2021 DEVELOPMENTS

Low base and new launches drive recovery of beer in India

In 2020, beer faced the steepest decline because the 41-day lockdown coincided with peak
consumption season in India. Additionally, as beer has a limited shelf life, many manufacturers
were forced to destroy inventory. While the second wave of the pandemic in the first half of 2021
presented challenges for on-trade’s recovery, off-trade availability was not impacted. In addition,
close to half of beer sales occur during the summer months and India experiencing an early
summer boded well for the category.
Despite overall demand for beer remaining below pre-pandemic levels in 2021, manufacturers
are optimistic about a full recovery over the forecast period. Therefore, players have been
focusing on launches that provide different options to local consumers. For instance, UB Group,
part of Heineken NV, launched Heineken Silver. In addition, Anheuser-Busch InBev India Pvt
Ltd started manufacturing Hoegaarden and Corona Extra in India, while Carlsberg launched a
wheat variant to match the changing preferences of consumers in India.

On-trade gradually recovers, supported by increasing mobility and outlet

footprint
In 2021, on-trade establishments were allowed to operate without restrictions for most parts.
As mobility improved, so did demand for beer through this channel. India is home to more than
300 million millennials, and this demographic represents an enormous potential for on-trade
outlets extending to fresh beer. Despite the second wave of COVID-19 during 2021, this did not
dampen enthusiasm among manufacturers.
India witnessed a steady influx of manufacturers opening their outlets across metro and Tier 1
cities. Scottish manufacturer BrewDog opened its first outlet in February 2021 in Mumbai and
has plans to a further 10 microbreweries in the near future, extending to 100 microbreweries in
India over the forecast period. Similarly, Anheuser-Busch InBev is collaborating with The Indian
Hotels Company Limited (IHCL) to launch 15 microbreweries at premium hotels across India.
Meanwhile, in March 2021, Bangalore witnessed the opening of the world’s largest
microbrewery, Ironhill. The microbrewery is spread across an area of 130,000 sq ft.

Taxation continues to be the most significant factor limiting beer’s

growth
India does not have a uniform taxation system but a state-controlled one. In most states,
alcoholic drinks are taxed on overall volume rather than pure alcohol content, making beer

BEER IN INDIA Passport 2

inaccessible compared to other geographies. However, there are some exceptions. The
Haryana Government’s policy takes into consideration not only the alcohol content but also the
implications of consuming beverages with a higher alcohol content on health. Many players
continue to push for a fairer playing field within beer, encouraging state governments to consider
how tax reforms influence consumption patterns in the country. According to players, this can
only be achieved through clear demarcation between drinks with a low and high alcohol content.
Beer producers have also highlighted that most global markets calculate tax based on pure
alcohol content.

PROSPECTS AND OPPORTUNITIES

Premiumisation supports beer manufacturers as they continue to

grapple with inflation
All alcoholic drinks manufacturers, including those producing beer, will face the brunt of
inflation in 2022, driven by supply chain disruptions due to the war in Ukraine. Costs for
ingredients, packaging and labelling, transportation and labour are all significantly rising, directly
impacting the bottom line for manufacturers. Therefore, players want to raise their prices.
However, state-controlled taxation and regulation are a primary hindrance as state governments
are unwilling.
Players are therefore considering other strategies such as controlling operating costs or
focusing on premium products with higher margins to absorb the inflation. Beer manufacturer B9
Beverages Pvt Ltd (Bira 91), grappling with a more than 70% rise in aluminium prices and over
30% rise in barley and wheat costs, is focusing on launching products with a more premium
positioning to absorb the price hike.

Beer players will continue to diversify across channels over forecast

period
Even before the emergence of the pandemic, several microbreweries were entering or
planning to enter the packaged beer space. These microbreweries have built substantial equity,
and it was time to cater for a more extensive customer base by expanding distribution. The
pandemic derailed some of these plans. Microbreweries became one of the most significant
casualties, as they were not allowed to operate for most of 2020 and some parts of 2021. The
pandemic also made them realise that their business model is heavily dependent on on-trade,
encouraging them to diversify the risk. Arbor, Geist, Red Rhino, and Toit are just some of the
microbreweries that have either started to sell beer via off-trade or are considering entering this
channel.
Alternately, some manufacturers are opening their on-trade establishments, including B9
Beverages, which initially opened two microbreweries, while Anheuser-Busch InBev first started
7Rivers microbrewery in Bangalore to extend fresh beer to customers and entered packaged
beer with its 7Rivers brand. By adapting and expanding their reach, opening exclusive on-trade
establishments can provide an excellent platform to test new products in the market and pair
drinks with food to develop unique taste profiles. These initiatives can also benefit their off-trade
sales. Beer producers are likely to continue to identify new such strategies in the future.

E-commerce can disrupt distribution, but current implementation needs

developing
Alcoholic drinks remains one of India's last few industries to be disrupted by e-commerce.
During the pandemic, many state governments allowed online ordering and delivery of alcoholic

BEER IN INDIA Passport 3

drinks to maintain social distancing. Delivery was operated by e-commerce players and third
party aggregators. However, the model fizzled out without significantly contributing to overall
sales.
The model also varied by state. In West Bengal, the aggregator took care of last mile delivery,
whereas in Maharashtra, the retail store was responsible for delivering the product. However,
more importantly, in almost all cases, the channel was intrinsically bound to the retailers.
Regulations in India do not allow manufacturers to sell directly to consumers. Moreover, some
retailers are opposed to adopting e-commerce platforms. As the products are purchased directly
from the retailers, an additional delivery charge is levied, making the channel unattractive to
many consumers. Lastly, several state governments did not clarify detailed regulations around
e-commerce, leading to confusion among stakeholders.

CATEGORY BACKGROUND

Lager price band methodology

Most beer brands in India either fall within the mid-priced or premium segments. Total volume
sales of lager are most robust for premium products, but many premium beer brands are subject
to downward price pressure and aggressive promotional strategies through off-trade channels.
Kingfisher Ultra is a domestic premium brand while others, such as Amstel and Beck’s, are
included under the imported premium segment. Price and alcohol content are typically
connected in lager, with brands featuring higher alcohol content likely to be more expensive. In
the off-trade channel, imported brands also tend to carry a higher price. Brands such as Knock
Out and UB Export Lager Beer represent the mid-priced band, the smaller band by total volume.
Kingfisher Strong, Tuborg and Carlsberg Elephant represent premium brands. Very few brands
in lager are present in the economy band because beer is not taxed in India based on pure
alcohol content, making it an expensive product.

According to the Craft Brewers Association of India, a craft brewer must be:
▪ Small – Annual production of less than 10 million litres

▪ Independent – Less than 25% of the craft brewery should be owned or controlled by a
beverage alcohol industry member
▪ Traditional – The majority of its total beverage alcohol volume should be in beer, the flavours
of which derive from traditional or innovative brewing ingredients and their fermentation.
