Situation:
The Philippines as a nation is confronted with the following economic issues, where studies
revealed that one of the factors that had contributed to the existence of such is the educational
system of the state. In your own perceptions, what practices and policies on philosophical
foundation in the educational system today could have possibly contributed to the existence of
the following issue or problems:

A. Deterioration of the quality among the graduates in any level in the educational system.
B. Mis-employment and underemployment.

Being in the field of the Philippine educational system, what suggestions you probably could
advance to mitigate each of them or these issues?

A. Deterioration of the quality among the graduates in any level in the educational system:

In my own perception, the following practices and policies in the educational system
today could have possibly contributed to the deterioration of the quality among the graduates:
outdated curriculum, insufficient teacher training and qualifications, lack of resources and
infrastructure, and overemphasis on rote memorization. There are actually quite a lot of reasons
but these are the heaviest. Let’s further assess the following:

Outdated curriculum: If the educational curriculum fails to keep pace with the changing needs
of industries and society, graduates may lack relevant skills and knowledge required in the job
market. This can result in a gap between what students learn in school and what employers
expect, leading to a decline in the quality of graduates.

Insufficient teacher training and qualifications: If teachers are not adequately trained or lack
subject matter expertise, it can affect the quality of education provided. Teachers should receive
continuous professional development to enhance their teaching methods, subject knowledge, and
pedagogical skills.

Lack of resources and infrastructure: Inadequate funding for education can result in a
shortage of resources, outdated teaching materials, and insufficient infrastructure. Limited access
to technology, libraries, laboratories, and other educational facilities can hinder the quality of
education provided to students.

Overemphasis on rote memorization: If the educational system focuses primarily on


memorization and regurgitation of facts instead of critical thinking, problem-solving, and
practical skills, it can lead to a deterioration in the quality of graduates. This approach fails to
foster creativity, analytical thinking, and the ability to apply knowledge in real-world situations.
B. Mis-employment and underemployment:

In my own perception, the following practices and policies in the educational system
today could have possibly contributed to the mis-employment and underemployment of the
graduates: mismatch between skills taught and industry demands, insufficient career guidance
and counselling, informal economy and lack of job opportunities.

Mismatch between skills taught and industry demands: If the educational system fails to
align its programs with the current and future needs of the job market, it can lead to a mismatch
between the skills that the graduates possess and the skills required by employers. This mismatch
often results in mis-employment, where individuals are employed in jobs that do not utilize their
qualifications fully.

Insufficient career guidance and counseling: Inadequate support and guidance in career
decision-making can contribute to underemployment. Students may not have access to
information about different career paths, labor market trends, or guidance in choosing fields of
study that align with their interests and abilities. This lack of guidance can lead to graduates
being underemployed or pursuing careers unrelated to their education.

Informal economy and lack of job opportunities: Economic factors, such as a high
unemployment rate, lack of job creation, and the prevalence of the informal economy, can
contribute to underemployment. If there are limited formal job opportunities available,
individuals may be forced to accept jobs that are below their skill level or work in the informal
sector to sustain themselves.

Being in the field of the Philippine educational system, what suggestions you probably could
advance to mitigate deterioration of the quality among the graduates in any level in the
educational system and mis-employment and underemployment?
To address the deterioration of quality among graduates and mitigate mis-employment
and underemployment in the Philippine educational system, here are some suggestions:
Review and enhance curriculum: Update and align the curriculum with current industry needs
and emerging trends. Incorporate practical skills, critical thinking, problem-solving, and digital
literacy to ensure graduates are equipped for the evolving job market.
Strengthen teacher trainings and workshops: Invest in professional development programs to
enhance the teaching skills of educators. Provide training on innovative teaching methods,
technology integration, and career guidance to help students make informed choices about their
future paths.
Promote entrepreneurship and vocational training: Encourage the development of
entrepreneurial skills and vocational training programs. These initiatives can empower students
to pursue self-employment opportunities and equip them with the necessary skills for a variety of
trades and professions.
Strengthen guidance and counseling services: Provide comprehensive career guidance and
counseling services to students at all levels. This can assist them in making informed decisions
about their educational and career paths, matching their interests and aptitudes with suitable
opportunities.
Enhance job-market information: Improve access to accurate and up-to-date job market
information. This can help students and graduates make informed decisions about their education
and career choices, reducing the risk of mis-employment and underemployment.
Government Support and Investment: Increase government funding for education, focusing
on infrastructure development, teacher salaries, and resources to ensure a conducive learning
environment and attract and retain qualified educators.

These suggestions, when implemented collectively, can help improve the quality of
graduates and reduce mis-employment and underemployment by aligning educational practices
with industry demands and preparing students for the evolving job market.
