GUIDELINES ON THE IMPLEMENTATION OF THE CONTINUING PROFESSIONAL


DEVELOPMENT ACCREDITATION SYSTEM (CPDAS)

WHEREAS, Section 7 (a) of Republic Act (R.A.) No. 8981 or the “PRC Modernization
Act” empowers the Professional Regulation Commission (Commission) to administer,
implement and enforce the regulatory policies of the national government with respect to
the regulation and licensing of the various professions and occupations under its
jurisdiction;

WHEREAS, the Commission is likewise mandated under Section 7(b) of the said law to
perform any and all acts, enter into contracts, make such rules and regulation and issue
such other administrative issuances as may be necessary in the execution and
implementation of its functions and the improvement of its services;

WHEREAS, Section 6 (c) of R.A. No. 10912 or the “Continuing Professional Development
Act of 2016” states that one of the functions of the Commission and the Professional
Regulatory Boards (Boards) is to formulate, issue and promulgate guidelines and
procedures for the implementation of the CPD program;

WHEREAS, Section 8 of R.A. No. 10912 enumerates the powers, functions and
responsibilities of the Continuing Professional Development Councils and among those
are to evaluate and act on applications for accreditation of CPD Providers and their CPD
Programs; monitor and evaluate the implementation of the CPD programs; and develop
mechanisms for the validation, accreditation and recognition of self-directed learning,
prior/informal learning, online learning, and other learning processes through professional
work experience;

WHEREAS, it is the declared policy of the State under RA No. 11032 or the Ease of Doing
Business and Efficient Government Service Delivery Act of 2018 to promote integrity and
accountability, proper management of public affairs and public property as well as to
establish effective practices, aimed at efficient turnaround of the delivery of government
services and the prevention of graft and corruption in government;

WHEREAS, Section 7 of R.A. No. 11032 also advocates for Zero-Contact Policy between
government officer or employee and any applicant concerning an application, except
during the preliminary assessment and evaluation of sufficiency of submitted
requirements, and thus adjunct to such, there is a need to develop an accreditation
system;

WHEREAS, the Continuing Professional Development Accreditation System (CPDAS)


was developed and after a series of testing, orientation and capacity building activities
conducted for the use of the system, the Commission adopts the use of the system for
the accreditation of CPD applications.

NOW, THEREFORE, the Commission RESOLVES, as it is hereby RESOLVED, to issue


and promulgate the Guidelines on the Implementation of the Continuing Professional
Development Accreditation System (CPDAS), as follows:

SYSTEM (CPDAS)

I. SCOPE

The guidelines shall provide for the procedure in the implementation of the
Continuing Professional Development Accreditation System (CPDAS). It
includes the applications for accreditation as CPD provider, accreditation of
CPD programs, and accreditation of Self-Directed Learning activities and/or
other CPD activities.

II. OBJECTIVES

These guidelines are designed to achieve the following objectives:

1) To assist the end-users in the usage of the CPDAS;


2) To streamline the management of CPD accreditations (CPD providers, CPD
programs and Self-directed Learning activities and/or other CPD activities);
3) To allow the CPD Providers to apply for accreditation and accreditation of
CPD Programs;
4) To allow the registered professionals to apply for Self-directed Learning
activities;
5) To enable CPD Providers and registered professionals to encode personal
information, upload documentary requirements and submit application
online:
6) To provide CPD Providers and registered professionals the options to pay
accreditation/application fees through various payment channels available
in the CPDAS;
7) To provide an accurate and reliable system of reporting for transparency
and basis for management planning and decision making; and
8) To prescribe the guidelines and protocols in the use and management of
the CPDAS

III. AVAILMENT OF THE SERVICES

1) CPD Providers and registered professionals may avail of the CPDAS


website 24/7, through the internet. However, only registered professionals
and approved CPD Providers shall be provided with access credentials
(username and password) to the CPDAS.

IV. GENERAL GUIDELINES

A. ACCESS

1. Administrator’s Account

The CPDAS Administrator is the Continuing Professional Development


Division(CPDD). CPDD is responsible in adding/updating/deleting/archi ving
the access of the System Users (CPD Councils, CPD Secretaries, CPD
Monitors, CPD Front liners, approved CPD Providers, and registered
professionals).

2. CPD Providers and Professional’s Accounts

Upon registration and approval, a CPD Provider shall be given a system


generated access code (account/ user name and password). Professionals
can register to create an account.

3. Maintenance and Technical support of CPDAS

The Information and Communications Technology Service (ICTS) and/or


its Divisions shall provide technical support through system maintenance
and upgrade of the CPDAS.

B. PROCEDURES

1. Enrollment of the System Users in the CPDAS. Upon the approval


of the Director/Officer-in-Charge (OIC) of the Regulations Office, access
codes shall be given to the following System Users:
 CPD Council Chairperson and Members (per profession);
 CPD Council Secretary (per profession);
 CPD Monitors (per profession); and
 CPD Front liners per Regional Office (RO).

The CPDD shall be responsible in the processing of all access code


requests.

Access codes shall be for the official use of the System Users whose
account name/s and password/s are enrolled in the CPDAS.

All personnel authorized to access the CPDAS shall not let any other
employee(s)/person(s) have his/her access code nor let anyone use
his/her account.

Any violation hereof shall be a valid ground for the CPDD to cancel the
access given.

2. CPD Applications. The procedures for the accreditation of CPD


applications are as follows:

2.1 As CPD Provider

2.1.1 Upon online registration, the CPD Provider applicant shall


encode the necessary information, upload clear electronic
copies of documentary requirements in the prescribed format
and submit the same online;
2.1.2 The CPD Provider applicant shall pay the accreditation fee
through any accredited payment channel, if required;
2.1.3 The CPD front liner shall check the accuracy and
completeness of the requirements submitted.

For an application with deficiencies and/or incomplete


submission, a system-generated e-mail shall be sent to the
CPD Provider applicant with an advisory on how to rectify the
deficiencies.

If the application is in order, the CPD front liner shall forward


the same to the concerned CPD Council.

2.1.4 The CPD Council shall review and evaluate the application
submitted online;

If the application is approved, a system-generated email shall


be sent to the CPD Provider to inform them on the approval of
the application with the provision of account credentials
(username and password) as well as the instruction on when
to claim the Certificate of Accreditation.

For deferred applications with insufficient submission of


requirements, a system-generated email shall be sent to the
CPD Provider applicant with an advisory to comply and
submit the complete documentary requirements through
cpdd.applications@gmail.com.

2.1.5 The list of the approved CPD Providers shall be posted in the
home page of the CPDAS.

2.1.6 Upon approval of the accreditation, the CPD Provider shall log
in to the CPDAS using the provided account name and
password and shall be prompted to change the default
password;

2.2 CPD Programs

2.2.1 The accredited CPD Provider shall encode accurately and


completely the necessary information and upload clear
electronic copies of documentary requirements in the
prescribed file format for CPD Program accreditation and
submit the same online;
2.2.2 The accredited CPD Provider shall pay the CPD Program
accreditation fee through any accredited payment channel, if
required;
2.2.3 The CPD front liner shall check the accuracy and
completeness of the requirements submitted.

For an application with deficiencies and/or incomplete


submission, a system-generated email shall be sent to CPD
Providers with an instruction on how to rectify the deficiencies.

2.2.4 The CPD Council shall review and evaluate the application
submitted online;

If the application is approved, a system-generated email shall


be sent to the CPD Provider to inform them on the approval of
the CPD Program application as well as the instruction on
when to claim the Certificate of Accreditation.

For deferred applications with insufficient submission of


requirements, a system-generated email shall be sent to the
CPD Provider and advise them to comply and submit the

complete documentary requirements through


cpdd.applications@gmail.com.

2.2.5 The list of the approved CPD programs shall be posted in the
home page of the CPDAS; and
2.2.6 After the conduct of the CPD Program, the CPD provider shall
upload the Program Attendance and Completion Report to the
CPDAS.

2.3 Self-Directed Learning Activities or Other CPD Activities for


Accreditation

2.3.1 The Professional shall register with the CPDAS per profession
by accurately and completely encoding the necessary
information including the valid e-mail address which will serve
as the access credential to log in to the system.
2.3.2 The Professional shall log in to the CPDAS and apply for
accreditation of Self-Directed Learning activities or other CPD
activities for accreditation, encode the necessary information,
upload clear electronic copies of documentary requirements in
the prescribed file format, and submit the same online;
2.3.3 The Professional shall pay the application fee through any
accredited payment channel, if required;
2.3.4 The CPD front liner shall check the accuracy and
completeness of the requirements submitted.

For an application with deficiencies and/or incomplete


submission, a system-generated email shall be sent to the
Professional with an instruction on how to rectify the
deficiencies.

2.3.5 The CPD Council shall review and evaluate the submitted
application online;

The approved activities with credit units earned shall be


posted in the dashboard of the Professional’s account.

For deferred applications with insufficient submission of


requirements, a system-generated email shall be sent to the
Professional and advise him/her to comply and submit the
complete documentary requirements through
cpdd.applications@gmail.com.

3. Actions on the CPD Applications. The procedures on the actions


taken on the applications are as follows:

3.1 CPD Front liners

3.1.1 For initial evaluation, the CPD front liner shall check the
accuracy and completeness of the information provided in the
Application Form as well as the requirements submitted.

For an application with deficiencies and/or incomplete


submission, the CPD front liner shall advise the applicant

through the registered e-mail address of the deficiencies and


on how to rectify the same.

If the documents are in order, the CPD front liner shall trigger
the system to forward the application to the concerned CPD
Council, and copy furnished the assigned CPD Council
Secretary.

3.2 CPD Councils

3.2.1 The CPD Council shall meet to evaluate and discuss the
applications for CPD accreditation;

3.2.2 The CPD Council Chairperson and members shall act


(Approve, Disapprove or Defer) on the applications and
documentary requirements submitted online;

For approved CPD program application and Self-Directed


Learning activities or other CPD activities for accreditation, the
CPD Council shall enter the credit units earned.

For Deferred and Disapproved applications, the reason/s for


the said actions shall be encoded in the system and shall be
forwarded to the applicants.

3.3. CPD Council Secretaries

3.3.1 The assigned CPD Council Secretary shall monitor the


received CPD applications;
3.3.2 The CPD Council Secretary shall call the CPD Council for a
meeting to evaluate the received CPD applications and other
matters;
3.3.3 The CPD Council Secretary shall provide administrative and
other support services to the CPD Council during the meeting;
3.3.4 The CPD Council Secretary shall print the Certificate of
Accreditation of the approved applications;
3.3.5 The CPD Council Secretary shall encode the name of the
monitor assigned by the Council; and
3.3.6 The CPD Council Secretary shall provide a copy of the
monitoring report to the CPD Provider.

3.4 CPD Monitors

3.4.1 The CPD Council shall assign CPD monitor/s to the approved
CPD program;
3.4.2 The assigned monitor/s shall receive the access credentials to
the CPDAS and necessary documents from the Monitoring
and Evaluation Unit of the CPDD;
3.4.3 The CPD Monitor/s shall monitor the entirety of the CPD
program; and
3.4.4 The CPD monitor shall encode the necessary information in
the CPDAS and upload the required monitoring report in the
prescribed file format.

V. ELECTRONIC PAYMENT AND COLLECTION SYSTEM

A. ACCREDITED PAYMENT CHANNELS

1. Accredited Payment Channels shall be the preferred mode of payment.

B. PRC OVER-THE-COUNTER PAYMENT

1. The applicant presents his/her reference number to the Cashier.


2. Upon showing of the reference number of the client, the Cashier accepts
payment of fees in accordance with existing rates and issues Official
Receipt (O.R.) for the transaction made.

VI. OTHER SALIENT FEATURES

A. Professionals who have accounts in the CPDAS can view the approved Self
Directed Learning application/s with its corresponding credit units earned.

B. The following statistical reports can be generated through CPDAS:

 List of providers sorted by profession, status, type and/or classification


 List of programs sorted by profession, status and/or program type
 List of other activities for accreditation sorted by profession or status

C. CPDAS has questions area for enquiry that shall be answered by the CPD
Secretariat.
D. Page where the CPD Provider can print the feedback of their assigned CPD
Monitor/s.
E. Downloadable CPD applications forms.

VII. VIOLATIONS AND SANCTIONS

A. Transacting Clients

In case of fraudulent or misdeclared information or data, given by the


transacting client using the CPDAS, the PRC may undertake administrative
actions to address the same.

B. PRC Officials and Employees

The following actions or omissions constitute violations of the prescribed


guidelines on the use of CPDAS and shall be punishable under pertinent
provisions of penal, administrative and special laws:

1. Unauthorized use of Access Code/Account name;


2. Allowing another to use his/her account name/access code without
proper authorization and supervision;
3. Releasing the Certificate of Accreditation or Certificate of Credit Units
Earned to unauthorized person/s including PRC employees without the
required authorization letter, or in the absence thereof and in
exceptionally meritorious cases, the printed name and the signature of
the representative in the log book.
4. Issuance of the Certificate of Accreditation or Certificate of Credit Units
Earned without going through the system; and

5. Correction of data or unauthorized entry in the system without prior


approval of the concerned CPD Council.

VIII. EFFECTIVITY

This resolution shall take effect on October 1, 2020.

Let copies hereof be published in any newspaper of general circulation or in


the Official Gazette, copy furnished the U.P. Law Center.
