Dear Sir,

Reference is made to your Fax of 16th August 2023 and attached Faxes, regarding your concern on
mechanical works delay based on the contractor’s construction schedule Rev-04. We appreciate your
highlights and your concerns, as we are seriously committed to resolve any issues or challenges that may
face the execution of this project.
We agree entirely that we are start the mobilization and construction activities late simply because JOS is
facing some difficulties beyond our control. Here are some difficulties:
- Delay of staff mobilization for number of weeks resulted from stoppage of issuing the visa for our
staff for almost 3 weeks by the Libyan Consulate in Tunis due to of change of their own procedures
and the authorized formalities and approvals.
- Lengthy security approval for transfer of JOS heavy equipment from the west to east side of the
country.
- Delay in approval or review of documents sent to WOC. The reviewed documents are
communicated after a month or more. And other documents to date we have not received any
feedback. (Please see attached documents). In addition JOS cannot start the site activities without
approval of those documents.
- We have already revised and re-submitted all P-WPS as per the WOC comments since August 1st.
No feedback till today. Based on this document we issue the WPS then PQR and PQT for welder’s
qualification test.
We kindly request your assistance in expediting the approval process from the WOC to proceed promptly
with the welding qualification.

Overall, we have managed to overcome these difficulties and the following actions already done:
1. Manpower already mobilized at site: 40 peoples composed of 1 Project Manager, 1 QC lead, 2 Civil
Supervisors, 2 HSE supervisors, 2 Surveyors, stringing team with Pipe line supervisor, heavy
equipments operators, Side boom operator, Camp installation team, etc…)
2. Equipment already mobilized at site: 02 Sides booms, 1 Low bed trailer, 2 Bulldozers, 1 Crane, 1
boom truck, 1 Excavator, 1 Wheel loader, 1 Fuel Tank, 2 Graders, 1 Backhoe loader, 6 Pickup & Cars
4x4.
3. Construction Progress Summary:
 Camp grading & leveling (100% Completed).
 16 Portacabins Installed (38% progress).
 Topographic survey TRL 24” including center line (100% completed).
 Topographic survey FL 8” including center line (74% progress).
 ROW cleaning grading TRL 24” (68% progress).
 ROW cleaning grading FL 8” (40% progress).
- (See attached list). The second stringing team of staff numbers had arrived to Tripoli this Saturday
6th August including all the required technical staff involved (QC, HSE, Supervisor, Pipe Riggers,
etc). They will be on site Monday 07th August.
We also want to share with your consideration our recovery schedule, manpower and equipment list
respecting completion date of April 2024.
