Wash Engineer, Wash Officer, Civil Engineer with UN-Habitat, ACTED, Handicap International
organizations, CCNPP at different provinces allowed me to learn quite a lot from my experience

• WASH officer must have in-depth knowledge for the survey (technical and economic) and
design of water supply projects including gravity-fed and solar-powered systems in rural
communities and peril-urban areas.
• Be able to survey, design and monitor water, sanitation and hygiene infrastructure projects
in schools and health centers.
• Must have ability to use AutoCAD, Water CAD, Water GEMs and other design software
packages for the design and drafting of water supply systems and other WASH
infrastructure.
• Must have good understanding of and on use/design of solar technology including for
groundwater and surface pumping systems in Afghanistan.
• Must have contract preparation, tendering and management experience preferably with
CDCs.
• Being as a lead for development/regular and emergency WASH/polio integrated project
(infrastructures part).
• Will be directly in charge of monitoring and supervision of WASH infrastructure projects
in their area and assure appropriate monitoring and supervision system is in place.
Visit the selected urban, pre-urban and rural communities, schools, HCFs for quality control
and technical spot checks to assure the construction and field works are in line with the
design and specifications, WASH policy, and guidelines. Assess project sites to ensure tasks
were completed as directed and provide feedback to implementation partners and field staff
on their performance.
• Ensure quality implementation of activities through frequent field visits and close
supervision and monitoring to the work site in urban and rural areas to make sure the
construction of WASH facilities is in line with the BoQ and design/specifications of the
contract signed between MRRD and contractor (private company or CDC/DDA).
Be able to go to remote areas for assessment and monitoring of WASH projects in
communities, schools and health centers.

Develop monitoring plan and data collection tools to ensure quality monitoring of project
implemented by the contractors/subcontractors and types of subprojects during the project
duration.
Keep reports the findings of the monitoring issues with the PM.
Coordination with the MEAL department staffs and engineers to share the findings/short-
comings related to these subprojects with regard to quality, quantity, engineering
standardization, budget, expenders, material quality, operations and maintenance, etc.
Supervised the construction field activities to keep assurance procedures to ensure that the
requirements of the contract quality plan are being considered and following up.
Monitoring all project activities in relation to donor project work plans and take corrective
action to ensure the project tracking with the timeframe and cost-effective delivery of
project outputs.
Duties / Responsibilities:
Planning and overseeing the construction operations of activities project like conducting
scheduling, site layout, organizing the civil works, managing materials, safeguarding the
environment and implementation of emergency, temporary, permanent shelter design.
Designing types of infrastructures/shelter according needs of communities such as
emergency, temporary and permanent shelter type. Prepare project documents like
Volume Sheet, BOQ, Bidding and procurement documents.
Creating daily, weekly and monthly work plan for supervising of shelter activities in
targeted project areas.
Monitoring and supervision of infrastructures/shelter activities on field to ensure the
quality product, quality control and quantity works as well as ensuring site works are
meeting the quality standards, time, cost budget and implementation phases.
Solving job site problem and provide technical advice and OSHA issues to the contractor’s
workforce, labors etc.
Supervision, overseeing of construction works and checking technical drawings,
specification, cost estimates and designs to ensure that they are followed correctly meeting
the standards, quality, budget and time scales.
Follow up shelter safety OSHA guidelines on the job site and immediately report any
incidents or violations of work rules to supervisor to the Head of project.
Measure the volume of shelter work done and physical progressive of shelter type
activities by the contractors and monitoring the steps of infrastructures works and HSE
(health, safety and environmental) issues.
