Job Description

Job Title: Senior HIS and Monitoring and Evaluation Advisor– Seconded to MoH
POSITION SUMMERY

The Senior Health Information System (HIS) and Monitoring and Evaluation (M&E) advisor will
be positioned at the Ministry of Health’s Policy, Plan,, Monitoring and Evaluation Directorate
(PPMED) and will primarily provide technical advice to the director of PPMED, guide the
development of national level strategic plans, support the development of health strategies and
policies, conduct data analysis and share for decision making, provide technical support and advice
on the design, implementation and Monitoring and Evaluation of national health information
systems and programs.
MAIN DUTIES AND RESPONSIBILITIES:

 Provide technical guidance and advice to the development of the health sector’s strategic
plan – the second health sector Transformation Plan (HSTP-II)
 Provide technical advice and support to the development of health policies, strategies and
policy briefs
 Perform national and sub-national data analysis, summarize findings and prepare periodic
analytical reports for decision makers
 Analyze and share information on progress of the health sector towards achieving the
health sector transformation plan, health sustainable development goals and Universal
Health Coverage
 Provide technical advice and support on the design and implementation of national surveys
such as Ethiopian Demographic and Health Survey (EDHS)
 Provide technical guidance and support to the development of the national health
information system roadmap
 Provide technical support in reviewing, redesigning and implementation of national health
information systems
 Provide capacity building on health information system/M&E to health sector staff at
different levels of the health system
 Provide technical support to the development of health information system related
guidelines, manuals, SOPs and job aids
 Monitor and evaluate the performance of national health programs and disseminate
findings to stakeholders
 Design and implement strategies that improve data quality and information use at national
and lower levels of the health system
 Monitor and evaluate the progress of the implementation of the different national HIS
programs and prepare regular detail and comprehensive result based progress reports
 Prepare national level analytical performance reports and share to different stakeholders
such as to the Prime Minister’s Office, Ethiopian House of Peoples’ representatives,
National Plan Commission and others
 Provide technical support to regional health bureaus and other levels of the health system
 Provide technical advice and guidance on the development and redesign of electronic
health information systems

REQUIRED QUALIFICATION AND WORK EXPERIENCE:

 BSc in public health and Masters in public health, epidemiology or health informatics and
related fields
 At least 12 years of experience in health sector with more than six years directly working
on the health information management including HMIS, EMR or other patient monitoring
systems
 Demonstrated knowledge and understanding of the Ethiopian heath system and HIS
 Ability to lead and produce results with a strong knowledge of results-based management
 Ability to use a statistical program (SAS, Stata, SPSS) and perform statistical analysis
 Strong oral and written skills in English and Amharic
 Strong skills in interpretation of program monitoring and Evaluation data and result are
required.
