1.0 INTRODUCTION

The overall Jafurah Development Program is a series of projects to be undertaken within


the Kingdom of Saudi Arabia. The objective is the development of grassroots gas surface
facilities to produce, process and transport gas to satisfy In-Kingdom energy demands. The
Jafurah basin is a key unconventional gas asset in the Eastern Province of Saudi Arabia,
consisting of North and South fields. The approximate locations of the Jafurah North and
South fields are shown in the figure below,

Package 1 is part of Overall Jafurah development program, CONTRACTOR’s scope of


WORK within the Package 1 comprises of Gas Compression Plants (GCPs) located within
HMYM-5, HMYM-4 and HZEM-1 gas development blocks, North and South Gas Insulated
Switchgear (GIS) Substations located within HMYM GCP-5, HMYM GCP-4 and HZEM GCP-
1 gas development blocks and Produced Water Injection Station (PWIS).

HMYM GCP-5, HMYM GCP-4 and HZEM GCP-1 each will produce 200 MMSCFD of raw
gas and associated liquids. Each HMYM GCP-5 and HMYM-GCP-4 will produce 3,000,0
BPD of condensate and 1,000,00 BPD of produced water. HZEM GCP-1 will produce 90,000

BPD of condensate and 1,000,00 BPD of produced water.

The scope of the Produced Water Injection Station is to receive produced water from the

pipeline network and to dispose it via injection headers to injection wells.

The scope of each Gas Compression Plant consists of the following:

 GCP Condensate/Produced Water Handling and Treatment System.

 GCP Flare & Burn pit Area

and HZEM GCP-1

The Scope of Produced Water Injection Station consist of following:


 PWIS Injection Station
 PWIS Utility Area
 PWIS Building Area
 PWIS Telecommunications
 PWIS Security
 115 KV GIS and Distribution Substation facilities

2.0 PURPOSE

The purpose of this Fire Prevention Plan is to eliminate the causes of fire, prevent loss of
life and property by fire, and to comply with the Company standard on fire prevention. It
provides employees with information and guidelines that will assist them in recognizing, B
reporting, and controlling fire hazards. This standard applies to all project locations and
facilities.

This Fire Prevention Plan to establish guidelines for the protection of people, environment,
company assets and resources that may be affected by fire. The design of fixed fire
protection systems is not covered by this Plan.

3.0 SCOPE

This Plan is applicable to Jafurah Gas Compression Plants (GCPs) and Produced Water
Injection Station (PWIS) (Package-1) construction & pre-commissioning phase only. it B
covers all the site locations and camps and is applicable to sub-contractors while in the
course of duties.

Certification

The process of validating performance and/or compliance with the requirements of


established standards. Typically, this means obtaining written verification of an employee's
compliance with specific requirements

Deficiency

A situation in which a prescribed action was not carried out or an applicable requirement
was not met

Energized

Connected to an energy source or containing residual or stored energy

Fire (GI 6.001)

Any incident that includes combustion of any material. Evidence of combustion will be
indicated by one (or any combination) of the following:
 Visible flame.
 Abnormal electrical flashes and/or arcing.
 Visible glow of combustible materials as a result of elevated temperature.
 Damage or destruction of materials/equipment as a result of elevated temperature (e.g.,
short-circuiting, overheating or spontaneous combustion).
 Generation of smoke.

Note: Any controlled or planned ignition of materials, including process-related activities


such as flare, burn pit, or the ignition of fuel burners in furnaces, is not considered a fire per
this instruction

Fire Protection Equipment

Any device, fixed or semi-fixed fire protection/suppression system, fire detection & alarm
system, or firefighting equipment installed in a building, plant, or onshore facility to enhance
the protection of life and property against the danger of fire

Fire Protection Equipment Layout

Project Fire Protection Equipment Layout prepared and keep updated. All Fire Protection
Equipment given a unique identification number for keeping track of location and
inspections. The layout displayed at all required location and part of communication method B
to all concerned employees.

Fire Prevention

Prevention is based on eliminating or minimizing one of the components which creates fire

Emergency (GI 6.001)

An incident that threatens life, assets, employees/citizens, product/service delivery or the


environment.

Emergency Level (GI 6.001)

An Emergency Level 1/2/3 classifies the level of an emergency and the subsequent
notification required for incidents that have a potential negative impact on SA employees,
contractors,

Fire Protection

All measures used to minimize injury and loss through fire, including procedures, design,
selection, installation, and maintenance

Flash Point

It is defined as the lowest temperature at atmospheric pressure at which a flammable liquid


gives off sufficient vapor to form a flammable vapor-air mixture that gives off a momentary
flash when an ignition source is introduced.

Explosive Limits

The explosive or flammable limits (upper & lower) define the range of vapor/air
concentrations that are capable of explosion or ignition. It is expressed in % by volume of
vapor in air.

Flammable Liquid

Any liquid whose flash point is below 37.8º C (100º F) at normal pressure.

Major Incident (GI 6.003)

An incident will be classified as major if it meets one or more of the following criteria:
 An incident within Saudi Aramco premises resulting in the loss of life of one or more
personnel.
 An incident injuring three or more personnel resulting in permanent disability (total or
partial) or loss of any part of any extremity.
 An incident injuring five or more personnel resulting in temporary disability (lost work time
or restricted duty cases).
 An incident resulting in fire or damage loss of $1 million or more. The cost of an incident
includes all costs incurred to bring the facility/plant/operation back to its pre-incident
condition. It includes all losses of product or production. For the purposes of incident
categorization, the loss will not be offset by any proportions recoverable through
insurance or from contractors or from third parties. Crime related losses, where funds of
material result from robbery, embezzlement, burglary, etc., are outside the domain of the
GI 6.003
 An inland oil spill of 1600 cubic meters (10,000 barrels) or more, irrespective of the
proportion recovered; or an offshore oil spill more than 5,000 barrels.
 A pipeline, trunkline, or flowline rupture, or any other unintentional release of flammable
and/or toxic vapor or liquid large enough to require significant evacuation of plant
personnel, closure of any public road or evacuation of any public area, or large enough
to force curtailment of delivery of gas, condensate or sulphur to SAG or private sector
users for eight hours or more.
 Under some circumstances a moderate or minor incident may be declared major by the
proponent Vice President/Executive Director (or higher authority).

Moderate Incident (GI 6.003)

An incident will be classified as moderate if it meets one or more of the following criteria:
 Injury to one or two personnel resulting in permanent disability (total or partial) or loss of
any part of any extremity.
 Injury to two to four personnel resulting in temporary disability (lost work time or restricted
duty cases).
 Fire or damage loss greater than or equal to $100,000 but less than $1 million
 An inland oil spill greater than or equal to 160 cubic meters (1,000 barrels) but less than
1600 cubic meters (10,000 barrels), irrespective of the proportion recovered; or an
offshore oil spill between 50 and 5,000 barrels.

 An unintentional release of flammable and/or toxic vapor or liquid requiring evacuation


of the non-essential on-site personnel, or forcing curtailment of delivery of gas,
condensate or sulphur to SAG or private sector user for between one to eight hours.
 Any minor incident may be declared moderate by the proponent manager at his
discretion.

Minor Incident (GI 6.003)

An incident less serious than a moderate incident is defined as a minor incident. Some
criteria are given below:
 Injury to one employee or contractor resulting in lost work time or restricted duty.
 Damage loss over $5,000 (except fires) but less than $100,000
 Any fire with damage loss less than $100,000.
 An inland oil spill less than 160 cubic meters (1,000 barrels); or an offshore oil spill less
than 50 barrels.
 Any unintentional release of flammable and/or toxic vapor or liquid not addressed in the
definitions for major (Section 2.1) or moderate (Section 2.2) incidents.

Routine Testing and Inspection (RT&I)

A weekly, monthly, check and/or test to give reasonable assurance that fire protection
equipment is in normal. Checklist used for this weekly and monthly Inspection attached as
Annexure 2 B
Logbook

A dedicated record book used for the purpose of documenting all testing, inspection,
maintenance, and activation of the fire detection and alarm system or fixed fire protection
system

6.0 FIRE FIGHTING EQUIPMENT AND SYSTEM

The project will be protected against fire with the use of the following equipment in the
identified areas:

Externally the Laydown Yard will have


 Adequate number of fire extinguishers will be provided in the shaded area
 All personnel working in the laydown area will undergo emergency response training /
firefighting training which will be conducted in-house
 The position of the muster points and the fire extinguishers positioned around the
laydown yard will be identified on a drawing which will be positioned near the entrance
to the yard.

Internally the Laydown Yard will have


 Fire extinguishers will be positioned in the corridors of the blocks, battery operated
optical smoke and heat detectors will be fitted in the offices, kitchen, toilets, and clinic
etc.
 The operation and maintenance of the fire detection and alarm system, fixed and
portable fire protection equipment will comply with CSM, GI.298.01, NFPA 10, 17A, 25
& 72.
 All the fire extinguishers will conform to the noted legend in section 8.0 Fire Extinguishers
of this document

Main Line Isolation Valve (MLIV)


 Any hot works performed in these buildings will be monitored by trained fire watchmen
 Any fire extinguisher that has been used or has been accidentally discharged or
damaged will be replaced immediately with a fresh one, the empty ones will be sent for
recharging as soon as possible.
 All fire extinguishers will be checked to ensure that they are fully charged on a monthly
basis by the HSE Officer or Supervisor for the area
 The house keeping will be done a daily basis to ensure that the stations are kept clean
and free from flammable material

7.0 GENERAL RULES


 Prevention from fire is everyone’s responsibility.
 All personnel are responsible to inform their supervisor immediately, of any situation that
they consider being a potential fire risk
 Visitors will not use fire extinguishers.
 Members of the firefighting crew are responsible to extinguish the fire in the shortest time
 No personnel to attempt to fight a fire unless trained and authorized
 HSE Department is responsible for Fire Fighting Equipment Inspections
 P&M & Electrical Maintenance Engineers or Technicians will take required safety
measures concerning the Workplace Electrical System
 All supervisors are responsible to do regular checks on their designated areas

8.1 ONSITE COOKING

According to NFPA, cooking equipment catching fire is responsible for 27% of construction
fires, more than any other cause.

8.2 ELECTRICAL SYSTEMS

Most fires start in wiring and motors which can be prevented by proper maintenance. Special
attention must be paid for use of equipment in hazardous area.

8.3 SMOKING

This is a matter of control and education. It will be allowed only in designated areas and will
be strictly forbidden in hazardous areas.

8.4 FRICTION

Hot bearings, miss-aligned or broken machine parts can cause fires. Such fires can be
prevented by proper inspection and maintenance.

8.5 CUTTING & WELDING

Prevention is better accomplished by the use of the permit system.

8.6 SPONTANEOUS IGNITION

Possible in the case of rubbish exposed to high temperatures, pyrophoric iron materials
when exposed to Oxygen. Prevention is best accomplished by good housekeeping and
following procedures for specific jobs.

8.7 STATIC SPARKS

Ignition of flammable vapors by discharge of accumulated static electricity on equipment,


material or the human body is known as static sparks.

Prevention is accomplished by grounding, bonding, ionization and humidification.

8.8 HOT WORK

This work includes soldering, grinding, and welding, where the equipment remains hot after
the work has been completed. It’s not just the lingering heat that can cause a spark, the

equipment itself is combustible if a fire does start.

8.9 FLAMMABLE MATERIAL

Many jobsites store chemicals and/or flammable materials used in building.

8.10 ARSON

Intentional fires can be fairly common on jobsites. Arson happens in the course of theft or
simply as an act of vandalism.

9.0 TYPES OF FIRE EXTINGUISHERS


 Class A : Combustible Ordinary e.g., Wood, Paper, Trash etc.
 Class B : Flammable Combustible e.g., Gasoline, Oil, Paint, Grease.
 Class C : Energized Electrical equipment.

10.0 FIRE PREVENTION STRATEGY

As part of Fire Prevention Strategy for storing and using


flammable and combustible liquid and gases, Contractor will B
intend to eliminate ignition sources (sparks, smoking, flames,
hot surfaces) when working with flammable and combustible
liquids. Use the smallest amount of flammable liquid
necessary in the work area. Keep storage areas cool and dry.
Store flammable and combustible liquids away from
incompatible materials (e.g., oxidizers).

Hazard Description

Flammable and combustible liquids are easily ignited and difficult to extinguish. Combustible
liquids required heating for ignition and are easier to extinguish. Flammable and combustible
liquids produce a high heat release rate once ignited (i.e., fires produce high temperatures
in a short period of time), and associated fires spread rapidly. Vapors from flammable and
combustible liquids can be present at room temperature and can form explosive mixtures
with air. Some liquids are unstable or very reactive (e.g., burn when exposed to air without
an ignition source, susceptible to spontaneous heating, react violently with other materials
including water). These characteristics combine to create a significant fire and/or explosion
hazard. Since the vapors generated from flammable liquids are most often heavier than air,
they will seek the lowest available level in a building. This movement of vapors can produce
potentially dangerous conditions far removed from the actual vapor source. Flammable
vapor, if not removed by ventilation, can flow to an ignition source and flash back to the
vapor source. The volatility of the liquid is increased when externally heated at or above its
flash point. Overall, an increase in temperature will increase the hazard created by a
flammable or combustible liquid by increasing its vapor’s flammable range. Due to this,
heated Class II and Class III liquids should be subject to all applicable requirements for
Class I and Class II liquids respectively. Combustible liquids vaporize and form flammable
mixtures with air in open containers, when leaks occur, or when heated. To control these

potential hazards, several properties of these materials, such as volatility, flashpoint, and
flammability range and auto ignition temperatures must be understood. Information on the
properties of a specific liquid can be found in that liquid’s material safety data sheet (MSDS),
or other reference material.

Considerations for Working with and Storing Flammable Liquids


 Know the locations of fire alarm pull stations, fire extinguishers, safety showers, and
other emergency equipment
 Read the MSDS for each flammable liquid prior to use and wear personal protective
equipment as indicated in the MSDS.
 Store flammable liquids in a flammable storage cabinet.
 When flammable liquids must be stored outside a flammable storage cabinet, use
approved safety cans whenever possible. They have spring-loaded lids and an internal
screen which prevents combustion of the contents.
 Do not use large polypropylene (“Nalgene”) containers with stopcocks or valves at the
bottom to store flammable liquids. These valves frequently leak and are unsafe in a fire.

Storage
 Storage of Flammable & combustible Liquids and gases if taken out of approved storage
area to site must be as minimum as possible, keeping in mind that it is used during the
workday.
 NO Storage of Flammable & combustible Liquids and gases should be left at site
unattended or after the end of work and must be removed to the approved storage area.
 Storage of flammable liquids or other hazardous chemicals on floors should be extremely
limited. When storage on floors is unavoidable, secondary containment bins that can B
contain at least 110% of the volume of the largest container being stored are required.
 Storage of flammable liquids must not block any route of egress.

Heat Safeguards
 Ensure employees are aware of their responsibility to report dangers
 Control sources of ignition
 Have chimneys inspected and cleaned regularly
 Treat independent building uses, such as an office over a shop as separate purpose
groups and therefore compartmentalise from each other
 Ensure cooking food is always attended

Smoking
 Provide no-smoking signs at appropriate locations
 Ensure smoking area(s) are away from flammable materials
 Arrange for cigarettes and matches to be disposed of safely and away from other
combustible rubbish

Plant and Equipment

Plant and equipment which is not properly maintained can cause fires.
 Ensure all work equipment protects against catching fire or overheating
 Ensure proper housekeeping, such as preventing ventilation points on machinery
becoming clogged with dust or other materials - causing overheating
 Have electrical equipment serviced regularly by a competent person to prevent sparks
and fires
 Properly clean and maintain heat producing equipment such as burners, heat
exchangers, ovens, and stoves. Require storage of flammables away from this
equipment.
 Use a planned maintenance programme to properly maintain plant and equipment.
Review programme regularly.
 A planned maintenance programme should deal with
- frictional heat (caused by loose drive belts, bearings which are not properly
lubricated or other moving parts)
- electrical malfunction
- flammable materials used in contact with hot surfaces
- leaking valves or flanges which allow seepage of flammable liquids or gases
- static sparks (perhaps due to inadequate electrical earthing)

Hot Work
 Identify all hot work
 Only allow hot work if no satisfactory alternative
 Ensure relevant contractors are aware of hot work procedures and controls
 Use a hot work permit system including
- fire-resistant protective clothing
- clear responsibility
- logging and audit processes
- routine checking and supervision
- item to be worked on removed to safe area
- remove or protect combustible or flammable materials

- prevent, suppress and control sparks


- prevent, suppress and control heat
- provision of and training on suitable fire-fighting equipment
- provision of a separate person to fire-watch and use fire-fighting equipment – the
fire watcher
- particular precautions for special risks, e.g., confined space
- leave workplace clean and safe
- final check of area at least 60 minutes after completed job and certainly prior to
premises being vacated

Electrical safety
 All electrical equipment and installations designed, constructed, installed, maintained,
protected, and used to prevent danger
 Get a qualified electrical contractor to carry out installation and repairs to electrical
equipment and fittings
 Maintain proper pest control to avoid rodent damage to electric wiring and equipment
 Check electrical equipment and remove defective equipment
 Ensure electrical cords are in good condition
 Plug appliances and lights into separate electrical outlets
 Avoid using extension cords. If you require an outlet in an area where there is none, have
one installed by a qualified electrician.
 Use extension cords safety - not under carpets or across walking areas
 Use only one device per outlet

Arson

Deliberately started fires pose very significant risks to all types of workplaces.

The possibility of arson should be considered as a component of risk assessment and it is


one that can do much to control. The majority of deliberately started fires occur in areas with
a known history of vandalism or fire-setting. Appropriate security measures, including the
protection of stored materials and the efficient and prompt removal of rubbish, can therefore
do much to alleviate this particular problem.

Contractor therefore seek advice from the local police or the fire authority who will involve
the other agencies as appropriate. Occasionally, arson attacks in the workplace are
committed by employees or ex-employees. Employers and other workers should be aware
of this potential threat and be alert for early signs, such as a series of unexplained small
fires. Again, the local authority can provide further useful guidance.
 Provide adequate security: exterior/interior lighting, intrusion alarms, guard service, well-
secured access openings

Flammable materials
 Identify all flammable materials so that proper controls can be put in place
 Identify use of substances with flammable vapours (e.g., some adhesives)
 Reduce quantities of flammable materials to the smallest amount necessary for working
at site and keep away from escape routes
 Replace highly flammable materials with less flammable ones
 Store remaining stocks of highly flammable materials properly outside, in a separate
Company approved storage area, or separated from the main workplace by fire-resisting
construction
 Provide clearly marked separate storage for flammable chemicals, gas cylinders, and
waste materials
 Train employees on safe storage, handling and use of flammable materials
 Keep stocks of office stationery and supplies and flammable cleaners' materials in
separate cupboards or stores. They should be fire-resisting if they open onto a corridor
or stairway escape route.

Flammable liquids

Flammable liquids can present a significant risk of fire. Vapours evolved are usually heavier
than air and can travel long distances, so are more likely to reach a source of ignition. Liquid
leaks and dangerous vapours can arise from faulty storage (bulk and containers), plant and
process - design, installation, maintenance or use. Ignition of the vapours from flammable
liquids remains a possibility until the concentration of the vapour in the air has reduced to a
level which will not support combustion.
 The quantity of flammable liquids at site should be kept to a minimum, normally no more
than a half-day's or half a shifts supply
 Flammable liquids, including empty or part-used containers, should be stored safely.
Small quantities (Tens of Litres) of flammable liquids can be stored in approved storage
area / arrangements if in closed containers in a fire-resisting (e.g., metal), bin or cabinet
fitted with means to contain any leaks
 Flammable liquids should not be decanted within the store. Decanting should take place
in a well-ventilated area set aside for this purpose, with appropriate facilities to contain
and clear up any spillage
 Container lids should always be replaced after use, and no container should ever be
opened in such a way that it cannot be safely resealed
 Flammable liquids should be stored and handled in well ventilated conditions. Where
necessary, additional properly designed exhaust ventilation should be provided to
reduce the level of vapour concentration in the air

Cleanliness and housekeeping


 In catering, clean ventilation ducts on a regular basis to prevent grease build-up
 Flammable or combustible rubbish should not be stored, even as a temporary measure,
in escape routes such as corridors, stairways or lobbies, or where it can come into
contact with potential sources of heat
 Parts of the workplace which are not normally occupied, such as store rooms and any
area where a fire could grow unnoticed, should be regularly inspected and cleared of
non-essential flammable materials and substances. You should also protect such areas
against entry by unauthorised people
 If the workplace has waste or derelict land nearby, keep any undergrowth under control
so that a fire cannot spread through dry grass, for example
 There should be no potential ignition sources in areas where flammable liquids are used
or stored and flammable concentrations of vapour may be present at any time. Any
electrical equipment used in these areas, including fire alarm and emergency lighting
systems, needs to be suitable for use in flammable atmospheres

REMOVED after receiving Company comments and discrepancies.

11.0 REQUIREMENTS

11.1 GENERAL

Good housekeeping will be maintained in all work areas. Storage of flammable material
elsewhere in the ROW and Associated Buildings is strictly forbidden.

Clear access to all fire protection equipment will be maintained.

Fire protection equipment will be provided in all areas where combustible materials are
present. Regular inspections will be made by the HSE Officers and Supervisors to ensure
that fire extinguishers, are in good working order.

11.2 FIRE PREVENTION AND FIREFIGHTING PROCEDURE

Duties will include the following:


 Schedules and checklists for fire prevention inspections (Annexure1)
 Record keeping of firefighting equipment
 A fire emergency response plan is outlined in the Emergency Response Procedure.
Refer Annexure 2 for the Fire response team structure and contacts.
 To prevent ignition hazards, electrical wiring and equipment will be installed in
accordance with the National Electrical Code, NFPA 70A-70E.
 A fire extinguisher rated not less than 20lbs will be provided for each 250 square meters
of building and storage area. The extinguisher will be placed 70 linear feet of each other.

Travel distance to any fire extinguisher will not exceed 20 meters from any protected
area inside or outside a building.
 One or more extinguishers rated not less than 20lbs will be located on each floor of a
multistore building.

11.3 HOUSEKEEPING
 An orderly arrangement of material and equipment will be maintained at all times on the
project areas.
 Construction areas will be cleaned and arranged by safe means on a daily basis to
prevent the creation of tripping, slipping, and fire hazards.
 Walkways, aisles, stairways, and passageways will be maintained in a clear and
unobstructed condition.
 Containers will be supplied for the separation of waste. Those containers intended to be
used for the containment of combustible, flammable, or toxic wastes will be constructed
of metal and equipped with covers. Containers will be emptied at regular and frequent
intervals.
 Means will be available for the containment of material spills. Spills will be cleaned up by
individuals trained to handle the material, and will be done promptly and disposed of
properly. (Consult the Material Safety Data Sheet (MSDS) for proper handling
instructions). Refer Spill Prevention and Preparedness Response Plan, document
number. SA-873-PL-9712.
 Housekeeping is a fundamental and necessary activity on this project and will be
performed by every employee working on the project.
 Liquids (such as paints, solvents, thinners, oils, greases) and any other material or
containers that have contained chemicals will be disposed of in accordance with the
project Waste Management Plan, document number. SA-873-PL-9707.
 All scrap lumber, waste material, and rubbish will be removed from the immediate work
area as the work progresses. Solvent waste, oily rags and flammable liquids will be kept
in fire-resistant covered containers until removed from the project / facility.

11.4 MATERIAL STORAGE

11.4.1 Laydown Yard / outdoor storage


 Combustible materials will be neatly stacked, taking into consideration the stability of the
stack (pile) and will in no case be higher than 6 m (20 ft.).
 Solid combustible materials will be separated into stacks not larger than 141 m 3 (5,000
ft3).
 Access roads between and around combustible/flammable storage stacks/areas within
an outdoor storage yard will be at least 4.5 m (15 ft.) wide and will be maintained free
from accumulation of rubbish, equipment or other material.

 Access roads at storage yards will be spaced at a maximum grid size of 15 m x 45.7 m
(50 ft. x 150 ft.).
 Fire extinguishers will be provided in the shaded area as per the fire load.

 A designated trained Fire Warden will be nominated in each laydown area.
 There will be trained emergency team responders along with fire spotters in the laydown
yard.
 An audible fire alarm sounder will be kept in a prominent place for sounding the alarm.
 Muster points will be identified for head count.
 Flammable materials (e.g., paints, fuels, chemicals) will be separated and stored in a
designated flammable liquid storage area away from heat sources, electrical equipment
and other ignition sources.
 Incompatible materials (e.g., flammables and oxidizers) will not be stored together.
 Vegetation (e.g., weeds and grass) will be kept down and a regular procedure provided
for periodic cleanup of the entire area.
 Storage areas will be graded to divert possible spills away from buildings and adjacent
working areas, or will be surrounded by a curb or earth dike at least 30 cm (12 inches)
high. Provisions will be made for draining off accumulations of ground/rain water and
spills of flammable/combustible liquids when curbs or dikes are used.

11.4.2 Indoor Storage


 Fire extinguishers will be provided in the shaded area as per the fire load.
 A designated trained Fire Warden will be nominated in each laydown area.

 All materials will be stored and handled according to their fire characteristics.
 Incompatible materials that may create a fire hazard will be segregated by a barrier
having a fire resistance of at least 1 hour.
 Material will be stacked to minimize the spread of fire and permit firefighting access.
 Aisle space will be maintained to safely accommodate the widest vehicle that may be
used within the building for firefighting purposes.
 For building areas/rooms without sprinklers, a minimum clearance of 0.6 m (2 ft) will be
maintained between the ceiling and the top level of any stacked material below.
 For building areas/rooms with sprinklers, a minimum clearance of 0.5 m (18 inches) will
be maintained between the top level of any stacked material and the sprinkler
heads/deflectors.
 Adequate clearance will be maintained around lights and heating units to prevent ignition
of combustible materials.
 Combustible/flammable materials will be maintained at a clearance of at least 0.6 m (2
ft) around fire-rated doors.

 Materials will not be stored or located where they obstruct access to exits or visibility of
exit signs.

11.4.3 Storage of Flammable & combustible Liquids and gases


 Flammable liquids will be kept in securely capped metal containers or steel drums upon
which the contents are clearly marked.
 Gasoline, acetone and other volatile liquids with flash points below 32° C (90° F) will be
kept in strong metal lockers located in well-ventilated, noncombustible huts or sheds.
Drums containing flammable liquids will be provided with proper bung vents.
 Flammable materials will not be stored in direct sunlight or in such a manner that they
could be subjected to heat above their auto ignition temperature.
 Flammable materials may be stored in an open shelter with a roof and walls, provided
the walls do not confine heat, smoke, flammable vapors or restrict firefighting access.
 Flammable storage areas will be secured (e.g., locked, fenced) and located at least 15
m (50 ft.) away from the nearest building or storage area for other Combustible Material.
No other materials will be stored with flammable liquids.
 Appropriate warning signs (e.g., “Flammable Liquids,” “No Smoking”, “Flammable –
Keep Fire Away”), which will include an internationally recognized hazard pictogram(s)
(see example), will be posted at flammable storage areas.
 Outdoor storage of flammable and combustible liquids will be in containers that do not
exceed 227 L (60 gal) each and they will not be stored in excess of 4,160 L (1,100 gal)
in any one stack (pile) or area. Stacks or groups of containers will be separated by a
1.5m (5 ft) clearance and will be a distance of 6 m (20 ft) from any building or structure.
 There will be a 3.6 m (12 ft) minimum width access way within 60 m (200 ft) of each
outdoor stack or area of flammable or combustible containers to permit approach of
firefighting apparatus.
 Outdoor storage of flammable and combustible materials will not be within 3m (10 ft) of
a building or structure. Outdoor storage areas will be kept free of combustible materials
for a minimum distance of 9 m (30 ft) from stored flammable/combustible materials.
 Indoor storage of flammable and combustible liquids in excess of 95 L (25 gal) will be
contained in flammable liquid storage cabinets or specially designed rooms/buildings
meeting the requirements. No more than 95 L (25 gal) of flammable/combustible liquids
will be stored in an enclosed room outside of an approved flammable storage cabinet.
 No more than 227 L (60 gal) of flammable liquids and no more than 454 L (120 gal) of
combustible liquids will be stored in a single storage cabinet. Not more than three
cabinets will be located in a single storage area. All cabinets will be grounded.
 Flammable storage cabinets will be properly labeled in noticeable lettering: “Flammable
- Keep Fire Away” with internationally recognized hazard pictogram(s).
 Flammable or combustible liquids will not be stored in areas used for exits, stairways or
in areas normally used for the safe passage of people.

 Flammable gas cylinders (e.g., acetylene, propane) will be segregated from other
materials and preferably stored under an open, well-ventilated sun shade. Oxidizing
gases (e.g., oxygen, chlorine) will be stored separately.
 Fire extinguishers will be provided in the shaded area as per the fire load.
 A designated trained Fire Warden will be nominated in each laydown area. B

11.5 WELDING (ELECTRIC) / GAS CUTTING


 Fuel gas hose and oxygen hoses will be easily distinguishable and will not be
interchangeable.
 Hoses and torches will be inspected before use, and defective hoses will be removed
from service.
 Boxes used to store fuel gas hoses that have been in use will be ventilated.
 Flame torches will be lighted by friction lighters or other approved devices only.
Cylinders, all hose apparatus, and connectors will be kept free of oil and grease, and not
handled with oily or greasy hands or gloves.
 Oxygen / fuel gas systems will be equipped with approved back flash arrestors on both
the valve on the bottle and connect from the hose to the welding shank.
 Fuel gas / oxygen equipment will be disconnected from the source when left unattended,
such as at lunch or at completion of the task. Torches will not be left inside a confined
space unattended.
 Welding leads and equipment will be properly maintained and inspected before use.
Defective equipment will not be used and will be reported to supervision.
 Arc welding and cutting operations will be shielded by non-combustible or flameproof
screens, shields, or other safeguards for the protection of personnel or materials
exposed to sparks, slag, falling objects, or the ultraviolet (UV) / infrared (IR) radiation of
the arc.
 Pipelines containing flammable liquids or gases, or electrical cables will not be used as
a ground. The frame of all arc welding or cutting machines will be effectively grounded
when the machine's power outlets are being employed as a power source if ground fault
interrupter (GFCI) is not being used.
 If electrode holders are to be left unattended, the electrodes will be removed and the
holder placed where it is protected from unintentional contact.
 Welding machines will be turned off when being moved or when the welder must leave
his work for any length of time.
 No welding or cutting will be done where flammable paints, compounds, or dust may
create a hazard.
 5kg ABC type fire extinguisher will be provided at the work location during welding,
cutting, soldering, etc.
 If normal fire prevention methods are not sufficient to adequately ensure the prevention
of fires, additional personnel will be added (fire watch) to guard against potential fires.

Fire watches will be trained and will remain at the location a sufficient amount of time
after work is stopped to ensure that no possibility of fire exists.
 Tanks, vessels, drums, etc., which have contained flammable or toxic liquids will be filled
with water or thoroughly cleaned before welding, cutting, or heating is undertaken on
them. If a toxic material is involved, the operation will be evaluated by the HSE&S
Department.
 Sufficient ventilation will be provided as needed to maintain welding fumes and smoke
below permissible exposure limits. Where sufficient ventilation cannot be achieved,
alternative methods approved by SA LPD will be developed.
 Where a preservative coating is present, the coating will be removed or alternative
methods approved by SA LPD will be used for a sufficient distance in each direction to
prevent appreciable heating of the coating.
 All cutting, welding, or burning operations to be done within confined spaces require
authorization from the HSE Department.
 Welding rods are not to be left in the electrode holder when in use. Used welding rod
stubs are to be put in metal containers.
 While the work in progress, a Fire watcher will be assigned along with a suitable capacity

11.6 TRAINING

All personnel are required to be knowledgeable on the common causes and types of fire and
must be familiar with the use of firefighting equipment. This is achieved by the use of a
comprehensive training that includes:
 Established training courses for all personnel joining the project, including a schedule of
planned and regular refresher courses.
 In-house documented firefighting training will be imparted to the ERT Members and for
those employees who are engaged in handling the flammable/ combustible material.
 Attendance at Third Party Training Courses for the Emergency Response Team
Personnel i.e. First Aid/BLS training, firefighting Training are the main one.
 Regular on-site drills and practices.
 Demonstrations and Participation of personnel at the mass TBT’s on a regular basis.

11.7 MOCK DRILLS


 Mock drills will be conducted at regular intervals according to an established program.
The drills will be used to practice and improve personal skills and knowledge in
firefighting techniques and to highlight any shortcomings in established firefighting
procedures. Emergency Mock drill (For fire Scenarios) will be conducted at site after the
getting the approval from SAPO & SA LPD. Emergency Mock drill will be planned on
quarterly basis and if Company instruct the drill will be aligned as per Company plan

12.0 RESPONSIBLITIES
 Prevention from fire is everyone’s responsibility.
 All personnel are responsible to inform their supervisor immediately, of any situation that
they consider being a potential fire risk.
 Visitors will not use fire extinguishers.
 Members of the firefighting crew are responsible to extinguish the fire in the shortest time
in direction of emergency response team leader who is appointed by Project
Management. (for further details, refer to Emergency Response Plan : SA-873-PL-9709)
 No personnel to attempt to fight a fire unless trained and authorized.
 HSE Department is responsible for firefighting equipment inspections.
 Electrical maintenance engineers or Technicians will take required safety measures
concerning the workplace electrical system.
 All supervisors are responsible to do regular checks on their designated areas.

13.0 FIRE PREVENTION

Prevention is the first line of defense against fire. All reasonably practicable measures will
be taken to reduce the fire risks to as low as reasonably practicable. Fire is a significant
hazard in every place that people work. All personnel should be aware of the fire protection
features of where they work and should be careful not to undermine their purpose. All
personnel should also practice fire safe behavior by identifying the hazards specific to their
area and using the appropriate preventative measures.
 All fires, regardless of severity, must be reported immediately to the Employer HSE.
 Good Housekeeping should be maintained in all work-sites.
 Fire protection equipment will be provided in all areas where combustible materials are
present. Regular inspections will be made by the HSE Department to assure that fire
extinguishers are in good working order. Non-emergency use of fire hydrants, hose
stations and valves will not be permitted unless authorized by the HSE Department.
 Clear access to all fire protection equipment will be maintained. Fire protection
equipment is to be used only for the purpose of protection.
 Fire escape routes of all buildings will be maintained and kept clear for safe egress.
 Smoking will be permitted only in designated areas.
 Unauthorized use of electrical equipment is strictly forbidden.
 No resistant type electric heaters will be allowed at offices. Only Oil contained heaters
can be used.
 Flammable, explosive and combustible materials will be strictly kept at safe distances
from heat sources.

 High risk locations such as LPG and Fuel Oil Tanks, High Voltage Units will be subject
to frequent controls.
 Fire extinguishers and related equipment will be located at easily visible points. These
points will be shown on Floor Emergency Escape plans which will be posted on each
floor.
 Where hot work is to be carried out in a hazardous area, minimum two fire extinguishers
will be available within 7.5 meters from each hot / flame / spark potential work location.
 Emergency exits and road crossings will be clearly marked and will be strictly kept open
without any obstacles preventing safe crossing.
 Circuit breakers of the electric system will be immediately closed by the responsible
persons in case of fire.
 Fuel substance tanks will be grounded.
 Hot work permit procedure and conditions to be adhered to all spark producing activities
will be in use during the Hot Works

14.0 PORTABLE FIRE FIGHTING EQUIPMENT


 Appropriate portable and mobile firefighting equipment will be located in accordance with
SAES-B-019 and as needed to address job site hazards (e.g., hot work activities).
 Firefighting equipment will be located at convenient, conspicuous locations and be easily
accessible
 For flammable/combustible liquid storage areas located outdoors, portable fire
extinguisher(s) suitable for the fire hazard involved will be located not less than 7.6 m
(25 ft.) not more than 23 m (75 ft.) from the fire hazard.
 For storage areas located outdoors without flammable or combustible liquids, portable
fire extinguisher(s) suitable for the fire hazard involved will be located so that maximum
travel distance to the nearest unit does not exceed 30 m (100 ft.)
 Firefighting equipment will be maintained in good working order and be protected from
harsh environmental conditions as needed (e.g., cover wheeled fire extinguishers).
 The area around firefighting equipment (e.g., fire extinguishers, fire hydrants) will be kept
clear so that they are readily accessible in case of an emergency.
 All applicable personnel (including contractor personnel) will be aware of the firefighting
equipment available on-site and will be trained in its use.
 Fire protection systems and equipment, whether temporary or permanent, will be
inspected and maintained in accordance with GI 1781.001.
 Equipment inspection records will be maintained (an inspection log book and equipment
inspection tags will be used at a minimum) and made available for review upon request
by Saudi Aramco.
 Any fire protection system component or firefighting equipment that does not pass
inspection will be immediately replaced or repaired.

 Safety red will be the identification color for all fire protection equipment per SAES-B-
067.

14.1 INSPECTION AND MAITENANCE


 Inspection, testing and preventive maintenance on all fire alarm, fire detectors and fire
protection systems such as fire pumps, fire water storage tanks, fire hydrants, hose and
reels, sprinklers, and portable fire extinguishers.
 All Inspection and maintenance will be under the control of HSE Department and the
respective locations HSE Office will keep all Inspections and maintenance records. B

 The minimum frequency of testing and inspection of Fire Protection Equipment is given
below in line with GI 1781:001 Supplement 3

 Fire protection systems and equipment, whether temporary or permanent, be inspected
and maintained in accordance with GI 1781.001. Refer checklist in Annexure 1.

 Inspection checklists for Fire Pump Hydrant, Fire Control Panel and Fire Extinguishers
are attached as Annexure 3, 4 & 5 respectively.
 Equipment inspection records will be maintained (an inspection logbook and equipment
inspection tags will be used at a minimum) and made available for review upon request
by SA.
 Any fire protection system component or firefighting equipment that does not pass
inspection will be immediately replaced or repaired.
 Safety red will be the identification color for all fire protection equipment per SAES-B-
067.
 Temporary wiring will be installed according to the provisions of NFPA 70. See Chapter
I-11, Hand Tools and Power Tools of this manual.
 Electrical equipment regularly checked for defects.
 Ground fault circuit interrupters (GFCIs) provided where required per NFPA 70.

 Smoking is permitted only in designated areas. “No Smoking” signs prominently


displayed, particularly where flammable or combustible materials are stored.
 Welding equipment, asphalt kettles, heating appliances and other open flames or hot
surfaces be segregated from flammable and combustible materials.
 Precautions implementation as needed to control indirect sources of ignition (e.g., hot
welding slag falling from a height or sparks from a fire under an asphalt kettle).
 Open fires and/or open burning of materials are strictly prohibited. Authorization will be
obtained from the SA Fire Protection Department.
 Proper bonding and grounding techniques used for any operation where static electricity
could become an ignition source.
 Ignition sources immediately will be removed (e.g., engines shut down) if there is a
hydrocarbon liquid or gas leak.
 Noncombustible or flameproof welding screens will provide around/under cutting,
welding, or burning operations that are adjacent to or above hydrocarbon operations or
flammable/combustible materials.
 Any cutting, welding, or burning operation requires an assigned qualified fire watch who
will remain in the work area during these activities and for no less than ½ hour after the
work has finished will be ensured.
