This document is Forsk’s proposal to AGCOM for an Atoll version 3.4 configuration.

1. Presentation of Forsk
Forsk is an independent software company providing operators and vendors with wireless network
design and optimisation products. Atoll, Forsk’s flagship product, is a multi-technology wireless
network design and optimisation software that allows operators to streamline planning and
optimisation activities by combining predictions and live network data. With more than 9500 active
licenses installed with 500+ customers in 140 countries, Atoll has become the industry standard for
wireless network design and optimisation.

Naos is Forsk’s automation and integration platform dedicated to wireless network planning and
optimisation. Naos is a non-interactive server-based platform that enables operators to automate
planning and optimisation processes as well as integrate radio planning and optimisation calculations
with enterprise applications. Naos is fully compatible with Atoll.

Atoll and Naos provide operators with a comprehensive framework for integrated, interactive, and
fully automated wireless network planning and optimisation.

Atoll and Naos are available through Forsk’s offices and technical support centres in France, USA, and
China, as well as through a worldwide network of distributors and partners.

Since the first release of Atoll, Forsk has been known for its capability to deliver tailored and turn-key
radio planning and optimisation environments. To help operators streamline their radio planning and
optimisation processes, Forsk provides a complete range of implementation services, including
integration with existing IT infrastructure, customisation, as well as data migration, installation, and
training services.

Forsk also provides in-depth developer support on Naos APIs to help operators development teams
design and develop RAN planning and automation applications.

2. Presentation of Atoll

2.1 General

Atoll is a multi-technology wireless network design and optimisation platform that supports wireless
operators throughout the network lifecycle, from initial design to densification and optimisation.

Atoll includes advanced single-RAN multi-RAT network design capabilities for both 3GPP and 3GPP2
radio access technologies including 5G NR, LTE, NB-loT, UMTS, GSM, and CDMA. It supports the latest
technology advances such as massive MIMO, 3D beamforming, and mmWave propagation for the
design and roll-out of 5G networks.

Atoll provides operators and vendors with a powerful and unique framework for designing and
optimising indoor & outdoor radio access networks.

Atoll’s integration and customisation features help operators smoothly streamline planning and
optimisation processes. Atoll supports a wide range of implementation scenarios, from standalone to
enterprise-wide server-based configurations.

With more than 9000 active licenses installed with 500+ customers in 140 countries, Atoll has become

2.2 Highlights

Atoll uniquely combines architectural and functional features that provide operators with a powerful,
scalable, and flexible framework for streamlining their network design and optimisation processes.

Multi-technology Network Modelling


Atoll is a comprehensive multi-technology radio planning and optimisation platform which includes
unified multi-technology traffic models, Monte Carlo simulators, and automatic cell planning (ACP).
Atoll can model the traffic-related aspects of multi-technology networks and dynamically spread
traffic across 2G, 3G, 4G, and 5G network layers comprising macro, micro, small cells, and Wi-Fi hot
spots.

5G Network Design
Atoll’s modular and advanced radio technology modelling capabilities, along with the support for
mmWave propagation, massive MIMO, and 3D beamforming, provide operators with a complete and
evolutive framework for the design and deployment of 5G networks.

Prediction and Measurement-based Planning and Optimisation

Atoll offers unique capabilities of using both predictions and live network data throughout the network
planning and optimisation process. Live-network data (KPIs, UE/cell/MDT traces, and crowdsourced
data) add real-world information to predictions allowing for enhanced modelling of traffic evolution,
hot-spot identification, and radio signal propagation. Live-network data can also be used in Atoll to
drive the planning process (site selection) and to steer the optimisation algorithms of the AFP and the
ACP.

Integrated Indoor and Outdoor Modelling

The new Atoll In-Building module allows in-building network design within the Atoll framework,
providing operators with unique indoor/outdoor network planning capabilities. Atoll In-Building
includes a comprehensive set of indoor planning features, such as modelling of floor plans and building
elements, indoor propagation, equipment installation layouts, and automatic calculation of bills of
materials, that enable operators to streamline the overall indoor/outdoor RAN planning process.

In-built Customisation Capabilities


Atoll’s in-built task scripting and integration capabilities enable data as well as service-level
integration, allowing operators to streamline network planning and optimisation processes.

2.3 Atoll Modular Configuration

Atoll is based on a modular architecture that makes it adaptable to operators’ configurations,


technologies, and functional requirements.

Atoll Core is the central module that supports the user interface, GIS features, the propagation
modelling engine, data management services and interfaces. All technology modules run on top of
Atoll Core.

Atoll Live module allows combining live network data such as KPIs, UE/cell/MDT traces, and
crowdsourced data with predictions and further extends Atoll accuracy. Using the Live module, the
Atoll Automatic Cell Planning (ACP) can leverage live network data for site selection, optimisation, and
configuration processes.

Atoll In-Building module allows designing indoor wireless networks within the Atoll user interface,
allowing full integration of indoor/outdoor planning processes.

Atoll Microwave is a comprehensive backhaul and transmission network planning software. It is based
on the Atoll Core platform and can be integrated with Atoll radio-planning configurations. Atoll
Microwave includes advanced LOS modelling, as well as nLOS/NLOS capabilities for small cell backhaul.

Aster and Aster mmWave, both part of the same package, are advanced ray-tracing propagation
models that support multiple propagation scenarios and frequencies both below and above 6GHz.

CrossWave is a universal high-performance propagation model developed by Orange Labs. It supports


all wireless technologies and all types of environments, from rural to dense urban areas.

2.4 Atoll – Powerful Radio Planning & Optimisation Platform

Combined with one or several technology modules, Atoll Core delivers the general features shared by
all Atoll modules, integration and automation modules, and 3rd party products. Based on an object-
oriented architecture specifically designed for radio planning and optimisation, Atoll Core is a native
64-bit scalable platform that supports large-scale projects in a user friendly and easy-to-administrate
environment.

2.5 Atoll Live

Atoll and its Live module combine prediction-based and measurement-based planning and
optimisation techniques into a unique hybrid solution. Atoll allows incorporating KPIs and
UE/cell/MDT traces, and CEM data in order to add real-world information to predictions in a number
of planning and optimisation tasks, hence extending both accuracy and scope of use.

The Live module includes UE/cell trace geolocation capabilities based on an intelligent combination
of cell ID, timing advance, OTDOA, and RF pattern matching methods.

Atoll GSM module provides a comprehensive and accurate modelling of 2G voice and data services.
Atoll supports integrated network planning for 3GPP and 3GPP2 multi-RAT networks. It features a
multi-technology network database, a unified traffic model, a combined Monte Carlo simulator, and a
multi- RAT ACP (Automatic Cell Planning) module. Atoll provides operators with a comprehensive and

2.7 UMTS/HSPA Module

Atoll was the first UMTS network planning software on the market in 2000. Since then it has stayed
ahead of the competition with continuous improvements through close cooperation with major
wireless operators.

Atoll supports integrated network planning for 3GPP and 3GPP2 multi-RAT networks. It features a
multi-technology network database, a unified traffic model, a combined Monte Carlo simulator, and a

2.8 LTE/LTE-A Module

Atoll was the first LTE network planning software on the market in 2008. Today, Atoll offers a powerful
platform for operators to plan and optimise LTE-A PRO and first 5G networks.Atoll supports integrated
network planning for 3GPP and 3GPP2 multi-RAT networks. It features a multi-technology network

2.19 Automatic Site Positioning (ASP)

Atoll ASP (Automatic Site Positioning) module is a specialised tool for greenfield deployment analyses.
It allows wireless operators to automatically plan new site locations according to surface-wise, traffic-
oriented and population-based coverage objectives.

Atoll ASP enables operators to accurately evaluate the number of sites needed to reach coverage
objectives, and to compare different deployment options and technical alternatives.

Atoll ASP supports GSM, UMTS, LTE, NB-IoT, CDMA, and WiMAX.

2.20 Aster Propagation Model

Aster is a high-performance propagation model for Atoll that supports macro, micro, and small cell
urban propagation scenarios. Aster also includes a dedicated mmWave propagation model for 5G
frequencies above 6GHz.
Aster is based on advanced ray-tracing propagation techniques and combines high
accuracy with superior calculation speed.

One Aster licence allows to run 4 parallel calculation threads.

Crosswave is a high-performance universal propagation model developed by Orange Labs. It supports


all wireless technologies and all types of environments, from rural to dense urban areas.

Crosswave uniquely combines accuracy with calculation speed. It can be used as a pre-calibrated
propagation model, or tuned using a powerful integrated automatic calibration function.

One Crosswave licence allows to run 4 parallel calculation threads.

2.22 Microwave Links Planning Module

Atoll Microwave is a state-of-the-art point-to-point and point-to-multipoint microwave link planning


and optimisation software. It allows designing large microwave link networks, according to ITU
recommendations, industry standards, and operator-specific design guidelines.

Atoll Microwave is based on the leading Atoll platform which includes a high performance GIS and
advanced data and user management features. Atoll Microwave can share the site database with Atoll
radio planning and optimisation modules allowing easy data consistency management across the
operator organisation.

Atoll Microwave includes ‘Backhaul Capacity Planning’ module that allows network operators to model
backhaul network topologies and to dimension backhaul links according to the mobile network traffic.
The Backhaul Capacity Planning module enables the analysis of end-to-end mobile traffic routing and
the optimisation of backhaul capacity.

Full integration of Atoll Microwave with Atoll radio planning modules allows immediate sharing of
radio planning and optimisation data for backhaul dimensioning.

Supported Database Management Systems

In a multi-user environment, databases allow several users to share data without the risk of data
inconsistency. In a multi-user environment, user documents are connected to a central database, in
which users store their work on a common project.

Atoll supports the following RDBMS:


• Oracle 11g, 12c, 18c, and 19c (client versions 11.2.0.4 or later).
• Microsoft SQL Server 2005, 2008, 2012, 2014, 2017, and 2019
• Microsoft Access 2003 and later (1)
(1) It is possible to work with an Atoll document connected to a Microsoft Access database even if Microsoft
Access is not installed on the computer.

Supported Installation Configurations

Depending on your requirements, Atoll can be installed in a:


• Standalone configuration:
Atoll installed on each individual user computer with a fixed license key plugged in each computer.
• Workstation-based multi-user configuration:
Atoll installed on each individual user computer on a network with a floating license management
server that allocates license tokens to Atoll sessions run by users on their computers.
• Server-based multi-user configuration:
Atoll installed on servers connected to user computers and a floating license management server on a
network. The floating license management server allocates license tokens to Atoll sessions run by the
users on the servers. The servers can be Citrix-based, where users run Atoll sessions on the servers
through the Citrix interface.

2.24 Recommended Hardware and Software

This section provides guidelines for dimensioning client computers and servers on your network for
optimum performance with Atoll.

User Computers

The following items list the required and recommended hardware and software for user computers
(clients) intended for running with Atoll.
• Processor : Core i7
• RAM: 8 GB or more
• Storage: 512 GB* (preferably SSD)
• O.S: Microsoft Windows (see section 2.23)
*Depends on the size of the locally stored geographic data and path loss matrices, if any.

If you are working with an Oracle database, you must install Oracle client on the user computers as
well. The Oracle client version 11.2.0.4 or later should be used.

Database Server Client computer

The following items list the required and recommended hardware and software for an Oracle database
server. The same configuration can be considered valid for other database systems as well.
• Processor: Xeon E3/E5 family or equivalent (4 cores or vCPUs)
• RAM: 8 GB or more

intended for running with Atoll:
• Processor: Xeon E5/E7 family, 2 cores per user at 2.5 GHz or more
• RAM: 8 GB per user (minimum 32 GB per server)
• Storage: 256 GB or more (SSD recommended)

The minimum bandwidth between application servers and client computers for satisfactory
performance is 300 kbps per user.

Floating Licence Servers

The floating license management server:


• Must be accessible to all the user computers / Citrix servers on the network in order to provide
license tokens for Atoll sessions.
• Must have a steady and reliable network connection with user computers / Citrix servers.
• Must have the HASP license manager installed and running or the Sentinel LDK Runtime
Environment installed and running.
• Must have an appropriate fixed or floating license key.
• The Atoll licensing system is available as a hardware USB dongle or as a dongle-less solution.
In the case of the dongle-less system, the license key is created from a server signature and is
valid for that server only.
For hardware licenses, a USB port must be available on the license server for plugging in the
floating license protection key. For virtual machines and computers that do not have a physical
USB port, Atoll licensing supports software licenses.
VMWare vMotion may modify the server signature, which can invalidate the license key.
vMotion is not supported when using a dongle-less licensing system.

File Servers

File servers can store geographic data, path loss matrices, Atoll configuration and initialisation files,
and user projects. The required hard disk space has to be determined from the file sizes of these data.

Gigabit Ethernet is recommended for connecting user computers, application servers, and file servers.
Network bandwidth is required for data exchange between Atoll sessions and file servers.

Geographic data and shared path loss matrices should be stored on file servers so that the calculation
processes accessing these data do not affect Atoll’s usage and unnecessarily slow down the GUI.

4.3 Maintenance

Maintenance is free during the first year (guarantee). Maintenance includes new versions of Atoll and
access to technical support (hot-line, e-mail support).

The table below provides the annual maintenance fee for the Atoll configuration, a formal proposal
for maintenance will be sent before the guarantee period is over.

Maintenance is due at the beginning of the maintenance period and is not subject to acceptance.

4.4 Training

Forsk provides a comprehensive set of training courses for both Atoll users and administrators.
• Atoll User and Administrator training courses can be given at the customer location (or at any
Forsk training centre if required).
Our courses are designed to give users practical experience with Atoll, to get the maximum benefit
from the course and to enable them to use Atoll efficiently.

All the user training is based on a set of data based on Chicago (USA) and Brussels (Belgium - for MW,
Backhaul, Wi-Fi and WiMAX functionalities only).

Classes and training materials are in English.

The training materials distributed to the attendees consist of:


• A soft copy of the slides presented during the course (USB flash drive) along with a notebook
and pen for taking notes and future reference.
• A series of practical exercises. The exercises are given within the context of the presented
material, to ensure that each section has been fully understood.

Our goal is to provide a complete overview of Atoll and enable users to carry out all of the main
operations in radio planning.

4.4.1 Web-training Courses [ON-LINE]


Some Atoll Training modules can be given through web courses.

This consists of standard Atoll courses (except exercises that are to be done alone after each session)
split into several half-day Go-to-Meeting sessions (3 hours each)..

Web-training courses are limited to 8 people. Each attendee will have to provide his/her email address
to be pre-registered and will receive an invitation to join the web-session. The use of microphone and
speakers (VoIP) - a headset is recommended.

An access through Windows RDP is provided by Forsk to each user (limited to 8 users) for a dedicated
virtual machine with Atoll installed and all the training materials needed for the session.

Training Materials (slides and exercises) will be downloadable thought ftp prior the web sessions.

AGCOM is responsible for providing the necessary computer equipment.


Each attendee will have to provide his/her email address to be pre-registered and will receive an
invitation to join the web-session. The use of microphone and speakers (VoIP) - a headset is
recommended.

5. Order Processing and Delivery Terms

Orders are processed within 5 working days after receipt.

Buyer is fully responsible of customs procedures for deliveries.

Forsk shall not be held responsible for any delays due to incomplete shipping information, nor customs
delay.

All licenses are electronically delivered with a temporary programming for payment control
monitoring, and subsequently every year, for security reason (loss, theft of the dongle).

Licenses are delivered with a one-year guarantee period starting upon delivery.

Whenever needed (under specific conditions), acceptance is required to be notified by Customer


within 30 days from delivery date.

After this date, acceptance will be automatically validated. Guarantee will begin and the license will be
invoiced.

6. Terms of Payment

All our prices are to be understood DAP (Delivered at Place) “to the client offices”, incoterm 2010. This
means that all taxes including withholding taxes and any additional financial charge are to be paid by
the buyer exclusively.

When a Treaty for Avoidance of Double taxation is implemented between France and customer’s
country, it is mandatory for customer to provide official withholding tax certificate. Until such
certificate is received, all unpaid amounts are considered as due.

Moreover, the buyer also has under his total responsibility the payment of any additional financial
charges. Under no circumstances shall the buyer charge Forsk these extra expenses.

Payment:

100% invoiced upon delivery.

30 days (date of invoice). Payment by wire transfer only.

7. Validity

This proposal is valid for 2 months.
