Dalda Foods is the leading edible oil and fats company in Pakistan, which is continuously
expanding its line of businesses by making a mark in the dairy, snacks and other food related
categories. The company aims to touch millions of lives daily even in the remotest of areas,
offering products and services to cater to varied consumer needs Their main products are edible
oils, cooking oil and dairy products. During my visit to the plant I observed main activities like
cleaning of the seeds, grinding, pressing and extracting oil from seeds, dosing, filling, processing
of plastic bags for filling, testing activities, work at height and welding activities. The plant was
General description of the organisation being operated on different equipment like pressing machines, cleaning filters, sieving machines,
filling machines, dryers,, evaporators, dosing pumps, motors, blenders, grinders, boilers, plastic
bag production machines, conveyer belt system and power generators.
The plant was working 24/7 and was being operated on 3 rotating shifts of 8 hours. First shift is
from 07:00 am to 03:00 pm, second shift is from 03:00 pm to 11:00 pm while third is from 11:00
pm to 07:00 am. Most of the work force is young here also some women were working in different
sections like admin areas.
I conducted my risk assessment on many section like filling section, grinding and cleaning

Before the completion of my risk assessment task I studied the ig2 book of RRC international. I
studied all the requirements of completing risk assessment task from this book like hazard
identification, control measures and additional control measures. I also visited some of the
websites of international labour organization (ILO) and some UK based websites which gave me
too much knowledge about the health and safety of processing plants.

After that I visited all the premises and talked to workers and supervisors about their health and

To ensure that employees can work in a safe environment on their workplace the organization has
moral obligation to protect all employees from risk present at their workplace. Workers have only
come to the premises of the employer for earning but also for the progress and prosperity of the
employer. If the workers are injured or killed by accident at workplace of the employer it is
intolerable for our civilized society. So, employer is morally responsible to have a safe system of
work at his workplace. He should be responsible to provide all type of personal protective
equipment and machinery, safe machinery and safe equipment to his employees.
Financial arguments;
The employer will have to bear many expenditures when an accident occurs at any workplace and
that cost can be broken these kinds of costs, like cost associated with loss of time, accident
investigation and money, cost associated with recruiting new staff and training, disruption and loss
of future orders and business. Injuries of workers (medical cost, lost working time, sick pay without
working hours, low morale of workers, replacement worker wages which will be a reason to reduced
productivity and cost associated with loss of medical treatment of the injured worker. Organization
might face repair and replace equipment and infrastructure costs and repair of damaged
equipment. Organization can also bear cost associated with enforcement actions like fines from
enforcement authorities. So the employer should create safe system of work in the work place, so
that the workers working in the areas cannot get harm and the employer could not face the cost
associated the accident.

International labour organization has put some legal duties on every employer according to the
convention c155.This organization must comply with legal laws and regulations. It is necessary for
all the organizations to imply legal practices. International bodies and agencies have set some
rules, if organization fails to achieve those standards, then enforcement agencies can take further
actions. At first, they inform the organization through general notice after that they take further legal
steps. They can stop the work which can harm the employees. After making certain improvements
or taking respective control measure in order to make the risk factor low enforcement authorities
can also demand to start the working. In case of any severe accident overseeing chief can be
imprisoned and firm license can be terminated.

Justification for action 1

States that National laws or regulations shall prescribe that measures be taken for the prevention
and control of, and protection against, occupational hazards in the working environment due to air
pollution, noise and vibration.

Consideration of likelihood AND severity The likelihood associated with this hazard will be considered as high because the workers were
working in the noisy areas for a long period of time and they were exposed to high pitch noise
generated from the machines like conveyers and grinding machines so there were many chances
for the workers to get many health problems related to the noise hazard. The current control
measures were also ineffective to protect the workers from getting harm.
When considering the severity, I set 4 categories:
 minimal: no injury or damage occurred
 minor: injury requiring first-aid and/or slight damage caused to plant/equipment/buildings
 major: injury requiring hospital treatment/stay and/or significant damage
caused to plant/equipment/buildings
 Catastrophic: death and/or irreparable damage to
plant/equipment/buildings

The severity factor will be considered from the above mentioned table as major because after a
long period of time exposure to noise the workers will get health problems like tinnitus and NIHL
which will require proper hospital treatment.

control measures were also ineffective to protect the workers from getting harm.

Planned review date/period with Review date was set for 29th November 2022 because it‟s necessary for the risk assessments to be
reasoning reviewed yearly to get improvement continuously and to keep it up-to-date to comply with legal
standards. I also ensured that company will must review its risk assessment if there is any change
in equipment, any change in number of workers or change in process etc.
How the risk assessment findings will be A meeting will be arranged with the finance director and managing director to go through and agree
communicated AND who you need to tell on the urgent actions and control measures of the risk assessment. I would highlight the importance
of these control actions and I would also highlight that these actions would save the large amount in
various forms such as for sick-pay, medical treatment, repairing and replacing damaged building
etc. My finding will be shared on all level of the organisation and I will make a presentation on all
the findings of my risk assessment to present it in front of all the technical staff, workers, operators,

HSE supervisor and plant manager to alert from the hazard present there. A request will also be
made to display these findings on the notice boards and also sent via email to all the staff.
How you will follow up on the risk I would set the time frame for reminder of each control measure before the deadline. To check the
assessment to check that the actions progress of each control measure at the workplace I will visit the workplace and will have a talk with
have been carried out the supervisor or the manager to know about the progress of each control measure. On the
implementation of these actions If found any negligence, then I will find the exact reason of this
unsafe behaviour. I will discuss this problem with the higher management to resolve this problem as
soon as possible. I will also make a request to appoint the highly experienced team for the
implementation of these control measures and allocate the budget that would be enough for the
implementation of these actions.
