EXECUTIVE ORDER NO. 2021-01

REORGANIZING THE BARANGAY COUNCIL FOR THE PROTECTION OF

CHILDREN (BCPC) OF BARANGAY #18 SAN ISIDRO, PASUQUIN, ILOCOS
NORTE.

WHEREAS, DILG MC 2002-121 dated August 5, 2002, enjoins all Local Chief
Executive to organize Local Council for the Protection of Children (LCPC) in their
respective areas of jurisdiction and take the lead in implementing all children-
related programs, projects and activities and their localities;

WHEREAS, the DILG shall be responsible in overseeing the organization and

functionality of the Council;

NOW THEREFORE, I, ELVIRO B. CALDITO, Punong Barangay of Brgy. #18

San Isidro, Pasuquin, Ilocos Norte, by virtue of the powers vested in me by law, do
hereby order:

Section 1. Composition. Pursuant to DILG MC 2002-121 there is hereby created a

Barangay Council for the Protection of Children which shall be composed of the
following:

Section 2. Functions. The BCPC shall have the following functions:

1. Foster the right of every child.

2. Adopt measures for the health and welfare of the children
3. Promote wholesome entertainment in the community
4. Provide coordinate linkages with other agencies in planning, monitoring
and evaluation or plans for children
5. Establish and maintain a Database on Children
6. Protect and assist children in need or special protection
7. Monitor situational reports on children
8. Take steps to prevent juvenile delinquency and assist parents of children
with behavioral problems.
9. Advocate the establishment and maintenance of playgrounds and day
care centers
10. Advocate the passage of barangay resolutions responsive to child
related issues and concerns.

Section 3. Effectivity. This Order shall take effect immediately.

EXECUTIVE ORDER NO. 2018-06

REORGANIZATION OF THE BARANGAY ECOLOGICAL SOLID WASTE

MANAGEMENT COMMITTEE (BESWMC) OF BARANGAY #18 SAN
ISIDRO, PASUQUIN, ILOCOS NORTE.

WHEREAS, RA 9003, otherwise known as the “Ecological Solid Waste

Management Act of 2002”, and relevant provisions of RA 7160, provides that
“local government units shall be primarily responsible for the implementation
and enforcement of RA 9003 within their respective jurisdiction.”

WHEREAS, the implementation of programs, projects and activities relative

to this mandate would contribute a long way in attaining a clean, sanitary
and healthy environment, which in the long run, the people would benefit
from;

WHEREAS, the Barangay Ecological Solid Waste Committee shall see to it

that the duties and functions shall be performed accordingly;

NOW THEREFORE, I, ELVIRO B. CALDITO, Punong Barangay of Barangay

#18 San Isidro, Pasuquin, Ilocos Norte, by virtue of the power vested in me
by law, do hereby order:

Section 1. Organization/Reorganization. The Barangay Ecological Solid

Waste Management Committee is hereby created.

Section 2. Composition. The BESWM Committee shall be composed of the

following:

Section 3. Duties and Functions. The BESWM shall have the following
duties and functions:

1. Develop a ten-year BSWM Plan to ensure long-term Ecological Solid

Waste Management programs within the barangay.
 2. Adopt measures to promote and ensure efficient implementation of
solid waste management programs within the barangay.
3. Adopt revenue generating measures to promote the viability of the
BESWM Plan
4. Conduct regular meetings for the purpose of planning and
coordinating the implementation of the BESWM Plan;
5. Monitor/oversee the implementation of the BESWM Plan;
6. Review every three years or as the need arises, the BESWM Plan to
ensure its sustainability, viability, vitality, effectiveness and
relevance to local and international development in the field or solid
waste managements;
7. Develop specific mechanics and guidelines and implement the
BESWM Plan; and
8. Call on any concerned agency or sector as it may deem necessary
for support for other appropriate actions.

Section 4. Funding. The funding for the operation of the Committee shall
be taken from the 20% Development Fund of the barangay.

Section 5. Effectivity. This Order shall take effect immediately upon

approval.
