SHORT SERVICE EMPLOYEE (SSE) PROGRAM

1. PURPOSE
To identify new employees (experienced or inexperienced) on the project for less than six months to monitor
them more closely.

2. IMPORTANCE
Ø During the past decades, newly assigned employees in the construction and the safety group suffered
the highest fatalities and catastrophic injuries.
Ø Approximately 75% of fatalities occurred within the first year of service. About 43% occurred within the
first three months on their new assignment.
Ø There is an urgent need and opportunity for employers to address this problem and safeguard newly
hired workers. The following information will help create a Short Service Employee Program and
improve the existing one.

3. SCOPE
This procedure applies to all company facilities and worksites. It is essential to ensure that newly placed
employees work under the direction of experienced personnel.

Ø Short Service Employees should make up no more than 50% of a single crew at one time. Further, a
team of five employees or less should include no more than one Short Service Employee at a time. Sub-
Contractors should be included in this program.
Ø A Short Service Employee (SSE) should be under this program for at least three months until the SSE
demonstrates the knowledge and skills necessary to perform their task safely.

4. DEFINITION

Mentoring:

A process of transferring skills and knowledge from one person to another in a work environment.

Short Service Employee (SSE):

A new or inexperienced employee(Contractor or Sub-Contractor) with less than three months


experience in an assigned job.

Short Service Employee Mentor:

A person with at least six months of employment with the company demonstrated safe and efficient
work habits.

Supervisor:

The individual responsible for direct supervision and oversight of an employee.

5. CRITERIA FOR SELECTION OF SSE


An employee will be considered as short service employee if he satisfies the below requirements :

Ø Inexperienced worker/employee with zero months to 06 months experience


Ø New worker/employee with zero months to 06 months experience
Ø Experienced worker/employee who is new to the job type or whose new job scope is different from his
old job scope (example: if worker/employee was a construction helper and joins the company as mason)
Ø Experienced worker/employee whose industry experience is not fulfilling acceptance criteria for his new
work position (example: for quality inspectors who shall have a minimum of 03 years work experience to
be qualified)

6. RESPONSIBILITIES

Management Responsibilities:

The responsibilities of company leadership and management are to set the expectation and evaluate
effectiveness as follow:

Ø Make and demonstrate a personal commitment to a robust and functional Health, Safety, and
Environmental work culture.
Ø Establish a written, signed and date HSE Policy that sets compliance expectations for management and
employees.
Ø Provide employees access to company policies, standards and procedures.
Ø Establish a written HSE Orientation and Short Service Employee Programs for all employees newly
assigned to any job or task.
Ø Ensure that all employees new to a job assignment are identified to the responsible supervisor(s) and
placed into the HSE Orientation and Short Service Employee Programs.
Ø Audit review performance and take timely corrective actions to continually improve the effectiveness of
the orientation and Short Service Employee Programs.

Supervisor Responsibilities:

The responsibilities of the Supervisors in the Short Service Employee Program are:

Ø Know which jobs and crews are using Short Service Employee.
Ø Ensure Short Service Employees are appropriately identified per this plan.
Ø Develop and communicate Job Safety Analysis (JSA's) to affected personnel upon initial assignment
and when the operation changes.
Ø Ensure Short Service Employee Mentor possesses proper knowledge and skills in the assigned job.
Ø Ensure that the Short Service Employee is assigned a competent Mentor.
Ø Monitor the progress and development of SSE closely to ensure that the required skills are correctly
communicated.

Mentor Responsibilities:

The responsibilities of the Mentor in the Short Service Employee Program are to:

Ø Become an experienced and responsible person assigned by the supervisor to work with the new
employee?
Ø Be selected based on safe work history and policy/procedural knowledge.
Ø Be able to communicate the expectations and characteristics of work tasks and their associated
hazards.
Ø Have a patient disposition and the desire and willingness to devote the necessary time to succeed as a
mentor.
Ø Possess knowledge and skills in the job tasks assigned to the SSE.
Ø Be willing and able to effectively listen to the SSE to determine if the SSE is learning and retaining the
knowledge being shared.
Ø Be willing to watch an SSE perform a job without interfering as long as the SSE is not in a position to
harm themselves, others, the environment or the equipment.
Ø Adopt a positive safety attitude, avoid criticism, and strive to build confidence and self-esteem in the
SSE.
Ø Be able to teach the SSE the proper way to create a quality JSA and follow that JSA in performing
tasks.
Ø Keep abreast of new equipment in their field of expertise.
Ø Refrain from taking shortcuts and doing anything else that jeopardises health or safety.
Ø Demonstrate a positive work ethic at all times.
Ø Introduce the SSE Checklist (Appendix B) to the new employee. The checklist is a tool to train the new
employee and monitor progress.
Ø Review the checklist with the new employee periodically over six months, and forward the information
for supervisor and management review.
Ø Follow all company policies and procedures.

Short Service Employee (SSE) Responsibilities:

The responsibilities of the Short Service Employee are to:

Ø Follow the instruction or direction of the assigned mentor.


Ø Establish a positive safety attitude toward assigned job tasks.
Ø Understand and follow the required approved JSA relevant to the assigned task.
Ø Be willing to learn how to do each task safely and environmentally soundly.
Ø Stop and report unsafe conditions immediately.
Ø Participate in safety meetings.
Ø Follow all safety rules and company policies.

HSE Supervisor Responsibilities:

The responsibilities of the HSE Coordinator in the Short Service Employee Program are to:

Ø Serve as subject matter resource in safety to support the Supervisor and SSE.
Ø Ensure the SSE gets the necessary safety training and follow all policies and procedures.
Ø Ensure that the SSE wears the required identification to be recognised when on the job site.

7. PROCEDURES
The following procedures apply to the Short Service Employee Program:

Notification (Appendix-A):

Ø L&T Head Office (HR) will notify the Project Manager of the arrival of the newly hired employee, where
the Project Manager will analyse whether the newly hired employee is a short service employee or not
Ø Once confirmed that the newly hired employee is a short service employee, the project manager will
direct a newly hired employee to the safety department. The safety supervisor will train the newly hired
employee on the fast service employee program and hand the SSE to a specific task supervisor.

Safety Orientation:

Ø Safety department will provide a project-specific safety orientation. The orientation will also include a
Job Orientation Checklist (Appendix B) that the supervisor reviews with each newly hired employee.
Ø Each SSE will be provided safety orientation based explicitly on job position and job-related topics
before performing job tasks.
Ø Company policies, standards and procedures will be communicated to the SSE during orientation.

Ø SSE will sign an attendance record of the satisfactory completion of the safety orientation, which will be
kept in his file.

Training:

Task Supervisor will ensure that each SSE is properly trained per project requirements before starting work
when the employee is hired.

Ø The employee is appointed a new job assignment.


Ø The employee is exposed to new substances, processes, procedures, equipment, etc. that represent a
new hazard to the employee.

Note: The supervisor will ensure that each SSE is adequately trained in:

Ø The hazard(s) present in the workplace


Ø The policies, procedures, processes and PPE required to control these hazards and prevent illnesses,
injuries, property damage and environmental incidents for their assigned task.
Ø The skill necessary to conduct their assigned jobs safely and efficiently.

Identification System:

Ø It is essential for engineers, supervisors and co-workers to recognise a Short Service Employee;
therefore, an identification system is developed for this purpose. The identification system
communicates to the workforce that the Short Service Employee is in a transitional period. It will not be
a designation of in-experience or used to mark an employee with lower skill sets.
Ø SSE Sticker will identify the SSE on Helmet. The Supervisor and the SSE Mentor will provide
supervision and not allow the SSE to perform any task they have not been adequately trained. The
Supervisor and the SSE Mentor will ensure that the SSE understands the task to be completed and all
hazards associated with such a job.
Ø The Supervisor will remove the SSE sticker from the helmet upon expiration of the SSE term and after
verifying that the SSE exhibits a knowledge and skill level to perform the job task assigned.

Documentation:

Ø The HR Officer completes the SSE Notification form for new employees (Appendix A) and forwards it to
the site project manager.
Ø Upon completion of training, the task supervisor signs off and forwards the notification to the project
manager. The project manager will return the SSE notification form to the HR Officer. All SSE
Orientation and Training records shall be maintained at the worksite by the Safety department and task
supervisor.

SSE Quality Assessment and Control:

Ø Project manager and safety manager shall review the effectiveness and quality of the Short Service
Employee Program at least annually.
Ø Documents for SSE like job-specific safety training and Safety orientation shall be kept for auditing
purposes to check the documents' accuracy, timelessness, and completeness.
Ø Onsite inspection should be conducted to ensure that supervisors, mentors and Short Service
Employees adhere to the SSE Program.
Ø The number of incidents involving new employees shall be measured, compared to the general
workforce and evaluated for trends or performance variations.
Ø Project Manager shall ensure that all program deficiencies are promptly corrected and document
