SOLID WASTE MANAGEMENT SYSTEM

The Solid Waste Management System of Barangay Darahuway Daco, a coastal


barangay of Catbalogan City, plays a crucial role in preserving the pristine
beauty of its surroundings and protecting the marine ecosystem. As a
community nestled along the coastline, Barangay Darahuway Daco recognizes
the importance of sustainable waste management practices to ensure the long-
term health and well-being of its residents and the environment.

One of the key components of their solid waste management system is


segregation at source. The barangay has implemented a comprehensive waste
segregation program that encourages residents to separate their waste into
different categories such as biodegradable, non-biodegradable, recyclable, and
hazardous materials. This practice not only reduces the volume of waste sent to
landfills but also facilitates proper disposal or recycling processes for each type
of waste.

The establishment of Barangay Material Recovery Facilities (MRFs) in each


purok is a clear indication of the commitment and efforts made by Brgy.
Darahuway Daco towards waste segregation. These MRFs serve as dedicated

7.1 SOURCE REDUCTION

7.1.1 Material Recovery Facility


The construction of the Barangay Material Recovery Facility in every
purok is a significant measure to address the diversion target of the
barangay. Coupled with the implementation of segregation at source, and
the establishment of composting facilities in clustered areas, the target on
diversion rate is anticipated to be prominent.

There will be a consultation with the purok officials to support the said
project. The proper usage of these purok-based MRFs will be discussed at

the purok level together with the implementation of segregation at source
ordinance.

7.1.2 Segregation at Source


Segregation at source is believed to be the ultimate solution to curb the
issue of solid waste management. If properly managed and associated
with the support of the public, this project is seemingly the best solution to
address all issues in solid waste management.

With the passage of the barangay ordinance on segregation at source,


there will be a barangay-wide thorough campaign on proper segregation
of wastes. This project will be spearheaded by the Barangay SWMC.

7.1.3 School-Based Reduction Program


The school-based solid waste reduction program called “Basura para sa
Eskwela” is an attractive program that encourages students to participate
in waste segregation at source. This is to incentivize the participation of
students by collecting their recyclable waste and trading it for
coupons/points and swapping it with school items.

7.1.4 Barangay-Based Reduction Program


To further promote waste segregation at source, a barangay-based waste
reduction program shall be implemented at the barangay level. Puroks
shall be clustered accordingly and establish a mini depot where
households could exchange their recyclable wastes for a coupon/points
and trade it with rice or grocery items. The purpose is to encourage
households to support the program on waste segregation at source.

7.1.5 Recycling Program

The Recycling Program of Brgy. Darahuway Daco, Catbalogan City is a


commendable initiative that aims to promote environmental sustainability
and reduce waste in the community. Through this program, residents are
encouraged to segregate their waste and dispose of them properly.

delivery of city solid waste from Catbalogan City to a government-authorized
MRF, street cleaning, and provision of a Residual Containment Area (RCA) and
to assist the City Government In the implementation of the 10 Year Solid Waste
Management Plan of Catbalogan City as well as the approved City Solid Waste
Management Ordinance.

7.2.1 Overview

The above table shows the daily garbage collection route in the city which
indicates the regular collection of waste in Brgy. Darahuway Daco at 6:00
am to 12:00 noon.

In addition, thereat, the barangay is advised to provide “carts” vernacularly


known as “kariton” for local collection activities. The Local Government of
Brgy. Darahuway Daco shall organize the arrangement with the local
junkshop owners to provide services on the disposition of recyclable
materials in the barangay.

7.3 SEGREGATION, RECYCLING, AND COMPOSTING

7.3.1 Segregation

various methods such as vermiculture, aerobic composting, or anaerobic
digestion.

Another option is recycling, which involves the conversion of waste materials

The most promising means of Alternative Technology in dealing with the


residual wastes is through the process of gasification. Within MSW gasification,
two processes must take place to produce a usable fuel gas (Klein, 2002). First,
through pyrolysis, the volatile components of the fuel are released at
temperatures below 600°C. As a side benefit of this process, char is produced
which consists mainly of fixed carbon and ash. Second, the carbon remaining
after pyrolysis is either reacted with steam or hydrogen or combusted with air or
pure oxygen at temperatures between 760 and 1,650° C under high pressure.
Gasification with air results in a nitrogen-rich, low-Btu fuel gas. Gasification with
pure oxygen results in a higher-quality mixture of CO and hydrogen and virtually
no nitrogen. Gasification with steam is generally called ‘reforming’ and results in
a hydrogen- and CO2-rich ‘synthetic’ gas (syngas). Cleaned from contaminants,
the syngas can be combusted in a boiler, producing steam for power generation
(Jenkins, 2007). 

Gasification is a more complex process than waste incineration, but the reactors
used for both processes are quite similar. However, in contrast with waste
incineration, the gasification technology reduces MSW into simpler molecules,
and substances like dioxins, and furans are generally destroyed (AES, 2004).
The main reactor types are fixed beds and fluidized beds. Fixed-bed reactors
typically have a grate to support the feed material and maintain a stationary
reaction zone. They are relatively easy to design and operate and are therefore
useful for small- and medium-scale power and thermal energy use. However, it is
difficult to keep operating temperatures at constant levels and to ensure
adequate gas mixing in the reaction zone. As a result, gas yields can be
unpredictable and are not optimal for large-scale power purposes (i.e. over 1
MW) (Klein, 2002). Therefore, larger-capacity gasifiers are preferable for the

treatment of MSW because they allow for variable fuel feed, uniform process
temperatures, good interaction between gases and solids, and high levels of
