Draft a brief note on whether stammering is included in the RPWD Act/Rules,

Notifications, etc. in India.


Yes, stammering is assessed as a speech and language disabilities in the Rights of
Persons with Disability Act (RPWD) 2016. Ministry of Social Justice and
Empowerment, recognizes stammering as a disability, and prevents, discrimination
against such people by giving them the necessary reservation in jobs and education.
Stammering is covered under Section 1(d) as Speech and Language
Disability of the RPWD Act 2016. Speech and Language Disability has been
defined in Chapter IIIB of the Notification by the Ministry on 4th January,
2018. It elaborates as, “permanent disability arising out of conditions such as
laryngectomy or aphasia affecting one or more components of speech and language
due to organic or neurological causes.” Stammers to such an extent that the speech is not
comprehensible. However, persons who stammer but whose speech is comprehensible may
not be treated as disabled in speech. To claim benefits under the same, the person needs
a medical certificate proving a 40% disability.
The Indian Stammering Association has been established to remove the stigma
behind stammering and work towards establishing an equal opportunity space for
people who are stigmatized for stammering. The rules and notifications are alone not
sufficient, a general awareness of the same is also necessary.
The Centre mulls to take down ChatGPT, as individuals and NGOs raise concerns

AI bot, leaving hundreds lurking for convenience over authenticity. It has raised
alarms about the spread of misinformation, the effects on employment and broader
risks to society. The automatic response generating bot, feeds on confidential
informational of the user. The platform fails to acknowledge and provide a end-to-
end encryption, making the bot dubious to misutilization of the data. Companies like
Apple and Samsung, have raised concerns over data leak. The incessant use of
ChatGPT by employees to draft codes, has led to a revelation of trade secrets and
might be an end for big conglomerates around the world.

The lack of the possibility of completely clearing the data of the bot, and the
opportunity to train the AI to do illegal work, makes ChatGPT a loaded ammunition
in the hands of people.
