1 INTRODUCTION
1.1 Purpose
This Practice is intended to provide a specification for purchase, including design,
fabrication, inspection, testing, shipment, and documentation, for
metal–enclosed, gas–insulated switchgear up to 34.5 kV for application in process
industries.

1.2 Scope
The requirements of this Practice shall apply to metal–enclosed, gas–insulated
switchgear (GIS) up to 34.5 kV for indoor installation in unclassified areas.
The GIS shall consist of vacuum or SF6 circuit breakers, three–position
disconnector/earthing switches, voltage and current transformers, busbar
compartments, cable termination compartments, digital protection and control
system, driving mechanism and control cabinets.

2 REFERENCES
Applicable requirements in the latest edition (or the edition indicated) of the
following industry standards and references shall be considered an integral part
of this Practice. Short titles will be used herein when appropriate.

2.3 GIS internal components shall comply with the applicable international standards
listed in IEC 60694, Clause 1.2.

2.4 Any conflicts between the referenced documents shall be identified to the Buyer
in writing for resolution. In general, when resolving conflicts, the following order
of precedence shall apply:

3 DEFINITIONS
Applicable terms to switchgear and its components are defined in Clause 3 of IEC
60298 and 60694.
Buyer: The party who awards the contract. The Buyer may be the owner or the
owner’s authorized agent.
Manufacturer: The party responsible for fabricating the required component(s).
The Manufacturer may or may not be the Seller.
Seller: The party awarded the contract.

4 SERVICE CONDITIONS
The GIS equipment shall be designed to perform satisfactorily under the following
ambient conditions unless otherwise specified on the Data Sheet:

4.1 Ambient conditions within the limits of 15 C and +40 C.

4.2 Altitude of installation does not exceed 1000 m.

4.3 Humidity within the limits of 0 – 95% non–condensing.

4.4 Unless otherwise specified on the Data Sheet, the GIS shall be installed inside
a building with air conditioning. However, the GIS shall perform satisfactorily up
to its rated capacity, continuously, without deterioration and shall not suffer any
damage during failure of the air conditioning system. When the air conditioning
system is out of service, ambient temperature may reach 45 ºC and relative
humidity 100% non–condensing.

4.5 Unless otherwise specified on the Data Sheet, the GIS shall be installed inside
either a prefabricated building supplied by Seller or a building constructed in the
field by others. When specified on the Data Sheet, the Seller shall provide a
prefabricated building (“electrical power center”) in accordance with PDVSA
N–264 (PIP ELSSG11 and ELSSG11D).

4.6 When the GIS is specified for outdoor use on the Data Sheet, an overall enclosure
according to PDVSA N–270 (PIP ELSSG12 and ELSSG12D) shall be provided.
Manufacturer shall take into consideration all relevant site data, including the
thermal effect of solar radiation.

5 RATINGS
5.1 The power system parameters, which the GIS will be connected to, and the ratings
of the GIS assemblies, based on IEC 60694 Clause 4, shall be as provided by the
Data Sheet and as given in this Practice.

5.2 The GIS rated voltage shall be selected from the values listed in IEC 60694
Sub–clause 4.1.1 Series II, based on the current practice in North America.

5.3 The rated insulation level of the GIS shall be selected from table 1b of IEC 60694
Sub–clause 4.2.

5.4 The temperature rise of any part of the GIS shall not exceed the limits specified
in table 3 of IEC 60694.

5.5 The rated duration of a short circuit (tk) shall be 3 seconds.

5.6 Unless otherwise specified on the Data Sheet, the rated supply voltage of closing
and opening devices and of auxiliary and control circuits (Ua) shall be 125 VDC.

When AC voltage is required for some auxiliary circuits, it shall be 120 VAC, 60
Hz.

5.7 The rated pressure of SF6 supply for insulation and/or operation shall be per
Manufacturer standards.

6 BASIC CONSTRUCTION
6.1 Switchgear Assembly
6.1.1 The GIS shall be designed, assembled and tested according to applicable clauses
of IEC 60298, 60466, 60694 and their referenced standards.
6.1.2 The GIS shall be of the freestanding design, accessible from the front and (if
required) from the rear for operation, inspection and maintenance.
6.1.3 Design must allow for future extension without extensive modifications to the
existing switchgear. The design of the GIS shall be such as to enable extensions
to be added at either end with the minimum disturbance to the installed equipment
and without circuit outages or complete shutdown of the switchgear. Shutdown of
the switchgear shall only be made after the extension is done and at the moment
of coupling of the system.
6.1.4 The GIS shall be of modular construction using standardized and interchangeable
equipment modules. The modules shall be coupled together using standard and
sealing arrangements.
6.1.5 The assembled equipment shall be capable of withstanding electrical,
mechanical, and thermal ratings of the specified system. All joints and
connections shall be able to withstand the forces of expansion, vibration,
contraction, and specified seismic requirements without deformation,
malfunction, and leakage.
6.1.6 Equipment proposed shall be of standard design, with at least five years of proven
satisfactory operation under similar conditions.
6.1.7 All equipment and material shall be prefabricated, factory assembled, tested, and
shipped in the largest practical assemblies.
6.1.8 The GIS shall consist of individual SF6 gas filled compartments completely
isolated from each other. SF6 gas supplied shall fulfill the requirements of IEC
60694, Sub–clause 5.2.
6.1.9 The GIS shall be designed and constructed so as to minimize maintenance
requirements to the maximum possible extent. The expected life cycle shall be
at least 20 years.

6.2 Busbars
6.2.1 The busbar compartment shall contain the following:
– The main busbars
– The two–position upstream disconnector switch
– The tee–off connections.
6.2.2 The main busbars shall link the contiguous functional units without using
intermediate partitions in order to have a continuous duct.
6.2.3 The electrical connections between the various individual sections of
busbars/busducts and between them and other parts of switchgear shall be made
by means of multiple plug–in contact connectors so that electrical connection is
automatically achieved when bolting one section to another. Contact material shall
be silver–plated copper.
6.2.4 All conductor connections between bus bar sections shall be of sliding contact
type with multi–finger plug, in order to absorb the conductor longitudinal, thermal
expansion.
6.2.5 The fixed contacts and the fingers of the movable section shall be silvered coated
to reduce the contact resistance and minimize the production of metallic dust.
6.2.6 All connections and conductors shall be capable of carrying the continuous
current, without exceeding the temperature specified in IEC 60694, subclause
4.4.2. The conductors and connections shall be capable of withstanding the
electrodynamic forces under short circuit conditions.
6.2.7 Removable sections located on busbars, between adjacent compartments, shall
be provided for easy dismantling/reassembling facilities.
6.2.8 All insulators shall be made of cast resin with alumina filler in order to prevent
chemical attack from the SF6 decomposition products.
6.2.9 Insulators acting as gas barriers, including conductor and enclosure seals shall
be gas–tight. They shall be capable of withstanding at least three times the
maximum pressure differential that could occur across the barrier.

6.3 Enclosure
6.3.1 The GIS shall have an external metal enclosure intended to be earthed and
complete except for external connections. Enclosure design and construction
shall meet the applicable requirements of IEC 60298 Sub–clause 5.102.
6.3.2 Bus enclosure design and material shall be according to Manufacturer’s
standards but single–pole enclosures are preferred, unless otherwise specified
on the Data Sheet.

6.3.3 The degree of protection for high–voltage enclosures shall be IP 65.The degrees
of protection for terminal boxes, mechanism boxes and control cubicles shall be
IP 31D minimum for indoor applications, as per IEC 60529. When an outdoor
application is specified on the Data Sheet, an overall enclosure shall be supplied
according to PDVSA N–270 (PIP ELSSG12 and ELSSG12D).

6.3.4 For operational and maintenance reasons, the gas insulated system shall be
divided into independent gas compartments. The location of each gas–tight
barrier shall be properly and permanently marked.

6.3.5 Each gas compartment shall be supplied with a gas–density–monitoring device


to continuously monitor the gas within the compartment. Each device shall provide
remote signaling contacts for alarm purposes when the gas density drops below
a recommended level and when it reaches the minimum safe operating limit. All
contacts shall be wired to the respective control cubicles.

6.3.6 It shall be possible to calibrate and replace the gas–density monitors while the
switchgear is in service and without removing gas from the compartment.

6.3.7 Long–term SF6 gas tightness shall be ensured. The total gas leakage shall not
exceed 1% per year.

6.3.8 The GIS design shall avoid the occurrence of internal flashover, even if the SF6
gas pressure drops to atmospheric level. The equipment shall be able to operate
during a long period of time and to withstand the expected maximum
phase–to–earth voltage with SF6 gas at atmospheric pressure.

6.3.9 The GIS shall be rated as arc–resistant, according to IEC60298 Sub–clause


5.101.4 and Appendix AA. The overpressure created by arcing faults shall in no
case be allowed to exceed the withstand capability of the enclosure and shall be
relieved automatically and instantaneously through appropriate pressure relief
devices. Suitable deflectors shall be fitted on each pressure relief device to
prevent any fragmented parts from flying out or any gasses escaping in a manner
that could endanger personnel who may be present.

6.3.10 The thickness of the enclosures shall prevent a melt–through or puncturing of the
enclosure, with the maximum single–phase short–circuit current stated on the
Data Sheet. The possibility of arc traveling may be considered in this respect and
the above requirement on thickness shall apply for the zones where the arc is
stable.

6.3.11 Each gas compartment shall be provided with its own static filter, molecular sieve
or similar device capable of absorbing residual or penetrated moisture and arc
products throughout the maintenance–free period.

6.3.12 Exterior surfaces of the GIS shall be painted. Surfaces shall be cleaned by
sandblast or by chemical process, before been painted with two coats of oil and
weather resistant paint. The final coat shall be 70 microns thick as a minimum; a
satin mat finish with a high scratch resistance is preferred. The outside color shall
be Manufacturer’s standard or light gray RAL 7032 epoxy polyamide as indicated
on the Data Sheet. The Seller shall furnish one quart of touch–up paint for each
five (5) vertical sections and for each paint color used. Nuts and bolts shall be
made of stainless steel.

6.4 Earthing System


6.4.1 Earthing system shall be in accordance to IEC 60694 and 60289 Sub–clause 5.3.
6.4.2 The GIS earthing system shall be designed and arranged to minimize adverse
voltage effects due to internal or external short–circuit currents or due to transient
currents resulting from the operation of circuit breakers and
disconnectors/earthing switches.
6.4.3 All components of the switchgear that are at earth potential shall be electrically
bonded together and connected to a continuous earthing bus extended
throughout the entire length of the switchgear. Connecting points for earth
conductors from the switchgear’s earthing grid shall be provided in regular
intervals on this earthing bus.
6.4.4 The earth continuity between adjacent metal enclosures shall be ensured through
the flanges. The maximum potential difference between any point on the
enclosure and the nearest ground pad or between any two points on adjacent
enclosures shall not exceed 25 volts for all short–circuit or switching conditions.
6.4.5 Manufacturer shall perform a detailed analysis of the voltage phenomena
resulting from transient currents in the GIS and provide Buyer with a complete
report of all calculations and all expected voltages, including hand–to–foot,
hand–to–hand and metal–to–metal touch voltages, to be encountered on the GIS.

6.5 Power Circuit Breaker


6.5.1 The continuous and short–circuit current breaking medium shall be vacuum or
SF6.
6.5.2 Circuit breakers shall be fixed mounting type, rated and tested in accordance with
IEC 62271. Rated values shall be as specified on the one–line diagram(s) or the
Data Sheet.
6.5.3 Circuit breaker operating mechanism shall be spring stored energy type for
standard 0–3min–CO–3min–CO switching cycles at 100% rated power. It shall be
possible to charge the stored energy mechanism either manually or by motor.

6.5.4 All circuit breakers shall be electrically trip–free and with anti–pumping circuits.
The operating mechanism shall be positively latched in both open and closed
positions. The dependence on operating mechanism pressure to retain a breaker
in the open or closed position is unacceptable.

6.5.5 Operation will normally be performed from a remote or supervisory position, but
facilities shall be provided for local, manual emergency tripping by mechanical
release. This manual tripping device shall be protected against accidental
operation.

6.5.6 The operating mechanism shall be provided with indications and alarms to report
the occurrence of a failure or malfunction of the system. The alarms shall be
provided with two sets of independent contacts rated 5A minimum. Abnormal
mechanism conditions shall be alarmed before they lead to breaker lockout. The
alarm and lockout signals shall be derived from independent sensors.

6.5.7 Main contact position shall be indicated by directly activated auxiliary position
switches, wired to terminal blocks. The amount of N.O. and N.C. contacts shall the
Manufacturer’s standard or the required by the application.

6.5.8 An indicator shall be provided on each circuit breaker operating mechanism to


show the circuit breaker open or closed position. The indicator shall be
mechanically coupled to the operating mechanism and shall be clearly visible from
ground level with the doors of the mechanism cabinet closed. Only one inscription
shall be visible at any time.

6.5.9 Means shall be provided to monitor and alarm the excessive running time of the
operating mechanism charging motor.

6.5.10 Operations counter with four (4) digits without reset shall be provided for each
breaker.

6.5.11 Maintenance intervals of circuit breakers shall not be less than 25 full rated
short–circuit interruptions, 10,000 rated current interruptions and 100,000
mechanical operations. Maintenance activities shall comprise only simple
inspections and no exchange of parts or complex adjustments that would require
the presence of a Manufacturer’s representative.

6.5.12 Checking the contact condition of the interrupter elements must be possible
without disturbing any other gas compartment and without dismantling the
operating mechanism. Safe replacement of the breaker interrupters must be
possible while the remaining switchgear is “live”.

6.6 Disconnector/Earthing Switch


6.6.1 Means to safely isolate and earth any incoming and outgoing feeder in the
switchgear shall be provided. Manual operated single–break disconnectors shall
be used for no–load switching, suitably interlocked with the circuit breaker and
provided with emergency manual operators.
6.6.2 Disconnector/earthing switches shall be fixed mounting type, rated and tested in
accordance with IEC 60129. Rated values shall be as specified on the one–line
diagram(s) or the Data Sheet.
6.6.3 Disconnector/earthing switches shall be designed to withstand the rated and fault
currents of the largest circuit breaker that can be fitted into the switchgear. All
switches shall be three–phase, three–position, manual–operated with integral
mechanically operated auxiliary switches.
6.6.4 Disconnector/earthing switches shall be located on the bus–side and shall have
fault–current withstand capacity. Circuit breaker shall be responsible for final
earthing of the circuit with the protective relays connected.
6.6.5 Disconnector/Earthing switches shall be equipped with an externally removable
earth connection. The removable connection shall allow measurements of circuit
breaker and disconnector operating times, voltage drop on the main current path,
insulation power factor measurements, primary current injection for current
transformer tests and checking of protective relays, all without extracting SF6 gas
or other components.
6.6.6 A “test and prove dead” device shall be provided near each high speed–earthing
switch. It shall be possible with such device to ascertain that a particular feeder
or incoming line is dead before the related earth switch is closed.
6.6.7 The location and amount of Disconnect/Earthing switches must allow to positively
isolate any equipment during maintenance, guaranteeing personnel safety.
6.6.8 Auxiliary switches shall be supplied with and directly operated by each operating
mechanism to indicate positively whether each pole is open or closed. The
number of normally open (NO) and normally closed (NC) contacts per each
operating mechanism shall not be less than 10 NO + 10 NC, or as required by the
application. These contacts shall be wired to terminal blocks in the local control
cubicles.
6.6.9 When a Disconnector/Earthing switch is being closed, the NC contact shall be
open and the NO contact closed before the Disconnector/Earthing switch reaches
its flashover gap. The NO contact shall close at least 100 ms before the
Disconnector/Earthing switch main contact can start carrying current. When the
Disconnector/Earthing switch is being opened, the NC contact shall not close or

the NO contact open before the Disconnector/Earthing switch contact gap has
exceeded its flashover gap (before full insulation is secured). The NC contact shall
open before the NO contact closes.

6.6.10 Each switch shall open or close only by means of a manually actuated drive. The
moving contacts shall not move due to gravity or other means even if a part fails
or is removed. The operating mechanisms shall be so designed that the switch
cannot be opened by forces due to currents passing through and it shall be
self–locking in the Open, Closed and Earthed position.

6.6.11 The shafts of the operating cranks of the three poles shall be mechanically
coupled via operating linkages and actuated jointly by one common mechanism.
The gear arrangement shall not require periodic maintenance or lubricating
service.

6.6.12 The method of operation of disconnector/earthing switches shall ensure that when
operated manually in a fault–making situation, backlash of the operating handle,
in detrimental to the operator safety, shall not occur.

6.6.13 Mechanical indicators connected directly and permanently to the operating shaft
are required to positively display the actual switch position. The indicators shall
be constructed in such a manner that only the appropriate position can be seen.

6.6.14 The disconnectors/earthing switches shall be provided with padlocking facilities


to allow mechanical blocking of the three poles in ON, OFF and Earthed positions.

6.6.15 Interlocking devices must provide absolute and positive protection against
potentially harmful malfunction of the switchgear.

6.7 Current Transformer


6.7.1 Current transformers (CTs) shall be of the ring core bar type (toroidal design) and
shall be accommodated within the metal enclosure of the switchgear, in a separate
gas compartment to the circuit breaker.

6.7.2 Cores for protection and metering shall be provided according to single–line
diagrams. The individual cores shall be magnetically independent of each other.

6.7.3 Accuracy classes and burdens shall be in accordance with IEC 60044–1, as
specified on the single–line diagram(s) and/or the Data Sheet. They shall be
suitable for their intended service within the measuring and protective system of
the switchgear. Final determination of the ratios will be done together with the
awarded Manufacturer. Secondary current of current transformers shall be 5 A,
with burden capacity suitable for electronic protective relays and required
measuring and metering equipment.

6.7.4 Secondary windings and connected equipment shall be protected against


damage by electrical contact with primary conductor at system voltage, as a result
of breakdown of insulation, by an earthed shield between the primary conductor
and the secondary windings. Damping of very fast transients transferred to the
various protections and measuring relays shall be ensured by means of capacitors
located between this earthed shield and the metal enclosure.
6.7.5 All secondary winding ends and tapping of each compartment shall be brought out
through gas–tight bushings to terminals in the respective control cabinet. These
terminals shall be of the disconnectable link type.

6.8 Voltage Transformer


6.8.1 Voltage transformers (VTs) shall be of inductive, three–phase type and shall be
accommodated within the metal enclosure of the switchgear, in a separate gas
compartment to the circuit breaker. As an alternative to inductive type VTs, the
Seller may propose optical coupled VTs with previous approval by Buyer.
6.8.2 Accuracy classes and burdens shall be in accordance with IEC 60044–2, as
specified on the single–line diagram(s) and/or the Data Sheet. They shall be
suitable for their intended service within the measuring and protective system of
the switchgear.
6.8.3 Voltage transformers shall be able to withstand the full rated power–frequency and
BIL voltage specified for the entire switchgear.
6.8.4 They shall be capable of discharging the capacitance of cables and switchgear,
which may remain connected to them during switching operations.
6.8.5 All secondary–winding ends shall be brought out to terminals in the control
cabinet.
6.8.6 Miniature circuit breakers for protection of voltage transformers secondary side
shall be provided in the respective control cubicle and shall be labeled to indicate
their function, phase identification, etc. Enough auxiliary contacts shall be
provided for alarms and blocking functions.
6.8.7 It shall not be necessary to remove the voltage transformers to carry out a cable
high–voltage testing. Primary three–position switches shall be provided to allow
disconnection of voltage transformers.

6.9 Power Cable Terminations


6.9.1 The cable compartments of the switchgear panels shall be equipped with cable
terminations and their accessories according to the size and number of cables per
phase indicated on the one–line diagram(s). When indicated on the Data Sheet,

bus ducts shall be supplied to connect power transformers to the GIS incoming
circuit units.
6.9.2 Suitable means shall be provided by the Manufacturer to enable the switchgear
to be completely filled with SF6 gas and tested, even when a cable is not available.
6.9.3 Power cable compartments shall have cable supports to avoid mechanical
stresses at cable terminations, bushings and current transformers.
6.9.4 Cable terminations shall have a symmetric position to allow easy phase
interchanges.
6.9.5 All high–voltage cables shall be connected from below through cutouts in the floor,
unless otherwise specified on the Data Sheet.
6.9.6 Sufficient space must be provided on or around the switchgear to terminate and
connect these cables. Suitable cable support and earthing facilities must be
provided in this area.

7 PROTECTION, SUPERVISION AND CONTROL


7.1 Local Control Panel
7.1.1 Each circuit breaker feeder shall be provided with an integrated local panel that
shall house all equipment required for protection, supervision, local control and
interfacing with other switchgear panels, substation local control computer and
with a remote control system, as specified on the one–line diagram(s).
7.1.2 The connection between the local control panel and the high–voltage equipment
shall be of the conventional type (hardwire). As an alternative, the Seller may
propose an electro–optical digital switchgear controller for the drive mechanism,
previous approval by the Buyer.
7.1.3 Each feeder shall be equipped with a microprocessor–based bay control unit
mounted in the respective local control panel. The bay control unit shall comprise
an integrated display with related operating pushbuttons. It shall replace the
formerly common variety of conventional components such as mimic panels,
pushbuttons, key operated switches, meters, indicators, alarm annunciators,
auxiliary relays and remote control interfaces.
7.1.4 The bay control unit shall provide self–supervision of the complete control,
measurement and data transfer system to the high–voltage equipment.
7.1.5 All bay control units shall be interconnected by means of a fiber optic interbay bus.
The interbay bus shall allow fast and reliable data transmission among the bay
control units and among the bay control units and the substation control system.

7.1.6 The bay control unit software shall be fully customized, allowing programming of
the functionality for data acquisition and processing, measurement, control,
interlocking, signaling and interfacing.
7.1.7 The bay control units shall be independent of each other and the operation shall
not be affected by any fault occurring in the other bay control units of the
substation.
7.1.8 Manufacturer shall take into consideration the suggestions contained in Technical
Report IEC TR 62063 applicable to the use of electronic and associated
technologies in the GIS auxiliary equipment.

7.2 Protective Relay Systems


7.2.1 Multifunction relays for metering, relaying and control shall be provided as
indicated on the one–line diagram(s). Arrangement of these devices shall be
subject to Buyer’s approval.
7.2.2 Relays shall be of the semi flush type, with rectangular dust–proof enclosing cases
and anti–glare glass. The Manufacturer shall supply tagging for these devices.
The terminals that supply current to relay shall be shorted out automatically when
equipment is removed.
7.2.3 Cautions shall be taken to prevent accidental relay malfunction due to vibrations
or impacts, i.e. while opening or closing cubicle doors.
7.2.4 Relays shall have separate contacts for each function and shall be connected to
terminal blocks.
7.2.5 Multifunction relays shall be provided with test blocks for testing purposes. Test
provisions shall permit shorting of current transformer circuit(s). The Seller shall
supply all necessary wiring tool sets and test plugs for relay maintenance
purposes. As a minimum, test blocks shall include:
– Current signals
– Voltage signals
– Auxiliary voltage
– Tripping signals.
7.2.6 AC and DC voltage control buses shall be run through the entire lineup. Control
voltages shall be as indicated on the Data Sheet. Miniature circuit breakers with
auxiliary contacts for alarm shall be provided in each compartment for AC and DC
control circuits, such as closing, tripping, protection, and alarms.
7.2.7 Circuit breaker control switches shall have a mechanical flag indicator with red and
green markers to indicate the last manual operation performed.

7.2.8 Visual indicating LEDs shall be provided as required. Incandescent bulbs are not
acceptable.
7.2.9 Terminal blocks for all external control connections shall be 600 volt, and having
a minimum rating of 20 amperes with marker strips identifying all internal and
external wiring.
7.2.10 All multifunction protective relays shall be microprocessor–based numerical type.
7.2.11 Each protective relay shall be capable to record on its memory, registered values
on a fault, even after de–energize the relay.
7.2.12 Protective relays shall have a self–monitoring function, which must block its
operation and generate local and remote signaling in case of a malfunction.
7.2.13 Protective relays shall be capable to be adjusted and controlled locally through a
portable computer connected to a serial port relay, and remotely through a serial
port. Communication protocol shall be per Manufacturer standards or as specified
on the Data Sheet. Adjustment information such as events and measures shall
be accessible remote and locally.
7.2.14 Protective relays shall have a transient recorder function, which shall be capable
of processing and recording, as a minimum, twenty time–stamped events with the
following information:
– All analogic and digital input channels to relay selectable between voltages,
currents, frequency, breaker status, blocking commands, etc.
– All digital output channels of the relay, such as tripping, control and
blocking/interlocking commands.
– All logic internal signals.
7.2.15 A transient recording evaluation software shall be provided by Seller to be
installed on a portable computer and on the local remote control system
computer(s) when applicable.
7.2.16 Protective relays shall be modular. Processing (CPU), Input/Outputs (I/O) and
communication modules shall be separated physically, in order to allow
replacement of the affected module.
7.2.17 Values of all input binary signals, all internal logic signals and measure signals
shall be accessed from the relay’s front display.
7.2.18 Different access levels shall be established. Relay configuration changes or
adjustment parameters shall be done through password input.
7.2.19 All setting parameters shall be input via the integrated operator panel and display,
or via a PC under user control. The parameters shall be stored in a non–volatile
memory, so they must be secure even during interruption of the supply voltage.

7.3 Control Wiring


7.3.1 Control wiring shall be 600 V, 105 C flame retardant insulation type, stranded
copper and minimum gauge of 1.5 mm2. Currents transformer secondary wiring
shall be minimum 2.5 mm2.
7.3.2 Control wiring shall be installed such that the likelihood of damage during normal
operation, maintenance and fault conditions is minimized. Control cables shall be
placed within removable cover plastic trays filled up to 60% of maximum internal
capacity. Exposed wiring shall be reduced to a minimum.
7.3.3 Cable groups subjected to bending (as those feeding instrument board) shall have
enough length to prevent stresses at connecting points.
7.3.4 Control wiring shall be terminated with insulated ring–type or pin type crimped
connectors. Metallic parts of these crimped connectors shall be non–ferrous and
corrosion resistant.
7.3.5 Wiring shall be permanently marked at both ends by plastic ferrules,
thermocontractible or self–laminated markers indicating the local and the remote
connection point reference. Identification of control wires and terminals must
conform to the symbols used in circuit diagrams.
7.3.6 Test type terminal blocks shall be supplied to allow measurement, continuity
checking and secondary injection in current and voltage circuits.
7.3.7 Terminal blocks shall have a minimum of 20% free points for future use. Each core
of cable shall be separately terminated.
7.3.8 Terminal blocks shall be arranged so that all–incoming control cable be connected
on one side and internal wiring on opposite side.
7.3.9 Current transformer connecting terminal blocks shall be of the short–circuit type.
7.3.10 Spare contacts for devices shall be connected to terminal blocks clearly identified.

8 TEST
8.1 Design (Type) Tests
Copies of Certified Reports of all design (type) tests described in IEC 60694 and
60298 Clause 6 shall be provided to Buyer. Type test will only be acceptable to
Buyer if the equipment offered is of a basically similar design and of the same
material specification as the original equipment on which the type tests were
performed.

8.2 Production (Routine) Tests


8.2.1 All production tests described in IEC 60694 and 60298 shall be made and
Certificate Reports shall be submitted to Buyer. Individual components shall be
tested according to applicable IEC standards.

8.2.2 The control wiring insulation test shall be performed by applying 1500 volts to
ground, 60 Hertz for 1 minute. Switchgear mounted devices that have been
individually tested may be disconnected with the permission of Buyer. All control
and protective circuits of breakers shall be checked for functional operation, which
shall verify the correctness of wiring.
8.2.3 All polarity verification shall be performed using primary injection.
8.2.4 To meet conformance requirements, all assemblies must successfully pass all
tests described above.
8.2.5 Buyer reserves the right to observe the manufacturing, fabrication, or any part of
work which concerns the subject equipment, inspect materials documents and
manufacturing operations, witness the final test, and evaluate results of
nondestructive examinations, when specified on the Data Sheet. Seller shall
afford Buyer or Buyer’s assigned inspector free plant access, suitable facilities,
and 15 (15) working days notice of scheduled work on the contract.

9 NAMEPLATES
9.1 Permanent engraved lamacoid nameplates shall be provided identifying each
compartment front mounted instruments and devices, including transformers,
circuit breaker, and auxiliary compartment. Equipment and terminal blocks within
the compartments shall be suitably identified. Relays shall be designated as to use
and the phase to which they are connected. Nameplates shall be mounted with
self–tapping stainless screws. The following caution plate shall be provided on the
door of each cubicle that contains devices such as VTs connected to the line side
of the incoming main breaker:

9.2 All devices inside the cubicles shall be identified with cloth markers or engraved
lamacoid nameplates mounted with stainless steel screws. Adhesive–backed
plastic labels shall not be used.

9.3 Each circuit breaker shall be provided with a nameplate indicating the maximum
value of full wave rectified DC (Hi–pot) for checking the integrity of the interrupting
chambers.

9.4 A stainless steel nameplate, according to IEC 60694 and 60298 Sub–clause 5.9,
showing manufacturer’s name, type and identification number, year of
manufacture, continuous current rating, interrupting rating in amperes, and
maximum voltage rating shall be provided on each circuit breaker and switchgear

assembly. Line up nameplate shall also include bus bracing in kA (asymmetrical)


along with the description of arc–resistant type construction and the rated service
pressure range(s) of SF6 at various operating temperatures.
9.5 Each instrument transformer must have its own rating plate with the information
as required in IEC 60044. These rating plates must be mounted adjacent to the
secondary terminal box of the individual instrument transformer. Inside of, or
adjacent to each terminal box cover, a durable circuit diagram of the instrument
transformer must be installed, with all terminal and ratio markings of the device.
9.6 Each compartment shall be identified with the feeder designation according to the
one–line diagrams.

10 DOCUMENTATION
10.1 Documentation Content
10.1.1 Drawing for each lineup of the switchgear shall have a unique number provided
by Buyer.
10.1.2 Drawings shall have a space on the right hand bottom corner for Buyer’s title block.
10.1.3 Schematic drawings shall include the following information as a minimum:
a. Complete schematic diagram with item numbers corresponding to bill of materials
b. Operation and contact arrangement of over–current and control relays, and all
switches
c. Contact position of all components in shelf (normally de–energized) position
d. Cross–reference to bill of materials and other drawings
10.2 Seller Drawing and Data Requirements
10.2.1 Seller shall provide one reproducible set of drawings plus the specified number
of copies of all documentation and operating manuals as indicated on the Data
Sheet. Format for reproducible drawings shall be CAD convertible .DXF electronic
format, unless otherwise specified on the Data Sheet.
10.2.2 Language in all documents and drawings shall be Spanish unless otherwise
agreed upon. Dimensions shall be in metric SI–units only. Dual–language
documentation is generally acceptable but is subject to Buyer’s approval.

11.5 Equipment shall be protected from weather elements during shipping.

11.6 Seller shall ship one set of installation, operation, and maintenance manuals with
the equipment.

11.7 All breakers shall be shipped separately in weather–tight packaging, suitable for
outdoor storage.

12 TRAINING
12.1 When specified on the Data Sheet, the Seller shall provide factory and/or on–site
training school for customer’s operations, maintenance and service personnel.
The training school shall include classroom discussion on the theory of operation
of the equipment, as well as maintenance and service methods for the purchased
equipment. Topics covered shall include safety, hardware layout and functions,
power & control wiring, diagnostic indicators, keypad/display interface, software
mapping, programming, setup, configuration, operational indicators, faults,
diagnostic tools, troubleshooting, and preventive maintenance.

12.2 Hands–on training shall be provided on equipment of the same design as that
provided. Documentation shall be provided which shall include actual manuals for
the equipment and drawings/schematics of equipment supplied.
