1.0 INTRODUCTION AND BACKGROUND OF THE PROJECT


This report summarizes the results on flood risk assessment study conducted by
Infratech Energy Company Limited for Elec & Eltek Project at Pathum Thani, Thailand

The project area is approximately13,400 sq.m.


Site location is Latitude: 13°57'45.32"N and Longitude: 100°31'10.51"E

2.0 OBJECTIVE AND SCOPE OF WORK


The assessment methodology was designed to address potential flood risk associated
with the proposed activities at the subject property and covers the following elements:

2.1 Collection of relevant information for the subject property and surrounding area. This
included site area maps and identification of land use.

2.2 Collect flood map of Thailand as being described and collected from Geo-Informatics
and Space Technology Development Agency Gistda 2005-2020 to be used as to
preliminary information for the analysis. Precise elevation and distance of nearest
flood area to construction site have been conducted by high precision GPS

2.3 Collection of historical rainfall data (Daily rainfall data, from the Meteorological
Department) and available information on the existing natural drainage system in the
area;

2.4 A visit of the site, including a visual survey of the entire drainage area as identified from
the maps and data collected. Discussions with the farmers and local population to
understand the historical flood levels in the area.

2.5 Investigate around the vicinity to find evidence of the highest flood marks or signs ever
existed.

2.6 Level checks those marks or signs (if any) compared with the referenced road levels
which contractor will use to decide the final fill level.

2.7 A review of readily available records and documents on the hydrology of the area, to
assist in determining surface water drainage patterns for the subject property and
adjacent areas:

2.8 Estimation of design parameters, including storm intensity based on the rainfall data
collected for this area. In absence of site-specific information, standard engineering
assumptions and factors of safety are applied to available information on this issue;

2.9 Estimation of the peak discharges for various return period floods using modeling |
approach with the help of Hydrology Studio software;

2.10 Analysis and estimation of the High Flood Levels (HFLs) for the site location using
the modeling approach with the help of Geo-HecRas software;

2.11 Flood Risk Analysis of The Site, including the flood levels likely to be reached for
various scenarios and the impact of these flood levels at the site; and

2.12 Recommendations for flood mitigation in the plant area


2.12.1 Required embankment, backfill, cut and fill or similar; define volumes and
areas.
2.12.2 In the case of water bodies (eg: river – the erosion protection measures for
the river if applicable)
2.12.3 Propose min. foundation elevation for buildings, infrastructure to be save
from flooding

2.13 Protect neighboring plots from flooding caused by the plant / the plant’s mitigation
techniques

2.14 Propose a suitable discharge point.

3.0 PROCEDURE OF WORK

The investigation procedures are as follow:

3.1 Studied the available data of the site to obtain a general knowledge of the site
including collecting flood maps between the years 2005-2020 from Gistda.

3.2 Site survey over construction starts from the nearest BM from the Ministry of Agriculture and
Cooperative to the nearest flood area by high precision GPS model Trimble R8s GPS system has been
used for collection co-ordinate and elevation of ground spot covering flood map area and a project site in
Kinematics mode by installation on a moving vehicle and combination of ground pacing.

The accuracy of GPS is;


Horizontal . . . . . . . . . . . . . . . . ± (8 mm + 1 ppm) RMS
Vertical . . . . . . . . . . . . . . . . . . ± (15 mm + 1 ppm) RMS
Details of equipment have been shown in Appendix C.

One unit of Trimble R8s GPS has been used a base station installed on the nearest BM
from the Ministry of Agriculture and Cooperative all the time during the period of
measurement while other 2 GPS have been used as a rower for collecting ground
data(X, Y, Z) in UTM WGS 1984-47N system.

The topographic survey map is shown in Figure 1.


Pictures of survey work have been shown in Appendix D.

3.3 Confirm work done in 3.2 by visiting the site, interviewing the residents in the vicinity and
looked for any marks or signs that could represent the highest flood level ever experienced in the area.
Those marks could be on the piers of the bridges or on the walls or fences of permanent structures such
as buildings, temples, etc.

The ground survey in Appendix A is concluded here;

• Elevation of Highway (345) in front of the project site is +4.086 m.


• Elevation of the road in the north area is +2.622 m.
• Elevation of the parking lot in the east area is +2.424 m.
• Elevation of average the project site is +1.324 m.
• The distance from Chao Phraya River to the project site is 1.3 km.
• Highest water level (2011) from the flood mark at the project site is +3.543 m.

3.4 Collection of data from the Royal Irrigation Department on,


3.4.1 Rainfall data
3.4.2 Collect water level and Cross-sections of Chao Phraya River at Station C.55,
C.38, and C.22A from Central Region Irrigation Hydrology Center and calibrated
to match the datum of the Ministry of Agriculture and Cooperatives Ground
Control Point by high precision GPS (R8s) as shown in Figure 2

3.5 Perform the analysis for prediction of 100 years ARI of highest water level from Chao Phaya
River by Gumbel distribution and correlate to flood elevation on the project site.

3.6 Suggestion on flood mitigation and protection of the ground solar plant.

4.0 AVAILABLE DATA


4.1 Site Climate
Pathum Thani's climate is classified as tropical. In winter, there is much less rainfall
than in summer. The Köppen-Geiger climate classification is Aw. The average temperature in
Pathum Thani is 27.8 °C | 82.0 °F. Precipitation here is about 1301 mm | 51.2 inch per year.

Precipitation is the lowest in December, with an average of 10 mm | 0.4 inches. Most


precipitation falls in September, with an average of 262 mm | 10.3 inches.

4.2 Flood map


Flood map data have been verified and confirmed by high-precision GPS.
Flood maps from 2005 to 2020 are shown in Appendix-B.

From the flood map in the year 2011 in Plate 4-3, the site was experienced flooding.
Combining flood maps from the year 2012-2020 as shown in Plate 4-4 shows no
flooding at the site after the year 2011.

4.3 Recent Development of the site


The picture below shows the current view of the project site. Currently, the land status is
the lowest area among surrounded land.

4.4 Discharge point of the site


There is no discharge point for this site as the surveyed area is the lowest area
with the puddle. Besides, the site is the collection area of rainwater.

5.0 COMPUTATION AND DATA ANALYSIS

Computation and Data Analysis for Overtopping from the Chao Phraya River for the peak
Water Level Calculation has been conducted by Gumbel Distribution Analysis

Distance from the project site to hydrological gauge station (Nonthaburi Bridge) is 2.104
km, the maximum water level is considered as the computed 25 or 50 or 100 years flood level of
that particular station and then adjusted with the project site area.

The maxim annual water level of the hydrological gauge station (Nonthaburi Bridge) is
shown in Plate 5-1

The computation for peak water level has been done by using Gumbel’s Method

The result of peak water level in Plate 5-3, demonstrated the design HWL for 25, 50, and
100 years return periods at Nonthaburi Bridge Gauge Station are 3.245m, 3.613m, and 3.978 m
respectively.

From field survey by high precision GPS, the distance from the project site to Nonthaburi
Bridge Gauge Station is 2.104 km and the gradient is 0.00011 m/m. |
Hence, the design HWL at each ARI at the project site is calculated below.

• For 25 years return period at the project site has been computed as 3.245-
(0.00011x2104) = 3.014 m.

• For 50 years return period, design HWL has been computed as 3.613-
(0.00011x2104) =3.382 m.

• For 100 years return period, design HWL has been computed as 3.978-
(0.00011x2104) =3.747 m.

6.0 CONCLUSION AND SUGGESTION

Summary of the study;


From the study above we conclude the following.

6.1 The predicted flood level at the project site for 100 years ARI is EL.3.747 m.

6.2 Elevation of parking lot and factory is EL. 2.424 m.

6.3 Average elevation for the proposed area for the ground solar plant is EL. 1.324 m. and
considered to be the lowest ground elevation among the surrounded areas.
The surveyed area will collect water from all directions with no discharge point.

6.4 Average flood depth on construction site is 3.747 -1.324 = 2.432 m. with the flood
depth between 0.6 m. to 3.8 m.

Flood mitigation and suggestion;


There are 3 mitigations for flood protection for ground solar plant projects;

6.5 Flood dike around the project site.


We do not suggest this solution as there is no discharge point from the current low
ground area.

6.6 Backfill site above flood level


This is approach is not suggested from the huge cost and time impact from soil.
backfilling.
The expected volume of soil backfilling computed from Civil 3D is 32,342 cu.m.

6.7 Elevated PV module.


We suggested this type of flood mitigation.

The typical installation of elevated PV modules is shown below.

It is suggested to perform soil investigation for the design of piling work for PV module
structure and walkway.
