1 Introduction

This Method Statement is written to provide a comprehensive step-by-step account of how FSA

and or our subcontractor, intends to undertake Part #2 of the Cycle bridge and pedestrian bridge
steel assembly and installation.
It aims to demonstration that FSA have a definitive safe system of work for the activities
considering all reasonably foreseeable Health, Safety and Environmental hazards and associated
risks.

2 Scope

Scope of work Connection Design, General arrangement drawings, Supply of materials, Fabrication,
supply, and installation of Cycle bridge steel structure according to the following Sequence of the
works:

1. Transportation of the Segments (Logistics).


2. Site Assembly
3. Lifting of Bridge Deck
4. Connections (Welds/Bolting)
5. Required Test

4.1 Personnel

All Supervisors are responsible for putting the workforce to work. They must ensure there is a ‘Safe
Place of Work’ for the workforce and that the workforce adopt ‘Safe Systems of Work’ utilizing
safely maintained plant and equipment.
The Supervisor is responsible for undertaking a Job Safety Analysis (JSA) to identify any site /
location specific Hazards and Risk that may exist, and determine what additional precautions are
required prior to the workforce commencing work. The proforma for undertaking this task is

contained within Appendix B.
In addition, the Supervisor will complete the ‘Site Supervisors Checklist’ contained in Appendix C to
ensure all necessary measures have been put in place prior to the workforce commencing work. Refer
also to section 20 – Training and Briefings.

Project Manager / Construction Manager

Project Manager / Construction Manager have the operational responsibility for the
Implementation of the Safety Program on the projects, and actively participate with all other
Contractors, Clients HSE Committees and Incentive program. He ensures the client safety
requirements, OSHA Standards, Requirements of relevant Saudi Arab Government Workmen’s
Regulations, Applicable client/ IBSF, Royal Commission Management Procedures, other relevant
local regulations required of the work and training requirements are initiated and ensure they are
complied with Supervisors, Foremen and all Employees.

Installation Supervisors\
All project Supervisors shall ensure that all Foremen and workers are complying with all applicable
Project safety rules and regulations. Supervisors shall inform and advise the Foremen of forthcoming
hazardous activities, to enable them to inform the Employees involved of those hazards. Supervisors
shall conduct Job Safety Analysis, STA, and Weekly Toolbox Talks and inform employees of the
safest way to perform tasks.

Installation Foreman
All Foremen will conduct Job Safety Analysis and Weekly Toolbox Talks on various topics
including forthcoming hazardous operations ensuring all participants are fully aware of the potential
hazards involved. Foreman shall enforce the use of Personal Protective Equipment by all employees,
ensure all work areas are safe, tools in good condition and its usage in a safe Manner.

4.2 Supervision (Continued)


Supervision is key for ensuring safe work at workplace. He must ensure under no circumstance shall
operatives be put at risk. Supervision must intervene wherever the workplace becomes unsafe and or
wherever they witness unsafe acts / conditions.
Wherever operatives work in an unsafe manner and display unsafe behavior. The Supervisor must
suspend the work and immediately inform FSA HSE personnel who will implement the FSA Unsafe
Behavior process.
Refer to section 21 ‘Unsafe Behavior’.

4.3 Competency Certification

Wherever Competency Certificates are required e.g., 3rd Party, for skilled operatives, these will be
provided by the Project Manager / HSE Officer for inspection prior to undertaking any work to which
this Method Statement relates. Copies of Competence certification will be always available on site
readily available for inspection / audit within the FSA HSE Officers Site Safety Pack (SSP).
The FSA HSE Team will carry out regular checking to ensure competency certification is up to date
and where relevant located within Plant & Equipment and held by the operative in person.
A fully competent FSA HSE Team will monitor the implementation of this Method Statement.

The lifting team:

We will have multiple lifting teams; each team will consist of:

3. Crane operator – Aman Kumar Ujjagar
4. Rigger 2 numbers – Moazzam Shahzad, Muhammad Quraish
5. Erectors – 4 ~ 6 number
The Details of the lifting team will be provided in the lifting plan.

5 Permits to Work
The Following Permits will be required as part of the activities to which this Method Statement
relates.

 Hot wok
 Working at Height
 Confined Space Entry
 Restricted Space Entry
 Lifting Plan/NOC
 Road closure permit

All Permits will be issued received and cancelled by trained competent personnel. This Training will
be checked by the FSA HSE Team. All Operatives will be briefed on the requirements of Permits by
the Supervision in direct control; of the work activities to which they relate. No work shall
commence until al control measures are in place and checked by FSA Supervision.
A Fully competent FSA HSE Team will monitor the implementation of these requirements.

Lifting Permits will only be issued following the submission of a comprehensive Lifting Plan
completed by a competent Lifting Supervisor dependent upon the weight and complexity of the lift.

A copy of all Lifting Plans and risk assessment must accompany this Method Statement.

5.1 HOT WORK


Any work that develops sparks, flames, or sufficient heat to cause ignition to explosive
atmosphere/flammable materials and applies to use of spark or flame producing tools and
equipment including the use of internal combustion engines.
Example: Work on or near live electrical apparatus, vehicle, entry into tank areas, welding,
burning, grinding, or blasting.

5.2 CONFINED SPACE ENTRY

Before a PTW is issued, it may be necessary to secure a confined space entry permit for entry of
personnel into any space or structure (beneath of deck, if required for MEP installations ) not
normally intended for human occupancy in which entry, movement within or exit is restricted (Note:
in most cases, a hot or cold work permit is also required).
5.3 PERMIT ISSUERS
FSA have its own HSE System including PTW, EHS Procedures, EHS Plans, and hierarchy of
management. Therefore, all permits and documents shall be in accordance with FSA HSE System,
and shall be implemented and followed by all sub-contractors, suppliers and service providers
including IBSF.
FSA designates employees authorized to approve work permits for work performed by
subcontractors. All subcontractors including IBSF must hold an approved or issued permit or
badge signed by the FSA HSE Manager and concerned department head indicating the types of
permits they are authorized to approve according to the type of activity and FSA HSE system.
The FSA HSE Department has to assign the HSE Supervisor to review the work permits. The
HSE Supervisor is competent and familiar with the requirements of the work permit system and
understands the duties associated with issuing and receiving work permits, but does not have

approval or Receiving authority for work permits. Unless it’s by HSEM or HOD.

5.4 PERMIT RECEIVERS


Contractor employees responsible for the performance of work on equipment/machinery or
property and who have been authorized to receive work permits, such as Job Supervisors/Foreman
(in cases where the work is being done by a group of workers) or individual craftsmen and
technicians. This individual must successfully complete a work permit training course and hold a
Permit Receiving Badge/ID signed by the HSE-Manager and concerned department head.

5.5 RESPONSIBILITY
It is the responsibility of the Site construction team to ensure compliance to the Permit to Work
System.

5.5.1 HSE Department


 The FSA HSE Department is responsible to supervise and monitor the implementation of the
PTW System, safe work procedure and ensure all participating personnel are aware of
requirements and are competent to perform the work.
 The FSA HSE Department shall oversee all ongoing activities to ensure conflicts and increased
risks are not caused through simultaneous activities. All work requiring permits is identified.
 Each permit contains clear description of work to be done, its location, start time and its
duration.
 Any PTW that may affect another are clearly and effectively cross referenced and managed.
 Suspend any PTW that would create a hazard if undertaken at the same time.
 A list of people deemed responsible to issue a PTW is made available.
 Permits do not exceed 8hrs or the end of the shift whichever comes first, and this could be
extended for a maximum of 4 hours.
 Any work continuing after the shift change will not resume until new permits are issued.

IBSAF HSE Responsibilities


 IBSF HSE team shall report to FSA HSEM for all working for effective implementation of HSE
management system.
 IBSF HSE shall ensure the shift change handover procedure is properly followed, and transfer of
responsibilities has been completed if permit extension is requested.
 IBSF HSE shall ensure that the work of an urgent nature or any unfinished work may continue
during the shift change period provided that an agreement has been made between outgoing and
incoming shift in-charge staff.
 IBSF HSE Shall ensure that the spot Checks on the PTW System are carried out.

5.5.2 PERMIT ISSUER


The Permit Issuer is responsible for the work area and the work to be performed and shall ensure

that:
 All hazards associated with the proposed work are identified.
 All safety measures required for the job have been identified.
 The work site has been inspected and all safety measures are in place.
 No work will commence until the PTW has been signed.
 Before the PTW cancellation or close out that all precautions or isolations required to be
withdrawn are completed and any associated systems are returned to normal operating
condition.
 They are also responsible for carrying out Spot Checks on the PTW System.
 When work is completed, and the work permit is signed off the Permit Issuer closes the work
permit and restore the equipment to operation or make sure that everything is restored back to
normal.

5.5.3 PERMIT RECEIVER


The Permit Receiver (Work Performing Authority) shall complete the permit and any associated
permits and ensue that:
 The requirements of the permit are understood by all personnel working with the permit.
 Any training or instruction required for the work is given before the work commences.
 No work is commenced prior to the issue of the PTW by the HSE Department.
 When the job has been completed or suspended, the permit is returned and/or signed off and the
work site made safe.
 Note: Permit receiver shall receive permits only for one site location and must remain at site in
case he has to leave the site he must assign his designated person of same designation.

5.5.4 CERTIFICATION OF PERMIT ISSUER & PERMIT RECEIVER


Work permit certificates may be issued by HSE department confirming them as a Permit Issuer or
Permit Receiver and/or gas testers as appropriate after completing the required training and
testing. The certificates are signed by the HSE Manager.
The following table lists personnel who are qualified for nomination in writing as permit
issuers/receivers depending upon the criticality of the work and its associated hazards:

6 Protection of Infrastructure / Assets

On site and clients’ assets of infrastructure will be protected and controlled by the relevant actions
during the activity of the works. Obstruction in scope of work (e.i. The infrastructure / roads/
barrications / UG services/ vegetation) will be identified and coordinated with concern authorities/
entities and will be protected / isolated / relocated or if required,

7 Access / Egress

 Access and egress refer to the rate or means of entry and exit to a workplace or work area for
workers and traffic movements.  Routes that provide access and egress should be controlled,
safe, suitably constructed, kept free of obstructions and well maintained. 
 Access to working platforms shall be provided with scaffolding and ladders as per work
requirements.
 Paints/ fasteners (bolting / torqueing/ tieing ) activities access will be provided by means or
manlifts as per activity reqirements.
 Emergency Routes ares well illuminated, unobstructed and well maintained if they are to allow
personnel and others on site to exit quickly in the event of an emergency.  Exits and the way of
approaching and travel from exits shall be maintained so that they are unobstructed and are
always accessible.
 The Access ways for heavy cranes will have proper barricading along the passageways. The
underground utilities will be protected before any erection operations.

8 Lighting

Prior to commencement of the work, FSA will ensure that there is adequate access lighting to the
work location. Where there is a lack of communal access lighting, FSA will bring this to the
attention of the client for rectification prior to commencement.
Were additional access lighting is required locally to our operations this will be supplied by the
contractor.
400 LED flood lights will be used to lighten up the task related area other than the general lighting
provided by the main contractor. Stand-alone tower lights may also be used for this purpose.
Specific Task lighting will be provided by FSA at the point of the activities to ensure adequate
illumination.
Please note that this will be increased as necessary for night works.
FSA shall not utilize move or remove communal access lighting and use it as task lighting. This is
strictly forbidden.
Adequate lighting must be provided ensuring a safe working environment for those persons who
must work during the hours of darkness. The lighting / illumination shall be marked on a plot plan
and work shall be stopped if sufficient illumination is not provided.

9 Personal Protective Equipment (PPE)

All FSA / Contractor operatives whilst on site in PPE designated zones will always wear.

Without exception:
 Hard Hat
 Safety Footwear
 Hi-visibility Vest.
 Face shield (for welders)
 Long Leather gloves (for welders)
 Long leather Shoes (for Welders)
This equipment shall be to FSA standards and are incompliance with International /
European standards.
Installation team will consist of several groups in multiple of the following head
counts.

Additional task specific PPE that is required for these operations are as follows:

Please note that all operatives will be provided with a briefing on the correct use and maintenance of
mandatory PPE at the project Induction Training Course.
Were specialist PPE is required for the task, operatives will be provided with specialist training
accordingly and training certification shall be provided by the supervisor upon request prior to
commencement of works.
A pre-use inspection must be undertaken for all PPE prior to use. Operatives must not use defective
equipment and must report the defect immediately to the FSA HSE Officer.

10 Plant and Equipment

All plant and Equipment to be used in the activities to which this Method Statement relates is listed
below.

Below are the key points.

 All Certification / Records in respect to 3rd Party Testing will be provided by the Contractor site
supervisor to the client prior to this equipment being used on site.
 All equipment is required. The equipment will have an adhesive approval sticker affixed to it to
show its current test / certification status.
 The project Safety Color Coding system shall be used, and all plant and equipment shall have the
current color code displayed to indicate that it has been tested and inspected and is fit for use.
 Notwithstanding the above all plant and equipment shall be subject to a pre-use visual inspection.
In the case of plant. e.g., Cranes, Dump Trucks, Bobcats, forklifts etc. these pre-use inspections
shall be undertaken by a competent operator following a bespoke checklist. These checklists shall
be available from the operator – on site at any time for audit /inspection.

 Prior to the operation of any plant or specialist tools, the operator training certification and were
applicable, 3rd party competence certification will be provided by the FSA/Contractor site
supervisor to the client prior to this equipment being used on site.
 Contractor Heavy EQUIPMENT, Buses, Tractor Trailers, Mobile Cranes, Backhoes, Motor
Graders, Boom Trucks etc. shall be fitted with audible Back Up alarms which are operational.
 Contractor vehicles / mechanical equipment shall be equipped with fire extinguishers having a
rating of 2 BC or higher.
 The contractor will comply with the manufacturer’s specifications and limitations applicable to
the operation of all cranes and derricks. Where manufacture’s specifications are not available, the
limitations assigned to the equipment shall be based on the determinations of a qualified engineer
competent in this field and such determinations will be appropriately documented and recorded.
 Contractor equipment with driver / operator cabs shall be equipped with windshields and
powered wipers. Cracked or broken windshields or windows shall be replaced. All cab glass shall
be of safety glass or equivalent.

Note: Exact number of the cranes and related lifting Equipment will be provided in the lifting plan including
their capacities and TPC’s

Whenever there are working platforms listed to be used, ensure that you list here the minimum
requirements that will be observed whilst using this equipment.

Power generator 380/220 volt will be the main source of power for offices and to operate other utilities.
For other areas suitable locations will be selected for the position of power generators and power will be
provided for power tools and other appliances.

12 Materials Handling:

HANDLING MATERIALS MANUALLY


Materials handling will be conducted with mechanical lifting equipment or manpower, and
all involved equipment will be approved and tested. Manual handling will be through
assessment approved lifting techniques.
MATERIALS STACKING

All stacking shall be properly planned to eliminate the hazards and congestion.

Heavy material should be stored as close to the ground as possible.

Pipes and cylindrical materials, but not gas cylinders, should be stored horizontally either
in the rack or wedged in such a way as to prevent rolling.
 Material should normally be stacked in a single row. Multiple rows stacking shall need
special care and risk assessment.
MATERIAL ARRANGEMENT AND UNLOADING:

o Unloading of material will take place, one truck load at a time.


o Forklift / crane shall be used for unloading the materials as required.
o Steel members will be sorted,
identified, and handled accordingly
as per area of work.
o The loaded trailer will stay as close
to the crane to have a safe and
ample distance in off- loading
erectable materials.

o Safe pick-up points shall be


determined prior to lifting to avoid
bends and misalignment of the
members and to minimize the
damage on the painted surface.

o Primary Structural Steel


Materials shall be unloaded independently to a placed with proper wooden supports will be
supplied by Contractor on the ground near the designated area of installation, if the area of
installation is not yet prepared, material shall then be unloaded on the designated material
laydown area provided by the client.

o All steel members shall be checked according to Contractor’s shipper list as per description,
quality, quantity, and size. They shall be checked prior to unloading, delivery notes shall be
supported by a packing list especially if materials locked in a bundle, crates, and pallets. Material
shall be offered to the client or client representative for acceptance prior to unloading.

o Make sure that no structural steel material will be unloaded with the use of steel slings, if it will
not be prevented use cartoon, carpet, waste rugs and others to prevent direct contact of a steel
sling onto the surface of the material to add for damage on the painted surface and to eliminate the
slippage while lifting. Unloaded structural steel material shall be provided by a 100 x 100 wooden
spacer will be supplied by IBSF to prevent the material from touching the ground and prevent it
from any contamination.

o Active attention must be enforced during unloading to avoid dents or scratches against any
member. Should this occur, touch-up would immediately be carried out as per approved paint
procedure prior to installation.

Note: Make sure that all damage surface paint must be cleaned from dust and from other unwanted
dirt, oil and excessive damage surface coating prior to application of touch up paint, prepare well the
surface by sanding to repair the profile and maintain the original smoothness of the coated surface
after the application.

o Make sure that the structural steel materials are arranged in a proper manner. Location of the
material shall be listed down into a material layout plan and monitored properly to maintain
proper tracking.

o All auxiliary materials (e.g., horizontal / vertical / diagonal braces) including accessories shall be
properly stored to prevent it from damage and from contaminations.

Bolts, Nuts and Washers contained in boxes must be stored in a proper area to prevent it from
dust and other contaminants.

 Prior to the utilization of all bolts, nuts, and washers it shall be offered to the client for
acceptance. After the acceptance of the client or client representative all bolts, nuts and washers
shall be sorted, paired, and segregated in a temporary wooden box.

 Temporary wooden boxes shall be tagged by type, diameter, and length for easy identification.
Usage of fasteners must be monitored well to prevent shortage during operation.

 Ensure that all members shall bare the required bolts prior installation, follow the bolt list
provided per material to prevent from bolt switching.

 Bolts found on the ground during the time of erection / installation must be returned to
warehouse for cleaning.

 Damage bolts must be replaced and not to be used repeatedly.

 No fasteners shall be allowed which not under the approved project specifications.

 Short bolts can just be allowed to its maximum acceptable tolerance stipulated in the
international standard code wherein the edge of the bolt is flush to the outer surface of the nut.

 QC Inspector, Erection Foreman and Safety Officer must always supervise the unloading and
installation activities.

Chemicals.
 Paint for the touch will be stored in designated areas.

 Paints for touchup works will be transported using the Diana or Three-ton picks on well packed
pallets safely secured by polyethene wrappings. Unloading will be done using the telescopic forklifts
and shall be stored in cool and dry environment preferably inside the air-controlled containers.
 MSDS will be sent along with the paint materials for safe handling of these chemicals.
 Material handling team will be guided to control.
 All the chemical containers and by products of chemicals will be disposed of as per the manufacture
recommendations.

VEHICULAR AND MATERIAL CONTROL

 All vehicle and equipment utilized for loading unloading and transportation of material shall be
controlled through gate passes.
 Only well-maintained equipment’s can enter the gate.
 No material shall be allowed to cross the security gate without “consignment Note “original copy
remain with security; one copy will be handed over to delivery organization and one copy with
signature of concern department will be handed over to driver (to Guarantee material is delivered
safe and sound at destination).
 This is the responsibility of material in charge to remain in continuous communication with driver.
 Tracking devices shall be installed in the trailers to monitor and to control speed limits.
 Vehicular traffic through personnel entrances shall be tightly restricted. Deliveries of
materials/equipment shall be directed to the storage / warehouse areas or designated area at site.
 Vehicles entering the main gate/ emergency gate shall have permits issued by FSA / Contractor
HSE Department to be displayed in the windshields.
 All motor vehicles entering or leaving the Site or other parking areas shall be subject to random
search by the security guard on duty.
 Vehicular traffic entering and leaving the site shall be restricted to authorized vehicles and authorized
visitor’s vehicles.
 Authorized “permanent Vehicles.”
 Vehicle passes shall be displayed on the vehicles at the front windshield.
 The contractor shall maintain a log of each vehicle pass issued.
 As the vehicles leave the site and are not expected to return within the present year, Contractor shall
remove the vehicle pass and notify the cancellation of the pass in pass log.
Authorized “Temporary Vehicles”

Certain vehicle shall be authorized by Contractor to have temporary access to the site and such
passes are for vehicles engaged in the delivery of the materials, equipment, suppliers, and authorized
visitors.
a. All temporary vehicle pass shall be displayed on the dashboard of the vehicles. The contractor will
always endeavor to ensure material is delivered ‘just in time’ this will mean that only the materials
required for the job will be provided to avoid unnecessary unused material build up on site.

13 Hazardous Processes

Contractors will do all efforts to minimize the hazardous processes at site.


 Paint or resins is also prohibited at site. Only touchups are allowed, and it will be under
915.35(a)(1)(iii) In large and well-ventilated areas, employees exposed to such spraying shall be
protected by respirators in accordance with the requirements of subpart I of this part.
 Welding & burning:
All personnel involved in welding and cutting operations in hazardous area/ confined spaces
must comply with the requirements of Permit to Work Procedure and Confined Space Entry
Procedure.

14 Methodology

This method of statement covers, in narrative and illustrative forms, the sequence of erection for
Structural Steel Bridge.

1. Transportation of Segment (Logistics).


2. Site Assembly
3. Lifting of Bridge Deck
4. Connections (Welds/Bolting)
5. Required Test

14.1 Connection Design, and generation of General Arrangement Drawings.


Early Evaluation and decision of the lengths, quantity, locations of the bridge segments are taken at this stage based on
the design philosophy of the bridge structure/s. Decisions are taken this stage highly impact the site works.

 Necessary Engineering Drawings co-ordination is done at this stage to finalize the bridge segment lengths.
 Locations of the Temporary towers as per the
advised locations from Engineering Teams are
finalized at this stage. It is preferable to Keep
the locations of temporary tower at Standard
distant from pier for uniformity.

 Information to the Civil team to prepare the


Base for the temporary support towers is
finalized and passed at this stage.
 Forces for the temporary towers are shared by
the engineering team to design and supply for
the temporary towers.
 Final information for the Bridge segments
based on minimum to Zero Moment locations
within the pier’s spans are finalized as per the

advice of the bridge designer. In general, 1/3 of the pier-to-pier Span will be kept as ideal location for the
temporary towers.

 While designing the temporary tower / piers the relative elevation of each segment at its beginning and end of
Bridge part will be highlighted to be taken into account during fabrication and trial assembly stage.
 Final Wt. of each Assembly will be calculated to arrange the suitable Transport and lifting Equipment.
Once the particulars of Engineering Stage are Established with close co-ordination with Contractor’s engineering team
the output of this process will be distributed to the related team members both for client and IBSF to establish
requirement of Temporary supports bases, Supports, Transportation, and fabrication Scope.

14.2 Supply of materials.


Supply of materials for this project is Quoted / considered originally from the mills to cater the optimal materials
sizes / reduction in wastage at the bridge project.
As per the Client’s requirement to accelerate delivery of the materials Local procurement will be initiated. As such the
standard lengths of structural steel sections can be secured which may result in the excessive Steel drops/wastage.
Timely orders must be placed to maximize the Benefit of local purchase and get minimum impact due to ongoing
global finical changes impacting material prices.

14.3 Fabrication and trial assembly


Boulevard parks Bridge project is a special endeavor which require precision at the fabrication stage to ensure that
Actual Bridge installation is accomplished without erection and stability issues. Special attention will be taken to
fabricate the steel on track specially design to
ensure the alignment of connecting members,
relative elevation from one part of the bridge
section to other, and location of the

connections with the ground piers. To ensure the accuracy of the connection with ground piers As built of the piers
will be reflected on the fabricating bridge sections at fabrication stage.
Bridge Deck for the complete project will be mainly fabricated in Plant-4 Located in Jubail KSA. Frames for Each
part and Gate way shed Structures will be Fabricated mainly at our Pltant-1 Riyadh.

Following additional steps will be taken to enhance the process accuracy:

 Plate cutting will be done using computerized plate processing integrated with Detailing outputs from
Engineering process. This will eliminate the possibility of human error.
 Special Platforms will be fabricated to minimize the Assembly issues. The templates will be used as much
possible to maintain the fabricated dimensions specially for the Central trapezoidal section.

 Assembly of the first section will be done on


the platform build to host the built-up
fabrication of the bridge section and to ease
of assembly with the next joining Segment of
the bridge.

 Relative elevation Values available in the


design drawings will be reflected at site based
on the part drawings of each member.

 The Diagonal members for the Bridge will be


Engineered and cut with incorporating the
chamber requirement of each segment.

 Segments Assemblies will be done according


to the Shop drawings with due considerations
to the relative chamber from one edge of the
bridge segment to other.

 The same values of relative chamber will be verified using total Station / dumpy level /Survey machines at
fabrication shop.

 After the assembly of the main part of the Segment -1 is considerably achieved the Section is Thus checked
for its visual features alignment. After inspection by the Quality Assurance team the assembly will be released
for Welding works.
 Special care will be taken at welding stage to minimize the distortions due to welding works using known
methods like backup plates temporary installed to under welding sections, spot welding of base with platform
plates, control of current while doing the continuous welding and limiting the rod / Wire diameters which
require lesser relative current to weld connecting members.
 Constant check will be kept at
welding stage to minimize the
welding re-works and / or
alignment issues.
 In parallel orthotropic deck will
also be assembled and welded as
per the desired shapes and sizes.
Joints along the width of bridge
sections will be avoided as much
as possible. Longer plates will be
used as much possible to reduce
the welding joints. Joints of the

trapezoidal section to the floor plates will be done in upside down position to minimize the welding
distortions.
 Once the orthotropic deck segments are done then the two parts of the orthotropic deck will be assembled
together using the defined connection methods. Bolted connection is used to connect the Deck with the Bridge
structural base. Welding of the orthotropic deck along longitudinal direction using welding tracker will be
done to avoid weld deformities.
It is to be noted that the Areas near the Joints of the Bridge segment end connections will be left without
orthotropic deck to ease the Segment connections in site environment.
 At this Stage the Bridge Section will be moved to the location using Movable platform where lifting of the
bridge section will be easier to handle (That is assembled part of the Bridge larger Weights will be brought to
locations outside the Workshop Shaded part to load directly the segment on the truck as required.
 Ensuring the integrity of the structural at fabrication stage is vital. To achieve the same, next adjacent part of
the bridge shall be started in Joined condition with the earlier fabricated bridge section (bolted / or welded)
Such a way that the Sectional dimensions/ Hole to Hole Distances/ Bolts Assembly (if any) will be fully
completed followed by the above-mentioned fabrication sequence starting from the joint location working
towards the far end of the bridge segment.
 When sufficient amount of assembly and welding at this segment is completed (Ensuring that there is no
change of fabrication abnormalities / distortions then the earlier segment of the bridge can be dismantled and
sent for next process (painting).
 Painting of the Bridge Segment will be done as per the approved painting procedures. The part of the bridge
Main Girder will be primed before assembly of the plates as painting after the Welding procedures completion
will be a difficult to reach task. Before closing the Bridge upper part of main girder paint touchup for the
interior part of the main girder will be done.
 The same sequence of the fabrication works will be adopted to complete the remaining segment of the bridge.
 Architectural Frames and The Gateway Shade Structures will be fabricated using normal fabrication
procedures. Special cares will be taken to ensure the dimensional, Weld and paint quality of these parts of the
bridge.
 After fabrication process the Materials will be sent to the Site using the Transport method stated as under.

14.4 Transportation of the fabricated materials


The Fabricated Segments / Materials of the bridge will be transported to the Riyadh boulevard Cycle Bridge
project using the conventional and special transport equipment.

Special, team will be formed to handle the


logistics, which is not limited to hiring of
the Equipment and deliveries but, study
the route the route map for oversize
Shipment, securing the Necessary Road
permits, and Police Escorts and travel
insurances aside of normal transport
procedures.

 For Framed Structures and Gate way


shelters fabricated mainly at Riyadh
Plant will be transported using the
conventional 40 ft. Flatbed trailers.
 For Deck segments, Two approaches
will be adopted. For Major portion of
Pedestrian Bridge carrying Average

width of 2.4 Mtr (fully assembled Deck across its width) will be transported in lengths ranging from 10 Mtr
till 16.5 Mtr based on the Length segment (defined in the Bridge Segment Table Refer table page 29).
 For Segments up-to 26 mtr. long Span, dolly trailers which can carry a maximum load of 40 tons and 40
meters in length will be used for transportation from assembly area till location of erection.
 For Segment 13.6 Mtr till 16.5 mtr. Spanned Low Bed Trailers will be used for transportation.
 The transportation routes will be provided in the logistics plan.

 Special Saddles will be placed in the Trailers to hold the bridge structure in position and to avoid overturning.
 For Cycle bridge Wings parts will be transported in Dismantled condition to limit the transport
widths. The width of the Central portion for Cycle Bridge will limited to 2.4 Mtr.
 The same methodology will be adopted as of transport of the Pedestrian bridge using flat Bed and
Low bed Trailers.

 This approach is adopted to minimize the downtime for the transportation Scope and to avoid the
special permission from local authorities.
 Segment Require to be longer Specially for the part crossing the Main boulevard will be handled
with special hydraulic trailers at the time when required for final Lifting. The segments of this part of
the bridge will still be delivered in Sizes mentioned above, they will be assembled into manageable
lengths with all necessary framing works including the top framing before final lifting. The bridge
parts then be Transported to the location for final Lift Using longer Special trailers (Hydraulic trailer
of adjustable lengths).

 All necessary permits as required will be secured Via main contractor to before engaging the
transportation team for Special Transport Requirement.

 14.4.1 Backup plans for road


o Three types of situations can be observed due to the possible incidents on the road.
o In case the truck header breaks down, then the header will be replaced with another head
using the standard procedures for the head replacement.
o In case the payload trolley is affected due and road incident the pay load will be shifted to the
other Trailer using Adequate Capacity crane and standard unloading loading procedures.
o In case there is damage to the payload to minor extant then minor repairs will be done once
the payload arrives at site. In case the Damage in considerable amount then the payload will
be sent back to factory for repairs or replacement based on the damage estimates.
o The Details of the emergency response team will be shared in the logistic plan.

 14.4.2 Logistic Plan


o As Stated above the Location for the Fabrication and Transpiration will be taken up at two
different locations.
o The Major Bridge deck fabrication will be done at both IBSF Plant-01 and 04 located in
Riyadh and Jubail.
o The bridge Guardrail / Secondary Framing Structure will be fabricated in Plan-1 located in
Riyadh industrial area.
o Please refer to the below Logistic plan for the routes and special considerations taken during
the transportation of the Bridge segments.

14.5 Unloading and Site Assembly

Since the Bridge segments are fabricated in


manageable length to optimize the transportation /
logistic requirement other the workability of the
segments after arrival at site.
Site Assemblies at the ground level are compulsory to
achieve Maximum possible Erected element under the
bridge deck including the orthotropic deck Panels
across the full widths of the Bridge segments.
Both Cycle bridge and Pedestrian bridge deck will be

erected in separate lift and will be joined together after erection on the piers.
So Main Activities at this stage will be done as follows.
Ensure that the site condition and positions for temporary assembly, truck positions and crane for
unloading are arranged a way that the crane capacities for lifting and placing to the temporary locations
are within the range.
Unload the Bridge Segments to the planned assembly locations. As per the safe lifting procedures.
 Locate a suitable space for the Bridge section close to its permanent location to commence the
site assembly.
 At the Assembly area, place the temporary Jigs ~ 1.2 mtr above the ground level to place the
Bridge segments, Leveling plates and shims of different thicknesses around ~100x100x thk. will
be used to adjust the height of the jigs
 Sub segments for the Pedestrian bridge will be assembled at ground adjacent to piers as assembly
and erection sequence.

 After the assembly of the
sections the alignment of the
segments will be checked
against verticality and
horizontally, Relative
chamber values will be
verified using qualified
surveyor and precision tools
like total Station / Dumpy

parts will be verified (Grove,
Bevel, and root Gap Backup

 After the inspection by SBF-

and dust effects on weld.
 SMAW / SAW welding procedures will be used for the full welding. The preheating of the
welding rods will be observed and monitored during the whole welding operation. The required
Backing will be done using the calibrated backing ovens followed by the transfer of the rods to
holding oven till the final deposit of the weld metals using abovementioned welding procedures.
 It will be followed by the full welding of the Segment Joint / bolting of the Segment. Using
appropriate tools and Machinery.
 After the Joint connection is
completed, the joints will be tested
according to approved ITP. (100% UT
for butt weld and 10% MPT for fillet
welds).
 In parallel the Erection team will be
engaged in the installation of
secondary steel for the Framing works.
The framing works will ideally be
completed bellow the bridge deck
before final lift of the bridge segment
to position.
 During the Assembly of the Bridge
Segment one group will be engaged in the installation of Temporary piers as advised by the
engineering team matching the Bridge segments dimensions. The Base of the Temporary tower
will be prepared by the contractor’s team to ensure the affective and accurate erection. The base
will be well compacted and prepared to take the designed loads of the temporary tower including
in process bridge sections self and service weights.

 The Erected temporary towers will be checked by FSA for their accuracy of position / levels and
orientation other than normal alignment and bolting checks by FSA. Adjustment of the
Temporary tower top level will be done at this stage to cater the relative Chamber Value at
subjected pier location to ensure smooth transition of the bridge segments without any bumps or
kicks.

 After completion of the testing


procedures by FSA/SBF-D and
receiving approvals touchup works
will be taken up before lifting of the
bridge including co-ordination with
main contractor (FSA site supervisor
team and FSA HSE team) to ensure
the lifting locations are free from any
hold points/ Pre-requisites of lifting
procedures / Necessary permits, ETC.
 This Step will be followed by the
installation of the Bridge segments.

14.5.1 Propping and De-propping Methodology.(by client)


This project is a special endeavor with
unique design where the Bridge segments
are designed from Exp. Joint to Expansion
Joint as continuous span (Design
Calculation and shop drawings for Temp.
tower Drawings will be submitted
separately ad approved by SBf-D)
Temporary towers are deemed necessary
to support the unfinished segments of the
bridge portions and are advised to be
located at zero or minimum moment
locations, The actual dimensions for
temporary tower will be apart from
installation sequence drawing.
Aside of some special cases all the temporary towers are detailed as per the require criteria.
These locations as well coordinated with the contractors to ensure that the towers provided will have
sufficient capacities to carry the bridge segments during construction stage and to control the deflections at
construction stage due the behavioral change from multi span to simply supported segments.
A plan has been developed for the entire bridge to be used in the construction stage. Accordingly,
engineering works are coordinated as well to pinpoint the location of the construction joints. These Joints
will be welded as per the approved welding plans and details.
The locations and the heights of the temporary towers can be viewed in the attachment which is readily
available as reference to all concerned parties.

Installation and De-propping (by client):


Installation of the Temporary towers well be take-up as one of the prime activities prior to the installation of
the bridge.
Survey will be done to mark the center line of the temporary tower which will followed for the installation
of Temp. tower.
 Ground bearing capacity will be measured, and surface of the Temp tower location will be treated as
pert the approved surface preparation plan including leveling, lean concrete, Temporary foundation
as required by the situational requirement of the temporary towers. (GB capacity, Design of the
Temp tower and Shop drawings of Temp towers will be submitted separately ad approved by SBF-
D)
 Materials for the Temporary towers will be brought to the location of the tower using the flat bed
trailers. Unloading of the materials will be done using the Crane and / or adequate capacity
telehandlers closer to the installation location.
 Marking of the pier base will be done using Survey machines (total stations/ Theodolite) to avoid any
deviation at later stage.
 The prefabricated pier sets will be brought to the location using adequate capacity crane.
 Prefabricated tower segment will be erected at base level as per the designed sets of 4, 6 or 8 pieces
based on the location and type of temporary towers.
 Installation till the first level of the temp tower will be done including all necessary lateral bracing
and sections as required.
 After achieving the first level of the Temp tower the upper sectional set will be erected in the similar
manner. Similarly, this level sets will be aligned bolted to receive the upper
 This activity will be repeated till sufficient level is achieved to install the platforms beams.
 The installation of the upper platform beams
will be taken up next while erecting the
beams to location of the Center of Joint will
be re-verified to ensure there is no deviation
in the location of segment joint. After
installation of the top beams the installation
of the guard rails will be done specially at
both sides of the tower along the tower width.
The assembly will be bolted and checked
before moving for the Temporary Jack
arrangement. Floor plate of 5 mm Thickness

will be tag welded to the frame or fixed by bolts to the frame followed by the installation of handrails
connected to the platform assembly using Steel bolts.
 Access ladder will then be installed to the Temp. tower to provide adequate access
point to the worker.

 Temporary Jack assembly will be brought above the platform and will be carefully placed above the
beam lines. Two jacks will be used for each segment to take care of any level or alignment issue
while adjusting the bridge joints.
 The Jacks assembly will be placed /leveled to take care of the bridge
segment height and relative camber before the bridge segment
installation.
 The same will be repeated for the others side of the bridge segment.
 The Assembly will be checked by the Quality for its soundness, level,
Chamber, tilt as required by Quality personnel before giving Ok
signal to receive the bridge segment.
 Upon receiving the Bridge segment, the worker will be brought to the
platform using manhandling baskets / Access ladders.
 The erection teams will ensure that the level of the segment is
achieved by lifting or releasing the jacks. Once the segment is
set at its position then the crane will be released to proceed with
the installation of the second adjacent segment of the bridge. At
this stage temp supports diagonal to the deck height will
temporary welded from the upper corner to the temp. tower
deck to avoid and twist due to unusual strong winds or minor
earthquakes or similar conditions which may cause lateral
movements.
 Similar procedure will be adopted during the erection of the adjacent segment erection.
 The Spacers will be used to maintain the root-
gap during the alignment and final
positioning of the joining bridge segment.
 Crane will not be released till proper joint gap
and alignment is achieved leaving the minor
adjustment behind to be handled using the
provided jacks.
 Minor adjustment to the Joining Deck
sections will be done using the Jacks once
alignment is achieved with proper root gap

Welder will do the Tack welding before proceeding the full welding of the joint the guide plates will
be used to ensure the deck alignment and will be tacked on both sided of the joining section.
 Upon Quality check of the Bridge alignment welder will prepare the location for the but welding
works. Area will be barricaded using the fire blanket to prepare welding booth to avoid wind and
moisture effect on the but welds.
 After welding the joints and successful inspections of the welded joint the temporary tower will be
kept till the clearance for the dismantling of the temporary tower will be provided by the contactor /
consultant.
 The dismantling of the
temporary tower will be
done in the similar
manner upon receiving
the all-ok signal for the
Temp. tower dismantle
instructions.
 The Jacks will be
brought down from one
side of the joint. And
joint condition will be
observed.
 The Second Jacks will
be brought down from
other side of the joint. And joint condition will be observed for any deflection / joint rupture / twist
etc. before full fledge dismantling of the tower.
 After confirming the joint condition, the jack assemble will be brought down one by one using the
man lift / man handling baskets / lower capacity crane (Manlift of Basket + crane will be used based
on the location).
 Man handling baskets will be used only at the locations where the Manlift approaches are difficult
specially along / between pier P9 to P11 and Piers C9 to C12
 If man Handling baskets are used, it will be ensured to have valid TPC including the lifting lugs and
wire rope slings and Shackles. The PTI will be submitted as a separate document along with lifting
plan. Area under the Man Baskets will be kept barricaded and low-capacity crane will be used to
handle the man baskets.
 The attachments of the ladders / Guard rails will be dismantled.
 It will be followed be the dismantling of the upper platform beams and bracings.
 This activity will be followed by dismantling the of the upper-level frames completely including the
connecting members and braces
 Similar procedure will be followed to complete the dismantling of the tower.
14.6 Installation of the Bridge Deck
Site assembly will be only assembly of the bridge and orthotropic decks.

Part-2 Erection:
For the installation procedures, Similar process will be followed for the Engineering, and special
Transportation, assembly and erection plan for Part #2.

Temporary tower location will play major role in setting up the lift sizes and methodologies.
Site assembly of the smaller bridge segments will be followed by the erection of the Bridge segments.

 Prior to the installation of the bridge deck. A complete study of the Bridge Section to be erected will
be done to ensure that appropriate equipment with all required tools and tackles is secured for the
deck installation operation.
 After the crane capacities and lifting location study is satisfactorily achieved Next step is to pass the
information to the Authorities on the intended date of the lifting activity.

 Area around the lifting lactations will be kept barricaded throughout the lifting operation to limit the
access of unauthorized personnel.
 Certificated for all tools tackles and lifting equipment’s will be re-verified before the actual lift
 Lifting Plans and the Scheme will be shared again with ground Staff to Ensure that all the team is
well aware of the Lifting Scheme and Sequence.
 Special Lifting plans (refer to the Lifting plan attachment) are prepared for each critical lift in this
project with clear indication of crane positioning, with respect to the surrounding elements and
architectural features. Special care will be taken to Avoid the underground tunnels and live
underground services buried near the surface. Please refer to the Frame Assembly and crane
arrangement / layouts for your ready reference.
 Road diversions where ever required will be communicated to the contractor local authorities to
ensure proper diversion are done before commencement of any lifting operation.
 The lifting time duration will be properly studied in co-ordination with the lifting specialists / Road
diversion team / local Authorities specially for the bridge portion above the King Khalid Road to
avoid traffic issues during erection process.
 The critical lift of the king Khalid will be schedule during the public holiday at night time to provide
sufficient time for the Crane setup, lifting and crane dismounting on one stretch with minimum
window of full road closure.

 Exclusion zone will be maintained to restrict un authorized entry along with provision of toe boards
on the access scaffolding (green Tagged scaffolding) as preventative action for the falling object.
 Provision of the tools lanyard for the purpose of tools tethering and using of the green mesh
surrounding the working platforms.
 Road barricades and diversion for the main road will be done in a way to Occupy minimum road
width during the Crane assemblies.
 Temporary towers for part-2 will be erected according to the Scheme and will be made ready for the
bridge deck lifting. Specially near the location of road diversions.
 For the Bridge installation across Main King Khalid Road temporary tower will be installed at the
cancelled foundations locations to facilitate the erection works and to avoid the excessive deflections
during lift.
 Verify benchmark and other reference points, survey monuments and each mark established by the
customer.
 Taking the survey as built data for the existing structure including concrete & steel items (if required)
before starting any installation activity to ensure its in line with the drawings.
 Check elevation of existing concrete, anchor bolts and bearing pads as well as verify locations,
spacing, square and projection of existing anchor bolts.
 Ensure clean anchor bolt threads and quantity of washer and nuts, any sort of cleaning or chipping to
comply proper grout application must be carried out.
 Additional shim plates must be added sufficiently to ensure stability of the structural steel girders
before proceeding to the next stage of erection.
 Note: for Bolting works please review approved bolting procedures.
 Carefully check the marks and location of all structural steel girders prior to erection to prevent
double handling and mistakes.
 Installation of Part-2 will commence from C17 &
P15 near part-3 towards part 01,

 Proper designed spreader frame (Refer to the


Lifting plan) will be used to erect the Assembled
bridge segments .
 Erection sequence being adopted for the Part 1, 3
and 4 will be followed similarly across the Pier
C17 + 8.0 mtr to Pier C17- 10.0 m.
 Erection sequence being adopted for the Part
1, 3 and 4 will be followed similarly across
the Pier P15 + 10.85 mtr to Pier P15- 8.25 m.

 Crane of Higher Capacity will be brought


to the location of the intended lifting
position. It will be positioned according to
the working radii Centroid of the single
lift of the assembled bridge section.

 Spreader beam of the adequate capacity


will be used to ensure that the lifting of the Bridge is done using Vertical supports as much as
possible.

 All the tools and lifting Tackles will be thoroughly checked for their capacities and Third-party
certifications before putting them to operation. Safety team will check and ensure the appropriate
color code for the Checked lifting after confirming the certificates and capacities for the intended
lifts.
 The Pedestrian bridge part of the calculated lengths as assembled on the ground will be lifted using
the Heavy crane.
 Spreader Beam along with the lifting lugs will be assembled
and tied to the hook locations are described in the Lifting
Drawings. Please Refer to the attached lifting Plan prepared
for the critical lifts (with due consideration of the lifting lugs
location and crane capacities) and can be Adopted all the
bridge segments.
 The load will be carefully balanced with due regard to center
of gravity of the bridge segment to ensure that
lifting process will be smooth without any
deviations.

 The Crane rope will be slightly tightened to


check the balance.

 After this lift stability is achieved, Then the


Crane rigger will be advised by lifting supervisor
to lift the load by About 1 Mtr from Ground
Level. At this stage all the gageites of the crane/
Actual load / Safety factors/ Condition of the Lifting lugs and Tool will be Check along with the
behavior of the lifted bridge part. In case of any deviation the Carne / lift load will be brought down
to resolve the issue. If all ok, The crane and the lifted bridge part will be kept in this stage for about
10 minutes.
 Upon receiving the All-ok
Signal this part of the Bridge
will be lifted to its permanent
position. The load will be
brought down just above the
anchor bolt’s locations just
above the piers and will be
temporarily stopped to check the
alignment of the bolts locations
with lifted Bridge segment.
 Tagline will be used at both ends
of the heavy lift to stabilize the
twist during lifts. Trained

Minor horizontal adjustments
will be done using slight
movements of the tag lines by
erection crew.

 Upon confirmation of the location the Bridge segment will be
lowered down to its permanent location. Alignment with the Anchor
bolts will be ensured by the Erection crew available at the joint
location inside the Temporary platforms / MEWP depending upon the
location of the connections.
 Connection with the bearings supplied and installed by the specialists
will be ensured by the erection crew.
 Temporary Hydraulic jacks may be used to adjust the minor level
adjustments on top of temporary towers. Arrangements will be made
accordingly.
 The Bolts will then be installed at pier location based on the construction drawings.
 The Bolts at this stage will be tightened till the snug tight condition.
 Edge of the Bridge segment being supported on the Temporary tower provided to ensure the
minimum deflection to the erected portion of the bridge will be checked thoroughly for its level,
alignment, and stability before release of the crane.
 After ensuring the Complete Bridge segment’s stability the
crane will be rereleased for the next task.
 After the assembly of the sections the alignment of the
segments will be checked against verticality and horizontally,
Relative chamber values will be verified using qualified
surveyor and precision tools like total Station / Dumpy levels.
Face to face alignment of both sections will be checked and
verified. Alignments of the weldable parts will be verified
(Grove, Bevel, and root Gap Backup strips etc.).
 After the inspection of the Joint the Arrangement for the site
welding will be done. A welding booth will be made
available to avoid the wind and dust effects on weld.
 SMAW / SAW welding procedures will be used for the full
welding. The preheating of the welding rods will be observed
and monitored during the whole welding operation. The
required Backing will be done using the calibrated backing
ovens followed by the transfer of the rods to holding oven till
the final deposit of the weld metals using above mentioned
welding procedures.
 It will be followed by the full welding of the Segment Joint / bolting of the Segment. Using
appropriate tools and Machinery.
 After the successful installation of the first segment of the
cycle bridge the erection team will be moved to the next
bay for similar operation.
 A separate team of erectors will be moved to complete the
remaining connecting elements of the bridge including the
joining tubes between cycle bridge, remaining part of the
orthotropy deck, etc.
 The installation of remaining parts of the bridge orthotropic
deck will be taken up after the successful installation of the
bridge segments and welding of the but joints.

 After the Joint connection is completed, the joints will be tested according to our normal testing
procedures. (100% UT for butt welding and 10% MPT for fillet welds).

 It will be followed by the installation of the Section within the spans C17 to C16 and P15 to P14
 Two temporary towers will be erected within this span (C17 to C-16) to reduce the erection
lengths for this part of the bridge and to prepare for the critical lift above King Khalid Road.

 Similarly, Two temporary towers will be erected within this span (P15 to P14) to reduce the erection
lengths for this part of the bridge and to prepare for the critical lift above King Khalid road.

 The Pedestrian bridge part of the calculated lengths as assembled on the ground will be lifted using
the Heavy crane.
 All the procedures will be followed similarly for the Alignment and bolting / Welding of the
segments as stated for above segments.

 It will be followed by the erection of the Second set of the Pedestrian bridge for the next location.
Followed by their location Pedestrian Bridge span.

 Before taking the erection of the segment above the King Khalid Road is it vital to Ensure the proper
installation of erection between C16 to C15 and P14 to P13.

 This activity Will be followed by the installation of the Bridge Segments around the pier C16 and P-
14 in the similar manner.

 Similarly, installation between the C16 -12.0 to C-15 (23.0 Mtr Span) and P14-10.0 to P13 (30.0 mtr)
will be taken up.

 Erection of the Critical lift above the King Khalid will be taken up as next step.

 Temporary tower will be secured with proper positioning at cancelled locations of pier C15 and C13,
we secure with temporary bracing to ensure the smooth lift around this location.

The following will be the sequence of erection, position of crane, assembly of bridge at ground
location, bridge per segment schedule, and trailer truck route at KKR.

 All Bridge segments will be offloaded at the designated assembly area about 500 meters
away from the actual installation location.
 The assembled segment will be loaded to trailer going to its installation location. (see figure).
 Movement and route of trailer will be according to the figure shown.
 Re routing plan for the actual day of erection to be advised to the public in advance. (by
client)
 Approximately 14 hours will be the total working time for installation per one erection day.

Crane Lifting Sequence are as follows.

 Crane will be positioned for the installation of Lift #1(C15~C16) then followed by Lift #2
(P13~P14).
 Lift #3 for C14~C15
 Lift #4 for P12~P13
 Lift #5 for C13~C14
 Lift #6 for P11~P12
 Lift #7 for C12~C13
 Until it reach Lift #8 which is from P10~P11. (See attached drawing for reference).

 Pier C13 and P11 were cancelled in the new
revision of the drawings, These location will
be used to install the temporary towers and
joint location for the bridge segments of both
Cycle and pedestrian bridges.

 Propping towers will be installed beside C14


and P11 to have an appropriate access and to
provide some space for the welding works of
the connection between the two adjoining
bridge segments. Specific lifting plan will be
submitted covering Installation of the
propping tower, access and removal of the
slings.

 Assembly will be taken up similarly for the parts of the bridge close to the permanent location. Near
the main gate of the site then it will be transferred by means of trailer dolly truck or long bed trailer
truck which can carry a maximum capacity of 30T and a length of maximum 27 mtrs.
 Erection will continue in the similar Manner at this location using the heavy cranes of appropriate
capacities according to the lifting plans.

 Similarly The segment between Temporary tower and P10 is a curve portion is 17.1 mtr. Span will
be lifted with one crane. The lifting points will be carefully studied and erection team will follow the
same connection points as per the final lifting plan.

 C-12 to C11 & P-10 to P-9

 Assembly of the curved segment of the bridge will be taken up similarly for the other parts of the
bridge very close to the permanent location of the Bridge to reduce the impact on the traffic reduced
working radii.

 Temporary towers at Span between C12 to C11 and P-10 to P-9 will be used in the middle of the
segment to take care of the Eccentricity developed due to the curving nature of the segment. These
Mid span temporary towers will be used for the support only. On Welded connection will be
provided at these locations.

Traffic Arrangement During Bridge Installation:

Some roads / lanes must be closed for a certain period during installing and lifting of the Bridge. The
arrangement as follows:
Zone 3

At zone 3 area, (Junction Area), following areas to be closed:

14.7 Bolt Tightening procedures.

 PURPOSE
The purpose of this section is to detail the method of the final bolt tightening for ASTM A325 bolts used
for the erection of the steel structures, and to ensure the bolt tightening work is carried out in conformance

and shall be included in the register list to be provided to client /CWG for information, the list to be
updated regularly.
2) Tools must have monthly color code inspection as per HSE project requirement.

 EXCUTION

 Pre-Bolt Tightening
 Prior to the execution of the work, ensure that the steel structure erection and final alignment have
been inspected by the client and released for the final bolt tightening with internal handover
procedure.
 Ensure that the tools, equipment and other accessories to be used for bolt tightening activities
bearing valid calibration certificates (i.e., torque wrench);
 All bolts shall be checked for proper sizes, length, and conformance to specifications,
cleanliness, and absence of burrs.
 Surfaces in between the two steel members shall be thoroughly inspected for solid seating. Any
improper seating shall be rectified, and the bolts are tightened back to snug-tight condition.

 Bolt Tightening:
 After final alignment had been checked and accepted by the client, tighten the bolts using
impact wrench or spanner to snug-tight conditions.
 After bolts are tightened, it shall be identified by means of paint marker on tip of the bolt,
which signifies that the bolts are already tightened to the required pretension.

NOTE:
Snug- tight condition is defined as the tightness attained by either a few impacts of an impact
wrench or the full effort of a worker with an ordinary spud wrench that brings the connected plies
in to firm contact.

 Bolts in connections not within the slip critical category nor subject to tension loads,
nor required to be full tensioned bearing type connections must be installed in properly
aligned holes but need only be tightened to the snug- tight conditions using power tools
or by hand using spanners.
 In critical connections subject to direct tension and fully pre-tensioned bearing
connections, the fasteners together with washers of size and quality specified shall be
tightened by Calibrated Wrench Pre-tensioning.

Method statement, AISC and related Inspection & Test Plans.

15 Quality Requirement.
Please refer to the Quality documents submitted for the supply and installation and repair works for
each discipline.

15.1 Snagging De Snagging.
Upon successful completion of installation works the bridge parts will be offered for final inspection
to Client. All scope of work will be inspected and any work requiring repair / replacement /
enhancements etc. will be listed down. This list will be called Punch list and will be closed after
successful completion of repair works. Standard / approved repair procedures will be used to do any
repair works.
Contractor will utilize similar tools tackles, Equipment, materials for repair works as used in the
original works including minor touchup works.
Upon successful inspection the Snag item will be closed with formal approval of the line item.
Upon closure of all the punch points the sub-contractor will formally request the taking over
certificate.
The works will be formally complete upon issuance of the Taking over certificate.

16 Key Risks & Controls


The Hazards, Risks and control measures for the activities to which this Method Statement relates
are contained within Appendix A. In addition, the FSA supervisor will undertake a JSA (Appendix
B), and brief the work force, to ensure all necessary precautions are in place and taken during the
work.

17 Emergency Arrangements

Emergency arrangements will be implemented by FSA in the event of:


 In case the truck header breaks down, then the header will be replaced with another head using
the standard procedures for the head replacement.
 In case the payload trolley is affected due and road incident the pay load will be shifted to the
other Trailer using Adequate Capacity crane and standard unloading loading procedures.
 In case there is damage to the payload to minor extant then minor repairs will be done once the
payload arrives at site. In case the Damage in considerable amount then the payload will be sent
back to factory for repairs or replacement based on the damage estimates.
 The Details of the emergency response team will be shared in the logistic plan.
On site for the duration of the work will be FSA HSE Officers and Site Supervision who are trained
‘First Responders for the purposes of Fire and First Aid and dealing with general emergency
situations. Their contact details are provided below and are posted at the worksite for the duration of
the works. In the event of requiring Ambulance Fire or the Police, the First Responders shall obtain
this assistance.
The First Responders are also trained in engaging with the site security for the purposes of
controlling access to site for the emergency services should they be required.

Were radios or similar communications are being used, identify the emergency channel above.

The First Responder will immediately inform the client of any undesired event on site in line with
FSAs approved reporting procedures. All necessary Investigations and reporting (post event) shall be
undertaken by FSA and were required with the client.
First Aid Kits will be available at key locations throughout the site for use as required, by First
Responders. In the event of the use of Hazardous Substances and Materials and were dictated by the
MSDS, additional First Aid arrangements will be made available at the point of work e.g., Eye Wash
Stations etc.
Notwithstanding the above, there shall be a central First Aid Room at the Office & Welfare area,
with First Aid supplies and a stretcher as required.

18 Housekeeping and Handback

Contained in Appendix E is our approach to housekeeping on all of our projects.


The Supervisor is required as part of his briefing and completion of his checklist Appendix C, to
ensure.
these arrangements are clearly in place prior to commencement of the works.

19 Training and Briefings

A) All Personnel on site will attend HSE Induction Training provided by FSA resident HSE
Personnel.

Briefing records will be held on site in the Site Safety Pack readily available for inspection /
audit.
All Personnel involved in the work activities to which this Method Statement relates shall be
provided with a briefing on the key elements of this Method Statement; In particular; hazards,
associated risks and control measures to adopted before any work activities are allowed to begin.
A copy of the Briefing Register is contained in Appendix D.
In addition, prior to work commencing the FSA Site Supervisor will undertake a Job Safety
Analysis (JSA) at the location of the to identify any specific hazards and risks at the immediate
work location. Once this is done, he must determine any additional control measures and brief the
work force on the JSA requirements, Appendix B refers.
Further, pre task meeting is required for all critical work activities such as critical lift, confined
space entry, man basket usage etc.
And whenever required and any additional member in the staff added will have the training at
height induction before joining the work.

20 Monitoring

Ensuring HSE compliance on site, rest firstly and firmly with FSA Supervision. They will ensure
that the work force is well briefed, comply with the Method Statement requirements, general HSE
requirements of the site and best practice. A key role of the FSA Supervisor is NOT to condone
unsafe practices or allow an unsafe place of work to develop. The FSA Supervisor MUST
intervene on every occasion that this becomes evident. ‘Unsafe Behavior’ will be dealt with by
disciplinary action – refer to Appendix F.

FSA HSE Management and Officers will carry out daily observations of the site and complete a
Daily SOR – Site Observation Report. FSA HSE will intervene on every occasion to ensure
compliance.
Where there is imminent danger from equipment damage or personal injury, FSA will intervene –
STOP work, undertake the required remedial action, and complete FSA ‘Unsafe Act / Condition
Report’

All Reports will be shared with the client and will form the basis of FSAs Monthly HSE
Performance Report.

21 Unsafe Behavior

This is FSAs HSE procedure for dealing with individuals or groups of individuals within the work
force who display Unsafe Behaviors that could give rise to damage of equipment, personal injury or
similar undesired event. The process is formal and is recorded. The results of the process may result
in instant dismissal, 1 or 2 written warnings, support training etc. All disciplinary actions will be
shared with the client.
