Introductory Message
This Self-Learning Module (SLM) is prepared so that you, our dear learners,
can continue your studies and learn while at home. Activities, questions,
directions, exercises, and discussions are carefully stated for you to
understand each lesson.
Each SLM is composed of different parts. Each part shall guide you
step-by-step as you discover and understand the lesson prepared for you.
Pre-tests are provided to measure your prior knowledge on lessons in each
SLM. This will tell you if you need to proceed on completing this module or if
you need to ask your facilitator or your teacher’s assistance for better
understanding of the lesson. At the end of each module, you need to answer

What I Need to Know

Perhaps, the most amazing and life-changing innovation made by human is


electricity. This has been the lifeline of everyone. Life would be boring and dull without
it. Most of us rely on the use of electricity to sustain some of our day-to-day activities.,
Without it, survival is unimaginable. Nevertheless, even though humans have survived
without it, the chance of the human race thriving without it is highly unlikely. This is
the reason why some of the consumers use this illegally for easy access for their
convenience and benefit.
This is what this module is trying to look into. This is centered on the illegal use
of electricity. This module covers the Anti-electric and Electric Transmission
lines/materials Pilferage Act of 1994. This consists of illegal usage of electricity
unlawful for any person, whether natural or juridical, public or private. Let us find out
and enjoy learning.
At the end of the lesson, you are expected to:

How are you? I hope you are doing great. Well, our next topic is just a
continuation of the previous lesson about R.A 7832. This time, we will just focus on
the Section 2 of RA 7832 which is centered on the illegal use of electricity. We will also
look into the acts/violations punishable under this section. Before we start, let’s test

installed a device or jumper in the said electric meter to lessen our electric bill.

participate in the said act?

What is It
Let’s now proceed and discuss RA 7832 Section 2 involving the illegal use
of electricity.

Illegal Use of Electricity – It is hereby declared unlawful for any person, whether
natural or juridical, public or private, to:
(a) Tap, make or cause to be made any connection with overhead lines, service
drops, or other electric service wires, without previous authority or consent of
the private electric utility or rural electric cooperative concerned;
Direct hooking from the line
Also known as “cable hooking “is the most
used method as global power theft that is
direct tapping from the lines. From a point in
front of the energy meter, the consumer taps
into a power line. This consumption is
unmeasured and provided with or without
switches.

(b) Tap, make or cause to be made any connection to the existing electric service
facilities of any duly registered consumer without the latter's or the electric
utility's consent or authority;

Bypassing the energy meter

In this method, the energy meter’s input terminal and


output terminal are bridged in parallel, preventing
the energy from being recorded in the energy meter.

(c) Tamper, install or use a tampered electrical meter, jumper, current reversing
transformer, shorting or shunting wire, loop connection or any other device which
interferes with the proper or accurate registry or metering of electric current or
otherwise results in its diversion in a manner whereby electricity is stolen or
wasted;
ESD attack on electronic meter

This type of tampering is done on electronic meter


to make it either latent damage or permanent
damage. Detection can be done correctly in high
ends meters only. (electrostatic discharge)
(d) Damage or destroy an electric meter, equipment, wire or conduit or allow any of
them to be so damaged or destroyed as to interfere with the proper or accurate
metering of electric current; and
Physical obstruction
This type of tampering is done to
electromechanical meters with a rotating element.
Foreign material is placed inside the meter to
obstruct the free movement of the disc. A slower
rotating disc signals less energy consumption.

(e) Knowingly use or receive the direct benefit of electric service obtained through any
of the acts mentioned in subsections (a), (b), (c), and (d) above.
Detection Gadget
A number of approaches to detect electricity theft
have been proposed. The predominant direction in
research and development is employing artificial
intelligence and in particular machine learning
methods to detect customers that steal electricity.

Crackdown against electricity pilferage gains ground in Iloilo City


ILOILO CITY—The campaign against electricity pilferage in this city is gaining ground
as additional illegal connectors, more popularly known as “jumpers”, are choosing to
apply for legitimate connection with new power distributor MORE Electric and Power
Corp. (MORE Power).
This was after MORE Power was able to cut 4,000 illegal connections across 42
barangays (villages) in the city recently.
This led to 1,5000 applicants wanting to avail of “iKonek”, MORE Power’s program
which makes it easier for local residents engaged in electricity pilferage to legally apply
for an electric meter.
MORE Power’s iKonek Chief Ariel Castañeda said the process has been streamlined for
applicants including the processing of necessary documents from the Iloilo City
Engineer’s Office.
Castañeda pointed out that applicants can have an electric meter installed even if they
only pay a down payment of P1,000.
The crackdown came after engineering firm MIESCOR Corp. found in a study that the
city’s electricity distribution network has an estimated 30,000 illegal connections
during the tenure of Panay Electric Co. (PECO), the former sole power distributor in
the city.
Meanwhile, six violators are currently facing cases of violation of Republic Act No.
7832 or the Anti-Pilferage of Electricity and Theft Act.
