 Direct reporting line to the Managing Director.
 Develop and prepare HSE Plan, HSE Policies and Procedures, HSE Budget, and
HSE Bridging Documents.
 Carryout HSE AUDIT for the organization.
 To demonstrate and promote HSE Campaigns, Culture and Awareness
 To ensure all Drilling personnel understand and comply with QHSE Policies,
Procedures, and standards for drilling operations.
 To ensure all reporting meets HSE requirements in a timely manner Consult,
Advise and direct Drilling Operations in matters relating to QHSE.
 Liaise with DPR and Government Agencies with regards to QHSE matters.
 Participation in all Management meetings.
 Prepare Daily, Weekly, Monthly, Quarterly, and yearly HSE Report to Top

 Provide information to Management on accidents/incidents and near miss in a
timely manner according to established procedures, and implement learning

 Monitor compliance against the monthly, Daily, and Weekly HSE Statistics.
 Oversee implementation of SMART/STOP program on Rig-site.
 Monitor/chair/participate in Monthly HSE Meeting for the Organization.
 Oversee implementation of operational systems and procedures to include but
not limited to: Permit to Work System, Lock-Out/Tag-Out System, and Hazardous
Chemical --MSDS, PPE System, Helideck Landing Officer, H2S Awareness,
Benchmarking, and other required training activities.
 Monitor readiness/response to emergency situations through regularly held and
documented drills.
 Maintenance of the Corrective Action Register for non-compliance items arising
from meetings and inspections.
 Maintenance of the Lifting & Slings Registers and Inspection Program for Drilling
Rigs.
 Monitor compliance with Travel/Journey Management System where applicable.
 Responsible for day-to-day execution of drilling HSE activities in accordance with
assigned responsibilities and established key performance targets.
 Assist drilling management team in the development and delivering of best
drilling safety management processes.
 Investigate incidents, accidents, and near miss, and recommends actions to
prevent reoccurrence.

 Provides HSE advice to line managers who remain responsible and accountable for HSE
performance at the site.
 Promotes a positive HSE culture which is consistent with industry practices and policies.
 Helps to ensure that a 'Stop The Job' HSE Culture is embedded at all work. Sites.
 Senior individual on the rig who is responsible for advising line managers on the safe
implementation of the HSE working systems of the drilling, testing and completion
operations.
 Reports to the Drilling Supervisor at site and indirectly to the HSE Manager, Focal point for
all HSE-related monitoring and data reports, subject to the prior approval of the Drilling
Supervisor.
 Indirectly reports to the HSE Manager for additional advice and standards.
Provides HSE-related support to well site management in the implementation of the HSE
plan, policy, procedures and practices.
 Assists with Emergency Response Planning & Coordination.
 Provides environmental advice, monitoring and reporting.
 Prepares and implements a programed for HSE Audits (o Lifting Operations and Lifting
