V. RATIONALE:
School Reading Program is a school program in accordance to DepEd’s mission of fostering
love for reading among the learners. Every school are expected to adhere to recommend activities and
encouraged to add more where the learners can fit.
The COVID-19 pandemic has caused lot of uncertainties and glitches specifically health
threats and most specially the adaptation of the new normal education. Each one of us is facing
difficulties amidst this pandemic. One of the biggest challenges is helping learners who face struggles
in reading must continue and further be strengthened even in this time of pandemic.
Batiawan I Integrated School is accepting the challenge of the department and is currently
taking action to develop the reading skills of the learners. Project SOAR (Strengthening and
Optimizing Affable Reading) in English and Filipino for Key Stage 3 aims to commemorate the
importance reading in their journey for knowledge in fun learning and friendly way. It is designed to
equip the junior high school learners with strategic reading skills to make them independent readers. It
also provides a year-long training for teachers to make them multi-literate in guiding the learners to
read and comprehend.
VI. OBJECTIVE/S:
1. Strengthens learners reading and comprehension skills in a friendly and fun way in school
2. Optimizing learner’s skills in word recognition, reading comprehension and reading
speed, by doing the reading habit within the community, with their reading buddies.
3. Equip teachers, with skills to effectively implement the reading program.
4. To encourage stakeholders to support the existing school programs and activities.

Greetings!
Learning to read is one of the most important skills that children should adhere. They need to
learn how to read so that they can learn about different subjects and be able to function well in the
society. Learning to read amidst of the pandemic should still be strengthens with their designated
reading buddies nearby at home.

With this, I am pleased to present my proposal for our Reading Program for Key Stage 3,
named as “Project SOAR (Strengthening and Optimizing Affable Reading) in English and Filipino”
with its working goal to strengthens learners reading and comprehension skills in a friendly way to
make them comfortable in reading.
If this will be approved, rest assured that we teachers will do our best part to sustain and intensify the
goal of this program.
