since the Karnataka HC gave its
decision following a massive
protest against its Hijab order.
Students of Mangalore Uni-
versity College on May 26
staged a protest on the campus
against wearing Hijab in class-
rooms. The students condemned
the college for failing to imple-
ment the Karnataka High
Court's order on Hijab within
educational institutions.
Hijab protests in Karnataka
took place in January-February
this year when some students of
Government Girls PU college in
the Udupi district of the state al-
leged that they had been barred
from attending classes. During
the protests, some students
claimed they were denied entry
into the college for wearing hi-
jab. Stating that wearing the hi-
jab is not an essential religious
practice in Islam and freedom of
religion under Article 25 of the
Constitution is subject to rea-
sonable restrictions, a full bench

leges in Udupi seeking the right

Scheme launched for allotments
of 150 residential plots at dhuri
VIKAS VERMA
DHURI : Patiala Development Authority (PDA) has
launched a scheme for allotment of 150 residential
plots at PDA Enclave, Dhuri. The scheme will close
on October 14, 2022.
Giving details of the scheme, an official
spokesperson of Housing & Urban Development
Department said that plots measuring 150 sq. yds.,
200 sq. yds. and 250 sq. yds. have been priced at
Rs.12,000 per sq. yd., reserve price of 300 sq. yds.
and 400 sq. yds. plots has been fixed at Rs.14,000
per sq. yd. Where 10% amount of the plot would be
paid with application form by the applicants,
successful applicants would be required to pay 15%
of the amount within 30 days of issuance of Letter of
Intent. Rest of the amount would be payable either
in lump-sum or in installments scheduled, he added.
PDA Enclave, Dhuri is situated on an ideal
location on Dhuri-Sangrur main road, stated the
spokesperson while adding that the residents of the
project would be offered state-of-the-art civic
amenities.
He further informed that interested applicants
can get the details of the scheme from the brochure
available in the designated branches of the banks
associated i.e. Punjab National Bank, Canara Bank,
HDFC Bank Ltd. and ICICI bank, for sale of
brochures as well as acceptance of application
forms. The brochure could also be purchased from
Single Window Service Counter of PDA at PUDA
Complex, Urban Estate Phase II, Patiala.

Reddy. The National Conference was specially
attended by Union Ministers, Tourism
Ministers of various States and Union
Territories Tourism Ministers, administrators
and senior government officials, state
governments and heads of tourism and
hospitality associations. The main objective of
this national conference was to promote the
development of the necessary infrastructure for
tourism. In this conference, there was a special
discussion on the issues and opportunities
related to the development of tourism.

has approved the "Electric
Vehicle Policy, 2022" in order to
make Chandigarh a Model EV
City' by achieving one of the
highest penetration of zero
emission vehicles (ZEV) amongst
all Indian cities by the end of the
Policy period of five years. The
policy
will come into force with
immediate effect. The
Chandigarh Electric Vehicle
Policy has the provision to
incentivise the adoption of all
vehicle categories such as e-
Bicycles, e-2 wheelers, e Carts, e-
Autos, e-Goods Carrier (L5N and
N1), e-4 wheelers (personal and
commercial) which is over

In addition to this, a special
Early Bird Incentive is also to be

Scheme launched for allotments
of 150 residential plots at Dhuri
CHANDIGARH: Patiala Development Authority
(PDA) has launched a scheme for allotment of 150 resi-
dential plots at PDA Enclave, Dhuri. The scheme will
close on October 14, 2022. Giving details of the scheme,
an official spokesperson of Housing & Urban Develop-
ment Department said that plots measuring 150 sq. yds.,
200 sq. yds. and 250 sq. yds. have been priced at
Rs.12,000 per sq. yd., reserve price of 300 sq. yds. and
400 sq. yds. plots has been fixed at Rs.14,000 per sq. yd.
Where 10% amount of the plot would be paid with ap-
plication form by the applicants, successful applicants
would be required to pay 15% of the amount within 30
days of issuance of Letter of Intent. Rest of the amount
would be payable either in lump-sum or in installments
scheduled, he added.
PDA Enclave, Dhuri is situated on an ideal location on
Dhuri-Sangrur main road, stated the spokesperson while
adding that the residents of the project would be offered
state-of-the-art civic amenities.
He further informed that interested applicants can

paddy procurement season
commencing from October
1, the Punjab Chief Minister
Bhagwant Mann on Tuesday
reviewed the arrangements
aimed at hassle free and
seamless procurement of
paddy.
“Every grain produced
with the sweat and toil of the
Punjabi farmer shall be pur-
chased”, he said while chair-
ing a meeting.
Emphasizing speedy
purchase, the Chief Minister
directed that purchase, lifting
and payment should com-
mence from the first day of
procurement itself and
warned of strict action if the
farmer is put to any incon-
venience. Presiding over a
meeting of the officials of the
Procurement Agencies, the
Chief Minister directed the
State Procurement Agencies
and the FCI to be fully
geared up for procurement of
Paddy in the ensuing season.
He expressed satisfaction
that the State had already
arranged sufficient Bardana
for the season well in ad-
vance and directed it's opti-
mal placement across the
State in all Mandis.
Herein it may be noted
that the Mandi Board has al-
ready notified 1804 purchase
centers across the State. Fur-
ther, in order to avoid glut
like situation in the mandis,
temporary purchase centers
are being identified for pro-
curement of paddy. It was
also decided in the meeting
today that unlike previous
years no temporary Mandi
shall be established in any
rice sheller in the State.
The Chief Minister con-
gratulated the Department
for its transparent purchase
policy that has ended the
cartelisation in tenders for
procurement of tarpaulins by
facilitating new players re-
sulting in a reduction in cost
by more than 15%. The Chief
Minister also directed the of-
ficials to develop a standard
operation procedure for tack-
ling situation in Mandis aris-
ing out of untimely rains and
strictly mandated resumption
of paddy operations within
24 hours of stoppage of rain.

records in the State have
been integrated with the
Anaaj Kharid Portal and
checks have been imposed
on the purchase of paddy

girl has admitted that this video was made by her and sent by her to

under Section 354 C of the IPC and Information Technology. The
case is registered on the statement of Manager Girls Hostel DSW in
which she complained that on September 17, when she was on duty,
the Warden of the Girls Hostel told her that some girls had told her
that they think this girl was making videos in the washroom of some
other girls. All were called to her office. When this girl was asked,
she refused. When her mobile was checked, the photos and videos
were found deleted, but messages and phone calls were continuous-
ly coming on that mobile. When the complainant got suspicious, she
asked to turn on the speaker of the mobile phone, then she asked the
accused girl to tell the boy that if he has any photo or video it should
be sent to her. The boy sent a screenshot of an obscene video. On be-

seen this happen before, most notably in Myanmar,
where social media played a significant role in the Ro-
hingya genocide.
Platforms use two main methods to moderate con-
tent: by using staff who act as content moderators, and
by deploying artificial intelligence. Two principal
concerns with content moderation arise and these are
linked to the use of automated tools and the practice
of delegating content moderation to third-party busi-
nesses. These are issues that platforms must address
in a manner that is transparent and inclusive.
While automated tools can screen content pub-
lished in major languages, they struggle to screen con-
tent published in lesser-spoken languages. Currently,
we do not understand the full extent of this concern
since platforms are not completely transparent about
the languages that their processes support. According
to available data, Twitter supports ‘multiple lan-
guages’ in content moderation whereas Meta, which
owns Facebook and Instagram, supports 70 lan-
guages. In India, Meta supports 20 Indian lan-
guages,even though the languages included remain
unknown.

impact on crop production and ex-
ports in Ukraine and Russia will con-
tinue to increase the world's food
prices and food insecurity, but not as
much as initially feared -- largely be-
cause other countries have stepped
up their production. Researchers es-
timate we may see corn and wheat
prices increasing by up to 4.6 per
cent and 7.2 per cent, respectively.
They also considered the prices of
crops like barley, rice, soybeans, sun-
flower and wheat, which are predict-
ed to increase. Nations already facing
significant food insecurity will be
impacted most, they predict.
"There was a lot of worry about
food insecurity globally when the
war first started in Ukraine," Du-
mortier said.
"Our research shows while this
will continue to impact the global
supply chain, the effects on food
shortages won't be as bad as we ini-
tially thought. Much of that is be-
cause other countries have started to
produce those crops and exports to
make up for what Ukraine has not
been sending out."

gap will take a toll on the global cli-
mate, Dumortier said. Other coun-
tries, such as Brazil, might clear land
and vegetation to plant more crops to
make up for slowed production and
exports from the war. The study
found that Brazil is increasing its
corn production to compensate for
Ukraine's drop in corn exports. Re-
searchers found that the change in
land use across the globe will have a
significant environmental impact, as
other countries increase carbon emis-
sions from land-use change and con-
tribute more to deforestation. "The
Russia-Ukraine grain agreement over
the summer was a positive develop-
ment, but the situation in Ukraine is
uncertain," Dumortier said. "We sug-
gest governments consider policies
that help vulnerable populations, like
domestic food subsidies and the re-
duction or elimination of trade re-
strictions. The effect of future cli-
mate change could also be mitigated
by unrestricted trade, which could al-
low a shift of comparative advantage
across countries."

Supreme Court to uphold the constitutional
validity of the Haryana Sikh Gurdwara (Management) Act, 2014
under which a separate committee was formed to manage the
