DIVISION MEMORANDUM

1. The Schools Division Office of Camarines Sur hereby announces vacancies for
Master Teacher I and Master Teacher II positions, due to the promotion/ retirement of
the incumbents, which are open for filing of application.
2. All interested and qualified applicants should meet the following entry
requirements per MEC Order No. 10, s. 1979, Implementing Rules and Regulations
for the System of Career Progression for Public School Teachers.

3. The Office shall adopt an open ranking system based on the guidelines and
criteria set forth in the following:
a. MEC Order No. 10, s. 1979, Implementing Rules and Regulations for the System
of Career Progression for Public School Teachers;
b. MEC Order No. 29, s. 1979, Clarification on Guidelines for Implementing the
Career Progression System;
c. Division Memorandum No. 471, s. 2021, Guidelines on Recruitment, Selection
and Placement for SDO Camarines Sur; and
d. Division Memorandum No. 63, s. 2022, Corrigendum/Addendum to Division
Memorandum No. 471, s. 2021.
5. Qualifiers for Master Teacher I and Master Teacher II positions who are included
in the valid existing Registry of Qualified Applicants (RQA) dated July 2022 onwards
and intend to retain their scores are advised to submit letter of intent to retain scores
on or before July 31, 2023. These qualifiers may no longer join the comparative
assessment.
6. For previous qualifiers who are included in the valid existing Registry of Qualified
Applicants (RQA) dated July 2022 onwards and intend to update their scores, they
are required to submit new and complete documents for each criterion they intend to
update as indicated in Enclosure No. 1, B. Criteria and Documents for Evaluation on or
before July 31, 2023. They shall join the comparative assessment.
10. This agency upholds Equal Employment Opportunity Principle, “that there shall
be no discrimination in selection of employees on account of age, school, gender, civil
status, disability, religion, ethnicity, social status, income class, paternity and
affiliation, political affiliation or other similar factors/personal circumstances which run
counter to the principles of merit, fitness for the job and equal opportunity”.
11. Please refer to Enclosure No. 3 for the Duties and Responsibilities of Master
Teacher I and II positions.
12. Expenses of the HRMPSB relative to the evaluation of documents, interview and
preparation of rank list shall be charged against local funds subject to the usual
accounting and auditing rules and regulations. Transportation/ food expenses of
applicants may be charged against school MOOE/ other local available funds subject to
the usual accounting and auditing rules and regulations.

A. Basic Requirements.
These are documents required to determine the qualification of the applicant for inclusion in the
comparative assessment. INCOMPLETE SUBMISSION will render the applicant
DISQUALIFIED to proceed with the process. Disqualified applicants will be informed through
a text message by the HRMPSB Secretariat.
Documentary Evidences:
a. Approved proposal signed by ASDS (if the applicant is the proponent)
b. Technical Report signed by ASDS (if the applicant is the proponent)
c. Sample copy of the materials
d. Certification of teachers who adopted the materials
e. Result of the Validation and Copy of the Validation Instrument used
f. Certification of the school head corroborated by five (5) teachers involved in the activity
g. Certificate as writer/illustrator (if division, regional and national initiated)
h. Memorandum where the candidate is stated as a writer (if division, regional and national
initiated)
Documentary Evidences:
1. Designation as Coordinator/Adviser for 2 school years signed by the PSDS for District
Coordinators & School Heads for School Coordinators
2. Action Plan for every school year claimed and approved by the SH or PSDS
3. Accomplishment Report for every school year signed by the PSDS for District Coordinators
and School Heads for School Coordinators
4. For Adviser of School Publication, 2 copies of publication for the 2 school years claimed
5. Certification for serving as subject coordinator, DepEd Programs Coordinator, Grade level
Chairpersons, Adviser of Interest Clubs & satisfactorily discharged such assignment for 2
school years signed by the PSDS for District Coordinators and School Heads for School
Coordinators corroborated by five (5) teachers within the school/district
School Level : 10 points
CRITERION C 12 POINTS
District Level : 12 points
Guidelines:
• Curriculum Study Committee may include work on Intervention or Enhancement across all
learning areas, assessment, monitoring and evaluation.
• Committee to prepare Curriculum Materials may include preparation of modules, guide,
manuals, lesson plans, worksheets, exercises, workbooks (implemented for at least 1
quarter)
• Committee to prepare school program/s may include preparation of special educational
programs created in support to the different DepEd (DO/RO/CO) programs which aim to
improve school performance such as testing, reading, math, remedial, enrichment and other
curricular related programs (implemented for at least 1 quarter)
Documentary Evidences:
1. Memorandum on the organization of the special committee signed by the PSDS for District
level & School Head for School level
2. Project Proposal signed by the PSDS for District level & School Head for School level
3. Action Plan signed by the PSDS for District level & School Head for School level
4. Copy of the outputs – curriculum materials or prepared program
5. Accomplishment report signed by the PSDS for District level & School Head for School level
6. Certification for serving as Chairman of a special committee corroborated by 5 teachers
within the school/district involved in the activity
Guidelines:
• Research (action or applied) must be approved by the Assistant Schools Division
Superintendent thru channels for DepEd applicants.
• Researches must be compliant to the Research Management Guidelines (Source: DepEd
Order No. 16, s. 2017).
• For participation as member of such activity will be given 7 points
• Applicants are not limited to only one research until they get the maximum points.
Documentary Evidences:
1. Copy of the approved research proposal signed by the ASDS
2. Copy of the completed research report duly acknowledged and noted by SDRC and approved
by ASDS.
CRITERION E 12 POINTS
Guidelines:
• Community Project or Activity may include feeding program in the community health and
wellness and nutrition program, agro-industrial fair, ecological/ environmental preservation
project, Rural Improvement Project, Community Literacy Program, among others.
• The project is community- based, not school- based and sponsored by any of the following:
LGU, Rural Improvement Club, other government agencies or non- government organization.
• Project leader/organizer shall be given 12 points; while participation as a member of the
project/program as certified shall be given 7 points.
Documentary Evidences:
1. Designation / memorandum/ certification signed by the school head/ concerned agency
head
2. Action Plan indicating the activities for every school year claimed approved by School Head/
PSDS and head of other agency
3. Accomplishment report indicating the activities conducted attested by the SH/PSDS and
head of other agency for every school year claimed
4. Certificate of Recognition / Appreciation signed by head of agency involved
5. Certification as coordinator/member of the project for at least 2 school years signed by the
school head/ concerned agency head/ school head and concerned agency head
The In-service activity shall mainly for the improvement of instruction and/or professional
development of teachers based on development needs.
Documentary Evidences:
1. Memorandum where the candidate is designated as Chairperson/ Organizer/ proponent of
the in-service training or other similar learning and development activity/ies
2. Training proposal approved by the school head for school level/ PSDS for district level
3. Accomplishment report signed by school head for School level/ PSDS for District level
4. Certification for organizing/ managing the in-service training or other similar learning and
development activity/ies signed by the school head/ PSDS and corroborated by 5 teachers
within the school/district involved in the activity

Cong. District : 2 points
CRITERION G 10 POINTS Division : 3 points
Regional : 5 points
National : 10 points
Credited with meritorious achievements such as: Trainer /Coach of contestants who received
prizes in the National, Regional or Division Level.
Guidelines:
• This must be either a DepEd sponsored or endorsed activity
• Trainor or coach to contestants who received prizes, commendations or any form of
recognition or placed 1st to 5th and up to 7th place for campus journalism
• Contestants are bonafide students of the school.
• Contest may be academic, socio-cultural, community activity or athletic competition which
is not part of a regular lesson/activity.
• Claim is supported by a certificate of commendation or recognition where name of claimant
as coach/ trainer is explicitly stated.
• Appreciation of points will be cumulative in nature.
Documentary Evidences:
1. Certification as winning coach of an event signed by the School Head for School level and
PSDS for district and higher levels, corroborated by 5 teachers within the
school/district/division
2. Memorandum or Certificate of Award/s citing the rank

CRITERION H 10 POINTS
Authorship
H.1. Book
• Sole authorship of a book, workbook, textbook and module shall be given 10 points;
• For co-authorship, 5 points.
Documentary Evidences:
1. Books must have been published with ISBN/ISSN by a recognized publishing company.
2. Copy of published book/s

1. Memorandum where name of candidate is included as writer
2. Certificate as writer signed by the head of the agency or his/her authorized representative
3. Final copy of the material/s as published
H.3. Articles
• Should have been published in newspapers/ magazines/journals of wide circulation at least
within a province/city or official websites. Articles must have a minimum of 1000 words, and
must be educational in nature. Online publication of articles shall be in an official website
of DepEd division/region/central office for DepEd applicants, and reputable educational
website for non-DepEd applicants
• Articles published shall be granted 1 point per article.
Documentary Evidences:
1. Certification from the publisher indicating the date, title and number of words of the article
2. Copy of the journal/ newspaper/ magazine of wide circulation where the article was
published.
3. For online publication, provide the Uniform Resource Locator (URL) in the website.
• The folders and envelope must have the NAME and POSITION APPLIED FOR
printed on the front. The following are the colors of folder for the position applied
for:
Master Teacher I - Light Pink
Master Teacher II - Dark Pink or Magenta
• Documents inside the folders are best labelled/tabbed and in the order as listed
in this enclosure for easy location during evaluation.
