This course is designed to introduce the
formal aspects of administration in the
Philippine setting. This covers the concept of
the Philippine Administrative System, its scope,
nature, components, and sources of power.
Capability building, its stages and outputs in
the recent trends of PAS developments are
also dealt in this course to offer awareness
and build capacity for developments in an
organization.
This will also broaden the perspectives of
students in political and administrative
accountability, the Philippine Administrative
Structure, Constitutional Bodies and
Constitutionally Created or Mandated Special
Bodies, Administrative relationships, politics and
government, the budget cycle: budget
preparation, the growth of corruption in the PAS
and will bring them to the updates in the
Philippine National Development Administration
with Special Topics on the Ease of Doing Business
and Efficient Government Services Delivery Act of
2018: Salient Features of RA 11032 and The
Mandanas Ruling in preparation of its full
implementation in 2022 in the Philippine
Administrative System.

Structure
PA is both an organization and structure. As
an organization, it enables group of people to
exercise their authority and responsibility in the
attainment of goods.

As a structure, the people perceive through it,


tangible concepts of government.

PA is also a system of administrative efforts


where ideas, plans, and the varied capabilities of
people converge to provide it with dynamism.
Thus, it gives a life of its own to the effort of
governing the people. Its pace of development
depends upon the clarity of its objectives. (VMGO)
as envisioned by people governed. Its guiding
philosophy provides the strength of the foundation
of its organization.

Q1: Is there a philosophy of PA that is distinctly Filipino?


A1: Philosophy may be transplanted from one place to
another, but it is always local to the place that
acquired it. The interpretation of it by the people w ill
make it their own.

Q2: Why is there still confusion in PA? A subject in PA


creates confusion in terms of management process.
A2: It is clear that management process in public
administration is working well with people.

Q3: How is working well with people?


A3: People are organized in formal groups to achieve
desired goals necessary to maximize utilization of the
available resources of the organization.
Q4: What is needed?
A4: It requires the administrator, as manager, to be
systematic in undertaking his administrative functions
and in exercising his organizational authority. Hence,
he should be concerned with the management
process (POSDCORB) by Luther Gulick, an American
management consultant. However, to have an
effective management, the organization is required
first to solve some organizational problems.

After solving organizational problems, it is only then


that the actual management can take the management
process.
The administrator then, as a manager, performs
management functions through the chains of command
of the organization. He is provided with staff support and
he needs guidance on the management process.
The Republic of the Philippines is a constitutional
democracy, with the President as head of state. The
Philippine Constitution is the fundamental basis of the
laws of the land. The country has had several
Constitutions, but the current one was adopted through
a nationwide plebiscite in 1987. It is supported by the
laws, such as Civil Code, the Labor Code, the Omnibus
Investments Code, and the National Internal Revenue
Code, as well as by rules and regulations passed by
government bodies. The latter include rulings, letters or
instructions, circulars, memoranda, administrative orders,
judicial orders, and pronouncements, as well as laws
adopted by local government within the scope of the
Constitution.
In PAS course, there are
approaches taking within its purview
all aspects of administrative activities.
The goal is to find out and enunciate
the principles or ideals underlying
these activities.
Administrative behavior is part of
behavioral sciences and the study of
public administration cannot be
complete without the study of
individual and collective human
behavior in administrative situations.
These approaches made more sense
and had greater relevance than other
approaches as it took into consideration the
fact that political, social, economical and
psychological environments have effect on
human motivation and which ultimately has
an effect on the work output of an individual.
These also helped to develop an
understanding of what, how and why the
way public administration act. These showed
that the way administration is conducted is
influenced by human sentiments,
presumption biases and perceptions, which
many of us may have experienced first-hand
during the interaction with government
organizations and public administrators.
PAS refers to a network of
organizations with specific rules
and goals, structures, resources
and programs. It includes the
internal processes of and the
interaction between and among
public organizations, which are
constituted to implement, help
formulate, monitor or assess public
policies.
