CHAPTER 1 – GENERAL

1.1. General
It is the intention of these specifications to set forth the requirements and the work to be executed and
materials required for the construction of a tug boat.The vessel will be designed and build as twin
screws engines and equipped with rudder for tropical navigation.

1.2. Material And Equipments


All materials used for the vessel are to be good quality, new and free of faults. Structural material of
the structure is to be of good shipbuilding quality.

1.3. Rules & Regulation


The vessel to be designed, constructed, equipped, inspected, supervised, tested and certified
inaccordance with the Regulation of Classification with appropriate class notation for tug boat for near
coastal and river navigation.
In addition, the vessel comply with the following regulations:
a) Rules and Regulations of Class
b) Regulations of Indonesian Government
c) International Convention on Load Lines 1966
d) SOLAS Regulation as applicable.
e) International Convention on Tonnage Measurement of Ships 1969
The above regulations also considered subject to change applicable to near coastal operations and
exemptions as applied by Owners and approved by Authorities.

The trial speed in deep and calm water with 100% MCR of main engine abt. 10 knots.The main
propulsion engines are marine diesel engine abt. 2 x 600 HP. Bollard pull at least 13 Tonnes with main
engine at 100% MCR.

1.8. Plans and Certificates
1.8.1. Plans for Approval
All plans prepared in accordance with the standard form and type of the Builder and the Manufacturer.
The number and kind of plans in accordance with mutual agreement by both parties and as required
by Class & Statutory.

1.8.2. Finished Plans/ As Fitted Plans


All finished plans and instruction books prepared in accordance with the standard formand type of the
Builder and Manufacturer. For each finished plan and instruction book, 1 copy supplied, 1 copy for
authority for the vessel and 1 copy for the Owner's office. And supplied 1 maket.
1.8.3. Certificates
The Builder bear and pay all fees and charges payable for the issuance of certificates of tests,etc.
required in connection with such Classification. At least the following certificates provided:

The Builder also bear and pay any fees and charges, which are involved in the procurement of any
other certificates by the Builder.

1.9. Acceptance Tests And Trials


1.9.1. General
All portions of the vessel and all works thereon, including structure, fittings and systems, thoroughly
tried out and tested after installation to demonstrate workmanship, proper working order, suitability for
the purpose intended and compliance with the requirements of the Specifications to the satisfaction of
the regulatory bodies. The minimum tests required that conducted are:
• Dock Trial (the test indicate that all equipment work properly)
• Lightweight Survey
• Sea Trial

• Bollard Pull Test
All the test schedule and detail scheme of the tests submitted beforehand at least seven (7) days before
execution of such test to the Owner's representatives, who have the right to attend such tests and
surveys.
1.9.2. Inclining Test & Lightweight Survey
Inclining test is conducted to know the ship stability, the inclining test is carried out for a minimum of
1 sister ship and for the next ship it is not mandatory*, but still a light weight survey is should carried
out. At the time of determination of the vessel “LIGHT SHIP WEIGHT” condition (KG position), at least
the survey draft carried out, at the pier in the shipyard. The test conducted before sea trial and
witnessed by Class and or relevant authority. The test only applies to new ship owner at same shipyard,
not others ship.
*Note for the inclining test that can be afford to sister ship:
- Difference LWT of the ship is not greater than 2% between each other. More than that number
each ship must be carried out inclining test.
- Maximum building of each ship span of 1 year from the first ship that conduct an inclining test.
More than that number each ship must be carried out inclining test.

2.1. General
The vessel is designed as tug boat. Hull is constructed of mild steel with the quality as required by the BV, ABS
or NK Class. The structural steel, including casting and forgings, made by the process approved by the BV, ABS
or NK Class and with Builder’s standard. The hull is a welded structure. Electric welding executed for the entire
hull construction in accordance with the requirement of the BV, ABS or NK Class. All seams and butts welded
joint by automatic and/or manual electric welding. All fillet welding facing on weather parts and in tanks
iscontinuous, and others are continuous or staggered. All structural arrangement and scantling designed in
accordance with the requirement of the BV, ABS or NK Class and with Builder’s standard.

2.2. Bottom Construction


Bottom construction with transversal framing system to be in association with side transverse and
bottom girders. Flat plate keel to be fitted throughout the vessel’s length and to be connected with the
stem and stern frame. The stem throughout to be of fabricated welded steel plate construction. Bilge
keel port & stbd side must be installed with round bar minimum 19mm equipped. The junction of the
bottom-bilge keel-side shell mounted 2" round bar.
2.3. Shell Plating & Framing
The shell will be stiffened by frames and web frames. All scantlings of shell, frames and beams to be
accordance with rules regulation.
2.4. Bulkheads & Tanks
Watertight transverse & longitudinal bulkheads arranged as shown on General Arrangement Plan. Flush
construction with welded stiffeners will be used for all tank bulkheads. Cofferdam will be fitted according
to rules requirement.
2.5. Chain locker
2 chain lockers to be fitted as shown in the general arrangement plan. Each chain locker to be of size
to have sufficient headspace above stowed chains.

2.6. Sea Chest


Sea chest and overboard discharge fittings for ballast water to be constructed of steel plate.The opening
to be reinforced in accordance with the requirements of the BV, ABS or NK Class and builder’s practice.
The number of shell penetrations for sea chests and overboard discharge connections kept minimum.
Sea valves operable from the floors or gratings of the machinery spaces. Sea chests of welded steel
plate construction.
All suction sea chest located sufficiently low to prevent their becoming air bound when the ship is in
ballast condition on a rolling sea. Each sea chest shall have portable grating of galvanised steel having
collective area of all the sea valves connected to the sea chest. Vent hole or vent pipe provided at the
top of each sea chest. Air blow‐off connection provided on each sea chest. Sea chest penetration must
have thickening (penetration from Side Shell).
2.7. Decks
The deck, as well as bottom construction to be strengthen against loads with primary framing system
and to be design as integrated construction. Deck stiffened longitudinally and/or transversally consider
to stress distribution in order to find the optimum construction.
2.8. Accomodation and Wheelhouse
Accommodation house to be located as shown on general arrangement plan. The boundary of the
house to be of watertight construction. The minimum thickness of deck and walls of the accommodation
house to be 6 mm. Interior divisional wall to be of non-combustible material and will follow the
requirement from Flag. All houses above main deck stiffened by walls, webs, pillars, girders, stiffeners
in such as way that no disturbing vibration are to expected.
Wheelhouse to be provided and arranged on forward of vessel as shown on the General Arrangement
Plan. Wheelhouse to be equipped with all necessary navigational instruments and communication
equipments and to have combined console for steering and engine manouvering. Wheelhouse windows
should be arranged so that it gives maximum visibility as far as practicable.

CHAPTER 3 - PAINTING & CATHODIC PROTECTION

3.1. Painting General


All paint works including surface preparation and application of shop primer performedin compliance
with the Specifications, Builder’s practice and Maker’s recommendations. Painting works performed by
airless spray as far as possible, and roller and/or hand brush used where the used of airless spray is
restricted due to the lack of working space, etc. Generally, inside of totally enclosed watertight spaces,
galvanized parts, chromium plated parts, brass, bronze, aluminium, stainless steel, plastic, glass,
rubber, etc. shall not be coated with paint except otherwise specified.
The painting schedule shall indicate the number of coats as per paint maker’s recommendation.
Cleaning of dust, dirt, oil, etc. carried out in accordance with the Builder’s standard practice. Steel
surfaces where burned or faded by welding will be spot sand blasted and re‐primed as well as full paint
system.Pinhole test shall not be carried out.
Time schedule of painting of each coat decided according to the builder’s construction schedule
considering the paint maker’s recommendation.
The paint colour scheme informed by the owner to the builder at the suitable time. In general, colour
of anti‐corrosive paint changed in every coat to control the painting work.Abbreviations in the following
list used in the painting schedule hare in after.
The specification shall state the accurate rate of the treatment of individual surface.

3.2. Surface Preparation


3.2.1. Sand Blasting
Following steel plates and sections sand blasted at the state of raw material:
1. All steel surface of plates and sections of 6 mm and above in thickness for hull structural member,
which are to be coated with paint, except brackets, carlings, etc. which will betaken from small
steel pieces.
2. The inside of hull structural tanks for fuel oil for machinery use.
3. Steel plates and sections of 6 mm and above in thickness for foundations of machinery.
Equipments, pipes shall not be sand blasted.
Generally, the grade of surface preparation SA 2.5 for steel and its sections.
3.2.2. Shop Primer
The sand blasted surfaces, which are to coated with paint, applied with shop primer immediately after
sand blasting. Inside surfaces of fuel oil tanks for machinery use shall also be treated in accordance
with Builder's standard. Shop primer stipulated above shall not be mentioned on painting schedule
hereinafter.
3.2.3. Surface Preparation by Mechanical Tools
The following parts cleaned by mechanical tools:
- Surface of thin plate of below 6 mm in thickness, brackets taken from small steel plates,
smallsections, bars, etc., which are to be coated with paint.
- Surface of fittings and equipments which are to be coated with paint, except sand blasted surfaces.
- Outside surface of steel pipes of weather exposed part which are to be coated with paint.
Manual butt welded joints of outside of the shell plating cleaned with mechanical tools and touched up
with shop primer or anti corrosive primer in addition to the specified painting schedule. Dish sanders,
power brushes and wire hand brushes used as mechanical tools.Slag, sputter, heat scale, rust etc.
removed by wire brushes/disc sanders according to theBuilder's standard practice.
The grade of surface preparation as follows:
Exposed weather surfaces including outfitting : St 2
Surface in tanks coated with T/E or P/E [Polyethylene Terephthalate] : St 2
Other surfaces : St 2

in accordance of Appendix 3 and 4 of the arrangements. Pad eye installed inside bulwark wall. [Noted:
Installed Pusher Tug]

4.6. Mooring Fittings

4.7. Collapsible Mast


The collapsible fore navigation mast is to be completely fitted out with necessary stays for navigation
lights and shapes. Climbing rungs to be provided. The stern mast for navigation lights to be provided
on stern main deck. 3 Tonnes handwinch to be equipped for re-appointment back the main mast.
Temporary navigation light with stand to be provided (while mast head is in collapsed position). Hand
winch material must be stainless steel.

4.8. Manholes
All manholes are to be elongated shape with stainless steel studs and nuts. In way of accommodation,
they are to be of recessed type, flush to match deck level. All manholes with marking as per
specifications.

4.9. Draft Marks


Draft mark port and starboard are to be in metric, located at forward, middle and aft as per the relevant
regulations.

Handrails located on bridge deck & top deck.

4.11. Doors
Doors to be fitted as shown on the General Arrangement drawing. Outside Weathertight doors to be
made of steel.

4.12. Ladders
All ladders are to be steel construction. Tread to be non slip, made of chequered plate or similar
construction. Vertical ladder to be constructed with square bar rungs welded to steel flat bar and to be
clear of steel bulkhead.

4.13. Hatch
Steel hatch cover for engine room, accommodation and store to be provided acc. class standard.

4.14. Provision Crane


The Provision cranes are installed 2 units with SWL 1 ton.

CHAPTER 5 - MACHINERY AND MACHINERY OUTFITTING
5.1. Main Engine and Gear Box
All main and gear box are to be of approved types and supplied with certificates as required by BV, ABS
or NK Class. The main propulsion engines are Marine Diesel Engine 4 stroke cycle, turbocharged, water
cooled and non reversible.
The Main Engine arranged for electric starting and controled by electrically or mechanically system.
Maneuvering and Speed Control system including monitoring panel will be installed in wheel house.
Herein gear box specification as guidance only, further application consider to engine – propeller
matching.
Around Main Engines & gearboxes must be equipped with safety guard (railing pipe).

5.5. Pipe and Outfittings


Piping system install for general services ship system and machinery system. Pipe, valve and fittings
are to be designed in accordance with JIS standard and Builder Standard Practice. Materials and
dimensions of pipes, joints and valves to be in accordance with applicable standard and Builder's
standard except otherwise specified.
a) Piping
All piping cleaned by air blowing (welding slag and excessive dirt removed) before installing.
Where galvanized piping is specified, the pipes galvanized after fabrication offlanges, but screwed
flanges joints, which may attached after galvanizing, paintedwell. If not specified, otherwise, all valves
for bilge, ballast and fuel oil etc. controlled by hand wheel on the spot, with extension shaft, if necessary
vent hole or vent pipe provided at the top of each sea chest. Air blow‐off connection provided on each
sea chest.

b) Pipe Joint and Fittings


The pipes, in accordance with the class requirements are specified to be “Welded steel”. Welding sleeve
of socket joint used in the line which is located above the electric equipment and also used in other
lines such as air vent, sounding, exhaust gas, open ended scupper and drain, condensed water, etc. in
accordance with the builder’s standard practiceas as far as practicable.

c) Valve and Cocks


All valves and cocks in general made in accordance with the class requirements andith the standard
specification of JIS or DIN.The choice between gate and stop valves or cocks shall depend upon the
piping systems onwhich they are fitted and in accordance with Builder’s standard practice. Butterfly
valves used for sea water, fresh water and lubricating oil systems as far aspracticable. Emergency shut‐
off valves fitted on the fuel oil tank of such design that they can be shut quickly remotely from
safelocation. These valves shall have local operating handle.

d) Filter and Strainers
Can water and oil strainers for pipe lines shall generally be of basket or Wye type except mud boxes of
plate type. Below specification table for installation guidance, out off specification available under
ownerrepresentative review.
Racor type water separators of 40 microns and 20 microns to be installed between the daily use tanks
and the main engines & aux engines draw off inlets.

e) Tank Level Gauge


All the tanks is to be fitted with sounding pipe, except he daily fuel oil tank which to be fitted with sight
glass complete with measure tape, and for Sewage tank is to be fitted with High level alarm.

CHAPTER 6 - ELECTRIC

6.1. General
Electric equipments and fittings designed, constructed and installed in accordance with this
specification, builder’s practice & Class Requirement. Electric equipment placed in easy and safety
accessible position to all requiring inspection, maintenance and repairing as far as practicable. Materials,
instruments, fitting and their accessories generally in accordance with the JIS or DIN and IEC standards.

6.2. System of Supply


The nominal voltage, currents, frequencies of power supply and feeding system as follows:
- 380 volts, 3 phases, 50 Hz for power (motor).
- 220 volts, 1 phase, 50 Hz for general lighting, navigational aids, and power which less than 3
Kw.
- 24 volts, DC for alarms, emergency lights, radio, navigation aids, navigation lights and
otheremergency loads.

6.3. Power Supply


6.3.1. AC Supply

- Manouvering : 1 generators
- In Port : 1 generators

6.3.2 DC Supply
The DC supply capable to automatic started at black out of main power supply,
- A 24V supply obtained from 2 (two) set of 150 AH batteries.
- All batteries stored in a steel box made out of 6 mm steel plate fitted with hingedcoverand provided
with sufficient ventilation and lead lined.

6.4. Generating Plant


6.4.1. Main Generators
Electric power is generated by 2 (two) generating sets, the generators of the same type and particulars,
and the capacity determined to the maximum power requirement. One set as stand by. Main generators
specification based on “Chapter 5 Point 5.2. Diesel Generator”

6.5. Switchboard and Distribution Panels


6.5.1. Main Switchboard
The switchboard of dead front type, accessible from the front.It will consist of cubicles for generators,
shore connection and 380 volt/220 volt feeders.The main switchboard equipped with circuit breakers,
voltage regulators, voltmeters, ammeters, frequency meter, kW meters device. Circuit out going from
panel protected by miniatur circuit breakers. The shore connection panel provided with a circuit
breaker, voltage pilot light and ampmeter pilot light. The maximum voltage for pilot circuits is 220 Volts.
Rubber insulator must be equipped around Main Switchboard area.
6.5.2. Distribution Panels and Section Boards
Distribution panels and section boards enclosed by protecting drip proof metal/polyester cases with
hinged front covers. These panels equipped with miniatur circuit breakers.
6.5.3. Storage Batteries
One storage battery installed for the supply of several inboard communication appliances, navigation
aids, and emergency lighting. The storage battery with the following particulars:

Normally the 24 V DC consumers supplied by a rectifier. However, after a “Black out” or breakdown in
the rectifier, the consumers will be automatically switch over to the battery. The capacity of the chargers
such that the batteries can be kept charged and the consumers can be supplied at the same time. Both
batteries installed in splash proof box with double cover on battery box behind the wheelhouse deck.
The 24V rectifier, battery charger and the distribution box installed in the wheelhouse.

6.6. Motor and Starters


Rating and output of all motors suitable for the respective duties. AC motors are squirrelcage type with
standardized dimensions to IEC‐norms, insulation class B. Motors on deck in storm seawater proof
construction and totally enclosed.All starters of marine type, equipped at least with main switch,
contactor, buttons with running lamp, overload relay starters for automatic starting pumps to be
provided with a hand auto selector switch. Maximum pilot voltage is 220 volt.

6.7. Cables and Cable Installation


In general, electric cables at least of a flame‐retardant type and complying with the requirements of
the BV. Cable in single continuous length without joints between terminals. Where cables run in groups,
they supported in metal hanger, arranged as practicable as possible to permit painting of the
surrounding structures. On open deck and in bilges the cables through galvanized pipes. All critical
cables must be equipped with fire retardant.

6.8. Lighting
Lighting system consist of :
a. General lightning
b. Emergency lightning
c. Navigation lightning

6.8.1. General Lighting


All lightning throughout the vessel are to be fluorescent or LED in type and c/w emergency lights where
applicable.
6.8.2. Emergency Lighting
A 24 D.C. emergency light is to be fitted at strategic point (refer to the electric arrangement drawing).
Area at liferaft is to be fitted with 24V floodlight. Emergency light is to be automatcally energized on
failure of A.C. supply.
6.8.3. Navigation Lighting

6.11. Alarm System


6.11.1. Main Engine Instrument and Alarm
The main engine and aux engine instrumentation panels are to be supplied from the D.C. switchboard.
Main engine alarm are to be provided with a panel in engine room. Main engine to be provided with
visual and audio indicator for over speed, FW high temperature, and lube oil low pressure.
6.11.2. General Alarm System
The general alarm panel is attached on wheel house. General alarms are located on engine room and
mess room. The alarm should reach out and can be heard from all around the ship. The alarm on
engine room should include with rotary lamp. The emergency push button is located on engine room
access and on the wheelhouse.

6.11.3. Bilges Alarm System
The bilges alarm should use floating system. Bilges alarm located on engine room and steering room
