1. DESCRIPTION OF WORKS
This document demonstrates the sequence of activities to be carried out for Excavation, Backfill
& Compaction of suitable materials to lower grade areas of Spine Earthworks Lot 8B (CH58+200
to CH65+500) as per the design, grade, level and dimension shown on IFC drawings and NEOM
Specification Section 312000.
This shall include standard procedure for excavation, taking soil samples and material type, test
requirements, backfilling & compaction process, dust control and traffic control during work
operation.

6. WORK METHODOLOGY

A. GENERAL

Prior to start the task, activity in-charge along with the foreman and the
1. safety officer shall conduct toolbox in language which can be
understandable by all the crew members, JHA & RA will discuss, and
responsibilities will be assigned to the crew members and STARRTCARD
will be filled and available. They must present in detail the task, potential
risk, safe activity implementation and the preventive control measures,
PPE requirements, safe work procedures, HSE regulations and conditions
to prevent incident. All concerned workers shall attend toolbox talk and
the related records shall be maintained.
2. Construction of temporary access road and traffic management are carried
as per the MAH Traffic Management Plan and Road Access Plan.

Ensure installation of traffic speed limit signs & related warning will be
3. posted on designated areas, speed humps especially in the intersection,
temporary road access diversion when there is on-going road TMP
maintenance.
Dust control measures shall be arranged in all TMP during work operation
4. including huge movement of plant and equipment which creates dust
storm especially during loading/unloading and during summer. Water
spraying to all TMP’s access haul roads done by water tankers must be
arrange in daily basis.
All Excess Waste materials are stockpiled properly with temporary
5. barricade and will transfer to the client approved area in the working site.

Emergency Preparedness

- Upon identification or awareness of an emergency event, notification
shall be made by any means necessary, including but not limited to:

- Use site communication device (cell phone, loudspeakers, fire alarm,

etc.) to alert Emergency Response Team personnel of the emergency.
- The Emergency Response Team personnel on-site will evaluate the
emergency and use a graded approach as to actions needed to be taken.
Initial incident response is typically the responsibility of worker(s) either
directly involved with the work that caused the event and/or emergency,
or as direct witness (es). Initial response to all emergencies is as follows:
The discoverer(s) immediately initiates:
Stop Work – Stop all work activities in and around the area where the
incident has taken place,
Warn – Warn others in the vicinity of the situation,
Call – Call the emergency response:
- Contact direct supervision (Foreman/Supervisor).
- Contact CM/PM.
- Notify site Safety /safety Manager.
Assess – Assess the area for any other danger to yourself or others;
assistance can be provided by supervision. Do not move anything unless
there is an injured person involved and this can be done safely.
Isolate – Isolate the incident area using barricading and signage and if
necessary, install a
- Report – Report the incident to your supervisor and H&S Officer and wait
for further instructions or Emergency Response Team arrival.
The immediate purpose is to protect the health and safety of persons in
the affected area. The steps outline above also can be applied to medical
emergencies as well as initiate the process to get emergency services
support to mitigate an abnormal and/or emergency condition.

The individual making initial incident notification should be prepared to


provide information to assist responders (Emergency Response Team).
The following are some examples:
- Your location and the location of the emergency.
- The nature of the emergency (e.g., injury, fire, spill, etc.).
- Needs (e.g., medical response, fire response, special equipment, etc.).
Any Archeological and heritage sites were found on the working site area

B. EXCAVATION

Unauthorized Excavation shall not be carried without specific direction of


1. the Engineer as per the project specification. Excavation permits to be in
place prior to start work.
Visual inspection to be carried out at site to verify that the underground
utilities and exposed utilities are available. Ex: By Marker post, Manhole
2. Cover etc. Trial Excavation to be conducted for 1.5 m depth and 20m length
to verify the underground utilities and survey equipment are used
to identify the existing utility working site area.
The areas not touched by previous Contractor Al Yamama will be checked
3. for existing utilities. These areas will be subjected to the full
environmental risk assessments as stated in our approved CESMP as well
as Method Statement for Translocation of Trees. These are Zone no. 1 and
Zone no. 3 mountain areas.
All excavations shall be protected, and 1.5-meter area shall be cleared, and
4. no one is allowed to enter until approved and authorize by the MAH and
Bechtel
Proper temporary barricade and temporary signage to be installed for the
5. working area and any excavation at site.

Excavation shall include removal and disposal of obstructions on ground


6. surface, underground structures and other materials encountered as
mentioned in IFC drawings
If unsuitable bearing materials are encountered at the required subgrade
elevations, carry excavations deeper 300 mm and replace the excavated

material with specified approved materials and as directed by the
Engineer as an additional excavation.
8. Side slopes of excavations will be cut and graded to the specified cross
section. Maintain sides and slopes of excavations in a safe condition until
completion of backfilling

Safe access road to be provided for the excavators to move easily while

Special deep excavations for the HSR (High Speed Rail), GMT (Group Mass

elevation and dimensions within the tolerance shown on the approved IFC
drawing. Below are excavation sequences (a to j) which refer to Contract
100201-WO-057 Appendix B. Section 5.5. Excavation and Earthworks:
Approved Geotechnical Specialist to be available on site to undertake site
inspections, generate mapping reports and recommendations during the
a. course of excavation. The geological ground conditions that will be
encountered during the execution of the Works includes sand and rock
conditions (e.g., metamorphic and / or igneous rock). The Contractor’s
scope is to provide all Works necessary to clear and excavate to the levels
specified on the applicable drawings and specifications

Upon receiving IFC Drawing, Contractor will provide cross section drawings
b. for the excavation at each 100m to be submitted for approval. Attached
please find indicative cross section drawing. (Please see above drawing)
There are 4 centerlines: GMT (Group Mass Transit), HSR (High Speed Rail),
c. Center Line, FRT (Freight Rail Transit). We will locate the Center Line using
200 m offset control line. From the Center Line, the rest of the GMT, HSR
and FRT center lines will be located and levels of excavation per each
center line to be followed.
Where blasting to take place, specialist advise will be sought and activities
d. to be executed on approved blasting plan. Contractor will submit separate
Method Statement for Blasting.
Initially, the Contractor shall excavate to a meter above the water table
e. and before continuing to the Top of Rail (ToR) of the highest rail system
either High Speed Rail (HSR), Group Mass Transit (GMT) or the Freight
as specified in the drawings and gain Employer direction to excavate
further. A ground water model and a method of dewatering will be agreed.
The Contractor shall request approval to proceed beyond this point in line
f. with the Control of Excavation.

The Contractor shall handover excavated areas in approximately 1km


g. sections. The precise length of a section for handover and the sequence is
to be agreed with the Employer.
The Contractor shall perform the Scope of Works (SoW) in the following
h. phases:

Phase 1: Conduct survey of existing conditions, surface and subsurface


services, site walkovers, ecological surveys, identification and physical
barriers to heritage, lizard burrows, trees etc as identified in the
Environmental and Social Management Plan and in accordance with the
Employer’s Requirements.
Phase 2: Clear, grub, strip, translocate trees and shrubs, and relocate
spiny-tailed lizards, from the entire Site to pre-designated location or
facility in accordance with the Employer Requirements.

Phase 3: Excavate trial trenches, excavate to agreed control points (Top of


highest rail or the groundwater Level+1m whichever is higher), shoring and
site stabilization as required for any Temporary Works. The Contractor
shall work in accordance with the agreed method statement for
excavation, the control points, and the ground support systems. The
advancement of the Works shall be approved by the Employer.
Phase 4: Permeability tests, dewatering, and discharge as required. The
Contractor shall always maintain the excavation area dry.

Phase 5: Excavation to formation level and final finishing.

Contractor divided the excavation length into seven (7) zones, as detailed
i. below: (Please see attached drawing above)

Zone 1 – 58+200 to 59+300 This zone is untouched by previous Contractor


Al Yamama. This is mountain area for blasting.

Zone 2 – 59+300 to 60+000 This zone previously excavated about 3-to-4-


meter depth by Contractor Al Yamama. This zone for normal excavation,
blasting not required.
Zone 3 – 60+000 to 61+500 This zone is untouched by previous Contractor
Al Yamama. This is mountain area for blasting.

Zone 4 – 61+500 to 62+500 This zone previously excavated about 3-to-4-


meter depth by Contractor Al Yamama. This zone for normal excavation.

Zone 5 – 62+500 to 63+500 This zone previously excavated about 3-to-4-


meter depth by Contractor Al Yamama. This zone for normal excavation.

Zone 6 – 63+500 to 64+500 This zone previously excavated about 3-to-4-


meter depth by Contractor Al Yamama. This zone for normal excavation

Zone 7 – 64+500 to 65+500 This zone previously excavated about 3-to-4-


meter depth by Contractor Al Yamama. This zone for normal excavation

Control of Excavation
j. It is essential that the depth of excavation is controlled to protect against
over-excavation. The Contractor shall initially excavate to the highest Top
of Rail (ToR) or 1M above the water level, whichever is encountered first,
and seek the Employer’s approval before proceeding to excavate to the
Formation Level. Intermediate excavation levels to the ToR will be set by
the Employer and subject to approval including slope design and ground
protection measures and method statements tailored to the ground
conditions. Please see below control measures. The Contractor shall
excavate and seek approval from the Employer prior to proceeding to the
next stage as follows:
The installation of slope protection in 2m intervals to ensure the stability
of the excavation is progressively controlled.

One meter above the ground water as identified by the initial ground
investigation reports and actual site condition.

Highest ToR level across the width of the excavation.

Where a change in material geology is encountered during excavation.

B. BACKFILLING

1. All excavated materials will be stored in stock piles within the LUP, stock
piles will have sign boards nearby showing the stock pile number, the
material type of the stock pile as well as the quantity of stored material in
that stock pile
Ensure only approved backfill material shall be used as per test reports of
2. soil samples taken from borrow pit areas within project limit submitted by
approved 3rd party testing laboratory.
Taking soil samples with 3rd party testing lab shall be witnessed by NEOM
3. upon submission of inspection Request 24 hours prior for actual
inspection.
Ensure the testing for backfilling materials samples will be tested
4.
according to the project specification

C. COMPACTION

Backfill material in working area shall be placed and compacted in layers


with thickness as per specification by using heavy equipment suitable for
1.
these activities such as; bulldozer, grader, loader, roller compactor, water
tanker, dump truck, excavator (when needed).
After unloading by dump truck spreading, grading, leveling of backfill
2. material shall be using grader. Loader also will be used from spreading
unloaded material more than 1m high.
Before compaction, moisten or aerate each layer as necessary to provide
optimum moisture content using water truck. Compact each layer to
3. required percentage of maximum dry density or relative dry density for
each area classification using roller compactor. Ensure do not place
backfill or fill material on surfaces that are muddy.
Succeeding layer will not proceed unless previous layer is compacted,
4.
and test meets the specification requirement.
Place backfill and fill materials evenly adjacent to structures, piping, or
conduit to required elevations. Prevent wedging action of backfill against
5. structures or displacement of piping or conduit by carrying material
uniformly around structure, piping, or conduit to approximately same
elevation in each lift.
Control soil and fill compaction, providing minimum percentage of
6.
density specified for each area classification as per the project
specification. Correct improperly compacted areas or lifts as directed by
the Engineer if soil density test Indicate inadequate compaction.
Compact each layer of backfill or fill material and will be tested at 95
7.
percent maximum density.
Where subgrade or layer of soil material must be moisture conditioned
before compaction, uniformly apply water to surface of subgrade or layer
of soil material. Apply water in minimum quantity as necessary to prevent
8.
free water from appearing on surface during or subsequent to compaction
operations. Moisture content shall be kept within 2 percent above or
below the optimum as determined by ASTM D 1557, Method-D.
