He was born in Huamachuco on December 23 rd, 1811.
His parents were Manuel Santiago Rebaza and Antonia
Cueto.
He moved to Trujillo, where he studied at Seminario San
Carlos y San Marcelo school. Then he studied Law in the
University of Trujillo, where he graduated with a
Bachelor's degree as a Lawyer in 1838, in 1845 he got a
Jurisprudence Doctor’s degree. Along his academic
training, he served as secretary of the prefecture of La
Libertad department from 1838 to 1845.
He was a journalist and founded La Abeja in 1838, El Liberal from 1840 to1842,
El Progreso in1848 and La Balanza in 1850, publications from Trujillo. He
influenced on the creation of Chiclayo as a province. He was also part of the
forces that marched to Piura to reject Colonel José Manuel Angulo, who had
entered Peru from Guayaquil with revolutionary intentions in 1841.
He was named Fiscal Agent of Trujillo from 1845 to 1846. He was interim
Prosecutor of the Superior Court of La Libertad from 1846 to 1848, Titular
Fiscal Agent from 1849 to 1851, as well as vocal member from 1851 to 1855.
Then he was named interim member of the Supreme Court in 1860 and, finally,
member of the Superior Court of Trujillo from 1861 to 1894.
He was a member and director of Sociedad de Beneficencia de Trujillo in 1848.
As an educator, he was a professor at the University of Trujillo, whose
rectorship was held from 1853 to 1859. He was also a professor at the
Educandas school in 1850 and he was commissioned to reorganize San Juan
National School in 1860, where he also taught.
He was deputy for Huamachuco from 1851 to 1853 and 1858 to 1864,
becoming the second vice president of his chamber in 1864. As a
parliamentarian, he promoted the creation of the province of Otuzco in 1861
and of the province of Pacasmayo in 1864. Also, on his initiative, was created
San Nicolá s school in Huamachuco.

He was prefect of La Libertad during the government of Colonel José Balta from
1868 to 1872. During the War with Chile, he supported General Miguel Iglesias
in his movement for peace.
Triumphant the revolution of Andrés A. Cá ceres against Iglesias, Rebaza was
one of the three Iglesista delegates who met with their cacerista peers in
conferences in which it was agreed to form a Council of Ministers, headed by
Antonio Arenas, to be in charge of the transition in December 1885.
He died in Trujillo, on July 30th, 1897.
