INTRODUCTION
The Indian Nursing Council (INC) is the regulatory body for nursing education and practice in India. It is an autonomous organization under the
Ministry of Health and Family Welfare, Government of India, and was established in 1947. The INC is responsible for establishing and maintaining
standards of nursing education and practice in the country.
The functions of the INC include accreditation of nursing schools and colleges, registration of qualified nurses, and regulation of nursing education
and practice. It also develops curricula and syllabi for nursing programs and conducts inspections to ensure compliance with standards.
The INC plays an important role in the development of the nursing profession in India by ensuring that nursing education and practice meet
international standards. It also collaborates with other organizations, both national and international, to promote the advancement of the nursing
profession.
There are six levels of nursing education in India today. They are:
 Multipurpose Health Worker Female training (ANM or MPHW-F)
 Female Health Supervisor training (HV or MPHS-F)
 General nursing and midwifery (GNM)
 BSc. Nursing
 MSc. nursing
 MPhil and PhD

M.PHIL AND PHD NURSING
MPhil and PhD programs in nursing are advanced degree programs designed for nurses who wish to pursue research or academic careers in the field
of nursing.
MPhil, or Master of Philosophy, is a research degree that is usually completed in two years. The program includes coursework in research methods
and the student is required to conduct an independent research project that contributes to the existing body of knowledge in the field.
PhD, or Doctor of Philosophy, is a research degree that is typically completed in four to six years. The program includes advanced coursework in
research methods and the student is required to conduct an original and significant research project that makes a substantial contribution to the field.
In both MPhil and PhD programs in nursing, students are expected to have a strong foundation in nursing theory and research, as well as in other
relevant fields such as psychology, sociology, and epidemiology. The programs typically involve close collaboration with faculty advisors and other
researchers, and may also involve internships or practicum experiences.
Graduates of MPhil and PhD programs in nursing are prepared to pursue academic careers as professors, researchers, or consultants. They may also
work in research institutions, healthcare organizations, or government agencies, contributing to the development of nursing practice and policy.

Till a few years ago nurses had to travel abroad to study PhD courses or seek admission in allied discipline. In the 80’s RAK college of started an
M.Phil program as a regular and part-time courses and in the year 1992, Doctoral programme in nursing was started under Department of Nursing,
University of Delhi.
Since then several universities started registering candidates for PhD in nursing. Prominent among these are MGR Medical University, Rajiv Gandhi
University and University. The Manipal Academy of higher education has started both MPhil and PhD program in nursing through support of WHO.

History of MPhil and PhD programs in Nursing in India


• In the 1980' s RAK College of nursing, New Delhi, started an MPhil program as a regular and part time courses. Since then several
universities started registering candidate for PhD in nursing. Prominent among:
- MGR Medical University.
- Rajiv Gandhi University of Health Science.
- SNDT University.
- Delhi University.
 The Manipal Academy of higher education has started both MPhil and PhD program in nursing. The INC recently initiated a project on PhD
program in nursing through support of the WHO.

MASTER OF PHILOSOPHY PROGRAMME IN NURSING
MPhil in nursing program has started in 80's in RAK College of nursing, Delhi, both as a regular and part time course. The academic council
recommended to delink MPhil from the PhD program. The MPhil program started on October 15, 1986.
In 1980 RAK College of nursing started an MPhil programme as a regular and part time course. Since then several universities started taking students
for the MPhil course in nursing.
Prominent among these were: MGR Medical University, Rajiv Gandhi University of Health Sciences, SNDT University and Delhi University and
Manipal Academy of Higher Education

The Rajkumari Amrit Kaur College of Nursing is a pioneer institute for nursing education in India and South East Asian region offering basic and
higher education programmes. It is controlled financially by Ministry of Health and Family Welfare and academically affiliated to University of
Delhi as Department of Nursing under faculty of science. The primary objective of the College is to provide and promote education and research in
the field of nursing.
The College was established in 1946 and initially B.Sc. (Hons.) Nursing programme was formulated to train young women as professional nurses for
meeting the health needs of the country. In 1959, the University approved the initiation of two years Master of Nursing programme, M.Phil, in
Nursing was started in 1986 as a foundation course for undertaking doctoral work and in the year 1992, Doctoral programme in nursing was started
under Department of Nursing, University of Delhi.
Besides the regular academic programmes, College also conducts short term courses for nursing personnel through the Department of Continuing
Education.

DOCTORATE OF PHILOSOPHY IN NURSING

Ph.D. Nursing or Doctor of Philosophy in Nursing is a Doctorate Nursing course. It is subjective in nature and undertakes the research work in depth.
On the completion of doctorate, degree scholars must submit their “thesis” and then they deserve the respective degree. Nursing is a healthcare
profession focused on the care of individuals, families, and communities so they may attain, maintain, or recover optimal health and quality of life
from conception to death. The duration of the program is minimum two years from the date of registration (three years for external candidates) and
maximum five to six years. The minimum qualifications and other eligibility criteria for admission are the same as for regular full-time students.
Ph.D. is a broad-based course involving a minimum course credit requirement and research thesis.

BASIS FOR SELECTION

Submission of Thesis
Any candidate who has completed the minimum period of 3 year doing
prescribed and research may submit an application along with five copies of
synopsis of the thesis through the guide, the head of the participating

Award of PhD Degree
The degree is awards by the Rajiv Gandhi University of Health Science,
Bangalore, after the candidate successfully completes viva voice examination.

DURATION
Full-time/part-time candidate should complete research work and submit the Full time course is 3 years and for part
thesis of university within 5 year. For a part-time candidate, the maximum time course it is four year.

NUMBER OF STUDENTS FOR REGISTRATION


I. Selected Candidates applying for registration shall submit the duly filled Registration form through the recognized Ph.D. study centers within the
stipulated time along with the prescribed fee to the Nodal Centre. The candidate shall furnish the information detailed below.
a. Qualification and details of previous study and research, if any, and full particulars of the publications to his/her credit in accredited journals.
(Attested copies to be furnished)
b. Name and address of the recognized Guide/Co-Guide under whom the candidate proposes to carry out research.
c. Name of the department and institution where the candidate proposes to work and to conduct research.
d. Title and synopsis of the proposed research work.
II. Candidates in service shall forward application along with the consent of the guide with name, signature & seal and a No objection Certificate
from the Head of the Department and Head of the Institution where the candidate is working. (Place of work) while submitting the application along
with the documents mentioned under schedule for the candidates.

III. All applications received by the Nodal Centre on or before the stipulated time and date shall be placed before the Academic Review Committee.
The Committee shall examine the applications and after screening process shall recommend University for provisional registration within three
months from the last date notified for the receipt of applications.
Provisional registration shall be effective from the date mentioned as the last date for payment of prescribed fees in the concerned specialty for the
selected candidates’ fee once paid shall not be refunded.
IV. No candidate shall, without previous permission of the Ph.D. Consortium registration committee join any other course of study or appear for any
other examination conducted by the University or by any other University during the period of registration.
V. With prior permission from National Consortium, candidate can change place of work.
ACADEMIC REVIEW COMMITTEE
The Academic Review Committee will consist of
(i) Dean of the Faculty of Nursing of RGUHS
(ii) Selected Consortium Members,
(iii) One subject expert.
(iv) Director (R & D) of RGUHS.
DURATION
A candidate can register for Ph.D. course on part time basis.

PROGRESS REPORT
After provisional registration, every candidate shall submit half yearly progress report regularly through the guide and Head of the institution where
study is being carried to the Nodal Centre, National Consortium. Every such half yearly report shall be submitted for the period from 1st January to
the end of June & from 1st July to the end of December. However, the first report for the fraction of six months period shall be submitted ending
either in June or December.
If the candidate fails to submit two consecutive half yearly progress reports in time, his/her provisional registration shall stand cancelled. If two
consecutive half yearly progress reports are not satisfactory, the National Consortium may recommend to the University for Cancellation of the
registration.
PRE Ph.D. EXAMINATION

The provisional registration of the candidate shall be confirmed only after he/she has passed the pre Ph.D. examination which shall be conducted
after the completion of one year from the date of provisional registration of the candidate.

Note: 70% attendance is compulsory for contact hours. If the student does not have 70%, he/she will not allowed to appear for the
examination, however they have to make up for the same next academic year.

The candidates may select the guide from the list of guides recognized by the Ph.D. Consortium.
To be considered as a guide by the consortium shall be a nurse:
- Shall be working in PG teaching institution found suitable under section-13&14 of INC Act.
- Shall be M.Sc in Nursing completed from institution found suitable under section - 13&14of INC Act.
- with Ph.D. degree in Nursing with 5 years PG teaching experience as a Lecturer and above with minimum 5 scientific publication in
National/International Journals.
- Expert in the subject of specialty chosen by the candidate

CHANGE OF GUIDE
Change of guide may be allowed within a period of less than two years. In extraordinary circumstances warranting change of guide, the guide and/or
the student should place the facts before the Academic Review Committee for its opinion. The decision and the recommendations of the Academic
Review Committee shall be final.
APPROVAL/RECOGNITION OF INSTITUTION
A candidate shall be permitted to pursue research for the degree of Doctor of Philosophy (Ph.D.) Nursing in an institution approved by INC, Ph.D.

SUBMISSION OF THESIS
Any candidate who has completed the minimum period of three years doing prescribed research from the date of his/her provisional registration and
not less than three months before the expiry of the maximum period prescribed for submission of thesis may submit an application along with five

copies of synopsis of the thesis through the Guide, the Head of the participating institution to the Ph.D. Registration Committee for permission to
submit the thesis under intimation to the Chairperson of the Board of PG Nursing Studies and to the Nodal Centre.
After the approval, four copies of the approved final synopsis (hard copy/CD) shall be sent by the Ph.D. Registration Committee to the Registrar
(Evaluation) who shall proceed with the Constitution of Board of Examiners for the adjudication of the Ph.D. thesis and keep it ready prior to the
submission of the thesis.
Along with the thesis the candidate will also produce a “No Due Certificate” from the Chairman/Head of the Department and Head of the Institution
where he/she has worked and from the University Librarian and Finance Section.
Ph.D. EXAMINATION
For the adjudication of Ph.D. thesis there shall be a Board of Examiners of two external members to be chosen by the University, from the panel of
examiners recommended by the Ph.D. Consortium. The guide shall be the Chairperson of the Board of Examiners. However, under extraordinary
circumstances, the Ph.D. Consortium may appoint a Chairperson other than the Guide from the panel of Board of Examiners.
The thesis may be published in any form after obtaining necessary permission from the University.
VIVA-VOCE EXAMINATION
Viva-Voce examination shall be conducted after the receipt of the satisfactory report, on the thesis from all the examiners. The viva voce examination
shall be conducted by a Board constituted as follows.
i. Guide/Chairperson
ii. Guide/Co-Guide (in case Guide is not the Chairperson)
iii. At least one of the external examiners shall be present at the Viva-Voce examination. However, under extraordinary circumstances, where
any external examiner cannot be present at the Viva-Voce examination, the Vice-Chancellor may appoint any external substitute examiner
from the panel constituted by the Consortium.

AWARD OF Ph.D. DEGREE


The degree will be awarded Rajiv Gandhi University of Health Sciences, after the candidate successfully completes Viva-Voce examination, the
Chairperson shall consolidate the recommendations for the award of Ph.D. degree based on the following.
i. The report of examiners who adjudicated the thesis
ii. Evaluation of the candidate’s performance in the Viva-Voce examination

The Chairperson shall forward the consolidated and individual reports to the Registrar (Evaluation), Rajiv Gandhi University of Health Sciences.
Based on these reports the University shall award the Ph.D. degree after the recommendations are approved by the Vice-Chancellor.

CONCLUSION: - Nursing education has expanded considerably post-independence. University education in nursing brought about changes in
nursing education, MPhil and Phd is a part of nursing education curriculum. In the 1980’s RAK College of nursing, New Delhi, started an MPhil
program as a regular and part time courses. Since then several universities started registering candidate for PhD in nursing. The Manipal Academy of
higher education has started both MPhil and PhD program in nursing. The INC recently initiated a project on PhD program in nursing through
support of the WHO.
