team must have a backup
goalkeeper jersey without a number;

9.2. The width of the lines for numbers 0 to 9 should be between 2 and 5 cm, and the height should be between 25 and
35 cm.

9.3. The player's uniform must have the club emblem and the LFV emblem.

9.4. In the Premier League championship, the home team is the first to determine the color of the players'
uniforms.

9.5. In case the colors of the uniforms match, the colors of the uniforms of the teams match

16. AWARD
