II. OBJECTIVES
a. To describe the security situations, conditions, procedures and requirements to be implemented.
b. To determine the vulnerabilities, risk, threats and hazards that may occur inside and outside of the
buildings.
c. To provide framework, that will serve as a benchmark for the appropriate security and safety
policies, systems, rules and procedures to be implemented for the safety of the customers and the
establishment.

III. PROACTIVE SECURITY MEASURES

1. To study the existing security set-up according to the following:


a. Location of security post and recommendations.
b. No of guards deployed per post/assignment and recommendations.
c. Logistical settings and recommendations.
d. Shifts schedules and work patterns.

PARKING-1

 SITUATION
1. No security barriers installed.
2. Only plants serve as barricades.
3. Persons on foot can easily enter the mall premises.
4. No guard posted along Daang-Hari Road to monitor the perimeter.
5. Plants may be used by intruders as their haven to penetrate crime
6. Culprits can easily escape after the commission of the crime.
7. No security barricade for both entrance and exit of the road that enough to be use in
case of hot pursuit situation.
8. Parking 1 and 2 are full during weekends and holidays.
9. Parking 1 and 2 are pay parking; each parking area was manned by security
personnel 24/7 a day.
10. Some of the customers leave their car doors and windows unlocked.
11. No CCTV Cameras at the whole area, only the entrance and exit has CCTV installed.
12. Some of the bricks are already deformed from their original position.

 RECOMMENDATION
1. Installation of decorated barriers along Daang Hari road.
2. Posting of additional security personnel to closely monitor the area.
3. Provide security barrier for both entrance and exit area to intercept the incoming and
outgoing vehicle and individual during of hot pursuit situation.
4. Trimming of plants shall be maintained.
5. Additional installation of high technology CCTV system to monitor all the activities
within the vicinity.
6. Implementation of “No over staying” inside the vehicle policy.
7. Installation of metal railings at the motorcycle with signage at parking area.
8. Installed mechanical barrier to the entrance and exit to all parking.
9. Repair and fix the bricks and other facility to improve the parking system

PARKING 2

 SITUATION
1. Perimeter fence between the Evia parking 2 and Portofino Heights has 6-feet
Concrete solid perimeter fence without top guard.
2. Indian trees have covered the perimeter fence and the installed perimeter lights.
3. Indian trees may be used as safe haven by wrongdoers.
4. Parking 2 of the mall is full during weekends and holiday seasons.
5. There are CCTV Cameras installed at the parking but not fully monitored the entire
Area of the parking especially during night time that some CCTV Cameras received
blurred footages.
6. Stench odour coming out from the composting area that spread all over the place.
7. Parking 2 is a pay parking; all kinds of vehicle are allowed to park at the area except
long vehicle.
8. Parking 2 was near at Daang Hari Road and only plants serves as the barrier.
9. Some of the bricks already deformed from the original position.
10. No designated Parking with signage and no metal railings to all motorcycle.
11. No mechanical barrier installed at entrance and exit.

 RECOMMENDATION
1. Installation of top guard.
2. Maintain pruning of Indian trees.
3. Additional two patrolling security personnel to secure the parking especially during
night time.
4. Upgrade of CCTV Cameras to high technology system.
5. Installation of security barrier at the parking 2 near Daang Hari.
6. Immediate repair the bricks at parking 2 to avoid stagnant water during rainy season.
7. Installation mechanical barrier to entrance and exit at parking 2.
8. Installation of additional traffic signs to guide the motorists
9. Installation of covered garbage bin to neutralize the foul odour.

ILLUSTRATION OF STANDARD PERIMETER FENCE & TOP-GUARD

 The solid fence (concrete) must be 7 feet from the ground excluding top guard to met international
standard under corporate settings. Top guard must be installed at least one (1) foot or more, from
post to one another with a distance of 6 feet having a support wire between posts. The barbed wire
distance at least (6) inches between strands.

 SITUATION
1. Existing perimeter fence (Temporary) was made up of galvanized iron covering the
Warehouse and Production office with barracks of GN3NG contractors.
2. No perimeter fence installed along the Zapote river, Sitio Malipay 3 homeowners
Can easily enter mall premises including the intruders.
3. Only Bamboo plants served as perimeter fence.
4. Wild grass, wild vines climb and ipil ipil trees will serve as haven by wrongdoers.
5. The adjacent lot along the Zapote river is the Malipay-3 community.
6. No guard on duty during day time to monitor the area.
7. No spot lights installed along the Zapote river.
8. No CCTV Cameras installed at the area.
9. No reap rap along the west side of the building C.

 RECOMMENDATION
1. Installation of concrete perimeter fence with top guard along the Zapote river.
2. Maintain pruning and grass cutting of wild grass and wild vines and ipil-ipil trees and
branches bamboo.
3. Two ddditional security personnel during day time to closely monitor the production
office.
4. Installation of spotlights along the Zapote river.
5. Installation of hi-technology CCTV system.
6. Construct the reap rap along the Zapote river.

 SITUATION
1. No perimeter fence installed along Daang Hari road and only plants is served as
perimeter fence.
2. Perimeter fence installed at Parking 4 was made of cyclone wire with steel frame
located besides Petron Daang Hari; where service vehicles of Crown Asia, Brittany,
and Op/Tax are parked.
3. Manned 24/7 security.
4. Parking 4 is a proposed valet parking to our valued customers.
5. If parking 1, parking 2 and covered parking 3 were full, customers are advised to used
and park their vehicle at this area but most of them have rejected due to risk and the
far distance from the main mall (customers will have to across the risky daang-hari
road before reach the main mall)
6. Guard on duty at the parking 4 was in charge to the flow of traffic at Daang-Hari road
from 0600H-1000H.
7. Area and road to be used by Valet parker starts from promenade 3 fronting Building C
down under daang-hari bridge to parking 4 area. This area has no cyclone wires, with
frames installed.
8. Lacked of signage going to parking 4.
9. Some portion of the perimeter fence beside Petron is widely opened.
10. Poor illumination at the area specially beside the Zapote river.
11. The slanted landscape from the side portion of the valley located under daang-
hari bridge is at risk for soil erosion during heavy rains.

 RECOMMENDATION
1. Installation of barricade along Daang-Hari road.
2. Security barricade must be placed at the entrance and exit area of the Mall to intercept
each individual.
3. Installation of top guard made of cyclone wire with frame at Daang Hari bridge and
railings of the bridged along valet parking road.
4. Enclosed the open perimeter fence besides petron.
5. Installation of additional spot lights at parking 4 especially besides Zapote river.
6. Installation of reflectorized traffic signs along the road going to parking 4.
7. Additional security personnel to man the valet road and valet parking.
8. Installation of soil stopper to avoid soil erosion.

 SITUATION
1. Three (3) access point;
1. Promenade 1 ingress and egress.
2. Ingress and egress besides Mercury drugs.
3. Steel door ingress and egress of deliveries of the tenants.

2. Frisking and inspection of the customers personal belongings is not being


implemented.
3. There are twenty-three (23) combined external and internal tenants of the mall, some
tenants have their own security personnel such as Mercury Drugs, Rustans, and Ace
Hardware.
4. Hall way of the building was manned by one (1) guard from 0900H-2100H.
5. The steel door lock was defective; easily enter inside by the robbers.

 RECOMMENDATION
1. Hall way of the building shall manned by security guard 24/7. Additional guard
must be posted at the hall way.
2. Posting of civilian guard at Promenade 1.
3. Upgrade the CCTV system to hi-technology for better monitoring.
4. Frisking and inspection of the customers at the ingress and egress point must be
implemented.
5. All tenants with staff must submit 201 files for future reference.
6. Additional security guard and lady guards to be posted at the ingress and egress areas.
7. Immediate repair or replacement of the steel door lock.

“BUILDING B”

 SITUATION
1. Twenty seven (27) tenants are operational including the Crown Asia office, Brittany,
OP/Tax.
2. Manned by 5 security guards 24/7.
3. Not yet fully operational, some parts of the building are under construction.
4. Has four (4) access points.
5. Some of the tenants have their own security personnel such as Crown Asia Office,
Switch, Fridays, Payless, Bench.
6. One (1) guard assigned at the following entrances: lower ground, Eagle-4,
Loading duck-2, ground level hall-A.
7. The entrance/exit of the ground level beside Switch going to promenade-1 was open
24/7 without guard assigned thereat.
9. Only one (1) patrolling guard assigned from lower ground to second level.
10. Whole vicinity is not installed with CCTV system.
11. Lacked of signage to all entrances such as the schedule of mall hours
12. No mall directory stated on specific direction.
13. No floor plan/map to be used in case of natural disaster or in case of fire.
14. Only one (1) guard assigned at hall-A entrance.
15. No assigned security guard at exit beside Switch going to promenade 1.
16. The fire exit serves as ingress and egress of the workers.
17. The fire exit door located at the external area is accessible for the intruders.

1. Additional guards to be posted at the entry and exit point.
2. Additional CCTV Cameras must be installed at the blind area.
3. Installation of additional signage is required.
4. Additional civilian roving guard to monitor the whole building-C.
5. The ground floor switch exit must be closed during mall hours, otherwise guard should
assigned 24/7
6. Installation of floor map plan and mall directory inside the mall premises.
7. Repair the fire exit door lock to avoid accessible area by the intruders.

 SITUATION
1. Eight (8) tenants are operational.
2. Covered parking at lower ground to served the customers and location of loading
dock2 for the deliveries of the tenants of building-B and C.
3. Manned by five (5) security guards 24/7.
4. The lower ground covered parking was manned by four (4) security guards 24/7.
5. The lower ground covered parking is the location of Security Office and barracks of
Service Master Maintenance.
6. Some area the lower ground covered parking serve as stock room of Evia.
7. The loading dock 2 was manned one (1) security personnel at day time only, no
assigned security personnel during night time.
8. All fire exits of the building-C from ground lower ground to 3rd floor was also used
as access area by all workers.
9. The fire exits of building-C has no CCTV cameras to monitor the activity of individual,

10. The roof deck of building-C serve as Chile room.
11. Some portions of ground floor remained on-going constructions.
12. Barracks of AustPhil contractor located inside the building (ground floor).
13. All E.E. rooms have not installed signages especially the restricted area.

 RECOMMENDATION
1. Additional guards to be posted to all entrances and common area roving.
2. Additional civilian guards to be posted at lower ground.
3. Additional guard to be posted at loading dock-2 during night time.
4. Additional CCTV cameras to fire exits, roof deck and blind area.
5. Installation of signage is required.
6. Prohibit all in house and private contractors to stay inside the mall premises.

 SITUATION
1. The walk way alley from building-B hall-A entrance link to Admin office is a non-
rubberized area.
2. The fire alarm of EE room besides Admin office was exposed and no cover.

 RECOMMENDATION
1. Installation of rubber stopper of walk way alley must be done.
2. Installation of cover of the exposed fire alarm is needed.

 SITUATION
1. The loading dock 2 was no rubber stopper being installed at the ramp.
2. The roll-up installed at loading dock 2 was defective.
3. The stair way alley for delivery was no roll up being installed to be closed after mall
hours.

 RECOMMENDATION
1. Installation of rubber stopper must be done.
2. Immediate repair of the defective roll up.
3. Installation of roll-up of the stair way is needed.

 SITUATION
1. The building-B loading dock 2 is the designated ingress and egress of the delivery,
construction workers and tenants employee.
2. No signage was installed indicated the house rules and regulations of the Vista Mall.
3. Some of the ID workers pass scattered at the table of the loading dock guard.

 RECOMMENDATION
1. Strictly implementation of the house rules and regulations.
2. Installation of signage must be done.
3. Provide ID racks at loading dock 2 entrance.

 SITUATION
1. The hall way of promenade 3 in-front of power books link to entrance 2 of Atrium has
no ramp/area access for PWD person.
2. The building A Gallery entrance besides Mercury Drugs has no lane/ramp access for
PWD person.

 RECOMMENDATION
1. Provide PWD lane/ramp for person with disability.

 SITUATION
1. Construction materials, frames of tents, ladder, exposed electrical wires, merchandise
of Rustans Supermarket, and service motorcycle of employee of Rustans scattered at
the area.
2. The motor pump of safe thick tank was defective.
3. Scattered waste outside the MRF of Rustans.

 RECOMMENDATION
1. Immediately arranged the scattered construction materials, Frames of tents, ladder,
exposed electrical wires, merchandise of Rustans, and service motorcycle of all
employee.
2. Immediate clean the scattered waste outside the MRF of Rustans.

FIRE EMERGENCY

1.0 General Instructions outage

1.1 In case of fire, guards must immediately call for assistance (thru radio or telephone) and
inform the exact location of the fire or smoke; or activate the nearest fire alarm pull station.
Try to extinguish the fire to prevent it from spreading by using a nearby portable fire
extinguisher.

1.2 Upon the arrival of the fire-fighting team, the guards remain temporarily near the fire scene
ready to offer possible assistance.

1.3 Guards must know the location of the fire exits, fire alarm pull station, portable fire
extinguishers, fire hose cabinet, fire hydrant, fire notify and fire fighting control panel shall be
familiar to all personnel.

1.4 Fire fighters or facility personnel who will directly involve in the extinguishment of fire must
carry the portable “axe” used for breaking the fire hose cabinet(s).

2.0 Fire within the building

2.1 Guards will shout “FIRE” to alert others in the building. All workers/personnel within the
premises shall immediately evacuate the building

2.2 Guards will call for assistance. Inform fire fighting teams and other support units.

2.3 Guards will cordon the building

2.2 Guards will see to it that all fire exits/passageways are open and free from any form of
obstruction.

2.3 All members of the team must stay upwind of fire/smoke and remain at a safe distance from
the fire and fire fighting equipment.

2.4 Guard will do first aid and medical evacuation when necessary.

2.5 Security personnel will keep access to fire exits open for rescue team.

2.6 Guards will coordinate with team leaders for further instruction.

3.0 Fire Near a building

If a fire is detected near a building, the following procedures will be followed;

3.1 The Security will inform the maintenance team regarding the nature of the fire. If the nearby
fire poses an immediate threat to customers, tenants, employees and passersby of the
building, activate the building fire alarm to evacuate the building.

3.2 The Security Officer will evaluate the situation and determine the need to evacuate the
building or the fire scene. The fire department maybe called depending on the nature of the
fire.

3.3 The Security Officer or Designee will direct further action as required.

4.0 Fire Precautions

4.1 Guards must familiar and know the locations of the nearest for exit, telephone, fire alarm
pull station, portable fire extinguisher and fire hose cabinet.

4.2 Guards must know how to operate the fire extinguisher.

4.3 Guards must know where to report and to join your fire emergency operating team.

4.4 Guards announce employees to stay calm and be alert.

5.0 Action Plan (Plan before fire Season)

5.1 Guards must familiarize Fire emergency guidelines on preventing and control.

5.2 Guards must coordinate with management and lay recommendations to remove
potential sources of fire fuel from around your workplaces and dwellings.

5.3 Guards must check that all pumps and fire fighting apparatus is in working order, and
conduct regular tests.

numbers or codes.

5.5 Guards must check and update first aid kit

5.6 Guards check that everyone has sturdy clothes such as cotton/wool jumpers and pants,

useful in an emergency.

6.0 On the Day of Extreme Fire Danger

6.1 Guards will not jeopardize the life of employees and others. Consider evacuation if they are not
essential to the protection of the facility.

6.2 Guards will have to coordinate to remove combustibles (wooden furniture, unnecessary
papers, etc.).

6.3 Guards will coordinate and ensure emergency supplies are located and secured
(food/water/torch/battery).

6.4 Guards will have to check valuable, medical and insurance papers, etc., ready for evacuation

6.5 Guards will have to listen to emergency broadcast system for development/other warning
weather forecast and changes.

6.6 Guards will have to notify people away from the fire scene to stay where they are.

6.7 Guards will check fire fighting pumps, hoses and sprinklers to ensure they will work. Check
fuel and oil, and water supply.

7.0 If the Fire Occurs on or Enters your Area

7.1 Guards will have to put safety plans into action.

7.2 Guards will check block down pipes and fill gutters.

7.3 Guards must know that toilet cisterns and water heaters are important emergency water
source if main pressure fails.

7.4 Guards must prepare to soak towel, small woollen rugs, and large cotton rages in water.

7.5 Guards must ready and start fire fighting pump and be prepared to use hoses and
sprinklers.

7.6 Guards must gather on the inside of the building opposite the direction of the fire,
preferably as close to the ground floor as possible.

and instructions.

7.8 Guards will see to it to inspect inside and outside of the building periodically to extinguish
spot fires.

7.9 Guards will be aware that when it goes off there may be no main water.

7.10 Guards will have to announce CALM to any worried or anxious people.

8.0 Emergency Survival Requirements


If faced with the dangers of radiant heat from flames, body dehydration and smoke inhalation,
emergency protection is possible, even in high intensity fires. Wrap yourself in a heavy, pure wool
blanket and carry a flask of water to drink and moisten a blanket corner as a smoke mask

9.0 What to do AFTER the fire has passed


9.1 Guards will have to check the roof and the ceiling space immediately and extinguish any
sparks and embers.

9.2 Guards will have to re-check frequently for a minimum of 30 minutes.

9.3 Guards will have to call for whatever emergency assistance if required.

9.4 Guards will see and regulate the use of telephone for any unnecessary calls.

9.5 Guards will not leave the building unattended until is has been thoroughly checked.

9.6 Guards will check and inspect immediate/nearby facility.

9.10 Guards cooperate with any emergency services.

10.0 Recovery Period


10.1 Guards will audit and assess property damage.

10.2 The Security Officer will coordinate with any extended help to anyone who needs it.

10.3 Guards will be vigilant and alert for strangers in the area who may be involved in
criminal activities.
10.4 Guards will prepare inventory of loss or damage goods and items.

PERSON ASSAULT / BATTERY

1. In the event a hostile confrontation is imminent, the security personnel will maintain a view of
the person and attempt to seek help by calling Security Officer.

2. If you have reason to believe a confrontation could become hostile, try to have another
personnel or officer present.

3. The Security Officer should voluntary escort the person to the security office for proper
investigation and disposition.

4. In case of injury, first-aid/or medical evacuation will be administered.

5. Security Guards will secure and preserve the area/scene for possible recovery of physical
evidence(s)

6. The Security Officer will report the incident to the Security Specialist.

After

1. Post-incident procedure of Guards will be reviewed if there’s a progress or failure.

2. Investigation report will be submitted to the principals as coordinated by the Security Officer
prior to a go signal from the Security Department.

3. Debriefing will be conducted by the Building Administrator to assess the situation, identify
lapses and perform necessary revisions.

PERSONS WITH DEADLY WEAPON

1. The facility management will provide information to all employees, suppliers; and contractors
regarding entry of deadly weapons in the facility are prohibited.
2. Personnel awareness will be provided by the Security Officer regarding the policy on
unauthorized entry of weapons in the facility.

3. Security Guards should be encouraged to look for sheaths. Belt cases, unusual bulges and
any other form of weapons that pose danger and challenge the concern person for
explanation.

11. It may be in the best interest of all concerned to move employees to an isolated spot.

12. Firearm and other evidences should be handled carefully and turned over to the police with
proper receipt by the Security Officer.

After

1. A critical debriefing will be held by the Security Officer or Building Administrator and Plan
Director as needed.

2. Revisiting facility policy regarding this emergency to all persons may be needed consistent with
existing laws.

3. Review of the incident plan should be done by parties involved.

4. Full cooperation should be given to law enforcement as coordinated by the security.


WATER OUTAGE
1. Guards should check and conserve water resources until restored.

2. Patrol guards should keep taps closed and all leaks must be reported immediately to the
maintenance.

A. NATURAL EMERGENCY
EARTHQUAKE

Earthquake usually strike without warning. The following actions, as time permits, should be
accomplished.

Before

1. Guards will have to make sure you have a fire extinguisher, first-aid kit, a battery-powered
radio, portable handheld radio, a flashlight, and extra batteries.

2. Guards should familiarize with the Emergency procedure of the facility including exits and
staging area.

3. The entire Security should locate the safe and the dangerous spots around the workplace so
that quick action be made should the need arise.
4. The Guards should know how to shut down utilities at their source to ensure quick closing of
gas and water leaks and to secure electrical lines.

5. Guards should be familiar with fragile and valuables with latched cupboards, cushioning, etc.,
when opportunity warrants.

During
Inside of Buildings

1. The Guard should shout avoid everybody area near large windows, and heavy hanging
objects.

2. After the earthquake, the guards should announce to remain calm. Do not leave the building
until the shaking is over. Then exit in a calm and orderly manner.

3. Guards should advise everybody not to return to buildings for any reasons until they have been
declared safe.

4. The Security Officer should observe from the safe distance from all building entrances to see
that no one re-enters the buildings.

5. Guards should avoid anyone not to light any fires after the earthquake. If your area has gas
utilities, do not flip switches, including light switches, which may spark and ignite the gas.

6. Guards should avoid anybody from touching electrical wires which may have fallen.

7. Guards should check for injured persons. Render first aid if trained. Do not move the victim
unless he or she is in immediate danger. Seek emergency help as soon as possible.
8. Subsequent (secondary) shocks may follow the initial tremor. Do not return to building until “All
Clear” or “Return to Building” is declared.
Outside of Buildings
1. Guards should shout to move all employees, contractors and other persons to safest place are
in the open. Stay there until the earthquake is over.

2. Guards should observe to move away employees, contractors and other persons from the
buildings, trees and exposed wires.

3. Guards should announce everybody to stay where they are and do not run.
After
1. Guards should check everyone for inquiries. Provide first aid to anyone who needs it.
2. Patrol/Roving guard should check water, gas, and electric lines for damage. If any are
damage, shut off valves. Check for the smells of gas. If you smell it, open all the windows and
doors, leave immediately and report.

3. If Guards check who is seriously injured do not move it unless danger is eminent. If possible,
let trained medical personnel make this judgment.

4. Guards should be vigilant for buildings foundations probably it will be break and there is the
possibility of an aftershock.

5. Guards should stay out of damage area and announce everybody to be careful of broken glass
and debris. Wear boots or sturdy shoes to keep from cutting your feet.

6. Guards should use radio to find out information about the quake, what other dangers might be
lurking and what to do about them.

7. Guards should be vigilant to looters and intruders.

8. Guards should shout DO NOT PANIC. There will be plenty to do and to worry about.
Remember, HELP is on the way.

SEVERE WINDSTORM / TYPHOON

suspended. If evacuation is needed, execute the plan for evacuation.

Before Storm Season


1. Guards should check all utilities and defective fixtures.
2. Guards should prepare first aid kit and simulate training.

3. Guards should always clear perimeter or loose objects.

4. Every guard should have masking tapes (for glass), plastic sheeting and large garbage bags
(for emergency rain protection).

Actions When High Winds Develop During Instructional Hours with Little or Warning.

1. Guards should alarm and shout that everyone should seek shelter immediately.
2. Guards should direct that employees should be assembled inside shelters or best available
protective site.

3. Stay away from glass windows.

4. During the windstorm guards should secure everybody, remain and inside wall, on the lower
level if possible.

5. Guards should announce to everybody to stay inside the building as loose flying objects,
downed wires, falling branches/trees, etc. may pose life threatening situations.

6. Guards should direct everybody to stay away from large roof spans

7. Guards should direct to evacuate employees that are subject to full force wind.

8. Guards should keep tuned to local Emergency Broadcast System radio station for latest
advisory information.

Actions AFTER the Winds Subside

1. After the winds abate, the guards temporarily secure damaged buildings to prevent further
weather damage.

2. Notify the Security Officer of the Security Specialist of any break, damage or suspected break,
in any utility system or facility

3. Guards should clear everybody not touch any down wires due electrical hazards. Notify the
Security Officer or Security Specialist regarding the threat.

4. Guards should announce everybody to be careful of broken glass and other sharp objects
(Protruding nails, jagged metal edges).

5. If a building sustained considerable damage from the windstorm, do not enter the building until
given permission by Security Officer or Security Specialist.
THUNDERSTORMS
Based on the study, 80% of the injuries related to THUNDERSTORMS happen when people use
telephones during thunderstorms and receive electric shock, hearing damage, or burns when
lightning strikes telephone wires in their area.

1. Guards should shout to everybody to seek shelter in a “hard top” vehicle or solid building –
avoid small structures or fabric tents.

2. Guards should refrain everybody never shelter under small groups of (or single), trees.

3. If far from shelter, guards should shout to everybody to crouch (alone, feet together),
preferably in a hollow.

4. Guards should advise everybody to remove metal objects from head/body. Don’t lie down, but
avoid being highest objects.

5. Guards should avoid everybody to stay away from metal poles, fences, clothes linen, etc.
