out the frameworks for this project on August 1,
2023, as it needs to be started as soon as possible so
citizens and communities will be able to benefit
from it.
Target Completion Date The target completion date of the project proponents
is February 1, 2024, or 184 calendar days, to ensure
that it will be implemented as early as next year
without having the risk of substandard quality as the
preparation and implementation are allotted ample
time.

Advocacy The advocacy around which this project revolves is

climate change awareness and adaptation, which are
in line with the 13th Sustainable Development
Goals (SDGs) “Climate Action” that calls for urgent
action to combat climate change and its impacts by
the United Nations (UN).

Project Description
Climate change's impact is increasingly evident, yet many communities remain
uninformed and unaware. To address this, the project proponents propose
"Empowering Communities for Climate Resilience: A Call to Action on Climate
Change Agency and Citizenship." This movement aims to empower communities,
foster awareness, build adaptive capacities, and promote sustainable practices
through collaboration between proponents, government agencies, and NGOs. Our
goal is to promote climate change awareness, community engagement, and social
equity before, during, and after climate challenges.

Project Objectives
The “Empowering Communities for Climate Resilience: A Call to Action on
Climate Change Agency and Citizenship” project aims to promote climate change
awareness and adaptation. This will be achieved through the following objectives:

1. Promote climate education and awareness, with a strong emphasis on

empowering individuals through agency and encouraging active citizenship,
in order to effectively confront the uncertainties of climate change.
2. Foster community resilience by implementing capacity-building initiatives
that empower communities to create and implement adaptation strategies
finely tuned to their unique contexts and circumstances.
3. Encourage effective community participation in decision-making about
climate change policies and initiatives, making sure that many voices are
recognized and taken into account.
4. Facilitate the advancement of sustainable practices and foster behavioral
modifications among individuals and communities, with the aim of
promoting the adoption of ecologically responsible lifestyles.
5. Advocate for climate justice and equality, with a particular emphasis on
marginalized communities and the participation of such groups in climate
change mitigation and adaptation initiatives.

Project Costs
To be able to successfully implement the project, a detailed cost estimate has been
made. The project costs consist of essential aspects like manpower costs, training
and capacity enhancement activities, community engagement activities, the
enactment of climate-resilient initiatives, and assessment and monitoring. The
breakdown of the Project costs includes the following:

Project Cost Categories:

Manpower
- Project Leader: Php 18,000 (2 Project Leaders) x 6 months = Php 216,000
- Project Coordinator: Php 15,000 (5 Project Coordinators) x 6 months = Php
450,000
- Field Staffs: Php 12,000 (10 Field Staffs) x 6 months = Php 720,000
- Instructors/Trainers/Facilitators: Php 12,000 (15
Instructors/Trainers/Facilitators) x 6 months = Php 1,080,000
- TOTAL: Php 2,466,000

Training and Capacity Enhancement Activities

- Training Materials: Php 50,000
- Workshops & Seminars (Includes snacks): Php 15,000 x 6 workshops = Php
90,000
- TOTAL: Php 140,000

Community Engagement Activities (Community seminars, House to house

lectures/training/evaluation)
- Community Outreach (fare + First aid kit/Disaster kit): Php 10,000
- Community Campaigns (Tree Planting, River Cleaning, Clean up drive):
Php 30,000
- Materials: Php 20,000
- TOTAL: Php 60,000

Climate-Resilient Initiatives (Evacuation drills, Fire drills, Earthquake drills)

- Demonstration Projects (Per Community): Php 30,000
- Equipment: Php 50,000
- TOTAL: Php 80,000

Assessment and Monitoring (Data collector, analyst, and evaluator of

communities where the project has been done)
- Data Collection and Analysis: Php 10,000
- Evaluation and Reporting: Php 10,000
- TOTAL: Php 20,000

Contingency Fund: 15% of Total Project Costs (Php 414,900)

Total Project Costs:

( 2,466,000 + 140,000 + 60,000 + 80,000 + 20,000) = 2,766,000 + 15% of Total
Costs (414,900)
OVERALL TOTAL: Php 3,180,900

This budget estimation has been carefully calculated to maximize the use of
resources and ensure that every penny allocated yields substantial outputs and
long-lasting effects. However, it may vary depending on the availability of
resources, location, and specific project requirements.
Project Benefits
Providing communities with more agency and citizenship as a means of enhancing
their climate resilience leads to a number of advantages, including:

1. The project seeks to strengthen climate change awareness and education among
members of the community, thereby ensuring that they possess an in-depth
knowledge of the obstacles and possibilities that arise from climate change. This
knowledge enables individuals to make well-informed decisions and adopt
sustainable practices in their everyday lives.
2. The enhancement of community resilience can be achieved through the
development of adaptive capacities and the implementation of strategies aimed at
addressing climate change. These measures enable communities to better withstand
and recover from the adverse effects of climate change. This encompasses the
establishment of strategies to endure severe climatic phenomena, the effective
administration of water reservoirs, and the adoption of environmentally friendly
approaches in the field of agriculture. Enhancing resilience serves to mitigate
vulnerability and foster enduring sustainability.
3. The project facilitates and encourages the active involvement of communities in the
process of making decisions related to climate change, thereby cultivating a sense
of responsibility and autonomy within the community. By actively engaging
stakeholders in the process of developing strategies, initiatives, and projects, a
wider range of perspectives is taken into account. This inclusive approach
ultimately results in more effective and comprehensive solutions.
4. The initiative cultivates strategic alliances and cooperative efforts with local
organizations, governmental entities, and important constituents. The establishment
of this collaborative network not only amplifies the project's influence but also
fosters avenues for the exchange of ideas, the collaboration of resources, and
collective engagement. Strong collaborations have the potential to foster enduring
endeavors aimed at mitigating climate change that extend beyond the immediate
constraints of a specific project.
5. To enhance the long-term sustainability of communities by fostering their capacity
to independently carry out climate resilience initiatives even after the project
concludes. Through the provision of expertise, abilities, and resources, groups are
empowered to achieve self-sufficiency in addressing climate uncertainties, thereby
ensuring a sustainable future and the continuation of beneficial outcomes.

When taken as a whole, these advantages help make it possible to construct a future
that is more resilient, sustainable, and equitable in response to the challenges posed
by climate change.
