For that reason Ec/Io is poor.

Causes: Due to missing NBR with detect set handover not perform. 1 st carrier RSCP & Ec/Io threshold limit
cross and call transferred to 2nd carrier as a result call droop.

and add some NBR cells as to make a dominant server in that area to
