სამეცნიერო პროექტი
By the decision of May 21, 2017, the council of TSU that makes decision about
financing the student scien fic projects approved to finance scien fic project that
was presented by the Student Research and Project Center IDEA at Faculty of Busi-
ness and Economics TSU –
1st Interna onal Summer Scien fic-Prac cal School “Georgia-Israel rela ons
– Managing New Technologies in Urban and Agricultural sectors” (Georgia, Batumi,
Gonio. August 2-9, 2017).
The project is Devo ng to the 25th anniversary of establishment of diploma c
rela ons between Georgia and Israel .
In the Summer Scien fic-Prac cal School took part more than 40 people as
speakers and guests, including Shabtai Tsur, Israeli ambassador to Georgia; David
Narmania, Mayor of Tbilisi; Bagrat Manvelidze, Deputy Mayor of Batumi; Avtandil
Meskhidze, Deputy Minister of Agriculture of Ajara; professors of TSU and BSU and
accordingly 12 and 5 students from universi es; scien sts, specialists and busi-
nessmen from Georgia and Israel. In total, Israeli side was presented by 9 people,
including Robert Albin, Ph.D. The Department of Liberal Arts, Sapir College; Aharon
Gagulashvili, Director of the firm “Netafim-Georgia” and 2 students from Ben-Gu-
rion University – Aviel Elias and Tom Raz.
During the summer school was arranged: gree ngs, thema c lectures (among
them, the students’ team reports) and discussions, presenta on of Israeli firm “Ne-
tafim-Georgia” at BSU, visit to the greenhouse of Zugdidi, crea ve Aqua Seminar,
visit to one of the agro firms in Adjara, visit the natural, historical and urban sights
of Adjara. During the school was founded the scien fic-prac cal magazine and the
NGO that supports student research and projects.
The project was completed in November when a scien fic-prac cal Journal
was published, where was published reports presented at the summer school.

ისრაელის ელჩი საქართველოში
ებრაელ და ქართველ ხალხს შორის მეგო- მოქალაქეებს საშუალება მიეცათ 180 დღის გა-
ბრობა 26 საუკუნეს ითვლის, ეს თარიღი დიდი ნმავლობაში 90 დღე უვიზოდ დარჩნენ ისრაელ-
პატივით და წარმატებით ორჯერ აღინიშნა სა- ში, გაიზარდა საქართველოდან ისრაელში ჩამ-
ქართველოში. ებრაელთა სათვისტომო საქა- სვლელი ტურისტების ნაკადი. ასევე მკვეთრი
რთველოში უკვე საუკუნეებია არსებობს და და ზრდის დინამიკაა ისრაელიდან საქართველოში
ჩვენ ვამაყობთ მათ მიერ ამ ურთიერთობაში ტურისტების შემოსვლის მხრივ.
შეტანილი წვლილით. ეს დიასპორა მშვიდად და მზარდი ტურისტული ნაკადების გამო, ორ
მეგობრულად ცხოვრობს და მოღვაწეობს სა- ქვეყანას შორის საჰაერო მიმოსვლის სიხშირე
ქართველოში და ისრაელში ამოსვლის შემდეგ საგრძნობლად გაიზარდა და 2017 წლის ზაფხუ-
ინარჩუნებს კავშირებს საქართველოსთან, თი- ლიდან ისრაელიდან საქართველოში ყოველთვი-
თოეული ემიგრირებული ებრაელი საქართვე- ურად ასამდე ავიარეისი სრულდება. აღსანიშნა-
ლოს ქომაგი და გულშემატკივარია. ვია, რომ ისრაელმა საქართველო 2017 წლის აპ-
როგორც ისრაელის პრემიერ მინისტრმა რილიდან უსაფრთხო ქვეყნების სიაში შეიყვანა.

საელჩოსთვის დიპლომატიური ურთიერთობე- წელს, ხოლო ისრაელში საქართველოს საელჩო
ბის 25 წლის იუბილესთან დაკავშირებით გა- 1998 წელს გაიხსნა. მას შემდეგ ორი ქვეყნის სა-
მოგზავნილ წერილში აღნიშნა: „ებრაელ და და ელჩოები და ელჩები მჭიდროდ თანამშრომლო-
ქართველ ხალხებს შორის მეგობრობა ის ფუ- ბენ სახელმწიფო ვიზიტების დაგეგმვაში ეკონო-
ნდამენტია, რაზეც ავაშენეთ და განვავითარეთ მიკის, უსაფრთხოების, კულტურის სფეროებში
პარტნიორობა ორ ქვეყანას შორის ბოლო მეო- წინსვლის მისაღწევად.
თხედი საუკუნის განმავლობაში. ქართველი ებ-
რაელების მრავალრიცხოვანმა თემმა ისრაელში ჩემთვის დიდი პატივია, რომ მეორედ მო-
სხვა ელფერი შესძინა ჩვენს შორის არსებულ მეცა საშუალება, ელჩის რანგში ვემსახურო
განსაკუთრებულ ურთიერთობებს“. ორ ქვეყანას. ამდენად, ძალისხმევას არ დავი-
შურებ კიდევ უფრო გავაძლიერო კავშირები,
ისრაელსა და საქართველოს შორის მჭი- მხარდაჭერა საერთაშორისო დონეზე და სახე-
დრო ეკონომიკური თანამშრომლობა არსებობს. ლმწიფო დონეზე მნიშვნელოვანი პროექტები
ორ ქვეყანას შორის ინტენსიური ეკონომიკური განვახორციელო.
ურთიერთობების პერიოდში ისრაელიდან სა-
ქართველოში ასეულობით მილიონი დოლარის მოხარული ვარ, რომ ჩვენი საელჩო აქტი-
ექსპორტია განხორციელებული. სწორედ ეკო- ურდ მონაწილეობს ამ საზაფხულო სკოლის
ნომიკაა ის სფერო, რაშიც ორ ქვეყანას შორის ორგანიზებაში. სასიამოვნოა, რომ მასში მო-
წარმატებული თანამშრომლობა ხორციელდე- ნაწილეობენ საქართველოსა და ისრაელის წა-
ბა. ამის დასტურია არაერთი ბიზნეს-ფორუმი, რმომადგენლები - მეცნიერები, პროფესორები,
ჩატარებული როგორც საქართველოში, ისე სტუდენტები, სპეციალისტები, ბიზნესმენები.

The Ambassador of Israel in Georgia
Welcome to ladies and gentlemen, summer school par cipants and guests.
This year Israel and Georgia celebrate the 25th anniversary of the establishment
of diploma c rela ons. Israel was one of the first to recognize the independence
of Georgia. A er establishing diploma c rela ons with Israel in 1992, a number
of important official visits were made at the level of heads of governance. In 1999
Israeli Prime Minister Benjamin Netanyahu had an official visit in Georgia, in 2001-
Israel’s President Moshe Catsaw and in 2017 the President of Israel Reuven Rivlin.
In 2016 the First Deputy of the Minister of Foreign Affairs of Israel Ciphy Kho-
toveli was also paying an official visit to Georgia and the visit of Knesset (Israeli
Parliament) delega on was also carried out.
During the 25 years as well, several official visits of heads of Georgian Gov-
ernance, were held. In June 2013, Prime Minister of Georgia Bidzina Ivanishvili,
in 2014 Prime Minister Irakli Gharibashvili, and President Giorgi Margvelashvili in
2015 visited Israel. Also, two weeks ago, Georgia’s current Prime Minister Giorgi
Kvirikashvili held an official visit to Israel.
The spheres of coopera on between Georgia and Israel are mul lateral and
include:
• Regular bilateral and mul lateral poli cal dialogue;
• Coopera on between legisla ve bodies (Group of Inter-Parliamentary
Friendships);
• Coopera on, in the spheres of economy, security, culture and educa on.
Especially remarkable is the “Mashav” program, through which over 1000
people have undergone courses in Israel in various fields. “Mashav” is oriented on
different direc ons, but the priority is agriculture. The second important direc on
in which “Mashavi” is ac vely involved is the introduc on of experienced Israeli
experts of some field in Georgia and planning consulta ons and trainings here.
The Embassy of Israel is sponsoring many projects in the field of Culture and
Israel’s culture, presented in many fes vals and events, will it be classical music,
jazz, cinema, theater, documentary or literature.
Friendship between Jewish and Georgian people counts 26 centuries, this
date is celebrated twice with great honors and successes in Georgia. The Jewish
community has existed in Georgia for centuries and we are proud of their contri-
bu on to this rela onship. This diaspora lives quietly and friendly, lives in Georgia
and maintains es with Georgia a er Israel’s arrival, and each emigrated Jewish is
tender-hearted and compassionate of Georgia.

RESUME
The ar!cle analyzes the peculiari!es of Georgia and Israel's agriculture. Ret-
rospec!ve and modernity of the field is reviewed. On the basis of compar-
a!ve analysis the general and dis!nc!ve signs of the field are iden!fied in
each country. There are sta!s!cal data reflec!ng export-import of individual
products in agriculture. The ques!on arises as to what new role the agricul-
ture should have in the economy of the country except for its tradi!onal con-
tent, which usually served to feed the popula!on. The ques!on concerns the
poten!al of this field, whether it has rela!ve trading advantages over rural
produc!on. The focus is on the role of modern technologies in the field of
agriculture.

Organiza•onal Responsibility
INTRODUCTION
Those arguing that collec•ves bear responsibility for their ac•ons face the prob-
lem of how exactly this collec•ve responsibility falls onto each individual group
member. It is especially difficult to determine to what extent, if any, an individual
bears responsibility for collec•ve ac•ons that she or he has not taken part in at
any level or is not even aware have taken place. The ques•on of who exactly is
responsible for an organiza•on’s ac•ons cannot be too carefully considered, as a
clear understanding of this point is crucial from ethical, moral, managerial, and
public perspec•ves. One minor note is to be made right at the beginning: while
'collec•ve ac•on' is a general term that can be ascribed to several types of col-
lec•ves: groups, mobs, teams, par•es, na•ons, and others, this discussion will
be limited to one type of collec•ve alone –organiza•ons. Organiza•ons seem to
a"ract intense public a"en•on in terms of responsibility for their deeds.
The philosophical difficulty here is whether and how to jus•fy a non-par-
•cipant member’s responsibility for a collec•ve ac•on, thereby establishing col-
lec•ve responsibility. In seeking to answer this ques•on, I suggest that we con-
sider organiza•ons not as mere aggrega•ons of individuals, but as organic en•-
•es, which is adequate for establishing collec•ve responsibility. In what follows I
provide the grounds for such a percep•on of organiza•ons by adop•ng Bertrand
Russell's (1905) sugges•on that building arguments is not the only successful way
of dealing with philosophical difficul•es. Following Russell’s sugges•on, I do not
set out an argument but instead propose some edifying remarks, which origi-
nate in day-to-day organiza•onal life, in favor of a picture of collec•ves as organic
en••es. This change in our percep•on of organiza•ons will allow us to find a
more elegant solu•on to the quandary of collec•ve responsibility, sidestepping
the philosophical difficulty rather than solving it. Considering organiza•ons as or-
ganic en••es allows us to avoid understanding their responsibili•es in terms of
inner-organiza•onal causali•es and the connec•ons between sub-organiza•onal
components. Instead, the responsibility of a non-par•cipant member can be de-
termined by being a part of the organiza•on.
Nevertheless, this does not imply in any sense that organiza•ons are, in their
very essence, organic en••es; rather, my sugges•on should be taken as a phe-
nomenological reminder, i.e. as one that singles out the way they appear to us,
rather than an ontological concep•on that indicates the absolute nature of or-
ganiza•ons. As the discussion develops I suggest considering this way of viewing
organiza•ons as non-metaphysical. Here, ‘organic‘ is only a metaphor, although
a powerful one, since it provides a be"er jus•fica•on and explana•on for the
collec•ve responsibility of organiza•ons.

ინფორმაციო ცენტრებსა და აჭარის ტურისტულ რესპოდენტთა 92,3%-ს არ შეუძენია ტუ-
ზონებში საინფორმაციო ელექტრონული სენ- რისტული პაკეტი, 7.3%-მა იმოგზაურა სხვადას-
სორული დაფების განთავსებით; ტურისტული ხვა (არაქართული) ტურისტული სააგენტოს დახ-
ცხელი ხაზის დანერგვით; კომერციული სარეკ- მარებით. მხოლოდ 0.4%-მა ისარგებლა ქართული
ლამო-საინფორმაციო მასალების, მათ შორის, ტურისტული სააგენტოს/ტურ-ოპერატორის სე-
გზამკლევის - „Welcome to Batumi“, საინფორმაციო რვისით, რომლის პაკეტის საშუალო ღირებულება
ფლაერების, აჭარის, ბათუმისა და საქართველოს შეადგენდა 559.65 ლარს (საშუალოდ 1-2 ადამია-
რუკების, ბათუმის ალბომისა და მრავალფერო- ნზე, ფარავდა 1-2 ღამის ხარჯს).
ვანი სუვენირების დამზადება-გავრცელებით; საშუალოდ ერთი ტურისტის აჭარაში ვიზი-
გარდა ამისა, ბათუმის ტურისტული სააგენტო ტის მთლიანი ხარჯი შეადგენდა 1058.88 ლარს,
მომხმარებელს აწვდის ტურისტულ პაკეტს - მომ- მათ შორის საერთაშორისო ტრანსპორტის ხარჯი
სახურების სრულ სერვისს. - 404.31 ლარი, საკვებსა და სასმელზე გაწეული
3. ტურიზმის დარგის მართვაში ეფექტია- ხარჯი 487 ლარი.
ნობის უზრუნველყოფა - რისთვისაც დეპარტა- რესპოდენტთა უმეტესობამ (95%-ზე მეტი)
მენტი პერიოდულად აგროვებს და აანალიზებს სურვილი გამოთქვა კიდევ ერთხელ ეწვიოს რე-
სანდო სტატისტიკურ ინფორმაციას, კვლევების გიონს და, აგრეთვე, თავიანთ ნაცნობებს აჭარის
შედეგად წარმოდგენილ დასკვნებსა და რეკომე- მონახულების რეკომენდაცია გაუწიოს (97%).
ნდაციებს განიხილავს დაინტერესებულ მხარეე- უცხოელ ვიზიტორთა უმრავლესობა, მიუხედა-
ბსა და ადგილობრივ უწყებებთან ერთად, ხელს ვად ყველაფრისა, საერთო ჯამში კმაყოფილი და-
უწყობს კერძო და საჯარო სექტორთან საკონ- რჩა რეგიონში ვიზიტით (72.40%).
სულტაციო და საკოორდინაციო მექანიზმების
ამოქმედებას, ადგილობრივი ან სახელმწიფო დასკვნის სახით შეიძლება ითქვას, რომ თუ
პოლიტიკის ან დარგის განვითარების რეკომე- გადავხედავთ ტურიზმის დეპარტამენტის მიერ
ნდაციათა პაკეტის მომზადებას, ზრუნავს დე- გატარებულ ღონისძიებებს, ავტონომიურ რეს-
პარტამენტისა და სააგენტოს შემდგომი ინსტი- პუბლიკაში ტურიზმის განვითარება ძირითადად
ტუციური გაძლიერებისა და ორგანიზაციული სწორი პოლიტიკით ხორციელდება, აჭარის ტუ-
მართვის ახალი მიდგომებისა და სისტემების რიზმისა და კურორტების დეპარტამენტი გამო-
დანერგვისათვის. წვევებს და პრობლემებს თავს წარმატებით არ-
თმევს, ქმნის დარგის კიდევ უფრო მეტად განვი-
დეპარტამენტი 2015 წლის აგვისტოდან რე- თარების მოლოდინს, რაზეც შემდეგი ფაქტებიც
გულარულად იკვლევს უცხოელ ვიზიტორთა ბა- მეტყველებენ:

ისში, რამაც გვიჩვენა, რომ: ვიზიტორთა უმრა- არსებულ რეგისტრირებულ და არარეგისტრირე-
ვლესობა (52.4%) პირველად სტუმრობდა აჭარას, ბულ განთავსების ობიექტებში 871 455 ტურისტმა
ვიზიტის ხანგრძლივობა საშუალოდ 2.69 ღამეს დაისვენა. მათ შორის 472 861 შიდა, ხოლო 398 594

უცხოელი ტურისტი იყო. 2015 წელს ეს ციფრები მაღალმთიან აჭარაში არსებულ მუზეუმებშიც
იყო შესაბამისად 443 667 და 265 492. უცხოელი - ჩხუტუნეთის, ქედისა და სელიმ ხიმშიაშვილის
ტურისტების ყველაზე დიდი ნაწილი ძირითადად მუზეუმებს წლის განმავლობაში 13 628 ვიზიტო-
სამიზნე ქვეყნებიდან იყვნენ: თურქეთიდან - 78 რი სტუმრობდა.
965, რუსეთიდან - 55 686, უკრაინიდან - 45 239, დ) აჭარის ტურიზმის და კურორტების დე-
ისრაელიდან - 41 355, აზერბაიჯანიდან - 31 326, პარტამენტი ნაყოფიერად თანამშრომლობს
გაიზარდა ტურისტთა ნაკადი აგრეთვე ირანიდან საერთაშორისო ორგანიზაციებთან - საკმაოდ
- 24 865, არაბეთის გაერთიანებული საემიროები- ნაყოფიერად ითანამშრომლა ბიზნესის განვითა-
დან - 6 953, საუდის არაბეთიდან - 8 540 ტურისტი. რების და ინვესტიციების ხელშეწყობის ცენტრის
ბ) ტარდება ეფექტური პოლიტიკა მომსა- (IBDIPC) მიერ განხორციელებულ ევროკავშირის
ხურების ხარისხის ამაღლების სტიმულირე- შავი ზღვის აუზის საზღვრისპირა თანამშრომ-
ბისათვის - მაგალითად, შემუშავებულია სტა- ლობის პროექტში “შავი ზღვის აუზის ტურიზმის
ნდარტი და ყოველწლიურად ენიჭება ხარისხის მდგრადი განვითარების ქსელი რეგიონში ტური-
ნიშანი „რეკომენდებულია ტურიზმის დეპარტა- ზმის განვითარების და მარკეტინგის ერთობლი-
მენტის მიერ“ ობიექტებს, რომლებიც აკმაყო- ვი სტრატეგიები“, რომლის მიზანია ეკო და აგრო
ფილებენ ამ სტანდარტს, გასულ წელს ამ ნიშნით ტურიზმის განვითარების ხელშეწყობა საქართვე-
16 ახალი - 5 კვებისა და 11 განთავსების ობიექტი ლოში, უკრაინაში, თურქეთში, მოლდოვასა და
შეემატა, რითაც მათი რიცხვი აჭარაში 62-მდე ბულგარეთში. პროექტი განხორციელდა ევროკა-
გაიზარდა. მოქმედებს, აგრეთვე პროექტები: სა- ვშირის დაფინანსებით, რომლის ფარგლებში გა-
უკეთესი სერვისის მქონე ტურისტული ობიექტე- ნხორციელდა შემდეგი აქტივობები:
ბის დაჯილდოება „მაგნოლია 2018“, „ტურიზმის 1. მარკეტინგული კვლევები და მარკეტინ-
განვითარების სკოლა“, რომლის ძირითადი პრი- გული სტრატეგია - შემუშავდა ტრანსსასაზღვრო
ორიტეტია მაღალმთიან აჭარაში მომსახურების ტურიზმის მარკეტინგული სტრატეგია აჭარასა
ხარისხის განვითარება. პროექტის ფარგლებში და ტრაპიზონში არსებული ტურისტული რესურ-
ხორციელდება აჭარის ყველა მუნიციპალიტეტის სების ანალიზის საფუძველზე საზღვრისპირა ტუ-
სოფლად არსებული განთავსების, კვების და სე- რისტული პროდუქტების შემუშავების მიზნით;
რვისის მიმწოდებელი ობიექტების საჭიროებების
გამოვლენა და იქ არსებული პერსონალის სხვა- 2. სამუშაო შეხვედრები და სემინარები აჭარი-

გენტომ 2016 წლის განმავლობაში აქტიურად იმუ- რაინა, ბულგარეთი, თურქეთი), აჭარის და ტრა-
შავა მაღალმთიანი აჭარის ტურისტული პროდუქ- პიზონის რეგიონის დაინტერესებულ მხარეებთან
ტების შექმნისა და პოპულარიზაციისათვის: წლის შეხვედრების დროს გადაწყდა, რომ ჩამოყალიბ-
განმავლობაში მიმდინარეობდა მაჭახელას, ხიხა- დეს ტრანს-სასაზღვრო ტურიზმის განვითარების
ნისა და ქედის ღვინის მარშრუტის მარკირება-გა- ორმხრივი კომიტეტი, რომელშიც მონაწილეობას
ნვითარება; ორგანიზება გაუწიეს 18 ინფოტურს, მიიღებენ ორივე რეგიონის კერძო და სახელმწი-
რომლის ფარგლებშიც იქ არსებულ ტურისტულ ფო სექტორის წარმომადგენლები და რომელიც
სერვისებსა და პროდუქტებს 300-ზე მეტი ადამია- იმუშავებს საზღვრისპირა ტურიზმის შემდგომი
ნი გაეცნო; აღნიშნული მარშრუტების გაცნობისა განვითარების, ერთობლივი ტურისტული პრო-
და პოპულარიზაციის მიზნით მოხდა 18 გიდის გა- დუქტების შექმნის, რეგიონებს შორის დაწყებუ-
დამზადება, რიც შედეგადაც მაღალმთიან აჭარა- ლი თანამშრომლობის ინსტიტუციონალიზაციის
ში პოპულარულ მარშრუტებზე ვიზიტორების რი- სრულყოფისათვის;
ცხვი 2015 წელთან შედარებით 107%-ით გაიზარდა 5. შემუშავდა ერთობლივი ინტერნეტ პლატ-
და 5513-ს მიაღწია. ეს აისახა საოჯახო-სასტუმრო ფორმა/ვებ-გვერდი ტურისტული პროდუქტების
სახლებში ვიზიტორების რაოდენობაზეც - მათი განვითარების ხელშეწყობისთვის - IBDIPC-ის მიერ
რიცხვი 99%-ით გაიზარდა ქედაში, 113%-ით - ხი- შეგროვებულ იქნა საჭირო ინფორმაცია აჭარის
ხაძირში, 244%-ით - მაჭახელაში. აღნიშნულ მარ- რეგიონის ტურისტული პოტენციალის (ძირითა-
შრუტებზე ასევე გაიზარდა საოჯახო-სასტუმრო დი მიმართულებები, ტურიზმის სახე და ა.შ.) შე-
სახლების რაოდენობაც; 2016 წელს, ტურისტებსა სახებ, რომელიც წარმოდგენილია პროექტის ვე-
და ვიზიტორებს 20-ზე მეტი სახლი ემსახურებო- ბ-პორტალზე - www.blacksea-tour.net;
და, რაც 33%-ით მეტია 2015 წელთან შედარებით;
ვიზიტორების რაოდენობა 52%-ით გაიზარდა
ტურიზმის განვითარების ორგანიზაცია აჭარაში 45
დასკვნები და რეკომენდაციები
მიუხედავად იმისა, რომ აჭარის ავტონომიურ ლის მექანიზმი, დაბალია გიდების მომსახურების
რესპუბლიკაში ტურიზმი დინამიურად ვითარდე- ხარისხი, არ არის დადგენილი ტურიზმის სფერო-
ბა, მაინც რჩება მთელი რიგი პრობლემებისა, ში სტანდარტები; ნაკლებია დასვენების ალტერ-
რომლებიც ამ პერიოდისათვის ჯერ კიდევ გადა- ნატიული შესაძლებლობანი საზღვაო სეზონის

ლების მოწესრიგებული სისტემა - ქუჩებს სახელი ნაკლებად არის განვითარებული;
არ აწერია ინგლისურ ენაზე; გ) აუცილებელია ტურისტული პროდუქტე-
ბისა და სამიზნე ბაზრების დივერსიფიკაცია,
ბ) ასამაღლებელია მომსახურების ხა-
კერძოდ: აუცილებელია ტურისტული სეზონის
რისხი: შეუსაბამოა სერვისი და ფასი - ზოგადად,
გახანგრძლივება - დღეისათვის აჭარა მომხმა-
ფასების მხრივ აჭარა არაკონკურენტულია სხვა რებლების მიერ კვლავაც „მზისა და ზღვის“ კუ-
ქვეყნებთან შედარებით (თურქეთსა და ბულგა- რორტად აღიქმება, სადაც სეზონი 2-2.5 თვე
რეთში, სადაც ტურისტული ინფრასტრუქტურა გრძელდება. სეზონის გასახანგრძლივებლად რე-

SUMMARY
Tourism has an important place in Adjara’s economy. In this sphere 6% of gross value added
and 10% of jobs of Autonomous Republic is created. Tourism development in Adjara is signifi-
cantly determined by its sea-shore loca"on, which makes it possible to develop 29 touris"c
products using exis"ng natural and historical-cultural resources.
Appropriate response to the challenges outlined for the field, which is what defines the mis-
sion of the department, must serve three strategic aims: raising publicity of Adjara as a tour-
is"c des"na"on as at internal, so at interna"onal markets; developing Adjara’s touris"c prod-
ucts and raising a quality of service; maintaining efficiency in managing the field of tourism.
Development of tourism in an autonomous republic is carried out basically with right poli"cs,
the department is successfully handling challenges and problems, creates the expecta"on of
developing the field more and be$er, which is evidenced by the following facts: number of
foreign tourists in Adjara is characterized by increasing tendency, effec"ve policy is carried
out to s"mulate service quality upgrading, touris"c poten"al of Adjara is being developed,
new touris"c products is being created, department of tourism and resorts of Adjara is effec-
"vely collabora"ng with interna"onal organiza"ons, rela"onships with target countries are
being developed, support from government for tourism development in the autonomous
republic is increasing.
In spite of these, there are s"ll remained a whole range of problems, which are yet to be
solved for this period, namely: touris"c and communica"on infrastructure needs to be ad-
justed; service quality is low; diversifica"on of touris"c products and target markets is nec-
essary; transport infrastructure has to be completed; tax and financial policy in tourism field
has to be revised; developing human resources by upgrading qualifica"on of the personnel
employed in the field is necessary; communica"on and coordina"on problems between the
organiza"ons and offices opera"ng within the field is to be se$led; net of touris"c agencies
needs expansion.

Israel in Georgia
Welcome to ladies and gentlemen, summer school participants and guests.
This year Israel and Georgia celebrate the 25th anniversary of the establishment of diplomatic relations.
Israel was one of the first to recognize the independence of Georgia. After establishing diplomatic relations
with Israel in 1992, a number of important official visits were made at the level of heads of governance. In
1999 Israeli Prime Minister Benjamin Netanyahu had an official visit in Georgia, in 2001- Israel’s President
Moshe Catsaw and in 2017 the President of Israel Reuven Rivlin.
In 2016 the First Deputy of the Minister of Foreign Affairs of Israel Ciphy Khotoveli was also paying an
official visit to Georgia and the visit of Knesset (Israeli Parliament) delegation was also carried out.
During the 25 years as well, several official visits of heads of Georgian Governance, were held. In June
2013, Prime Minister of Georgia Bidzina Ivanishvili, in 2014 Prime Minister Irakli Gharibashvili, and
President Giorgi Margvelashvili in 2015 visited Israel. Also, two weeks ago, Georgia’s current Prime
Minister Giorgi Kvirikashvili held an official visit to Israel.
The spheres of cooperation between Georgia and Israel are multilateral and include:
Regular bilateral and multilateral political dialogue;
Cooperation between legislative bodies (Group of Inter-Parliamentary Friendships);
Cooperation, in the spheres of economy, security, culture and education.
Especially remarkable is the “Mashav” program, through which over 1000 people have undergone courses
in Israel in various fields. “Mashav” is oriented on different directions, but the priority is agriculture. The
second important direction in which “Mashavi” is actively involved is the introduction of experienced Israeli
experts of some field in Georgia and planning consultations and trainings here.
The Embassy of Israel is sponsoring many projects in the field of Culture and Israel’s culture, presented in
many festivals and events, will it be classical music, jazz, cinema, theater, documentary or literature.
Friendship between Jewish and Georgian people counts 26 centuries, this date is celebrated twice with
great honors and successes in Georgia. The Jewish community has existed in Georgia for centuries and we
are proud of their contribution to this relationship. This diaspora lives quietly and friendly, lives in Georgia
and maintains ties with Georgia after Israel’s arrival, and each emigrated Jewish is tender-hearted and
compassionate of Georgia.
As Israeli Prime Minister Benjamin Netanyahu mentioned in the letter which was sent specially for the 25th
anniversary of the diplomatic relations with the Embassy of Israel: “The friendship between the Jews and
the Georgian people is the foundation of which we have built and developed a partnership between the
two countries in the last quarter century. The numerous communities of Georgian Jews have made some of
the extraordinary relationships between us.”
There is a close economic cooperation between Israel and Georgia. Hundreds of millions of dollars have
been exported to Georgia from Israel during intensive economic relations between the two countries. The
economy is the area in which the successful cooperation between the two countries is implemented. This is
a confirmation of many business forum, conducted in Georgia and Israel.
After Israel imposed visa free regime for Georgia, citizens of Georgia were allowed to stay in Israel for 90
days without a visa for 90 days. The flow of tourists from Israel to Georgia increased. The dynamics of
sharp growth is the sign of the arrival of tourists from Israel in Georgia.
Due to the growing tourist flows, the frequency of air traffic between the two countries has grown
significantly, and from the summer of 2017, there are more than a hundred flights every month in Georgia.
It should be noted that Israel has entered Georgia since April 2017 in a list of safe countries.
The Embassy of Israel in Georgia in 1992, and the Embassy of Georgia in Israel was opened in 1998. Since
then, the Embassies and Ambassadors of the two countries are closely cooperating in the planning of state
visits, to achieve advancement in economy, security and culture.
It is a great honor for me to serve as the Ambassador for the second time to serve two countries.
Therefore, I will try hard to make the effort to strengthen the ties, support internationally and implement
important projects at the state level.
I am glad that our Embassy is actively involved in organizing this summer school. It is pleasant that
the representatives of Georgia and Israel participate in it - scientists, professors, students, specialists,
businessmen. I wish everyone success in the current and future activities for the welfare to our countries.

წილია ღრმა და ყოვლისმომცველი თავისუფალი გამოყენებული იყო ადგილობრივ წარმოებაში.
სავაჭრო სივრცის შესახებ შეთანხმება საქართვე- სამწუხაროდ დიდი დიდი ნაწილი უბრალოდ განა-

ბაზარზე (რომელიც ჯერჯერობით კვლავ ევრო- და გაშრობის სიმძლავრეები შეზღუდული გვაქვს.

რაოდენობიდან ნახევარზე მეტი (1,062 ტონა) შექმნისა და მისი სამართლიანი განაწილების კა-
გავიდა ექსპორტზე როგორც ნედლი მატყლი შე- რგი გზაა მატყლის კოოპერატივების შექმნა. ასეთ
მდეგ ქვეყნებში: თურქეთი (77%), უკრაინა (10%), კოოპერატივებში ფერმერებს შეეძლებათ, ერთად
ინდოეთი (9%), გაერთიანებული სამეფო (2%) და გაპარსონ, შეაგროვონ, დაახარისხონ, დაამუშაონ
პაკისტანი (2%). 2017 წლის პირველი 5 თვის მო- და ბაზარზე გაიტანონ მატყლი. ეს, სავარაუდოდ,
ნაცემებიც ძალიან დამაიმედებელია, დაახლო- შეუმცირებს მათ ხარჯებს და მეტ ღირებულებას
ებით 550 ტონა მატყლი გავიდა ექსპორტზე ამ შესძენს მათ პროდუქციას. ერთობლივი მარკეტი-
პერიოდში. ნგი მათ მეტ სავაჭრო ძალაუფლებას შეჰმატებს
და უკეთესი ფასების მიღების შესაძლებლობას

ლარი/ტონა), თურქეთი (463 დოლარი/ტონა) და მეცხვარეებში ჩეხეთის რესპუბლიკის კარიტასის
პაკისტანი (389 დოლარი/ტონა). საშუალოდ, 2016 დახმარებით რამდენიმე წლის წინ ჩამოყალიბდა.
წელს ექსპორტებული ერთი ტონა მატყლის ფასი მატყლის ღირებულებათა ჯაჭვში კოორდინაციის
507 აშშ დოლარი იყო. 2016 წელს საქართველოს პრობლემის გადასაჭრელად იმავე დონორმა ახ-

SUMMARY
The development of the agricultural sector in Georgia con nues to be one of the main pri-
ori es of the government. Despite the numerous large-scale projects implemented in the
sector by both state and donor organiza ons, the sector is s ll underdeveloped.
Agriculture remains the most unproduc ve sector in Georgia, where stubbornly high levels
of unproduc ve self-employment have not changed for the last ten years. Among the main
reasons for the current situa on are a lack of educa on and skills necessary for engaging in
more produc ve urban sector employment or for be er managing agricultural businesses
(by expansion, employing modern technologies, etc.).
Although the average income of a family is higher in the city than in rural areas (and this gap
has increased in recent years), this difference is not enough to induce rural-urban migra on
when we take into considera on the difference between the costs of living in those areas.
As a result, internal migra on remains at a low level.
This ar cle provides a number of recommenda ons to improve the situa on in the Georgian
agricultural sector. The main emphasis is on studying value chains and reinforcing coopera-
on. Based on the two examples provided (results of trout and wool value chain analysis),
it is clear that the lack of professional agricultural skills, the absence of modern technolo-
gies and processing produc on lines are common problems, which should be considered
alongside other problems affec ng different fields. The problem of coordina on between
different players in value chains has also been iden fied. In conclusion, we can say that it is
important to conduct a thorough analysis of the value chains of different products to iden -
fy weak and problema c areas in order to create and develop sustainable business models
for Georgian agriculture.

შემოსავალი -12 მლრდ დოლარით გაიზრდება. არცერთი სახის მიწა არ უნდა გაიყიდოს უცხოე-
სათანადო ინდუსტრიული დამუშავების შე- ლებზე იმიტომ, რომ მიწა საქონელი არ არის, არც
დეგად, საქართველოში არსებული სასმელი წლის მხოლოდ ბუნებრივი რესურსი და არც ეკონომი-
სახელმწიფო მარაგები 2 ტრლნ 277 მლრდ დო- კური კატეგორიაა, არამედ ქართველთა იდენტო-
ლარის მატერიალურ ფასეულობად გადაიქცევა ბის დამდგენი ფასეულობითი ეროვნული საუნჯე

ბულია ექსპორტის ღირებულება, (2015 წელს 2014 წელთან შედარებით მთლიანი ექსპორტი შემცი-
რებულია 26%-ით) გარდა თურქეთისა და ჩინეთის ქვეყნებისა. ჩინეთთან ექსპორტი 1,8-ჯერ გაიზა-
რდა (79%-ანი ზრდა), ხოლო თურქეთთან - 1,1-ჯერ (8%-იანი ზრდა). ყველაზე მეტად აგროსასურსათო
პროდუქტის ექსპორტი შემცირდა უკრაინაში (52,9%-იანი კლება), შემდგომ კი რუსეთში (44,9%-იანი
კლება).
2016 წლის მონაცემებით, საქართველო დან ევროკავშირის ქვეყნებში ექსპორტირებულია 220,5
მლნ აშშ დოლარის ღირებულების აგროსასურსათო პროდუქცია, რაც 6%-ით აღემატება 2015 წლის
ანალოგიურ მონაცემს, ხოლო 2-ჯერ მეტია 2012 წლის მაჩვენებელზე. ძირითადად ექსპორტირებუ-
ლია: თხილი, როგორც პირველადი, ასევე გადამუშავებული სახით (74%), სპირტიანი სასმელები (10%),
ღვინო (6%), მინერალური წყლები (6%) და სხვა. (იხ. დიაგრამა 5.)

საქართველოს აგროსასურსათო სექტორის საექ- ბის მქონე (მაგ. ლურჯი ჟოლო, სამკურნალო
სპორტო პოტენციალის ეფექტიანად გამოყენე- მცენარეები, მცენარეთა სხვა ენდემური სახე-
ბისათვის გადამწყვეტი მნიშვნელობა ენიჭება სა- ობები...), კონკურენტუნარიანი სპეციფიკური
ექსპორტო პოლიტიკის პრიორიტეტების სწორად ქართული პროდუქტების (თუშური მატყლი,
განსაზღვრას. ერთ-ერთ ძირითად პრიორიტეტს ქართული ცხვარი, ქართული მწვანილი, რომე-
წარმოადგენს ნატურალური, ეკოლოგიურად ლიც ეთერზეთების განსაკუთრებით მაღალი
სუფთა პროდუქტების ექსპორტი და საერთაშო- შემცველობით გამოირჩევა) ექსპორტირებით.
რისო ბაზარზე საკუთარი ადგილის დამკვიდრება. აღნიშნული მიმართულების პრაქტიკული რე-
ამ პრიორიტეტის აუცილებლობას შემდეგი გარე- ალიზებისათვის უმთავრეს ამოცანას წარმო-
მოებები განაპირობებს: ადგენს ქართული აგრარული პროდუქტების
საერთაშორისო მასშტაბით ცნობადობის ამა-
• პირველი - ბიოპროდუქციის საერთაშორისო ღლება, რომელიც დიდი მოცულობის სამუშა-
ბაზარი ჯერ-ჯერობით გლობალური ბაზრის ოების ჩატარებას მოითხოვს.
ერთადერთი სეგმენტია, სადაც მოთხოვნა
მნიშვნელოვნად აჭარბებს მიწოდებას [14]. ძალიან მნიშვნელოვანია იმ პროდუქტების
ევროკავშირის ქვეყნებში ჩატარებულმა გა- წარმოების წახალისება და საერთაშორისო ბა-
მოკითხვამ აჩვენა, რომ მომხმარებელთა მიერ ზრებზე წარმატებით მიტანა, რომლებიც კონკუ-
სურსათის შერჩევისას ყველაზე მნიშვნელო- რენტუნარიანობის მაღალი დონით გამოირჩევა.
ვანი ფაქტორებია: ხარსიხი, პროდუქტის სი- ესენია: ქართული ღვინო, მწვანილი, თხილი. ამ
ახლე, გემო, ჯანსაღი დიეტური მახასიათებ- თვალსაზრისით აქტუალურია საქართველოში ამ-
ლები, ფასი, ოჯახური პრეფერენციები და ჟამად მოქმედი სავაჭრო რეჟიმების რაციონალუ-
ჩვევები [15]. რი გამოყენება. კერძოდ:
• მეორე - სურსათის გენეტიკური მოდიფიცირე- უპირატესი ხელშეწყობის რეჟიმი (Most

ის, რომ საქართველოს მიწის და საერთოდ თა თანამეგობრობის (დსთ) ქვეყნებთან, გარდა
- ბუნებრივ-ეკონომიკური პოტენციალი ჯე- რუსეთისა. აღნიშნული რეჟიმი რეგულირდება
რ-ჯერობით სანახევროდაც არ არის გამოყე- თავისუფალი სავაჭრო ზონის შექმნის შესახებ
ნებული. ფინანსური რესურსების დეფიციტი დსთ-ს 1994 წლის მრავალმხრივი შეთანხმებით.
არ აძლევს საშუალებას ქართველ გლეხს და გარდა ამისა, საქართველოს ორმხრივი თავისუ-
ფერმერს ჰერბიციდების, სხვადასხვა აერო- ფალი ვაჭრობის ხელშეკრულებები გაფორმებუ-
ზოლების, მინერალური სასუქების ჭარბი ლი აქვს რუსეთის ფედერაციასთან, აზერბაიჯა-
გამოყენების გზით აწარმოონ ადამიანის ჯან- ნთან, სომხეთთან, უკრაინსათან, მოლდოვასთან,
მრთელობისათვის საეჭვო თვისებების მქონე ყაზახეთთან, უზბეკეთთან, თურქმენეთთან და
საკვები პროდუქტები, გენეტიკურად მოდი- თურქეთთან;
ფიცირებული ბოსტნეული და ა.შ. ეს ის შემ-
თხვევაა, როცა ფინანსური და ტექნოლოგი- სატარიფო პოლიტიკა ექსპორტზე - საქა-
ური ჩამორჩენულობა სარგებლის მომტანია რთველოს კანონმდებლობის თანახმად, ექსპო-
ადამიანისათვის. რტი ან რეექსპორტი საქართველოდან გათავი-
სუფლებულია საბაჟო გადასახადისგან. ექსპო-
• მესამე - საქართველოში პრაქტიკულად შეუძ- რტი არ იბეგრება არც დამატებული ღირებულე-
ლებელია იაფი და დიდი რაოდენობით აგრა- ბის გადასახადით. წარმოშობის სეტიფიკატები,
რული პროდუქციის წარმოება, რის გამოც რომლებიც გაიცემა საქართველოს ტერიტორი-
საექსპორტო პოლიტიკის ერთ-ერთ პრიორი- იდან საქონლის გატანის დროს, საქართველოს
ტეტს უნდა წარმოადგენდეს მსოფლიო და მთავრობის 2010 წლის 29 დეკემბრის N420 დადგე-
ევროპული ბაზრების ვიწრო სეგმენტებზე ნილებით დამტკიცებული წესის შესაბამისად;
ორიენტაცია. ეს მიიღწევა ორიგინალური,
მათ შორის - უძველესი ქართული მეთოდებით საქართველო სარგებლობს ევროკავშირის
წარმოებული (მაგ. ქვევრში დაყენებული ღვი- მიერ მინიჭებული „განზოგადებული პრეფერენ-
ნო, რომელიც განსაკუთრებით სასარგებლოა ციების გაფართოებული სისტემით“ (GSP), რაც
ჯანმრთელობისთვის), განსაკუთრებული გულისხმობს საქართველოს საექსპორტი პრო-
გემოვნებითი და სხვა სასარგებლო თვისებე- დუქციის თითქმის უტარიფო დაშვებას ევროკა-

ქართული ღვინის ექსპორტის დინამიკა ბოლო წლების მანძილზე არაერთგვაროვანი იყო, რასაც მოწ-
მობს ცხრილი 3 [17].
დასკვნები და რეკომენდაციები
• საქართველოს საექსპორტო პოლიტიკის ბი, რომლებიც სრულად იქნება ჰარმონიზე-
ერთ-ერთი მთავარი პრიორიტეტის – ნატურა- ბული ევროკავშირში მოქმედ ანალოგებთან.
ლური, ეკოლოგიურად სუფთა პროდუქტების უნდა გამოიყოს ეკოლოგიურად სუფთა პრო-
ექსპორტისა და საერთაშორისიო ბაზარზე სა- დუქტების წარმოების ზონები და ქვეზონები
კუთარი ნიშის დაკავებისათვის აუცილებელია პროდუქციის სახეობათა მიხედვით.

სებზე [7]. სამწუხაროდ, მარკეტინგის პოპულა- სექტორის მხრიდან. აღსანიშნავია, რომ NATO-ს
რიზაცია საქართველოს აგროსასურსათო სფე- რეკომენდაციებით, სურსათის უვნებლობის სა-
როში დაბალ დონეზეა. არადა, იგი ფართოდაა კითხები ჩართულია ევროპული სამეზობლო პო-
გავრცელებული განვითარებულ ქვეყნებში. მას ლიტიკის საქართველო-ევროკავშირის სამოქმე-
უდიდესი როლი ენიჭება აგრობიზნესის სოცია- დო გეგმაში, რაც, თავის მხრივ, მნიშვნელოვანია
ლურად ორიენტირების საქმეში [8]. აგრობიზნეს- ევროკავშირთან თავისუფალი სავაჭრო ურთიე-
ში მარკეტინგის განვითარება მნიშვნელოვნად რთობების განვითარებისათვის. ევროკავშირის
დამოკიდებულია მომხმარებელთა გათვითცნო- პროექტების ხელშეწყობით ჩვენს ქვეყანაში გარ-
ბიერებაზე. ჩვენ ვცხოვრობთ ინფორმაციის მო- კვეული წინსვლაა მწარმოებლების მიერ ჯანმრ-
ზღვავების ეპოქაში და, შესაბამისად, მომხმარე- თელი და უვნებელი პროდუქციის გამოშვებასთან
ბელს საკმაო ინფორმაცია აქვს გარემოს შესახებ. დაკავშირებით, აგრეთვე მომხმარელთა ცნო-
მაგრამ გათვითცნობიერება მარტოოდენ ინფო- ბიერების ზრდისა და მათი უფლებების დაცვის
რმაციულ დონეზე ცოდნას კი არ გულისხმობს, თვალსაზრისით. ყოველივე ეს საქართველოს
არამედ ამ ცოდნის რაციონალურ და ემოციურ ბაზარზე მომხმარებელთა ქცევის ცვლილებას
შეთვისებას, რომელიც გამოხატულებას ჰპოვებს იწვევს. კერძოდ, ქართველი მომხმარებელი სულ
შესაბამის ქმედებებში. სამწუხაროდ, აქტუალო- უფრო მეტად ეცნობა სასურსათო პროდუქტების
ბის მიუხედავად, საქართველოში ეს პრობლემა შეფუთვაზე არსებულ ინფორმაციას, რაც გავლე-
დღემდე მეორეხარისხოვნად მიიჩნევა. ამას ემა- ნას ახდენს მის მიერ ყიდვის შესახებ გადაწყვე-
ტება ისიც, რომ ადგილობრივი ბაზარი ჯერ კი- ტილების მიღებაზე. პრობლემის აქტუალობის
დევ დაუცველია არასაიმედო პროდუქციისაგან, მიუხედავად, აგროსასურსათო პროდუქციისად-
ხოლო შემოთავაზებული პროდუქციის შესახებ მი ქართველი მომხმარებლების დამოკიდებულე-
მომხმარებელთა გაცნობიერების დონე დაბალია. ბა ნაკლებადაა შესწავლილი, რაც, თავის მხრივ,
ევროკავშირის ქვეყნებში მომხმარებელთა ჯან- სასურსათო ბაზრის მდგრად განვითარებას და
მრთელობის, უსაფრთხოებისა და ეკონომიკური ევროკავშირთან ასოცირების ხელშეკრულე-
ინტერესების დაცვას შესაბამისი კანონმდებლო- ბის პრაქტიკულ განხორციელებას აბრკოლებს.
ბა უზრუნველყოფს, ჩვენთან კი სამომხმარებლო ამასთან, უნდა შევნიშნოთ, რომ, სასურსათო ბა-
სფერო სათანდო რეგულირების გარეშეა დარჩე- ზარზე მომხმარებელთა ქცევის თვალსაზრისით,
ნილი. ევროკავშირთან ღრმა და ყოვლისმომ- გარკვეული კვლევები ტარდება საქართველოში
ცველი თავისუფალი სავაჭრო სივრცის შესახებ [9]. შესწავლილია სასურსათო უსაფრთხოებისა
შეთანხმება (DCFTA) ითვალისწინებს ქართველი და ქართველი მომხმარებლების დამოკიდებულე-
მომხმარებლებისათვის უსაფრთხო და უვნებე- ბა კვების პროდუქტებისადმი [10-14], აგრეთვე
ლი პროდუქტების მიწოდებას. ეკოლოგიურად გენმოდიფიცირებული აგროსასურსათო პრო-
სუფთა, ჯანმრთელი პროდუქტის წარმოება და დუქციისადმი მომხმარებლებისა და ფერმერების
ბაზრისთვის შეთავაზება მომხმარებელთა უფლე- დამოკიდებულება [15, 16]. საკმაოდ საინტერესოა
ბების დაცვის მნიშვნელოვანი კომპონენტია, საქართველოში სასურსათო პროდუქტების მა-
რომელიც გულისხმობს შესაბამისი კანონმდებ- რკირების ზოგიერთი საკითხის კვლევა [17; 18].
ლობის დახვეწას და ევროკავშირთან მისადაგი ამასთან, უნდა აღინიშნოს, რომ აგროსასურსათო
სტანდარტების დანერგვას. ამ მიმართულებით ბიზნესში მარკეტინგის გამოყენების შესახებ სა-
მნიშვნელოვანი პროექტებია განხორციელებუ- კითხები ნაკლებადაა შესწავლილი, რაც სათანა-
ლი, როგორც სახელმწიფოს, ასევე სამოქალაქო დო მეცნიერულ კვლევას საჭიროებს.
კვლევის მეთოდოლოგია
ვის ფორმირება ისეთნაირად, რომ იგი რეპრეზე- აგრეთვე საქართველოში მომხმარებელთა საე-
ნტაციული ყოფილიყო. რაც შეეხება სანდოობის რთო რაოდენობის გათვალისწინებით, შერჩევის
დონეს, ჩვენ ავიღეთ 95%-იანი სანდო ალბათობა. მოცულობამ ჩვენ მიერ ჩატარებულ მარკეტინ-
შედეგების საიმედოობის დადგენისათვის გამო- გულ კვლევაში შეადგინა 1200 რესპონდენტი (მათ
ვიყენეთ მარკეტინგულ კვლევებში მიღებული შორის მამაკაცი იყო 40%, ქალი - 60%). კვლევის
შეფასების სისტემა [19]. ჩვენს შემთხვევაში ცდო- შედეგები დამუშავდა სტატისტიკური პროგრამა
მილება არის 4%. ზემოაღნიშნული მონაცემების, SPSS-ის საშუალებით.
კვლევის შედეგები
შესახებ, მაგრამ არაა აქტიური დასახელებული კვების პროდუქტების მარკირების შესახებ მომხ-
უფლებების დაცვაში. მხოლოდ 4%-ს მიუმართავს მარებელთა გათვითცნობიერება. ჩვენ მიერ ჩატა-
სპეციალური ინსტანციებისთვის საკუთარი ეკო- რებულმა კვლევამ აჩვენა, რომ რესპონდენტთა
ლოგიური უფლებების დასაცავდ. როგორც ჩანს, 83%-ს წარმოდგენა აქვს პროდუქციის მარკირების
მიუხედავად იმისა, რომ მომხმარებელთა უდიდე- შესახებ, რომელთგან 11%-ის ინფორმირებულო-
სი ნაწილისათვის პრიორიტეტულია პროდუქტის ბის დონე მაღალია, 52%-ის - საშუალო, 32%-ის -
ეკოლოგიური სისუფთავე, მოხმარებელთა გაც- დაბალი, ხოლო 5%-ს აღნიშნულ საკითზე პასუხის
ნობიერება ამ მიმართულებით არასახარბიელო გაცემა უჭირს. კვლევამ აჩვენა, რომ ქართველი
მდგომარეობაშია. აღნიშნულ საკითხთან დაკავ- მომხმარებლები სასურსათო პროდუქციის მარკი-
შირებით, კვლევის შედეგად ასევე გამოვლინდა რებასთან მიმართებით დიდ მნიშვნელობას ანი-
გარკვეული ვარიაციები ასაკობრივი ჯგუფების ჭებენ საქართველოს ევროპასთან ასოცირების
მიხედვით. კერძოდ, 35 წლამდე ასაკის რესპო- ხელშეკრულებას. გამოკითხულთა 50%-ის აზრით,
ნდენტებში უფრო მაღალია საკუთარი ეკოლოგი- ასეთი ხელშეკრულება საქართველოს ბაზარზე
ური უფლებების შესახებ გათვითცნობიერების არსებული პროდუქციისათვის განსაკუთრებით
დონე, მაგრამ შეინიშნება პასიურობა აღნიშნული მნიშვნელოვანია. 26%-ს მიაჩნია, რომ ეს ფაქტი
უფლებების დაცვაში. საკუთარი ეკოლოგიური მნიშვნელოვანია. 12% თვლის, რომ მეტ-ნაკლებად
უფლებების დაცვაში ყველაზე აქტიურია 35-დან მნიშვნელოვანია, ხოლო 10% ამას მნიშვნელობას
55 წლამდე ასაკის რესპონდენტები. არ ანიჭებს. მხოლოდ 2%-ს უჭირს ამ საკითხზე
ჯანსაღი კვებისადმი მომხმარებელთა და- პასუხის გაცემა. აღნიშნულიდან გამომდინარე,
მოკიდებულების შესწავლა სოციალური მარკე- ქართველი მომხმარებლების უმეტესობა (66%)
ტინგის უმნიშვნელოვანესი საკითხია, რომელიც თვლის, რომ საქართველოს ევროპასთან ასოცი-
საზოგადოების კეთილდღეობის საწინდარია [20]. რების ხელშეკრულებიდან გამომდინარე, სასურ-
სოციალური მარკეტინგი იყენებს ტრადიციულ სათო პროდუქციის მარკირებისადმი წაყენებული
მარკეტინგულ ინსტრუმენტებს ჯანსაღ კვება- მოთხოვნები მნიშვნელოვნად გაიზრდება. 16%-ის
სთან მიმართებით მომხმარებელთა ქცევის შე- აზრით, ასეთი მოთხოვნები უმნიშვნელოდ გაიზ-
სასწავლად [21]. მათ შორის უმნიშვნელოვანესია რდება. 15% ფიქრობს, რომ არაფერი შეიცვლება,
ხოლო 3% პასუხს ვერ აკონკრეტებს.

ისრაელში ტურიზმის ინდუსტრია საკმაოდ ფა- მში იმდენად ბევრი საინტერესო ისტორიული,
რთოა, იგი მოიცავს 200,000 დასაქმებულ ადამი- არქეოლოგიური და რელიგიური ღირშესანიშნა-
ანზე მეტს. ეს რიცხვი შეადგენს ისრაელის სა- ობებია თავმოყრილი, რომ ნებისმიერი ადამინის
მუშაო ძალის დაახლოებით 6%-ს. ისრაელი არის ინტერესს გამოიწვევს. თელავივი არის ისრაელის
ტურისტებისთვის ყველაზე სასურველი სამიზნე, მეორე ყველაზე ბევრ ტურისტიანი ქალაქი. 2010
ქვეყანას გააჩნია მუზეუმების ყველაზე მაღალი წელს ის ,,National Geographic’s”-ის მიერ შევიდა
კონცენტრაცია მსოფლიოში, რომლებიც სავსეა ტოპ-ათეულში როგორც ქალაქი საუკეთესო სანა-
ისტორიული და რელიგიური ღირშესანიშნაო- პიროთი. შუა აღმოსავლეთში ქალაქი ცნობილია
ბებით. ტურისტების საყვარელი ადგილებია The მისი გარემოთი და რეპუტაციით - ,,ქალაქი, რო-
Western Wall, Jerulasem’s Old City, Jerusalem, TelAviv, მელსაც არასდროს სძინავს!” მკითხველთა შეფა-

Tourism is one of the fastest growing industries in the world. Government uses differ-
ent kinds of marke ng campaign to a ract the tourists, that’s why they are using a lot
of modern technologies. Google helps our country to develop useful and important
Marke ng campaign in Georgia.
Tbilisi has a significant tourist poten al. The number of tourists increases every day,
which has a posi ve side for the country’s economic situa on. This also allows the
city to create favorable environmental condi ons for inves ng in tourism business
and create addi onal jobs, which will promote to develop the local city area condi-
on and improve the quality of life.
In Israel tourism is developed in a high level. It includes workers more then 200 000
and this is approximate to 6 percentage of hole workers. Medical tourism is very
important for Israel, because of its value. Israel gives a chance to pa ents, finally to
recover. Religious tourism gets more ac ve when ,,Easter” comes. Thousands of peo-
ple come in Israel to pray and this is a great challenge for tourism industry.

განიცდის. მიზნით.
აგრარულ სექტორში მრავალი პრობლემა არ- აჭარის სუბტროპიკული კლიმატი მრავალფე-
სებობს, თუმცა მათ შორის შეიძლება გამოვყოთ როვან საშუალებას იძლევა სხვადასხვა კულტუ-
რამდენიმე ძირითადი, როგორიცაა: მატერიალურ რის მოსაშენებლად, როგორც დახურულ, ისე ღია
ტექნიკური ბაზის უქონლობა (გლეხებს არ აქვთ გრუნტში.

ექვემდებარება; უმაღლესი აგრარული განათლე- კულტურები მოჰყავთ.
ბის პრობლემა - რეგიონში პროფესიონალების 2015 წელს საქართველოს მთავრობამ მიიღო
დეფიციტია, ახალი თაობის სპეციალისტები კი განვითარების სტრატეგიული დოკუმენტი. საქა-
დაბალკვალიფიციურები არიან. რთველოს სოფლის მეურნეობის განვითარების
მიუხედავად ზემოთ ჩამოთვლილი პრობლე- 2015-2020 წლების სტრატეგიის განხორციელება
მებისა, ნათლად ჩანს, რომ ქვეყანას ძალუძს უზრუნველყოფს მდგრადი განვითარების პრი-
პრობლემების სიღრმიდან ამოსვლა, განსაკუთრე- ნციპებზე დაყრდნობით სასოფლო-სამეურნეო
ბით დიდია აჭარის პოტენციალი, ადგილობრივი წარმოების ზრდისა და კომერციალიზაციას.
კლიმატური პირობები და ბიომრავალფეროვნება სტრატეგიის დამტკიცების შემდგომ შემუშავდება
უპირველესი ხელშემწყობი ფაქტორია სოფლის კონკრეტული სამოქმედო გეგმა და დარგობრივი
მეურნეობის განვითარებისათვის. განვითარების პროგრამები, რომელიც წარმო-
დგენილი იქნება პრიორიტეტების, განხორცი-
საკმოდ მაღალია სოფლად მცხოვრები მოსა- ელების ვადებისა და დაფინანსების წყაროების
ხლეობის მიდრეკილება მიწის აქტიურად გამო- გათვალისწინებით.
რეგიონი თავისი ტერიტორიული მასშტაბებითა და რმო მოქმედებს: შპს TCF GEORGIA, შპს Georgian
ბუნებრივ-კლიმატური პირობების ნაირსახეობით, Industrial Asset Management Group, შპს Agroinvest
უნიკალურ ბაზას ქმნის სხვადასხვა ზონალური Service და შპს “საერთაშორისო ვაჭრობა თურ-
ნიშნით სასოფლო-სამეურნეო წარმოების განვი- ქეთ-საქართველო”. თითოეულის სიმძლავრე
თარებისათვის. ამ თვალსაზრისით მთელი ციკლი სეზონზე 3 000-5 000 ტონას შეადგენს. გარდა
გარკვეული სახის სასოფლო-სამურნეო პროდუქ- ამისა, ორმოცამდე მცირე საწარმოა, რომელ-
ციის წარმოებისა და მიწოდებისა საკმაოდ ხანგრ- თა სიმძლავრე 100-დან 2 500 ტონამდე მერყე-

Since the 90s of the 20th century Georgia has carried out a lot of reforms with aim of
to improving agriculture.
The collapse of the Soviet Union led to the degrada on of the cul vable land, agricul-
tural machinery and tools.
Today agriculture of Georgia is in stagna on. There are a lot of problems in agricul-
tural sector.
Ajara has a biggest poten al as the local climate condi ons and bio diversity are ben-
eficial factors for the development of agriculture. There is a high interest and incen-
ve in using the land efficiently and producing the products for personal use as well
as the market supply from the farmers’ side. The subtropical climate of Ajara is gives
a favorable ground for growing various plants in both open and closed lands.
In 2015 the government of Georgia has ini ated a strategic document. The Imple-
menta on of the 2015-2020 development of Georgia Agriculture Strategy ensures
agricultural growth and commercializing based on sustainability principles.
On approving the strategy a specific ac on plan and industrial development programs
will be formulated that will be presented according to their priori es, implementa-
on terms and financing.

RESUME
The world’s ci es are different from each other in their origin me, func ons,
planning plaques, architectural appearance and with many other signs. Ur-
baniza on is the process of increasing a role of ci es in society’s development,
which implies the dissemina on of urban lifestyle and other social processes
accompanying it. At the beginning of the XIX century, only 3% of the world’s
popula on lived in ci es, and now this index is almost 50%. However, the to-
tal area of the ci es does not exceed 1% of our world. At present there are 15
to 20 rural se lements on the planet. The ar cle deals with urbaniza on, its
causes and consequences - how it affects the country’s development. The fo-
cus is also on the peculiari es of managing urban processes. The paper states
that the main purpose of urban-management is to iden fy ci es’ problems,
establishment of prospects, programs, projects and policies, distribu on of
responsibili es between different public ins tu ons and representa ves.
Among the many important issues, the three main urban direc ons of Tbilisi
are included in the work, and these are: transport, infrastructure and ecology
fields. Consequently, the major projects that have been implemented in the
city of Tbilisi are also discussed. Among them it’s no ceable that Tbilisi City
Hall bought 143 new blue buses, also arrangements that were implemented
for organiza on of public services and ameni es, among them 500 streets
were repaired in 2016 and works were held on 600 addresses in 2017. In
order to improve the ecological condi on, ghtening the benchmarks of gas-
oline and diesel fuel quality norms has been started in 2014. Also, in 2018,
technical inspec on of vehicles is planned, which is important for ecology and
human health improvement.
The paper also focuses on the processes taking place in the Israeli urban
sector. One of the most important areas of economic ac vity in Israel is the
construc on industry. As for transporta on, transporta on in Israel is mainly
based on private vehicles, buses and railways.
At the end, final conclusions are given about the main issues discussed in the
paper and also there are recommenda ons to deal with the challenges faced
by the urban sector that aims to increase the efficiency of managing urban
sector.

ისრაელთან შედარებით საქართველოში არაა გა- კავშირის დაშლის შემდეგ ქვეყანა მრავალ სფე-
ნვითარებული სოფლის მეურნეობაში დანერგი- როში განიცდიდა კრიზისს, ამას დამატებული
ლი ინოვაციური ტექნოლოგიები. ამას თავისი არასაკმარისი მატერიალური და არამატერია-
განმაპირობებელი ფაქტორები გააჩნია: საბჭოთა ლური რესურსები, რაშიც იგულისხმება როგორც
ისრაელის ინოვაციური ტექნოლოგიები სოფლის მეურნეობაში და საქართველო 123
რმოების დაწყებამდე. მიღებული დასკვნის გათ- დინება მისი ნაკვეთი რომელ კონკრეტულ კულ-
ვალისწინება შესამჩნევ ეკონომიკურ ეფექტს ტურას შეესაბამება, მაშინ ეს მცენარე მოსავლი-
იძლევა და ნაკლები დანახარჯებით ფერმერს ანი, ბუნებრივი პირობების მიმართ გამძლე და

RESUME
Israel maintains the advanced posi on not only with Georgia, but also with
many countries around the world, in the introduc on and use of innova ve
technologies. Israel has overcome many obstacles in order to establish a de-
cent place in the world.

The ex-president of Israel, Shimon Peres said: “We used to dream on our own
land, but the land we got, was not dreamy at all. We did not have any natural
resources, neither gold, nor fuel. Every farmer in Israel began to think how
they could develop agriculture without water, without land. We began to de-
velop it. It was the first agriculture in the world, based on hi-tech. The past
does not play any role. Just learn it, so you do not repeat old mistakes. In the
past, there is no future, no hope. Friends, you have a lot more than you think.
Do not be lazy. You do have much more than the land can offer you. You can
make things that are not given to you. This is a lesson for all.”
This speech summarizes the Israeli policy and a tude towards environmental
condi ons and obstacles. Georgia has started taking small steps in the field
of innova on technologies, but this is s ll nothing compared what we have
in the future. Israel is our friend and also a good example of how to create
everything from nothing, to fight and even build a great empire from sand.
Our nature has given us a lot of natural resources, that can bring great bene-
fits, if we use them properly. Georgia has to learn to explore and use its own
resources. In this case, the support, experience and knowledge of Israel will
bring a great success to our country. This next report is exactly about that
knowledge and experience sharing, which we hope, will contribute to the
development and advancement of our country.
