Introduction
For many years UPWSP provided and still providing many supportive areas to water service
providers such as conducting knowledge exchange sessions, workshops, conferences, training
events, and periodic meetings in the fields of management, administration, and technology.
The services provided covered different fields that are necessary for efficiency and continuity
of water providers such as wastewater management, operation and maintenance of water
supply systems, non-revenue water, software and systems for utility management, geographic
information system (GIS), customer service management, and financial management.
UPWSP work continuously for improving water and energy efficiency in water and wastewater
facilities owned and or operated by UPWSP members in Gaza and West Bank where
accordingly UPWSP will perform this study where the results will be shared through capacity
building component for the Engineers and operators of selected WSP.
The study under consideration will provide and establish the principles for improving water
and energy efficiency at water and wastewater facilities as a pilot case study where similar
activities will be expanded to include another group of facilities based on the lessons learned
upon completion of this study.
The study will cover Seven wastewater pumping stations in different locations in Gaza Strip
and one water pumping station in Nablus in West bank. The selected locations are:

3. Hesbit Al Samak Wastewater P.S (Khan Younes)
4. Al Majadla Wastewater P.S (Khan Younes)
5. Al Qatatwa Wastewater P.S (Jabalia)
6. Batn Al Sameen Wastewater P.S (Khan Younes)
7. Al Sawarha Wastewater P.S (Al Nusseirat)
8. Ein Dafna water P.S (Nablus)
This project is funded by German Government through the Deutsche Gesellschaft für
Internationale Zusammenarbeit (GIZ) and will be managed by the Union of Palestinian Water
Service Providers, UPWSP.
Study objectives
The main objective of this consultancy service is to conduct detailed study for improving water
and energy efficiency for targeted water and wastewater facilities owned and or operated by
selected UPWSP members in Gaza and West Bank, and the outcomes shall be brought forward
to the second phase to implement and apply for pilot measures to improve water and energy
efficiency in different facilities. The project also involves capacity building measures for the
operators of the selected facilities.
In specific, the objectives of this study from the respective importance to the UPWSP are
comprising of several tasks listed here below:
o To Evaluate the existing operational conditions of selected pumping stations in
Gaza and West Bank.
o To achieve optimal operation procedures and recommendations and apply it to
solve the existing problems and failures including the production of standard
operation procedures SOP.
o To recommend technical measures to be taken to scientifically achieve the
procedures to rehabilitate, extend, or reconstruct the existing facilities.
o To improve output of existing facilities - when output can be maximized owner
gets the most benefit from his investment.
o To improve energy efficiency - continuously monitor the fuel inputs and utility
outputs to optimize energy efficiency and utilities operation
o To introduce alternative energy sources such solar and wind energy
o To carry out training in Gaza and West Bank for the other service providers in
order to share the study results and to enhance practical knowledge exchange
o To introduce SCADA.
o To evaluate PLC and MDB.
1. KEY ISSUES
At each existing pumping station, there are different levels of operational problems due to
equipment aging, improper designs and installations. Some of them are working properly but
needs more technical and operation evaluation requested by Coastal Municipalities Water
Utility (CMWU) and major detectable problems and faults include but not limited to:
▪ The pump does not deliver the required quantity compared to energy
consumption (high deviation in the pump curve),
2. TASKS TO BE PERFORMED
1. Data collection
Collecting data and determine the general operating conditions of water facilities
and specify for the most effective energy saving opportunities.
2. Field Measurements
Carry out all relevant field measurements for each facility focusing electrical,
energy and hydraulic parameters enabling the calculation of specific energy
consumption as per each electric appliance and each facility and provide energy
balance to determine the main losses of energy and recommend for mitigation
measures.
7. Action Plan
Physical and theoretical basis, procedures, Implementations, repairs, and specific
activities that allow a water service to carry out the energy saving in pumping
systems shall be developed all based-on data collected and analyzed as well as
saving opportunities identified.
Action plan shall include the preparation of the following:
• Concept report
• Feasibility report
• Design Drawings
• Technical Specifications
• Bills of Quantities
• Time Implementation Plan
• Financial Implementation Plan:
o Short term
o Mid – term
o Long-term
8. Training
To guarantee that the assessment of the existing facilities and the identified
energy saving opportunities will be considered by the higher and lower
management levels at each targeted facility a capacity building program will be
carried out for the different levels of management of the selected facilities in Gaza
and West Bank.
Such program shall include but not limited to the following activities:
o Explain methodology used to assess the existing water and /or wastewater
facilities
o Explain all measures used to identify the opportunities of water and energy
savings.
o Conduct site visits to targeted facilities and demonstrate the methods used
to assess the existing conditions of the facility with all needed indicators and
to what extent the saving opportunity is valid and can be considered for
further actions.
o Explain all results and conclusions of the conducted assessment and show
how it is important to implement the tasks related to opportunities of water
and energy savings

o Assist the high management level in preparing the Immediate, Short, Mid,
and Long-term implementation plans.
o Conduct site visits to newly constructed facilities equipped with most recent
technologies (where possible) related to Energy Management System EMS,
SCADA, automatic control valves, monitoring & control, and non-
conventional power supply.
o Schedule training events in coordination with the UPWSP, so that the UPWSP
will be able to send invitations to Water Service Providers (WSPs)
accordingly.
o Prepare a final report about the training events with detailed information
about each training event concerning the training objectives, approach,
participants, evaluation of the training, recommendations for upcoming
training events, etc.
3. EXPECTED OUTCOMES
The main outcome from this proposal is the identification of energy saving opportunities
and the application of these opportunities on site considering the approved budget.
Among such opportunities the following:
The bidder must provide a clear overview of all proposed short-term experts and their
individual qualifications.

1. The Consulting Company shall submit Three original copies and three electronic
copies of the study documents mentioned in Item 9 and in Items 1 and 2 of the
above table (Study, Analysis and Re-design, Concept repots, Feasibility Report,
Design Report, Tender documents, Professional Training, Completion Reports
after implementation, etc.)
2. The Consulting Company Shall provide UPWSP by weekly progress report for
the project activities shows the detailed planned works compared by the detailed
completed activities
3. Selection of training participants will be done by UPWSP.

10. The Consulting Company shall submit 3 original copies and 3 electronic copies
of the following outputs:
- The training course materials
- Signed Trainees attendance sheet
- Copies of certificates distributed to the participants
- Final Report on the training event, key issues dealt with, and recommendations
The a.m. work shall be duly undertaken within 14 weeks starting from the date of signing the
contract tentatively on 15/ July / 2020 and ending on 31 Oct. 2020. The Consultant company
shall take the following dates in consideration
- Offer Submission dead line 7th July 2020
- Evaluation of offers and selecting the consultation company 14 July 2020
- Kick of Meeting 15th July 2020
- Project Finish Date 31st Oct. 2020
2. Project Evaluation:
1. The bidders shall present in the technical proposal their experience related to the
study scope of work and training.
2. The Price offer for training events shall include venue and catering cost
3. The Bidder will be responsible for all required logistics to complete study
activities (Permits to Gaza, Accommodations, transportations…)
4. The Bidder shall have specialized staff in Gaza and West Bank for the study
activities as well as for the Trainings in Gaza and West bank.
5. The Bidder shall submit a valid deduction at source with the offer, any offer
without valid deduction at source will be rejected.
6. The price offer has to be vat excluded.
7. The bidder shall include in the technical offer the detailed work methodology and
work plan.
The bidder’s offer shall include the CVs of staff proposed in the technical offer.

8. The bidders shall submit their technical and financial offers each one in a closed
separate envelop.
Highest technical score gets the weight of offer 60% of the total mark.
Lowest financial offer gets the weight of 40% of the total mark.
Any bidder has a technical evaluation score less than 50%, will be rejected and his
closed envelop of the financial offer will be send back.
The Bidders shall submit technical and financial offers each one in a closed separate
envelop in the UPWSP office at 7th July 2020 before 1:00 pm.

4. Payments
The tasks specified in the Terms of Reference shall be duly undertaken within the period
specified. Payment arrangements, other terms, conditions and/or obligations will be stipulated in
the contract. UPWSP will provide the consultant with relevant documentation and available
information regarding the project details.
